At the fortnightly meeting of the Aberga- venny Guardians, on Thursday, a lengthy letter was read from the Local Government Board upon the subject of the chargos brought by Mrs. Fielder against some-of the workhouse officials. The board stated that it had come to the conclusion that the charges bad been fully and fairly investigated, and that an official inquiry was unnecessary. At the same time the master aud medical officer were pointed out certain particulars in which they should bettor discharge thoir duties. Mrs. Fielder brought forward some further charges against the master and matron of having insulted her, and obstructed some friends whom she had sent to visit the in. mates, but no action was taken with respect to these charges by the board. There was a large gatherinvof Freemasons at Brecon.fon Thursday, when the annual meeting of the Provincial Grand Lodge of South Wales was held nnder the presidency of the Deputy Provincial Grand Maater- Bro. In the House of Commons, which on Thurs- day resumed alter the Whitsuutide holidays, Mr. Stanhope, replying to LAir George Camp- bell, said that the Indian Government bore the ordinary pay of the native troops em. ployed in the Perak expedition. Sir George then gave notice that ho would call attention to this "injustice to the Indian taxpayer." Mr. Bylands having called attention to the Treaties of IfM and 1871, then moved that, in the opinion of the House, all future treaties bo- tween England and Foreign Powers ought to be laid on the table of both Houses of Par- liament before being ratified. Mr. E. Jenkins seconded the motion. Mr. Gladstonei who followed, thought it would be a dangerous course to lay down a new con- stitutional principle, such as was involved in the motion before the Home. The Chancellor of tie Exchequer haviug criticised the motion, Mr. Rylands offered to withdraw it. This course not being per. mitted, the motion waa put and negatived. The House subsequently went into Committee of Supply. The United Kingdom Allianoe can only juetify its action on the drink question upon the ground that it ia the duty of the State, or of a majority, to regulate the personal in- dnlgenciee of the individual and the social usages of a minority. But thia doctrine would justify the fouleetoutragea upon social freedom and individual right which have ever cursed the world. Moreover, the action of the majority will not stop with the drink question. If the majority have tho right to meddle with the personal habits and usagosof tho minority, that right exists in other matters beside drink.
