The arrest of Mr. James Nicol Fleming, | formerly a director of the City of Glastrow [Hank, under a warrant issued against him soon after the bank failed, revives recollec- tions of a calamity which, by taking a large amount of capital out of the country and greatly restricting credit, has done more mis- chief in Scotiati(I than even a succession of bad harvests, The share Mr. James Fleming had in bringing about the rtiiii of the Cih of Glasgow Hank by borrowing immense sums of money from it to keep afloat for several years his own insolvent mercantile iirm is well known, and will soon be told afresh in a criminal court. Mr. Fleming's career has been in some respects a remarkable one. In IStll, when the American Civil War broke out, he was, though still quite a young man, the head in Honibay of a steady-going firm which had done well for many years, and from which several successive partners had retired with moderate fortunes. James Fleming, having the speculative element strong on him, saw the opportunity which Bombay had through the stoppage of the supplies of American cotton, and he pledged the credit of his tirm right and left, borrowing money at extrava- gant rates of interest in order that he might buy and ship to England as many bales as pos- sible of Indian cotton. His prudent partners at home were frightened out of their wits when they heard of the magnitude of his operations; but there was no telegraph in those days by means of which to restrain him, and before he could be interfered with his venture had turned out so well that his partners took their shares of the profits and said nothing. Thus, the firm of Smith, Fleming, and Co. was raised at once to the position of one of the leading houses in the city of London; and there can be no doubt that it for some years possessed great wealth. James Fleming, I think, left the firm for a time on coming home in 1863, and indulged his taste for adventure by going in for blockade-running, in which he ultimately lost a good deal of his Indian gains. The firm, too, WM badly hit in the disMtrous years 16p(>. >-0<i, and never recovered its former strength and preztiye. When James Fleming reioined the concern, two or three years afterwards, his speculative spirit, which was still unchastened, led him to engage at Calcutta in great mercantile transactions on the scale fashionable in America; bnt luck had turned against him, autl he lost heavily in everything he put his hands to. The firlU became insolvent in 1871, but James Fleming, who remained a director of the City of Glasgow Bank till 1875, supported it with subsidies of the shareholders' money, and the bank was afraid afterwards to put pressure on the tirm, so that when the crash came in 1878 the indebtedness of Smith. Fleming, and Co. to the bank exceeded tl,0)0,000. James Iteming, when threatened with criminal pro- ceedings, escaped to Spain, whence he has lately returned, hoping that the storm had blown over. His elder brother, John Fleming, who was greatly respected in London, but who cannot but he held guilty of having shared the fruits of James Fleming's reckless misuse of his powers as a bank director, faced the exposure manfully, made an arrangement with his cre- ditors, and has since resumed busine.,i in a modest way at Bombay, which place he re- tired from with a fortune thirtv years ago. Misrepresentation, we are often told, is a vice of Tory growth—a rank, poisonous weed which finds no place in trimly-kept Kadical gardens. Listen, then, with reverence to the words of truth as they drop like dew at the bidding of the I'all Mall (iavtte — Lord Salisbury and his friends will do their best to harass the Ministry they will throw every obstacle that malicious ingenuity can invent in the way of restoring tranquillity in Ireland; they will any themselves for this purpose with the Irish enemies of this (and of every other) English Government; but they will take good care to keep well away from responsibility. If Mr. Morley believes the twaddle I have quoted, he is to be pitied; if he has written it without believing it, what can one sav of him'- Lord Salisbury and his friends are anxious for peace in Ireland they have again and again declared their abhorrence of Irish tactics, as well as of Radical flirtation with revolutionary doctrines, and, moreover, they are ready to take up the responsibilities of office as soon as they have convinced the country that the national health is at present at the mercy of the quacks. To this end they will not harass," but they certainly will ex- pose. in season and out of sea,on, the wretched claims upon which Mr Gladstone and his Ministry rely for the continued favour of the British people. There is something exceedingly laughable in the idea of a plea for cabmen in general being based upon a case. which occurred the other day, of a driver throwing a brick at his fare's head because he declined to pay more than the legal amount. Quite a newspaper correspondence has arisen out of the matter, and no end of respectable people have rushed into print for the purpose of showing whataii over-worked, under-paid, ill- used creature cabby" is. All this, of course, speaks well for their goodness of heart, but it tlies a little wide of the moral question in- volved in the attitude assumed by this parti- cular cabman, who backed up his demand for more money by physical violence in the brickbat form. The dispute between the Thames Conser- vancy and the steam-boat company has been settled, I am glad to say, and the boats agam call at all the piers as heretofore. My satis- faction is disinterested, because I seldom or I never use the piers myself, but my gorge always rises when I hear of the public con- veniences being Mcrinced while rival bodies are settling their squabbles. Howewr, in the present case, the injury done was reduced to a minimum, for the quarrel occurred at a time of the year when steamboat travelling on the river has but few attractions for the effete and sickly Cockney. Happy is the theatrical manager whose j repertoire consists of pieces that will stand revival, Charles Wyndhain, of the Criterion, is in that fortunate position. "The Great IHvorce Case is being played at the under- ground theatre in l'iocadilly with as much brightness and vivacity as though it were an entirely new production and r. Wyndham has the satisfaction of knowing that when public interest in the English adaptation of M. Ilenneqtiin's comedy is temporarily ex- hausted, he has other sprightly pieces to fall back upon. "BetSy" and "Truth" would certainly stand the test of re-produotion, and I shall be surprised if that veritable gold- mine, Pink Dominos," is anything like ex- hausted yet, Aoting power would seem to run in families —" like wooden legs" as Pat would say. Another member of the Kendal family is coming to the front, in the person of Mr. Flarnilton Astley, who has an opportunity, in his part in the Criterion entertainment, of showing an unexpected aptitude for the lightest of light comedj. Another instance is afforded by Miss Marion Terry in"Engaged"at the Court in a part requiring special oualities of voice, manner, and method, which Miss Terry supplies to the satisfaction of the most exacting. What was true in the cases of the elder and younger Mathews, of the elder and younger Kean, and of Junius Brutus Booth and his son Edwin, is true also in the in- stances I have quoted. But perhaps it will be just as well for me to stop at this point, and so avoid the risks that invariably attend sweeping generalisation.

