At the brewster eeeeions on Tuosday, the superintendent of police, in presenting his report, spoke highly of tho way in which the whole of the public- houses had been conducted, and stated that every year the number of pubbc-housas is steadily decreasing, and in some districts it is possible for travellers to go many miles without seeing a single pnblic-house. The army of occupation in Bosnia is not yet through its difficulties. On tiunday General Zach sustained a heavy defeat, and was forced to retreat on Tavalge, with heavy lofl', comprising a very larro number of officers si high rank, and more than 400 wounded. In other districts the Autstrians are reported to have obtained ssme triding advantages. Later particulars respecting the assassination of 31eliemat Ali state that the members of his stiff were not killed with him, but that a part of the trosps defended him. and in the fight which ensued more than 400 were killed on both sides. Austria is represented to be ursring Mont3. negro to take up arms with the object of obtaining by force the possissions givan her by the Treaty of Berlin. This is being done to make the work of Austria in Bosnia easier by occupying some of the forcee of the Albanian League. Garibaldi is stated to have advised his friends to postpone all further o?rtti«M till next apring. Tetegr<MDa &om New Orleans, on Monday, show no abatement in the ranges of tho yellow fever epidemic. From that city there were reported 87 deaths, and from Memphis 112. The funds at the disposal of the United States Government for the relief of the sufferers, it is stated, are nearly exhausted. The returns which havo come to hand respecting the elections in the United States, though necessarily incomplete, show a decided majority in favour of Republican principles, while the Domocratie party are, up to the present, losing heavily. In Main, it, is con. fidently expected that the poet of governor will be secured by the Republican candidate. The East Indian Budget which has just been preseoted to the Dutch Parliament shows a deficit of 10,000,000 florins. Thia has been cansea mainly by the war in Acheen, which is estimated to have OOIIt 9,000,000 fibrins. The yield of the ooffae crop this year is expected to be 82,000 piouls.

WE publish in another column an extract from an article in the Pall Mall Gazette on the fatal wrecks of the last 30 years. The list is appalling in the number of shipwrecks it narrates and the toible lose of life, but it nevertheless fails to exhaust the harrowing recDrd. Some of the beet kfotrn and most deplorable instances in which the loss of life was more than ordinarily severe have been given, but numerous cases of shipwreck within the last 3U years, involving sad ani unrecounted suffering and innumerable deaths, bavu, from the exigency of eptee, and the aim and scope of the writer, been necessarily omitted. To cite a few ont of a multitude of most painful and disastrous cases, omitted in the aocount in the Pal! ifall Unutte, we might mention the burning in IsjJ of the St. George steamship bound froa Liverpool to New York with emigrants mostly Irish, when 51 persons were burnt or drowned; and the loss by fire in the next year of the Independence, on the coast of Lower California, when 141 of the passengers and crew were drowned or burnt to death. In 1SS3 too, the William and Mary struck oa a roek near the Bahamas, and about 170 persons perished; and in the tame year the Annie Jans, of Liverpool, an emigrant ship, was driven on shore on Barn. Island, on the coast of Scotland, and .'14* lives were lost. In November, 1864, a terrific storm raged in the Black Sea for four days, when elnea English transports were lost and six disabled. The steamship Prince, having a cargo rained at 1^00,009, was lost, and 144 seamen who were on board of her perished. The loss of life in the other wrecked ships was about UO. Ia I860 ths Hungarian, a new mail steamer, was wrecked off the coast of Nova Scotia, and all an board, crew and passspfsii, mi inhering 205 souls, miserably psrisksd. This unhappy vessel left New Turk for Liverpool on the 11th of March with a full crew and a large number of passengers. Two days after, it was known that she encountered a terrific storm, and from that time to this the wave, havo the terrible record of tbe fate of the ship in their keeping. But perhaps none of these sad disasters possessed so much of what a London weekly calls the element of terrible surprise as the collision between the Princess Alice and the Bywell Castle in the Thames last week. That calamity is one of the most harrowing and deplorable in the history of wrecks for ths laht fifty ysars. Whether such terrible tragedies are to occur periodically, or whether stringeut Govern- ment regulations could not greatly minimise their frequency and their horrors, is a matter which demands searching and careful inquiry; and perhaps the Government investigation of the causes which led to the loss of the Princess Alice rosy help towardti forming sounder and more satisfactory conclusions on tie question.

LOBD HABTINGTON, together with hit constituents in Radnorshire last Friday, presented an interesting spectacle of used-up Liberalism. The distinguished leader of the "groat Liberal party" had hardly any comment to make on recent legislation, no sop of ccuifcrt wherewith to consols his dejected followers for past disaster, no cheering cry with which to stimulate them to hope and work for future triumph. The hot- house of Rsdicalism h^notwithstandiug the opportunity for groflti afforded by the recess, clearly failed to force a germ of political life indicative either of tbetactios of organised opposition or a policy of party solidification. There was nothing to any condemnatory of the work of the lour, arduous, and somewhat agitated session," the mere memory of which seemed to over- whelm the noble lord; nor Willi he equal to the "beroic exertions" of a new political campaign. One measure, indeed, was reterred to, namely, the Contagious Diseases (Animals) Act, and that in complimentary terms. The Act, we are told, is calculated to do a great deal of good. It had armed the "Privy Council with ample power if they would only take the responsibility of using it when the time came, and this," added Lord HABTINGTON, "would be done if thay were "thoroughly and firmly supported by the "farmers." Bnt upon political questions generally the Liberalleador had not a word of remark. Personally, he was for a stato of benevolent inaction. The political truce. which usually occurred about this time of the year, had better be "protracted as long as "possible," and statesmsn, politicians, agi- tators, and fussy doctrinaires, if thty were wise, would lie down for a fine autumnal siesta of intellectual repose. That, at least, was the advioe of the Marquess of HABTING- TON—of the distinguished statesman who, in the language of the President of the Radnor- shire Agricultural Society, WIIi selected by the common consent of the great Liberal party as their leader in the House of "Commons." "Follow your leader" is the advice which it occurs to us most suitable te offer to that motley and unhappy mass of disappointed persons who spend their time sawing the air with characteristic Radical restlessness, and who never in their livss, enD by accident, bring corn to the national mill. It does not natter a straw that a contrary example has been set by -the indefatigable members of Her MAJESTY'S Government." Lord HABTINGTON has not the energy equal to emulating them. Mr. CKOSS and Colonel STANLBY, and others of Her MAJUTT'S Ministers may repair to Liverpool, few a hardy Lancashire audience, fairly and openly tell the tale of the put esssion, with its anxieties, its labours, and results. That is their peculiar privilege; they happen to have a certain amount of political robui- tiousnAM about them, lIOd-but thie Lord HABTiNaiON failed to menûoø-thoy havo besides a square account of work done, which their opponents and supporters alike are in. vited to examine. Their* is not a mission of mere display, a desire for the luxury of all oratorical exhibition prompted by a plethora of political strength. Her MAJK-JTV'S Ministers do not court public inquiry out of a hanktjnug after notoriety, spurred on by anabnormal exuberance of energy. Gratuitous display and froth and the other arts of sgitatioa belong to the Opposition, are steaiped with its braad. and labelled GLAD- wroxm and Co. And if the Radicals now keep their months shut, or are urgently re- quested to do so by their responsible loader, it is because they cannot open them with safety, nor challenge public criticism witii confidents That ia why Lord HAKT)" .:« sake then to go to sleep for a while.
