The Capa l'imtn says tir Bartle Frere has announced that he has no intention of resigning. Some more rebels have surrendered in Basutoland. The Euphrates, whose departure from Portsmouth, with troops for the Cape, has been deferred for a day or two, has been brought alongside the dockyard, in readiness to embark the officers and men who are to take passage in her. I 'l1U LATE WEST OF ENGLAND AND SOUTH WALES BANK. THE GOVERNMENT PROSECUTION I OF THE DIRECTORS. The intelligence published on Saturday morn- il'g respecting the order by the Heme Seoretary for the prosecution without delay of the direotors and bank offioe18 who signed the balance shoets of 1877 and 1878 created a profound sensation in Bristol and in thoae town* where the bank had branch en, and was the sole topic of conversation throughout the day. The point, we understand, npon whioh action will be taken is that both these reports, like all previous ones, stated that after allowing for all bad and doubtful debts there re- mained such and suoh a sum, from whioh aomuch would be taken for dividend and the remainder carried to the reaerv* fund, whioh the last report said "row amounts to upwards of £ 150,000." When the bank failed the offioial liquidators ascertained that the whole of the reserve, the whole of the capital, and more than ASW,000 beside*, had been sunk, or a toteJ of between £ 1,ICO,000 aad £ \,200,000. Of thla £ 000,000 bad been advanoed to Messrs. Bpoker, proprietors of the Fsntyrch and MeUnettath Tin-plate Works, near Cardiff I and when, soon after the failure, an order WM obtained for winding- up Bookees Arm, it was found that only A'AO,OW, out of the £ 600,000, was secured. This, it is understood, was secured by the insurance of Xr. Booker's life for Jt100,000, aud one of the points of the prosecution is expected to be that this CIOO,000 was reckoned as an asset year after year, although the bank paid the premium, whioh amounted to A3,000 a year. Booker's works have, an a matter of fact, belonged to the bank for many years past. One of their olerks had virtually been manager, and tho bank direotors appeared in the list of shareholders. The total liabilities of the bank, at the time of its stoppage, amounted to over three millions and a quarter. The Globe of Saturday publishes the following telegram from BristolNothing else is talked of this morning in the comueroial circle* of Bristol but the coming proeeoution of th3 old Wost of England Bank directors for issuing the balanoe obeets of 1877 and 1878. The lilt of these directors published this morning is not complete. Mr. George Bare Leonard, a Bristol coal owner, was a member of the board until November, 1877, and the report in that year was issued in January. Mr. Leonard then vwtired, and sold his shares, his plaoe on the directorate being taken by Captain Seiwyn Payne. The Exeter shareholders' oommittea contemplated taking action in the matter, but after due oon. sideraticn they resolved tbat, although there had been negligence, there had been no fraud. It was then decided that direotors of a joint stook bank are liable for any fraudulent ^representation contained in their balance-sheets, and the charge is that the 1877 and 1878 balanoe-sheets of the bank ware false. It ia aid that one of the late directors, lb. Geo. Hare Leonard, a coalpit proprietor, of Bristol, retired from the bank in 1877, and refused to sign the balance-sheet. It seems that Mr. Coates, another director, also wished to retire, but wan induoed to remain on the board. [ WELSH COAL. I I THE PROBLEMS OF THE I FUTURE. I SPECIALLY COMMUNICATED. I Those interested in, oar conversant with, the trade, know very well that changes of great importance have taken plaoe in the coal world. There was a time when ooal working was of the simplest, and, we may honestly say, the roughest character. That was the time when deep pits were not, and when the prinoipal workings were confined to holes or drifts in the mountain side. Nature made It easy. She exhibited a thick strata of ooal like a signboard, and the inclination or dip was so slight that the drift could be can tinned a long way, a mile or more, hi fact, with very ordinary ventilation. At some levels there was an explosion, more or low ssvere, every Monday morning, caused by the stoppage of work on the Sunday, and eQUiere going to work generally ha4 some lively performance in jumping about and "dusting" the gas out with their Jackets. From leveli to pits, and from working down to the npper striata and then to the lowor, have been the signs of, progress exhibited during the last half oentury, and now the character of ooal working is somewhat akin to naviptiOll-cieep pits and big ship*. The small pits are gone, are going. It is the deep pit, sunk from 500 to 700 yards down, and with all the applianees of latest machinery, that is to pay. The small pit, that turns out a couple of hundred tons a day, can only meet the requirements of coasters, but your pit that turns out 1,000 tons in 2t hours can ooal tho largest steamer in a oouple of days* This is a matter of considerable importance, Mala. eteamer, with its great staff of men, dock does oonsamption of fuel, Ao., does not pay its owners if lyinq idle tor any time, and it would better shippers to u It. per ton more to a large oolliery then a small one, even on this aooount. From small workings, then, to large has been the pro. gressive step and;we now have—iaMerthyr.Vale Colliery, Penrhiwoeiber, Harris's (when openod out), Fowlers, Mandy, and one or two others- oollieries that will, before the JeIU ia out, throw 10,000 tons more daily into the market than at present. What doea this mean? It meont greater competition and reduced prioes, unless a corresponding improvement take plaoe in the demand, and South Wales benefits by the rain or stagnation of one of the Northern distriots. Then, again, the attitude of the men is far from reassuring. We have it on the best authority that a reduction of wages at the end of June la already decided npon; and we learn from equally reliable sources that the men ari strongly disposed to contest this; and thus a strike in the ooming summer is by no means an unlikely eventuality. Referring again to coal working, the efforts now making by Government and science tend to wrest the mannerism of working, so to state, oat of its old rut. By means of the best trained inspectors, ccrRtant examination, and moat elaborate maohinery, accidents are to be reduoed to their minimum, and the pursuit of a ooUier 600 yards down in the earth be brought to almost as we a calling aa that of the employs on a railway. This oannot be done without further increasing the oost ct coal-get to the ooalowner, and thus the tendency is immeasurably nearer to lower wages than to au increase. In the competition at present existing, say at the docks, Cardiff, Newport, Swansea, neoesaity impels to almost a ruinoas extent.
