Bat from other consideration* besides those connected with Ireland the inojmicgr liovstnraent oannot be a strong oie, Ths tremendous exer- tiooa to bring about a how of unity in the party will not stand very mueh drain after all, and the Mieeuirgly narrow majorities, by meeii. of which many of the Liberal mmbor. havo boon placed, inubt hare a material effcot on the aolisn whioh the new Government will take. But Interest tt-tfy control it!.It in specula- tion as to events not quite so far in the future. Who is to be thto now leader, and what tort of a Cub'rei aro we to have, H it to be a Radical or a Whig Cabinet, or is it to be liko the last Liberal Government, au endeavour to combine the too, but with a disposition to allow the Kadioal ieement a preponderating it.. fluence ? This question and that of tbo loader, ship are really inseparable, and it oannot be that any decision will be oome to until the elections are really over. If Lird Granville is to be, Frime.Miuibt,or it may be asBnmed thst the dis- position of the Cabinet will be toward* a moderate Whigism, but if it is to be Mr. Gladstone it will be the reverie. The Liberals are at present too elated over their viotory to ban given much thought to tbeee atern realities, but there is plenty of evidence that when they do come to discuss them among themselves loae of that unity whioh thty are now wanting will be snbjsoted to a severe test. Lord Granville M Prime Minister will not be popular, and Mr. Glad- atone ia understood to have declared that he will aooept no second place. He tells people in Mid- j lothian that he does not desire the leadership, at the same time taking care to intimate that he it ready to aooept it, I, of conrro, have noolaimtobe in possession of the loorets of the Liberal party, but I don't think that the arrangement which some are proclaiming, namely, that Lord GlIonvillo "m be Premier and Mr. Gladstone leader of the House of Commons, is at all a likely ono to oome to pasB. There is also a good deal of speculation as to the oonstraction of the Cabinet, who is to be this and who that. What effioe ia to be found for Sir William Haroourt, what for Sir Charles Dilks, and what for Mr. Chamberlain. It seems to be admitted that both of the latter will be In the Government, and that Sir William Hsroonrt will be in the Cabinet itself. The general con- sensus of propheoy appears to indicate that Sir Charles Dilke will take Mr. Bourke's place as Undersecretary for Foreign Affaire, and that Mr. Chamberlain will go to iheLooal Government Board or the Board of Trade, It does not appear, bow. ever, to be thought that anyone else will be called from below the gangway to the Treasury Uanoh. But, of oonrse, all this is mere speculation, in itself very fallaoious; everything must depend on the Jeoiaion as to the leadership, and that deciiion cannot yet be arrived at. Meanwhile, as to the policy of. the future, the only anxiety is as to what the new Liberal Administration wiU do in regard to foreign affain- They will oertainly be placed in a curious position. AU the reports whioh come from the Continent agree that the results of the election* are watohed abroad with almoet aa muoh eagerness as they are watched here. This meau, or at least indioatee, that it it expected there that the Opposition I when it regains power, will carry into effect some of the prinoiples which for the last four years it boA enunciated, Lord Hartington has, however' aid that the Liberal party, when in office, would respect the existing engagements of the country, but it is impossible lithst the party, even with Lord Derby as its Foreign Minister, should oontinne to pursue Lord BeaooneSeld's policy. Here is a difficulty of no ordinary magnitude. Will they, as they did in 1871, attempt to relieve Russia from some of the engagements by which she is now bound ? Will they give back Cyprus tc the Turks, sell the Cuez Canal shares, and undertake the retrocession of the Transvaal r In the opinion of noat com- petent judges the liberal party will get rid of theae difficulties for a while by diverting the attention of the oountry to some heroic measures of domestio legislation, in which it is not unlikely that the oomity franchise will form & prominent put, But we shall have little or nothing this year. The remainder of the Parliamentary Session will not be of much account. A good deal of money will change hands whoii the new Parliament is coci'.i'.uie1, in tho thapo of beta which have been taken as to the teUtivc poeition in which parties will find themselves. W.- -b encash to ib-? \àQ M;ni try would ocimobsek with as great al11ljority :1 they sealed in the last Parliament, and odds were freely laid that the MiniaterW majority would bo at least "0. The actual result so far is as groat a surprise to the liberal* a* to the Con- aervatives themselves. No one droamt that, isdeptnd&tlv of the Scotch gains and cf the Home Bala votes, the Liberals would possess a majority in the now House, whioh, assuming that they merely hold their own in the constituencies still unpolled, will unqueationably be the case. There will be a dead not made at the new Ministry by place hunters, who believe, or, at all events, aenect, that they have rendered important aervioos to the Liberal cause. Amongbt theae will be, as I have reason to know, a number of liberal journalists, who would be glad to exchange their harassing duties for a ting consulship in an important Continental port, or aome other of the innumerable pickings which a new Government always have to distribute. Liberal Government* never have been very ready to acknowledge the claiml of their friends outside the House, but if it is possible to make Liberal Ministers "bleed this time the thing ahall be lose.