The court has resolved to sit with doed doors, 1 According to a" Reuter's telegram from Paris on Monday the Superior Council of War has been considering the question of bringing the troops at present in Tunis and Algeria back to kmncei n successive detachments, and of forming a special corps for service in Africa. A Malta telegram states that the British Medi. terranean squadron ie concentrating in that port. Captain Kuapp Barrow, C.M.U., who brought home the gold axe from the King of Ashantee, is about to return to the Gold Coast, having been appointed Assistant Colonial Secretary to the Governor. The St. Petersburg correspondent, of the Tim', telegraphing on Monday, says:—News has only just reachod us here that very serious disturbances took place at the end of last week near Dunaburg» on the borders of Courland and Vitebsk. The Governors ot both these provinces were obliged to repair to tho spot and to call in the aid of the two battalions before peace could be restored. An insurrection has broken out in Arabia, which has Yemen for its centre. The pilgrims who had retired to the city from Mecca held a meeting and proclaimed one of their number ruler of all the countries of thf Yemen. On the 5th inst. tha rebels encountered tho Turkish forces, and the conflict lasted from morning till night. The Turkish Governor has asked for immediate rein- forcements. The Daily Xtic* correspondent in Vienna telo- graphs:—In Hungary the excesses against the Jews are beginning in the Cgocsaer district. The Jews have not been safe from persecution since the end of Docomber. Their property is destroyed, and if they do not take to flight they are cruelly, beaten, The sheriff, to whom they appealed, tried to pooh-pooh them, but was forced to arrest six rioters. The excesses still continue.

FRENCH INTERFERENCE IN EGYPT. REMARKABLE DISCLOSURES. The Morniny Past correspondent in Paris 8tats that :\1, Rochefort will shortly furnish the country with a new scandal, and that he is now busily en. gaged in procuring documentary evidence to prove that the French interference in Egypt has been but an urtitice to protect the interests of politicians deeply concerned in the finances of that country, and that England has been gradually induced to join in the political and financial con- trol which has so deeply offended Italy.

