RESTORATION OF CHRISTCHURCH I _IS CHURCH, NEWPùRT. I un r riday afternoon, at three o'clock, a jiaiigh meeting was held in the National Schoolroom, a wretched old building situated within a stone's throw of the church. This meeting was ca 1 _■ d t. consider what steps should be taken to restore the church after the recent fire. The parish is & very large one, including the suburban district of Maindee, where a church wis built witttin the last 20 years, and very recently a mission-room "118 built at Barnard-town, where a large population is springing up. In point of fact the parish church is a long distance from the main part of the population in the parish, aud theconsequencéis that a limited number attend Divine service there. It is evident that a good deal of tact and judgment will be required if the church is to be restored in a decent way. The Avonmouth Dock; situate a few miles from Bristol, which has been nearly nine years in progress, and has cost something was opened on Saturday, the mayor and corporation and a large number of guests being present at the ceremony. The Pembroke and Tenby Railway Com. Rany's half-yearly report recommends a divi- aend at the ra< e of 4 per cent. per annum on the preference shares, leaving £ 138 to becar. ried forward. The half-yearly meetings of the proprietors of the Burry Port and Gwendreath Valley Railways and the Neath Water Company were held in London on Saturday, and will be found reported in another column. The Llynvi and Ogmore Railway Com- pany's half-yearly report, just issued, shows that the receipts amounted to t26,093, and the expenditure to 9,5,333, leaving 920,760 available for dividend, which is appropriated as follows5 per cent. per annum on the Preference Stock 1855,1862, and 1872; 6 per cent. per annum on the Llynvi and Ogmore Stocks 6 per cent. per annum on OrdCinaarrdy iff Ordinary Shares since the date of the opening on the 2nd October last; and 44 per cent. per annum on the £ 20 shares of the creation of 1874. No notable improvement can be reported in the trades of the district. The coal shipped from Cardiff to foreign ports last week was 9,568 tons less than the week before, and the coasting freights were very unsatisfactory. At Swansea the coal exports have been larger and more numerous than for some time past. The iron trade is slightly better at Newport than of late, and the same may be said of fmnace work at Pontypool and Merthyr. At the Bridgend petty sessions, on Satnr- day, the Rev. Rees Prichard, vicar of Landy. fodwg, was charged with an assault upon a fanner, and also with swearing. Some evi- dence was taken, and for the production of further testimony the case was adjourned. It was decided at the meeting of the Cardiff Guardians, on Saturday, to pronde workhoue accommodation for 701 paupers, and to incor- porate in the building as much as possible of the present structure. A proposal was made that the boys in the industrial school should be instructed in the use of telegraphic instruments with a view to their obtaining employment in the post-offices. The death is announced, in his 67th year, of Mr. W. Morris, of Owm, Carmarthen, who formerly represented the Carmarthen Boroughs in Parliament from 1864 to 1868. The deceased gentleman, who was oom. pelled "to relinquish his parliamentary duties in "cousequenoe of ctoucate health, during recent years took no active part in public affairs. Mr. Morris was four times elected mayor ot Carmarthen, was a justice of the peace, a deputy-lieutenant for the county, and in 1858 filled the office of high sheriff. Mr. Bircham, Local Government Inspector, addressed the Newport Guardians at their meeting, on Saturday, on the advisability of some provision being made in the union for the treatment of paupers suffering from loathsome diseases. The board decided to discuss the question at its next meeting. A Brynmawr jury 1'n Saturday adjourned an inqUIry relative to the death of a check- weigher named Annelly, who died suddenly last week. The adjournment was made in order to examine the medical man who had attended the deceased, and who was said to have delayed some hours before acting on the message to visit him. It- The arbitration in the rccent disputo bo- tween the Cardiff Corporation and the owner of premises required under the Cardiff Im- provement Act, has awarded the owner, Mr. W. R. Williams, the sum of £2,860 as com- pensation. The claim was for 25,OW, and the corporation offered 23,000. A young woman, said to be about 24 years of age, and of respectabl e appearance, was Jon Saturday discovered :at Kiliay, near Swansea, lying on the roadside in a semi-conscious state and speechless. It is supposed that she is the same person whom Miss Vivian some time avo discovered under similar circum. stances on the Mumbles-road. The candidates nominated for seats at the Merthyr School Board number 31; eight of whom are Churchmen, seven Independents, five Baptists, four Methodists, three Roman Catholics, two Unitarians, and two of no stated religious principle. It is thought that at least ten candidates will retire.

