- - - - - THE NORTH RIDING…
THE NORTH RIDING ELECTION. Yesterday was decided one of the most in- teresting political contests that has ever taken place in the North Riding of Yorkshire. As the issue of that contest will not be known until many hours after the publication of this journal, and will most certainly form the topic of innumerable discussions throughout the country, the present is a not inopportune occasion for giving our readers some idea of the constituency which has recorded the latest expression of public opinion upon the conduot of Mr. GLADSTONR and his Government, and of stating the particular question which may be supposed to have in- fluenced the electors. Of the five great divisions of which Yorkshire consists for the purposes of political representation, the North Riding is geographically by far the largest, covering an area of two thousand and fifty-five square milea, Roughly speaking, it includes the whole of the premier county of England lying north of the ancient City of York. It is eighty miles long from north to south, and forty-six miles broad at its widest point. Its boundary lines describe a circuit of two hundred and forty miles in length, fifty of which follow rocky and precipitous coast. For the most part it is an agricultural district, aud until the opening of the ironstone mines in Cleve- land poaaeeaedfew industrial any importutoe. Although sparsely peopled, it numbers amongst 1 its population a large number of sinall tenant I farmers, all of whom are in possession of the county franchise. It is estimated that at least one half of the constituency consist# of this class. And under these circumstances it is not surprising that agricultural questions have been brought into unusual prominence the campaign which was brought to a close* yesterday. Some idea of the relative preponderance of the county voters in this division of Yorkshire may be gathered from the fact that whereas in the West Hiding only one person in thirty-two possesses the county franchise, and in the East Riding one in thirty-one, in the North Riding one per- son in every twenty ili thus qualified. Politically, the North Ridiug has been equally divided between the two great parties since it became entided to return two members to Parliament under the Reform Act of 1832. From that date to the present it has uniformly returned a Liberal to counter-balance the influence of his Tory colleague. Whether this has been an expres- sion of the unfettered political opinions of the electors, or the result of a pact entered into by the reigning territorial magnates of the district, it is hardly worth while to inquire. The fact remains that since the Riiform Act was passed the representation of the North Riding has been equally divided between Liberals and Conservatives. The present election has, however, broken fresh ground. The time-honoured custom of divided representation has been discarded by the Liberal party, and yesterday an attempt was made on their behalf to monopolise the representation of this important constituency. The candidates in this election, as all the world now knows, are-in the Conservative interest, Mr. GUY DAWNAY, a gentleman of position and a landed proprietor in the dis- trict, brother of Colonel L. P. DAWNAY, the member for Thirsk; whilst the Radical cause is championed by Mr. ROWLANDSON, a large tenant f&rmer in the Riding. Although general political questions have been debated during the electoral contest at the usual length and with unusual acrimony, the chief feature of the campaign has been the position taken up by the respective candidates upon the agricultural question. And the result of the election has indubitably been governed by the influence which the utterances of the two candidates has had upon the tenant fanners. We personally hail it as an omen of good for the agricultural prospects of this country that the Conservative candidate has unmistakably declared his willingness to vote for a measure making compulsory the landlords' obligation to compensate outgoing tenants for their un- exhauste d improvements. Our views upon this subject are too well known for their recapitulation to be necessary on this omasion. Mr. DAWNAY has pledged himself to an act of justice for whioh we have always contended, and of which Mr. CHAPLIN'S Agricultural Holdings Bill was a first instalment, and an earnest of what th. Conservative party were prepared to do for tenant farmers. If Mr. ROWLAND soy had simply gone as far as Mr. DAWXAY in this matter, and left the battle to be decided upon general political grounds, the result of the election would have possessed real political significance. But he has gone a great deal further. As a nominee of the Farmers' Alliance he has propounded schemes of landlord plunder which, however successfully they may appeal to the cupidity of small Yorkshire farmers, have been discredited by all thought- ful statesmen even of the most pronounced Radical type. Much has been made of Mr. ROWLANDSON'S fitness for the honour he seeks, in the fact that he is himself a tenant farmer. It is upon this ground that that Radical clioue of wire-pullers, the Farmers' Alliance, recom- mends him to the North Riding electors. It is scarcely to be expected that these voters will re- cognise and rebuke the singular inconsistency displayed by this knot of busybodies, one of whose first acts was to secure the exclusion from the House of Commons of the best repre- sentativefarmerthatever satthere, Mr. CLARE BEWKLL READ. The old adage is as true now as ever, that Any stick will do to beat a dog. The Liberal party are i-eady to support any man with their whole strength, providing only he will add to their party majority, whether he be a Mr. BHAlJLAl-GH, wbo was returned by the votes of Evangelical Nonconformists at Northamp- ton, or Mr. ROWLANDSON, who has bid for the support of the tenant farmers of the North Riding by offering them a not incon- siderable slice of their landlords' property.