THE POLITICAL SITUATION IN GERMANY. EXCITING SCENE IN THE REICHSTAG. A "Central News" telegram from Berlin, dated Tuesday, says:—A most excitingacene occurred in the Reichstag to-day, on the occasion of the de- bate on the Royal Rescript. Professor Haenel, wliti brought on the discussion, stated, in the course of his speech, that the Government had attempted to cover its policy with an Imperial mantle. Then, while the House was almost breathless with ex- citement, Prince Bismarck strode from his seat into the centre of the House, and, in a stentorian voice, with impassioned action, said, "You accuse the Government of cowardice, and you on the Left ap- pear to applaud this statement." Then, turning to the members of the Left, the Prince, in a still more angry voice, cried out, It Let him who applauds come for- ward." A sceno of indescribable confusion followed, loud and continued shouts of Nobody, nobody," from the members of the Left being heard abovo the din. The Chancellor appeared to regard this disclaimer from tho Left as being, to a certain extent, satisfactory, for he returned to his seat, and then, still addrsssing the members of the Left, said, in flgreatly modified, but still significant, tone, Well, ifthatisthecase,youmay thank God." The episode thus ended, the Chancellor went on to explain that the Royal Message was not a serious intrusion on the rights of the official voter. Ho upheld its provisions, and declared himself per- fectly willing to accept all the responsibility.

THE FRENCH MINISTERIAL CRISIS. A "Central News" telegram from Paris, dated Tuesday, says :-The prospect of a reconciliation between M. Gambetta and the committee seems to-day much improved. Agreement will be easy on all points except Scrutin de Liste, and on that M. Gambetta has reduced his demands to the minimum. Tho Ilepublique Fran^aise says he does not want to make it an article of the Constitution, but only liberty to discuss it with the Congress.

THE PERSECUTION OF THE JEWS IN RUSSIA. A memorial from the Je" s of England, on behalf of their (jppremed brethren in Husia, was on Friday last handed to PrinceLobanoff, the Russian Minister in London, for transmission to the Em- peror of Russia. The Prince, however, acting upon instructions from his Government, declined to transmit the memorial. The document was signed and presented in person by Sir Nathaniel M. de Rothschild. A "Central News" telegram from St, Peters- burg, dated Tuesday, says :-The Minister of the Interior has received final report from provincial: Commissioners on the Jewish question. In the majority of the districts the inhabitants demand a complete expatriation of the Jews. Austrian Jews in Wolvezyska have been ordered to return to Austria. The court in Warsaw, which is occupied with the trial of the anti-Jewish rioters, has pronounced sentence in some 150 cases Ten individuals have been acquitted, and the majority have been con- demned to fines, amounting in the highest instance to ten roubles, or to various short terms of im- prisonment not exceeding one month. Only two of the accused have been condemned to as muehas I three months' imprisonment. The Morniny Poit Berlin correspondent tele- graphs to the effect that in Germany the cruel persecutions of the Jews in Russia are generally condemned, and that the denials of the Russian Government as to tho extent of the horrors are disbelieved.

THE TRIAL OF GUITEAU. A "Router's" telegram, dated Washington, Monday, saysThere was a great rush to obtain admission to the court this morning. Guiteau commenced with his usual harangue, saying, amongst other things, that he received a number of facetious letters. Mr. Porter then began the closing speech for the prosecution. He depicted Uuiteau's moral character in a most unfavourable light, and proceeded to denounce his whole course of life in the strongest terms, Guiteau occa- sionally shouting, That's a lie," 11 That's falso," 1* It's not so." The counsel dwelt on the hideous bent of Guiteau's nature, and was pointing out tho hollowness of his claims to religion, when Mr. ycoville interrupted, to correct what he called the mis- representations of Mr. Porter. After a short dis- cussion between the counsel and the judge, the latter told Mr. Porter to proceed, which he did amid interruptions from Guiteau. He told the jury they must not think that, in cane of disagree- ment amongst them, the Government would any tlm less press the trial to a conviction. A tem- pestuous scene here arose in consequence of Mr. Scoville demanding that the court should rule on the point lie had raised as to the character of Mr. Porter's arguments. The latter had claimed that public sentiment waa unanimously against Guiteu, and Mr. Scoville objected to this as partaking of the nature of evidence. Mr. Porter said he was merely contradicting Guiteau's false- hood; but Mr. Scov1lJe insisred that the argument was illegitimate and inadmissible, and passionately defended his position, demanding that his b tion should be ..t?d. J.dg.C.. midtht Mr. Porter had the right to contradict the prisoner's assertions, but could not introduce evidence in the slmpe of letters or newspaper statements. The ex- citement grew as the discussion continued, and at 000 time Mr. Porter, Mr. ScovilVe, and Quitmu were all shouting together. Ultimately calm and order were restored, and Mr. Porter proceeded with his speech. At one o'clock the learned counsel showed such signs of exhaustion that the Court decided to adjourn.