Sir Hardinge Giffard has been adopted as the Conservative candidate at Launceston. The learned gentleman addressed a meeting of the electors on Saturday, and a unanimous resolution to support his candidature was passed. Sir. Drinkwater, who contested the borough in 1874, is spoken of as the probable Liberal candidate. For the vacancy in the representation of Oldham, Mr. T. E. Lees (C) and Mr. J. T. Hibbert (L) have been nominated. The balloting will take place on Thursday. A deputation of working men waited on the Chancellor of the Exchequer on Saturday to urge the Government to aid the passing of the Town Council and Local Boards Bill. The deputation pointed out that it was an anomaly that a property qualification was necessary for a mlln to act as a town coun- cillor and that it should not be so for a mem- ber of Parliament. Sir Stafford Northcote promised to give the subject his best consi. deration. The army estimates for the coming financial year show a decrease compared with last yuar of £742,900. A return, issued on Saturday, shows that the total number of volunteers, exclusive of thosn now serving, and of those who have passed through some of the corps now dis- banded, who joined and passed through the force from its establishment in 1859 down to the present month, was 632,911. The total was made up of 515 light horse, 124,897 artillery, 20,739 engineer, 262 mounted rifle, and 486,498 rifle. Frederick Treadaway, who was under sen. tence of death for the murder of John Collins at Pimlico, has been reprieved. The insanity of the prisoner has been established by medi. cal inquiry.

THE paper read before the Cymmrodo- rion Society last weak, by Mr.T. M. WILLIAMS, on The Educational Wants of Wales," is an acceptable one at the present time, because it ventilates a question which is every day be- coming more important, and one in which much remains to be done ere Wales can be said to be on an equality with Scotland or England from an educational point of view. The chief fault of Mr. WILLIAMS'S paper is that, while he condemns all sectarian or denominational efforts, he falls into the error of showing that he is not quite free from all sectarian bias himself. The great grammar schools of the Principality, of which we can furnish some .good specimens at. such places as Brecon, Denbigh, Cowbridge, and Rathin, were founded on a distinctly denominational basis, and they have done good work in the past, which will be carried on in the same spirit in the future, unless some revolutionising Go. vernment should think proper to depart from the terms of the donors, as was done in the case of Gelligaer a year or two since. Mr. WILLIAMS, fired with the spirit of modern undenominationaliam, which has its mainspring in the Rationalistic and Free- thinking philosophy of Germany, does not favour the scheme put forward by the Bishop of ST. ASAPH, for affiliating the College of Aberystwith with those at Lampeter and Brecon, BO as to form the nucleus of a Welsh University. The Aberystwith College is, it is true, comprehensive in its scope, but its principal is a CSalvinistic Methodist, of, we gladly admit, the highest moral and intellectual character, and possess- ing the most tolerant views. There is every reason why these three colleges should work together, so that a powerful phalanx of friends may be gathered round them, who could unite in making another demand that the higher education of Wales should receive a tangible recognition by the Government. 'Lampeter College has done good work in the present century, and if the power -of granting the degrees of M.A. and D.D. were conferred on it, the institution would soon acquire a better status in the eda- cational world than it has hitherto held. The present staff of professors at that college stand deservedly high, and the additional strength which it would acquire by the grant of a charter which would enable it to confer the higher degrees would probably prevent the absorption by Jesus College, Oxford, of all those students whose friends are in a position to place them in the great English University. The theological colleges at Balai Haver- fordwest, Llangollen, Carmarthen, and Tre- vecca each work on their own defined lines, and are doubtless useful to the various sects which have been instrumental in founding and maintaining them; and the same may be said of the training colleges at Bangor, Carmarthen, Carnarvon, and Swansea, but as they are founded for special, objects only, their eduoatiODal influ- ence only reaches the people at second. hand. According to Mr. WILLIAMS, there were only about six undenominational schools in Wales prior to 1843, but their number has swollen at the present time to 650. The board schools, as a rale, have not tended to beilefit the people gi WaW, owing to the a. fenor class of people who are elected to pre- side over them. This is ao isolated C88e¡ for people are elected on school boards who are not a whit superior to the alderman who asked a pupil in a board school, in a patronising manner, to spell the word:" tre- mendjious It would be well if the Government, in any future alterations of the Elementary Education Act, were to make it imperative that candidates for seats at school boards should undergo an examination, so as to prevent the scandal of ignorant men pre- siding