SIR HEXRY JAMES'S OPTIMISM.…
SIR HEXRY JAMES'S OPTIMISM. I A strange commentary is that which the present state of Europe offers on the boastful assertion of Sir HENRY JAMES, that the ad- ministration of lr. GLADSTONE has given us peace abroad and prosperity at home. Gloom reigns in the city of London, where the growing tightness in the Money Market and the steady fall in the value of Securities threaten a oollapse of the speculation on the Stock Exchange, which has been so buoyant while all our regular industries were de- pressed and, in spite of sustained reports of a revival of trade, men in business complain bitterly that all this show of activity is attended with no increase of profits. Ireland remains at war with Great Britain, and in this country political controversy is degenerating into a bitter feud, waged by class against class, with an utter absence of thatgenerous feeling and respect foropponents which were once the peouliar glory of party strife in England. Abroad, we see signs of a revival of the Eastern Question in the European provinces of the Turkish Empire; the security of Egypt is endangered by the disbelief which the instigators of disorders have in the resolution of the present English Ministry to use the only means by which foreign influence over the Egyptians can be rigorously main- tained and in Central Asia the Russians are steadily pushing their way forward to the frontier of British India, consolidating their conquests as they advance, while we pride ourselves on our ignoranoe of what even our ally, the AMEER of Afghanistan, may be doing to aid their designs. Finally, what is the present condition of France, the Power whose friendship Mr. GLADSTONE has relied on to oounterbalanoe the estrangement of Austria and Germany ? By a singular fatality, the aooession to offioe of the man who has for ten years been the mainstay and the chief citizen of the French Republic has been accompanied by a tinaucial crisis of extreme severity; and at the same time a combination of all the politi- cal ambitions and interests whioh resent his supremacy threatens to overthrow M. GAM- BETTA before he has held the reins of power for three months. So insecure does the French PBEMIKR feel his own position to be, that he has refused to go on with the negotia- tions for a new Commercial Treaty with Eng- )Md,which appeMedto be at iMt approachin a couclMion. It is pOMibIe that on Thurs"y, when the critical debate comes on in the Chamber, he may still defeat a ooalition formed of extreme Republicans, who demand an unlimited revision of the Constitution, and Conservatives who want no revision at all, and suooeed in oarrying his own scheme of a limited revision. But, whether he succeeds lor fails, the prospect is not inviting. In the latter 0&18, the French RepnHio, from which our Ministry hoped so much, will fall again into the hands of a nuoomiou of feeble Ministnesp and WiU ?TtdMUy f&U to pieces. 1.9 the ftr GAMBKTTA will beooute the bletto, ot Franoe; and, hough he may grant Ia. favourable Commercial Treaty, his adventu- rous pohcy will prompt him to assert the claims of frMtc; in the Mediterranean and Ul Egypt with an arrogance that 110 Engliala Ministry, however fond ot peace, can long submit to. Oil the whole, the 1U"lHÎ;"NI fJf Mr. GLADSTONES Cabinet may I*. <>in;ratu- lated if, when they meet to-day. they can share the remarkably good spirits of Sir W. HAKCOCBT and Sir IIF.NBY JAMES, E\>A although thef may have a victory won in tbe North Riding to cheer them.

NONCONFORMIST JOTTINGS' BY NONOON. QUILL. General Booth, of the Salvation Army notoriety has again replied to my strictures. Tiie ;ndu; menttll brought against him and the Ar;nv he Let, go UDchallengsd; no I conclude that they were 41 substantially true The only statement lie cn»j. ■enges and contradicts is m' de!<Criptim of t'1e present condition of the Salvatiun Army in the Rhondda Valley. I stated that of three st.&tic,tlI two were broken up; and that the atteyitia" the centra) one at Pentre was diminishing. I did not make the statement without due inquiry, and I am sorry to add that the facta are as I statu thern, and notas General Booth rashly asserts. T!II General never make. any statement of d'c!ial3:; it would bo as well if he refrained a'.ao irom Baking any statement of facts. I do not mean for a moment that lie wilfully misleads or luisreprt- sents but men of his culture and stamp alwavs substitute -in guessing for accurate thinkin¡¡ The letter of the venerable Bishop of Ll4nù. un the power vssted in the clergy to shorten the services of tho Church Wa.< a new revelation to me, and probably to many others. And now I fo not quite understand how far the clergy tu •hort»n, mi, the Sunday morning ?rvice. I kDVW f0r certain th"t W .y the ..t-rdiu.,y 1,?.