At n special meeting of the Birmingham Watch Committee yesterday, Mr. Farndale, superinten- dent of police at Leicester, was unanimously appointed, from uuiong 95 applicants, to the post of chief constable of police at Birmingham, vacant by the resignation of Major Bond. A private teUigvam, received yesterday by Messrs. Charles Henderson and Co., of Glasgowt states that the misting boat of their steamer Marguerite, which foundered on the 6th inst. 100 miles west of the Scilly Islands, while on a voyage from the Clyde to Algiers, has been picked up, and reached Gibraltar in safety. The boat contained the captain, chief engineer, second mate, and three of the crew. The City Prtss !!RYs,- We are in a position to state on the best authority that the Cabinet has decided to briug in a Hill for the purpose of creating one large corporation for the whole of the Metropolis, and the measure will be entrusted to the Home Secretary. One part of the projected Government scheme is the absorption of the Metropolitan Board of Works as well as the Corpo- ration of London. At the Marylebone police-court, London, yester- day, David Atkins, u second-hand dealer, was charged with being concerned in the robbery of Mr. Sidney Cooper's celebrated painting, "The Monarch of the Meadows," from Lancaster-gate some months ago. It will be remembered that the picture was cut from the frame and a fire then kindled to destroy all traces. Inspector Robson saw prisoner carrying a roll and stopped him, when prisoner stated that it was the picture, The Monarch of tho Meadows." Atkins was arrested. The prisoner was remanded.

VISIT OF QUEEN VICTORIA I TO ITALY. The Daily Chronicle correspondent at Rome, telegraphing on Monday night, says The Queen of England has announced to King Humbert her impending arrival in Italy.

PANICS IN PLACES OF AMUSE-I MENT. I On Monday night, during the performance of I the Comic Opera Pinafore," at the theatre Waterford, sparks were observed falling upon the ?litage. The curtain was immediately dropped, and the audience raised a cry of "Fire." A rush was made to the doors, and in a few seconds the passages were blocked, ladies fainting in the crush, and many persons fell down the gallery stairs. A man, in sliding down a pillar to the dress circle, broke a gas jet, adding to the confusion. The manager, however, declared that there was no cause for the alarm, and the panic subsided. A Central News telegram says t-Further par- ticulars respecting the fire at the Theatre Royal, Waterford, show that the fire was out in ten minutes. The prima donna was singing at the time and screamed loudly. Some persons were slightly bruised: but in one case a man, who dropped from the gallery into the pit, escaped entirely unhurt. The mayor has given instruc- tions as to certain improvements to be effected, and some changes in the building are contem. plated. At the Colston-hall, Bristol, on Monday night a doorkeeper, to attract the attention of one of the audience, shouted that his premises were on fire. A rush was made for the doors, and the panic only subsided on a hymn being started upon the platform.

THE DESFORD RAILWAY I COLLISION. ACQUITTAL OF TIIE POINTSMAN. I On Tuesday, at the Leicester Assizes, before Justice Baggallay, a man named Butler, points- man, was indicted for the manslaughter of five persons in the collision on the MidJand Railway at Desford on October 22. Defendant 'Tri the luggage train into a siding out of the way of the express from Burton to Leicester. After doing so he forgot to reverse the points, and the express dashed into the siding, wrecking the mineral train, and smashing passenger carriages. For the de- fence, it was urged that a gale had blown down the signal posts, and interfered with the signalling arrangements, the defendant not being crimi- nally responsible for the accident. A verdict of Not guilty was returned.

THE DOTEREL DISASTER. I An order was received by the Commander-in- Chief at Portsmouth on Tuesday directing a com- mittee of enquiry—consisting of Vice-Admiral Foley, Admiral Superintendent of the Dockyard; Captain Codrington, H.M.S. Excellent; Captain ColomVi, Steam Reserve; and Mr. Owen, Chief Constructor, to examine and report upon the pro- perties of xerotine siccative, with a view to for- ming an opinion whether the presence of that composition on board the Doterel, and deposed to by Mr. Baird, carpenter, and Ford, caulkers' mate of the ship, caused her destruction.

GREAT FIRE AT PLYMOUTH. I On Tuesday a destructive fire occurred at the West of EnglandSteam Joinery and Moulding Mills, situate in Newport-street, St?onehouse The fire mged with great fury for several hours, and when at its highest fears were entertained for the safety of the whole street, A large number of soldiers, marines, and sailers rendered valuable service. The damage done is estimated at X12,000, and the amount the property is insured for is £ 9,000. The owner of the mills Is Mr. G. E. Fox, a large timber merchant of Plymouth.