over the educational destinies of our losing generation. Many of those who at present occupy seats at school boards ought to enter their names at the first school opened in their district, in order to acquire that knowledge which they think themselves competent to regulate for others. The old inquiry of JCVEXAL, "Quia custodiet ipsos custodes ?" has a pregnant application in the present day to some of those whom the rate- payers, in their simplicity, deem competent to guide the educational studios of our children, and "teach the young idea how to shoot." Although Mr. WILLIAMS may claim that the people of Wales are in advance of those of England occupying the same social position, the Government returns do not support his asser- tion. Bedford and Huntingdon form but a email part of England, and the population of thoaetwo agricultural counties only number two hundred and eight thousand out of the wen y-our millions of people which inhabit England. There is much ignorance in the rural districts of both countries, but the recognition of that fact will not help forward the education of the Principality, which ought to be the principal object aimed at by those who desire to see the latter take that place among the countries of the world which its antiquity and the genius of its people entitle it to. Every child has a social and religious, as well as an intellectual and moral, nature to culti- vate, and no education is perfect which does not train and develope all those faculties which were given it by the CBEATOB in order to make it a useful member of society.

MR. BIRCHAM, one of the Local Govern- ment Board Inspectors, has recently been visiting a number of local boards of guardians, and at numerous meetings has had much to say by way of sug- gestion and reproof. The subjects dealt with were at once diversified and important; there were, for instance, duly de. bated and considered such questions as the adequate accommodation of the sexes, the separation of children from adults, the industrial training and the educational re- quirements of the youthful inmates, tho reo gular attendance of the guardians, and much besides. But during the official visitation of Mr. Bircham, either from oversight or happily for want of necessity, one subject has been left untouched with remarkable consistency. Whatever else South Wales may have lacked, the shaving of the paupers would appear to be well and truly done. At any rate, no objec- tion or suggestion Under that head has, so far as we know, been made by the inspector. Let our local guardians, then, felici. tate themselves as being in this re- spect far better eff than those of Bethnal Green, where there has just recently been much ado as to this shaving question. At the last meeting of the board just men. tioned, the master reported that, as the barbers who had hitherto operated upon the male in. mates were upon the sick list, there was a difficulty in the way of getting the shaving done. It was deemed dangerous I to allow the paupers to go in and out of the workhouse, not merely in consequence of the erratic tendencies of those persons, but by reason of the prevalence oi small-pox, an thus the serpentine pole men of the locality were doomed to lose a fine bit of pauper patronage. One of the guardians sug- gested' that under the circumstances tha operation of singeing might very well be substituted for that of shaving; the chairman, however, thought that, for some time at any rate, it was betwr to allow the beards to grow in unclipped ma- jesty, if not luxuriance. Why not P There is said to be something patriarchal about a flowing beard, and, if anyone is entitled to such a distinction, assuredly he can be none other than a veteran pauper, living amid the sublime associations and philosophic calm of the workhouse.

THE idea of founding at Cardiff a national museum for Wales, suggested in these columns by our correspondent Morien," is just now occupying the attention of some of the first Welshmen of the day. The sugges- tion as to the proposed institution, taken by itself, meets with very hearty approval, but the local instincts of some gentlemen stand in the way of allowing Cardiff to enjoy the proposed distinction-at any rate, without some preliminary word-fighting on the subject. A Merthyr patriot, on the principle of giving to his locality what is meant for his country, thinks the honour of possessing the museum should be that of his own town, while the ardentSwansea nationalist conceives no place so deserving of being the locale of the museum as that of which he is the devoted son. Mr. Brinley Richards recently received from one of the latter a letter full of protestations in favour of Swan- sea, from which we are enabled to give the following extract:— Having seen your recent letter in the Wesf?t Mail in reference to A National M-?.. for W.I?. I take the liberty of requesting that you will not allow the matter to rest, but help to supply us with a so much needed institution. WHAT though preachers, like the Rector of Merthyr, deal out eloquent home-thrusts, hitting right into the heart of vices as popular as those of the commercial Pharisees of the age P The eloquence of such men may be of the first order, their arguments terse and tell- ing, and their insight into human nature at once direct and searching.