& of the sorvice is a stumbling block. Being accus- tomed from infancy to the Nonconformist method of worship, I must confess that I begin to get tired of the Church service after the timt lialf-hour; and the next quarter of an hour appears to me inter- minably lonj. My experience is not solitary; and if the service be shortened and thc ¡;e)1IJoD lengthened, the Church will appear more attractive to the Welshman with his mercurial temperament than it does at presont. The service is already re- markable for its stately dignity, and if to dignitv be added reasonable brevity and moderate amount of instruction, the change will doubtless be beneficial. The letter of the Bishop shows thst the Church of England is now sufficiently elastic to meet the changing Nrants of tiie agn. What i, wanted now is strong powerful men within tb Church itself-inen of the stamp of Wesley and Rowlands—to take advantage of the elasticity Qf Church law and Church service, and make then all instinct with life. Come from the foui- winds, o breath, and breathe upon the slain," and the dry bonee will live, and stand on their feet, an ex- ceedmg great army." The question of the Disestablishment of the Scottish Church is likoly to be broached in Parlis- ment in the coming session. Stormy meetinesare being held in Scotland under the leadership of Principal Rainy and Mi. Dick Peddie, fP To make this question plain, just let me mention two or three facts. Before the year 1843 Scotland had one Presbyterian Church, and that Church- established. You will. therefore, see that Presby- terianim and Episcopal)anisin as such liave nothing to do with the principle of a State Churcii. In Scotland we see Presbrianiem established; in England we see Episcopalianism established. In the early part of this contury, however, e«u> lished Presbyterianism had sunk to the satut spiritual torpor as established Episcopalianism it our own country. Earnest men arose—Chalmers, Cunningham, Candlish, and others, and wished to inaugurate a revival. How > By denying tbt Scripturalness of Establishment* ? Certainly not, but by denvir.g the Scripturabess of patronage. They saw that traffic was lbeing made in livings, and that wealth; Ilaymln, many of them IIngodly, thru. minisrs upon the Chuchee, ministers that wcrt not qualified, either by learning or pietv, to edifr the flock of God. Under such circumstances, the good and able men to whom I have alluded felt that it was impossible to revive spiritual reiigioa, hence the Free Church movement. It was a pM teat, not againbt tho principle of Esublishai«nu, but against the principle of lay patronage. 1W. waa the view hekl by the founders of the Free Church, and bvld to-day by Dr. Begg and his fol- lowers, who are by no means inconsideiable. Dr BegJ, though a Free Church minister, is one of the ablest champions of Establishments either north ot south of the 1 weed. After that arose the denomi- nation known as t'nited Presbvterianism, wbici repudiates, not only the principle of patronigt but also that of Establishments. Here, then, are three great branches of Scottish Presbyterianism the Established Church going in fur estabti.!btD&L16 plus patronage; tiie Free Church going in (or Establishments minus patronage; and United Presbyterianism repudiating both the one "lid tlx other. But within the last few years a change bioi come over the first two sections. The L. :ablishfci Church still believes, of course, in Establishment*, but has abolished patrenage—she is now just what Chalmers, Cumiiugham, and Candlish wanted bsr to be In 18i3. But the Free Church is sol quite where it was then; the majority repudiate the principles of a State Church, Principal Rainy! proposition being carried the other day in tie Presbytery by 40 votes against fifteen The Established Church has come over to the positios of the Free Church when first founded but the Free Church has shifted ite ground, andisabou: practically to adopt the principles of l'ni Presbyterianism. Without pronouncing an opinion one way or theother, I may be permitted to say that it is refreshing, were it only for the sake of change, to find Dr Vance Smith, the accomplished prin- cipal of Carmarthen College, than whom the [ni. tarians cannot show a more learned or a mllf respected man, writing with so much candour aDd ability, in the last number of Trtah, in favour of Establishments. He believes in comprehensive ness, and that, instead of the State excising tiie Church of England, it ought to establish Noncon- formity, giviug, however, to each sect perfec: liberty in matters of ritual and doctrine But the genius of the age is againgt levelling up, notwith- standing tiie eloquent ad vocacy of cuch men as Dr. Vance Smith on the one hand, and Dr. Begg on the otiier. We must, therefore, be prepared for » determined attempt to level down. The discoveries recently made at Bagdad fill me with a strange joy. Mr. Rassatn, the illustrious Assyrian explorer, came last year upon the ruins, all it ie supposed, of the ancient city of Bagdsd He discovered, after only four day., digging. enormous building, full of all kinds of inscrip tions. One of the rooms was paved with asphtlti. which was vaunted as a recent invention, tta proving the saying of Solomon, that "there. nothing new under the sun." The city of Bagdad is considered the oldest in he world, founded according to tradition, by oah. soon sftes tin Deluge; and according to the sane tradition 14" Noah buried the records of the world before tin Flood. Mr. Rassam is not without hopes tbI he has discovered, or will discover, these atl»- diluvian writings. In one nom alone he d ten thousand tablets, which are now on their "Y to the British Museum. I for one will eagerly look forward to their deciphering, hoping against b-Vo that tbey may contain fragments of sntediluviw literature.