MUTINY OF SAILORS AT THE I SUEZ CANAL. The Daily NMCS Cairo correspondent telegraphed on Monday as follows:-The steamer Newnham being under repair in the Suez Dock, and in quarantine for over 50 days, the sailors mutinied yesterday, demanding permission to go ashore. Tile captain and officers offered armed resistance to the men. The chief engineer was killed by his own rifle exploding. The mutinv was suppressed, and the English Consul has placed guards and Arab soldiers on board.

ATTEMPTED SUICIDE AND CON- FESSION OF MURDER. On Monday, at the Marlborough-street police- court, Hannah Beechcroft, 35, was charge with attempting to commit suicide, and also, on her own confession, with having murdered her newly- born child, twelve years ago, in Yeoman's-road,' Brompton. It appeared that until lately tho pri- soner was in service.—Mr. Walter Dalrymple, 16, Selwood-place, Fulliam-road, stated that on Satur- day afternoon he was going over a bridge in .?n:i.c'u'gardens, when he saw a cloak with some fur on it lying in the water. As no one else [seemed inclined to assist the prisonor, he got off his pony and ran down into the water, and called a man to assist him, but the man refused, stating thAthe(Mr. Dalrymple) had better do It himself.—Mr. Mansfield said he had never heard anything more disgraceful on the part of by- standers.—Mr. Dalrymple said that a woman volunteered, but he I.Il her that the services of a man were re q uired. Police-sergeant William Winter, 74 A, mid the prisouer told him tII: had thrown herself into the water because she had been to Bow-street.—The prisoner was attended by Dr. Blackett, who ordered her to be sent t3 the workhouse. The mistress where the prisoner had lived had given him a letter. The prisoner said she had been to Bow-street to give herself up for something she had done some twelve years ago. At Bow-street, however, nothing was known of the prisoner,-Police-sergeant Smith, 45 A, stated that at the station prisoner made a confession, which he took in writing, and it was to the effect that she had killed her newly-born child twelve years ago. The prisoner, who had nothing to may, was remanded.

THE STATE OF IRELAND. I -0 Shots were fired on Monday night into the house of a bailiff named M'Ouiness, at Olanduff. The doors and windows were broken, but the inmates fortunately escaped. On Monday night, at Kilcrohane, tha dwelling. house and forge of a smith named Sullivan, who shod tho horses of Rome" Boycotted farmers, were burnt to the ground. The police are making every effort to arrest the incendiaries. On Tuesday night George Stephenson, manager at Messrs. Goodbodye's factory, Clara, was tired at and dangerously wounded. There has recently been a strike at the works. Twentv-three writs were posted on the Kilty Clogher Police Barracks on Tuesday morning, for the tenants on the estate of Colonel Tottenham, M.P. Most of the tenants are alreadv evicted. Sub-Commiasioner Heeves gave decisions on Tuesday morning in land cases heard at Kanturk. The rents were generally reduced; in one instance the rent was unaltered. Orders were given in each case, where the farm was of any extent, for the erection of labourers' cottagee,at a rental of le, 611. weekly. The sub-commissioners, sitting on Tuesday at Armagh, gave judgment in a number of cases tried at Portadown, reducing the rent on an average about 50 per cent. Most of the holdings were small. The officers of Athlone Garrison, having pur- chased a pack of harriers, attempted to hunt at Knockdowney on Tuesday, but were attacked by men with farming implements. One officer received a severe blow from a coulter and had his clothes torn with a fork. Three dogs are missing. On Tuesday Thomas Kesler, shopkeeper, Fronk. ford, King's County, formerly- secretary to the Land League, was arrested under the Protection Act and conveyed to Kilmainhani Gaol on a charge of set- ting fire to corn. A farmer over 70 years of age was also arrested. The Land Court opened at Tuam on Tuesday, when the Belmullet rents were all reduced. Mr. Shaw-Lefevre, M.P., visited Tuam on Tues- day, and after visiting Dr. M'Evilly, attended the opening of the Land Court. He purposes visiting other places in the West before returning to London.

LORD SANDON ON THE POLITICAL SITUATION. A letter from Lord Sandon, read at a Conserva- tive meeting in Liverpool on Tuesday night, said that the political questions of the present time were of great importance, for a decision must shortly be taken by the nation whether the Em- pire was to enter upon a hazardous path of theoretical revolution, which had already brought untold miseries on all classes in Ireland; or remain faithful to old English habita of liberty; steady progress and respect for law, propertv, and religion, which had secured f;>:r 1:gfa:Oj:'i wealth, and national character, such as other nations sought for in vain. Mr. Whitley's speech condemned the policy of the Government.

