PUBLIC MORALITY. Public meetings are announced to be beid in the Cat Jiff Town-hall oil Tuesday and Wednesday to agitate for the abolition of the State regulation of vice, and for the suppres- sion of the foreign slave trade in English girls. We do not doubt for a moment that the ladie and gentlemen who organise these meetings are actuated by the best of motives. I'heir ardent desire is to do something bene- ficial to humanity; to aid in bringing about those reforms which they believe would add materially to the happiness of the world. We fear, however, that these philanthropists are altogether mistaken; the) are agitating for reforms which are not required, and leaving unheeded more serious work, in the per- formance of which their energies, money, and time would be better expended. A variety of opinions exist as to the utility of the Contagious Diseascs Act, but it is an undeniable fact that the mass of the evidence addr.eoi1. before the Select Com- mittee appointed last January to inquire into the administration, operation, and effects of these laws went to s how that they hnvu been productive of enormous good in many portions of the country. Thus we find it stated by Inspector Anniss, of Plymouth and Devc.iport, in the course of his sworn evi- dence, that whereas in 180-1 there were two thousand and twenty women of ill-fame in his district, that r.uii.btr fell during the follow- ing sixteen years, under the operation of the ri'niiliitions of vice, to four hundred and eleven, Unquestionably tho Contagions j)i,03 Add are very far froi.i r.i'hijj i;*rfect; but those intimately acquainted with their working and eftect are cleaiiy uf opinion that their abolition would increase an evil already terribly large, and disastrous to the happiness of thousands of unfortunate women. There Me so many sentimental and quasi- religious reasons for urging the abolition of these laws that the Ladies' National Asso- ciation, and similar societiè, are 'iiN, able to persuade persons unacquainted with the aciuai facts and statistics connected with the subject that the Contagious Diseases Act tend rather to foster than to decrease vice; and are, in addition, enactments of an unwarrantably tyrannical and inquisitorial character. But this is the sentimental and superficial ide of th*- ques- tion, and we warn all those who attend the two meetings to be held at CaidiiV ¡¡..i\in. ac- cepting as gospel the tat",Hnt8 they may hear tnaie upon this subject. It is opon to very grave doubt if meetings of this kind do not in every way do more harm than good. Most, certainly persons who have not read t he minutes of evidence taken before the Select Com- mitteL4 appointed to inquire into the opera- tion of the Contagions Diseases Acts and to investigate the law relating to the protection of young girls, are totally incompetent to form any opinion rs io the benefits arising from the Contagious Diseases Acts; or as to til veal extent to which English girls are decoyed abioad for immoral purposes. The truth has been distorted; and the grossest exaggerations have been given to the public zip 11 plain, unvarnished"statements. We trust tLe Legislature will eventually be able to C01.1pl,,(,0: frustrate the attempts of unscru- pulous villains to obtain such girls. But out of all the many cases which have come under the notice of the London Committee for the Suppression of the Foreign Slave Trade in English Girls," in only two instances has it been found that irls, with any pre- tensions to be considered chaste, have been inveigled into going abroad, and in one of the, cases, if not in both, it isextremcly dubious i f the girl had led a pure life up to the time she was taken to Belgium. It is unques- tionably a l(.njeniablc thing that L'nlibh girls should be decoyed abroad for immoral purposes; but we do not hesitate to sAy that anyone who reads with care the evidence given before the Committee of the House of Lords on this subjeot will feel that societies are not required to agitate for the amendment of our Criminal Law to meet such cases. Indeed, a perusal of that evidence leads ono to the conclusion that those societies would do well to begin at home before endeavouring to improve the morals of foreign nations. III that report, a copy of whiohcan be obtained for a few pence, revelations are made concerning the existence of juvenile immorality in London than which nothing moro horrible and revolting can be imagined. Surely it would be wel if the London Committee tur the Suppression of the Foreign Slave Trade m English Girls," and other societies who send members about tho country agitating against imaginary evils, were to turn their attention to the condition of our large oentres of popu- lation, and expend their money and energy in doing some praotical good. 'Ihere are in London thousands of children-young girls, eleven, twelve, thirteen, fourteen, and fifteen years of age-going about the streets openly soliciting prostitution, while the police stand by helpless and unable to do any- thipg to check this fearful tide of im- morality. There cannot be found in the records of the most immoral nation anything that there existed in past ages a more horrible alld revolting vice than the forms of licentiousness whioh at the present day infost the City of London. Our Continental neighbours are at all events more decent in their vices than we are. Prostitution of girls under twenty-one years of age Is in Paris and Brussels AW "where a criminal offenoe. Respectable persons in those cities can pass along the streets by day and night without being accosted at every step by "unfortunates." How different all this is in London and our great towns. And foreign critics, in dealing with such movements as those set on foot by the amiable but injudioious and somewhat prurient enthusiasts who threaten Cardiff with a visit, may not unreasonably exclaim Why beholdest thou the mote that is in thy brother's eye, but not the beam in thine own ?''

