MISCELLANEOUS NOTES ON I MINING AFFAIRS. SMOKING IN PITS: A PRACTICAL SUGGESTION. Mr. John G. Thomas, F.G.S., of Pembrey, writes as lollows on the subject of smoking in pita:— Referring to the numerous instances of colliers being fined and threatened with imprisonment for taking tobacco-pipes into the mines, I remember when I was connected with the fiery pits at Cwm-! avon, that my brother, the then chief viewer, had a rack made and placed in the weigh-house, with numbers painted thereon, for each and every collier that was a smoker. Every morning the pipes were given to the custody of one of the officials and placed in the rack, and on returning from their work they were handed back to their owners. It must be borne in mind that a miner regards his inch of black clay in much the samo light as a rich man does bis meerschaum, and if he is not sure of getting his pipe when he gets back to day-light ho will very ofte" take it to the pit. The plan described is at oncc simple and inexpensive, and its adoption would undoubtedly lessen the number of offences, and possibly avert explosions of fire-damp. The expe- rience of 25 years has convinced me that attention to simple matters of this land addsconsiderably to better discipline and increased safety." THE PERMANENT RELIEF FUND: AN IMPARTIAL OPINION. The Rev. J. P. William*, curate of TonyrefaiJ, at the request of a number of workmen, has written explaining his views on the subject of the Perma- nent Relief Fund. The following portion of his letter appears to usto be pertinent to the question: —The question which first suggests itself is does a need exist for a General Reli f Fund for the work- men, in addition to the many benefit societies existing already, as the Oddfellows, the Ivoritcs, the Foresters, &c. ? I believe that most people will confess that sume better plan is required for re- lieving distress; that the numerous Jiccidents that befall the workmen provo that some systematic scheme is needed to meet tho requirements arising from these daily accidents, a scheme economically worked, safely managed, and easily accessible for relief in every case of aeeident, It is quite clear that the incessant appeals for help toO the benevo- lence of the general public must at last exhaust the resources of charity. And the first, thing that I would venture to show is the unfairness of the continual cries for assistance. At present if a workman meets with an accident which proves fatal, his widow and children (if lie should have any) must do as best they can they must obtain relief from tbe parish or go into the union if they fail to procure assist- ance elsewhere. But if he meets with his death in company with many others, as in the case of an explosion under most affecting icirculI1sLl!Ices that deeply move the compassion of the pnblic, it is possible that the generous hand of charity may be stretched out in order to relieve the necoisities of tbe widows and orphans. It may be that in the former case the man was sober, steady, and in- dustrious and in the latter theaccidout may have arisen through carelessness. The first caso de. served attantion and sympathy, the second may not have been so deserving. The unfairness to which I have alluded arises from two cause8-the partaking uf the generous help of the public, and the conduct of those who meet with accidents in collieries. I might mention other reasons, but I helieve these two are the principal ones. Now, liiii-inf, noticed the causes of disease, it remains to point out the means of cure. It appears to me that the most effectual and most advantageous also to the workmen them- selves, would be to establish one General Relief Fund for all tho workmen, under the auspices and protection of the Government. Its funds should be provided by three classes: the landowners who receive the royalty, the employers, and the work- men themselvesand I would suggest that tho funds of the various existing brndit I societies supported by the workmen be transferred to tbe General Relief Fund. I will venture to give some reasons for this suggestion. First: It would be far more eeonotnieal for the workmen. Some of them belong to two and some- times three benefit !IOCi_Ue., and others belong to a local fuudpeculiar to the works when' they :ne employed and there arc working men to be found who hdong (0 no club at all. The management of these clubs is attended with great, and 1 must say, often unnecessary expense. The result often is that, what with tho loss of regular employment (equal to loss of money), and the growing expenses of an increasing family, many feel the burden to be too heavy to be borne, and are obliged to resign their memberships after, in many cases, having paid their subscriptions for years, ai d which Is, therefore, now a ib?ad lom. Secondly: There are many of our working mcn wh" are members of no benefit club at all, ns we have already hinted. They spend their money as fast as it comes and waste their time with little thought for the future, and when these meet with an accident thev fall back for support on the charity of the industrious, and thus they Income a burden to society. Relief Fund supported by all the col- liers, the landowners, the employers, and tho work- men, and under the protection of Government, even tiio careless and thriftless would 1M' corn- polled to do something towards helping them- selves.