THE CITY OF GLASGOW BANK. ARREST OF MR. FLEMING. Mr. James Nicol Fleming was taken from Manchester to Glasgow on Tuesday in charge of Shenff Officers Rodes and Yule, He travelled in a first-class compartment, and on his arrival was driven at once to tho central police station. After being searched he was locked up in an ordinary cell. Mr. Fleming seems to be suffering much, and is so weak that he bad to use a staff in walking. He is charged with fraud by Msifying tho books of the City of Glas- gow Bank while a_ j irector.

THE LOSS OF A CARDIFF STEAMER. As nothing further has been heard of the missing steamer Lord Bute, of which .r,! Cory Brothers, of Cardiff, are the managing owners, it is now almost certain that g,,hg. has been lost with all hands. On this supposition Messrs. Cory Brothers have opened a subscription list on behalf of the relatives of the unfortunate crew, which numbered seventeen, and up to the present time upwards of aGO has been subscribed. Considerable additions are expected, and it is hoped that the managing owners will thus be enabled to render material assistance to the bereaved. When lost the Lord Bute was on a voyage from the Tyne to Valencia with a cargo of coal. She was a valuable steamer, of about 1,100 tons register.

DEATH OF MR. WILLIAM MILLER, THE ENGRAVER. The death is announced of Mr. William Miller, the famous engraver, an admirable and amiable member of the Society of Friends, who for more than half a century was employed, with extra- ordinary success, in translating into black and white many of the designs of our greater English painters, and especially of Turner. Mr. Miller, who died on Friday last while on a visit to Shef. field, was in hie 86th year, and it may, therefore, easily be imagined that the major portion of his work was done at a period that is already remote. His name may have been little known to chance picture-buyers of the day, but he was already a classic among English engravers, and was the last of a generation now extinct. A little of his loveliest work was done before the year 1830, for the "Southern Coast" of Turner;' and shortly afterwards, Turner highly appreciating his labours, Miller was engaged upon the illustrations to the Prose Works of Sir Walter Scott," and, in 1834, upon that edition of "Rogers's Poems" which tho collector seeks for by reason of the Turner designs and of their perfect interpretation in engraving. Later on, Miller was emploved in more than one, we think, of the great Venetian subjects which occupied the later art of Turner. He lived chiefly ?. Edinburgh, and in his art he is nowhere seen to greater advantage than in his rendering of Scottish landscape, especially in the illustrations to Rogers. He understood Turner absolutely, and followed- with a delicacy and fidelity which, perhaps, no one else has so perfectly combined-the most subtle work of our greatest English master.

ALLEGED ASSAULT UPON A DRAPER IN DEAN FOREST. At the Coleford police-court on Tuesday (before Sir James Campbell, Bart., Lieutenant-Colonel Davis, Dr. Batten, and Mr. Blandy), Amos Jones, a mine manager, of West Dean, was charged with having on the night of the 10th inst. unlawfully and maliciously caused grievous bodily harm to John M'Geoch, a Scotch draper.—Mr. Male, from the office of Mr. Fryer, solicitor, prosecuted, and Mr. Goldring defended the prisoner. According to prosecutor's evidence, it appeared that he visited the Miners' Arms, near Sling Mine Pit, where, in consideration of booking some orders -from Jones and the landlord-he stood treat. He remained several hours, and admitted in another charge to having got drunk. He had remained at the inn, as sworn, because witness had wished him to do so, when he would accompany him on the road to Coleford. They went a mile together, having left the inn at ten o'clock, when 'soner ::n;(:?8) as\i with hih W;k:J him down. He lay insensible until seven o'clock the next morning on the highway. The Bench adjourned the further hearing for a week, refusing bail.

MILFORD DOCKS VERSUS I BRISTOL. Mr. A. W. Warren, of Bristol, writing to the Times on this subject, saysNew York lies about 12 deg. to the south of England, and swift steamers thence 8teerlng for Lundy Island, and then running up w the head of the deep water at Avonmouth, instead of going north to Milford, would probably reach it as soon as they would the Milford Docks. But Avoninouth is within three hours of London by rail, while Milford is seven hours. This must de- cide the matter as to passengers. It ought also to do so as to through goods. Moreover, Bristol is in itself the centre of a large ?mmorce and nearer to the Welsh steam coals. Milford may, perhaps, bo tried, but it appears to me the steamers will ulti. I mately have to come to Avonmouth.