THE ACQUITTAL OF M. ROCHEFORT. The acquittal of M. Rochkfobt on the charge of pubhshing libellous and calumnious statements in his journal, the Intransigeant) against -11. Rovstan was not a matter calculated to create any great amount of sur- prise in the minds of those who read with attention the evidence brought forward by the plaintiff during the course of the trial. If it was not proved that M. Roustan had been a party to a conspiracy to bring about the annexation of Tunis in the interests of a ring of stock-jobbers, it was couclusively shown that he had been mixed up with many disreputable hangers-on at the Buy s Court in transactions anything but creditablo. The 'only political importance of the I acquittal of Ni. RocliFFORT, which meaas the conviction of M. Roustan, is that it may be regarded as a blow struck at M. GAMBRTTA. Franco will not abandon Tunis because M. Uoustan's hands were not clean when he ad- vised annexation, any more than England gave up the East India Company's conquests on account of the crimes alleged against CLIVE and HASTINGS. M. Rocukfobt him- self would hardly advise the withdrawal of the French troops now. But the real aim of this writer, whose pen seems doomed to be fatal to every established Government in France, was to bring into disrepute the whole odicial hierarchy which has protected M. Rovstan, and of which M. Gambktta is now the chief. M. Rochefort impersonates that mocking, envious, malignant spirit which is the true genius of the Parisians, and which exposes abuses, not from love of virtue, but out of hatred of every man for the moment raised above his fellows. It is this spirit which has transformed political strife in France into a mere personal rivalry of candidates for power, and which saps the reputation of every public man in France as soon as he takes office. M. Gasibetta has profited by it ere now; now he in turn becomes its victim.

Exports of this article from btlier places havo also shown a good average, considering that the Baltic season has now passed over. In the house coal trade of the country there lnis been more doing, the coming holidiy and the slightly colder weather having strengthened the demand. The improvement in the met..) nmrket has continued, business having been brisk for all descriptions, and the late advances having been maintained. The Conti- i-ontal markets continue to show great firmness. :ind while there ii* some dulness reported from Bel* gium and France with respect to actual transac- tions, tiiis is generally attributed to the fact of the wo.Ur, being so full of orders. In Germany prices or pi0' aud manufactured iron arc still advancing. iVou America recent advices state that the markets ;tro steady, but unchanged. In the South Wales district there has been a good quantity of coal shipped, but the bad supply of Ion nag" has once more, in the case of Cardiff at, least, caused the totals to fall rather below the average. At Newport, however, the clearances show a very good toUl. while from Swansea the amount was about tho same as last week. The sh'ipme.ds of iron at Newport have not recently been large, but are expected to considerably in. cn-asi* as soon as tonnnge can be procured to release the Urge stocks which have ac,!uml.ted. The tone of business in the iron and steel depart- ments remains very encouraging; there is a movement- in tin-platos, whilo coal prices are in every rcspoct maintained. Imports of Iron have been mote numerous, and steamers having been enabled to leave Hilbfio thero has been a fair quantity received from that port. The coal d'lr'1eC, from Cardiff duringthc week ariwunted to 93,412; from Newport to 27,457 tons, and from Swansea to 17,237 tons. From the latter port: 3,650 tons of fuel wero also cleared.

William:* very greatly increased during Stlurday, and the indecision of the Liberal Association at its meeting on Friday evening did not in any way tend to mitigate it. On Saturday morning Mr, J. J. Jenkins arrived at Llanelly, and at once inter- viewed somo of his supporters, and was altogether vory favourably impressed with his reception. In the ovoning a mooting of tlJe executive com- mittoes ot the Scuior and Junior Liberal Associa- tions, wliieli wa, :i!so nttrndod by a deputation from the Carmarthen Association, was hold, when Mr, tieorge Thoma, solicitor, Cirmartbeti, was tip. I" Inlod chairman. Mr. W. lioweri Rowlands, who had remained over night, attended the meeting, as did also Alderman Warren. Mr. Warren had been requested to offer himself as a candidate by several of thc prominent Liberals of Carmarthen. A desire having been expressed that Mr, Jenltins should attend, he was at onco sent for, and in a short time that guntleuian entered the room, and on being questioned stated that lie would, if elected, support the general policy of tho Liberal Government. After tho retirement of Mr. Jenkins the present situation was discussed, when it was ultimately decided, with 000 dissentient, to re- commend Mr. Jenkins to the association as a fit and proper candidate, the Carmarthen delegates being requested to convey the decision to tho meeting which is to be held at Carmarthen this (Monday) evening. Dclcgatos from that mooting will again attend a meeting at Llanelly on Tues- day, when a Anal resolution will bo passed as to whom to support. During the evening a telegram was received from the county member, Mi'. W. Ii. H. rowell, stating that a representative from the Carlton Club had arrived at Carmarthen, and exhorting them to be unanimous in thoir choice. Vory great sur- prise, bordering even upon disgust, was expressed that their late member should not have previously communicated to the association the fact that he was about. to resign, no officinllntlmntion having beeu received from him to that effect up to the close of the meeting. In tho latter part of the day Mr. Lewis Morris's address was circulated, wheroin he states his intention to contest the seat, subject to the favourable doclslon of tho respective associa- tions. Mr. J. S. Tregoning has declined to be- come a candidate, and the Conservatives have not hitherto met. Writing on Sunday night our Carmarthen cor- respondent says:—The prospects of a Christmas brightened up by a Parliamentary contest has upset the political equilibrium of Carmarthen people, who were rushing about in the soaking rain of Saturday last with an unvaried inquiry on the tip of their tongues, "Any more candidates Otlt" Market, window (loooration?4 customers, and everything were forgotten, when shortly after noon the address of Mr. Lewis Morris was Issued from the & Cymru office. Mr. Morris states that his candidature Is tha result 'of the overtures of tho Liberal bodies in both Carmarthen and Llanelly. This reflection awakened many others in the bosoms of ardent Liberals. Thero was Mr, Jenkins's unbounded generosity, his enormous risk at Llanelly and olsowhere, the magnificent recep- tion of tho Royal party last October, his connection with a Dissenting community which is more respected than any oilior in Wales, and his promises to effect a commercial benefit wherever and whenever tho occasion offered. Both tho candidates were busy at headquarters 011 Saturday.