IDESPERATE POACHING AFFRAY I IN CARMARTHENSHIRE. I MURDEROUS ATTACK ON WATER BAILIFFS. I RESCUE OF A PRISONER. On Monday night Mr. Mark Rutherford, head water bailiff, and three of his men were watching the River Cowin, at Bunkyfelin. About ten o'clock they saw a light on the river some distance from them. As they were proceeding in the direction the light was extinguished, when they wereabouta couple of fields off. Mr. Rutherford, looking over a hedge, saw II man coming from the direction in which the light was seen. He immediately jumped over the hedge and seized the man, who is a notorious poacher, and at the time had torches in his possession. Having handcuffed him, the officers turned towards Carmarthen. When at the village of Bankyfelin a number of men pounced upon them and struggled to rescue the prisoner. They were armed with hedge stakes, and struck at the bailiffs right and left. The Imiliffs, in defence, used their trun- cheons. The assailants were then reinforced by a dozen other men, some of whom had blackened faces and used stakes. A hand-to-hand fight took place, and was continued for a long time. Many of the assailants were placed hois de combat, and finally the others retreated, but only to renew their cowardly onslaught with stones, which they used indiscriminately. The man whom Mr. Ruther- ford caught escaped, and is still at large, but the police are making investigations in the neighbour. hood. Tho affair has caused great excitement, and people believe the attack was premeditated. Some of the bailiffs are dangerously injured.

THE SOUTH WALES HOUSE COAL TRADE. I THE SLIDING SCALE. I MEETING OF DELEGATES AT NELSON. A difficulty has arisen in the South Wales and Monmouthshire house coal trade, which threatens a crisis. The sliding scale regulating wages is approaching the term at which it requires renewal. The house coal representatives recently dedded that certain amendments were imperative. These were placed before the masters with the alternative of immediate notice to end the scale, The masters declined to ..)ibersto on the subject un- less ?lvie r?p?rosentatives met them u.pl.Iged. On Tuesday the delegates again met at Nelson, near Pontypridd, and, after a long discussion, re- solved by an overwhelming majority to insist upon the amendments. The masters meet again this week.

I THE RHYMNEY IRON COMPANY. The report of the directors of the Rhymney Iron Company (Limited) for the balf-year ending September 30 last year was issued on Tuesday. The directors do not consider it prudent to recom- mend the payment of an interim dividend.

THE WEST OF ENGLAND BANK LIQUIDATION. I SINGULAR ACTION AGAINST CARDIFF SOLICITORS. I MR. SYDNEY BATCHELOR'S LIFE INSURANCE POLICY. Mr. Justice Fry had before him on Tuesday an action brought by the liquidators of the West of England Bank to recover from Messrs. Morris and Son, solicitors, of Cardiff, a policy of assurance in the Scottish Provident Office for £1,000 on the life of Mr. Sydney Batchelor, the latter being n)M made a defendant. Mr. GtaMs, Q C. (who, with Mr. Norton, appeared for the liquidators), stated that the policy in question was origin"y mortgaged by Mr. Batchelor to a Mr. Ogden, due not? ?f such mortgage being given to the office. That )oan was -,?pai d, and a re-assignment of the policy to Mr. Batchelor executed, of which notice was also given to the office. Subsequently Mr. Batchelor sought to borrow a sum of money from the West of Eng)and Bank upon the security of the Poll, yi but stated to the bank that he had lost or mislaid the policy. Thereupon the bank commu- nicated with the office, and ultimately a duplicate policy was granted and deposited with the bank, who then advanced a sum of money to Mr. Batchelor. After the liquidation of the West of England Bank the duplicate policy was discovered, and was included with other securities in a public sale. Every endeavour was first made by adver- tisina W discover the existence of the or' -I ¡ïc, ut:itht tc:tend\I,:i f ?.w. ever, after the sale Mesrs, Morris informed the bank and the life office that the policy was and always had been in their possession, and that they would decline to part with it except upon pay- ment of a lien for costs to the amount of £247, The present action was then brought, and it was contended by the liquidators that they had exercised due diligence in at- tempting to ascertain whether the policy was in existence, and that Messrs. Morns ought to have given notice to the ofBce that they had a Hen on the policy. Mr. Batcheior t called to prove that he was unaware that Messrs. Morris claimed any lien on the policy. In cross-examination, however, he admitted that Messrs. Morris had acted as his solicitors for a number of years, and had a balance of account against ld in. Mr. W. Pearson. Q.C., for Messrs. Morris, submitted that this was an ordinary case of solicitors having a lien on papers in their custody. If the plaintiffs had taken the trouble to demand to see the re-as- signment from Ogden to the plaintiff they would have discovered that the re.i?88jnment, together with the policy itelf, was in t fo possession of Messrs. Morris. His Lordship, taking this view, decided against the plaintiffs, and dismissed the action with costs as against Messrs. Morris, but granted judgment against Batchelor.

CARDIGANSHIRE SPRING ASSIZES. -The court opened on Monday morning, at eleven, his lordship (Mr. Justice Williams) being accompanied on the bench by Sir M. 0, M. Lloyd, Bart., the high sheriff; the Rev. R. J. Lloyd, Troedvraur, the assize chaplain, &c. The grand jury having been sworn in, of which Colonel Lewis, Llanllear, was foreman, his Lordship de- livered a brief address, congratulating them upon the entire absence of serious crime from the county, and advocating strongly the movement of the concentration of counties for the holding of usizes, as it niaOa:te of fnfor the to visit each county respectively. be suggested Cardiff as a convenient central town to hold the assizes of the united counties. Messrs. Abel Thomas and Terrell (instructed by Messrs. Roberts and Evans, solicitors, Aberystwith) appeared for the plaintiffs and Messrs. W. LI. Lewis and A. Lewis (instructed by Messrs. Hugbes and Sons, of the same place ) for the defendants. About twenty of the special jurors summoned for non-attendance on Monday were fined £10 each.

The evi- dence adduced showed that the prisoners, along with three other boys, were seen leafing about near the shop; that after a time Spragg was nbserved to go inside and put his hand in the till; that the boys then made off; and that part of the woney was found in the possession of each of the pri- soners when they were apprehended. John Short, Samuel Oliver, David Jenkins, Thomas Dowling, Alfred Davies, James Sherman, James Pritchard, George Cox, John Jones, Isaac Hancock, and James Talbot. Mr. J, A. Shepard appeared for the defence. The evidence of Constables Craig and George Williams went to show that tho above-named twelve men were in the house on Friday evening, the 13th of January, and had beer in a pewter measure, The defence was that the parties found on the premises came there to obtain I change, as they were employed in a colliery belong- ing to a brother of defendant at Llandafail. Three of the defendants, James Talbot, John Jones, and Isaac Hancock, were not shown to have drank any- thing, and they were dismissed the others were fined 10s. each, and the landlord £5, including costs. Refusing to Quit-Mary Sidebottom, married, was fined 10s. for refusing to quit the Globe Inn, Tredegar, when ordered by the land- lord. Mr. J. A. Shepard prosecuted. jtJBUILTH.—Larceny by a Servant.—At the police- court, on Monday (before Messrs. Thomas and Woosnam), Eleanor Ann Jones, a respectable- looking girl of 20 years of age, was charged with stealing a black shawl, a piece of lustre, two pieces of black satin, and other articles, valued at £1 5s., the property of her late master, Mr, Edward Davies, draper, High-street. Prisoner pleaded guilty to the charge, and It being her first offence the magis- trates were reluctant to send her to prison, and inflicted a fine of £4, including costs. The money was paid, and the prisoner was discharged.

FATAL ACCIDIüõT-On Tuesday morning, at about eight o'clock, David Lewis, a labourer, of 24, Lead-street, Roath, died at the Infirmary from the effects of injuries which he had received oq the previous night. The medical officer examined the water oil Mr, Boddington's premises, and found it polluted with sevage matter. The report then went on to state that on the 4th of October he reported that it was highly important that some action should be taken in preventing the possible use of this foul water supply,as tiie mere washing of the milk utensils would be sufficient to pollute the milk and make it the means of propagating dima??e. LLAXELLY DOG SHOW. The first dog show, apart from the cattle show, which has been given at Llanelly was held at the | Athenaeum-hall on Tuesday. Th,, importance of the show may be gathered from the fact that a sum of £60 was offered in prizes, for which there werr. 182 eutries In consequence of the show being held in the Athenapum hall the noise created by the dogs was almost unbearable, the discordant barks being heard within a large radius of the buildings.