The Marqness of Ilartington has satis- factorily disposed of the g-roul.dlcs¡ statement made by the limes that it is the intention of the Indian Government to re-introduce an Income Tax in order to provide itself with funds for abolishing the remnant of the cotton import duties. \j I pointed out when the rumour was first started, the state of the Indian finances is flourishing that no fresh taxation is required for such apurpofie. The Times, in writing oc the subject, trip;, to cover its retreat bv u. gesting that an rneome Tax may still be im. posed as part of an entirely new scheme ol financial reorganisation, The would appear, from it; remark. to be ignorant of the fact that direct taxation already exists in India in the form of a graduated Licence Tax, which all p-rsons except the very poorest, engaged in trada have to pay. By a scandalous exemption the official class, who make the laws in India have hitherto relieved themselves f1\)lJj liability to pay this tax, although they had to pay thj Income Tax and no doubt it ;j gentlemen belonging to the official class who have now raised all outcry against such an et. tension of direct taxation as would subject tlk-rn to the same burdens which are borne by non- olliciala. No argument can be more insincere or absurd than the well-worn one which the Times urges with so much unction, that an Income Tax in India is felt to be oppressive by the mass of the population. In point of fact, the poorer classes, who form the bulk oi the population, and who pay the principal share of such indirect taxes as the salt duties are left untouched by an Income Tax. Thu people who cry out against this tax are the comparatively well-to-do, the rich traders European and native, and the high-salaried officials, who have the ear of the press and put forward their own selfish murmurs ai the righteous complaints of the whole people 01 India. I The Marquess of Hartington spoke out plainly and boldly in defence of the opium revenue, and he pro- bably regrets now the rash, because un- called-for, statement he mad last session, that it was quite certain the English people would never sanction another opium war with China. It struck me at the time that he must be a very self-confident politician who can venture to predict in these days what the English people will sanction or refuse to sanction from one i-e(-k to another. Lord Hartington now puts the matter on a right footing, by asking if England would be justified in depriving India of the six to eight millions sterling which the Chinese consumers of opium at present contribute to the Indian revenue, How could this sum be made good, except at the cost of muoh greater suffering to our Indian fellow-subjects than opium-eating cau possibly inflict upon the Chinese r Sir George Birdwood, in discussing thE moral aspect of the question last week in I letter to the Times, contends that opium- eating is certainly not more injurious than tobacco-smoking, and that it may be regarded as an excellent substitute for the stimulant) which find favour with Western nations. Sir Rutherford Alcock has promised to read a paper on tho subject at a meeting of the Society of Arts towards the end of January, when a brisk debate may be expected. Lord Granville's reply to the dispatches from the United States Government insisting on the abolition of the Clayton-Bulwer Treaty, and the right of the United States to fortify the line of the Panama Canal, is awaited with much curiosity. Blaine is no longir Foreign Secretary, but his policy will be adopted by his successor, for the United States have not yet taken to tha modern English practice of changing their foreign policy with each change of Ministry. But why should not an effort be made to obtain compensation for the rights we must renounce in Central America r Of course, stipulations will be made that the United States shall not establish differential duties in favour of American shipping passing through the Panama Canal; but a stronga.:d skilful Foreign Minister might also take this opportunity to obtain from the United States a recognition of the exclusive right of Eng- land to control the Suez Canal. Mr. Blaine seems to hitve been well disposed to concede this important point; and, indeed, his dispatch reads like a diplomatic suggestion that England and the States might mutually guarantee to one another the control of the Suez and Panama Canals respectively.
