NEWPORT.
NEWPORT. THE MUNICIPAL ELECTION.—It is stated that Mr. J. Wilson Bebell has been requested, and has intimated his intention of oITering himself as a eanrlidate for the Last Ward, on the 1st of November next. The present members are Messrs. W. Graham, James Murpliy, and S. Batchelor, each of whom, it is presumed, will seek re-election. SruPID PUMOUI, OF MUEDER.—On Monday evening a rumour gained currency that a mutilated body of a woman had been found by some children in n fieltl contiguous to the highway for Cardiff. The only ground for such a s.:ement appears to be that some filthy female garments had been found in the field in question, and the various surmises thus set in motion culminated in the rumour that murder had been committed. WATCH COMMITTEE AND BOARD OF HEALTH.—The fortnightly meeting of these committees was held on Tuesday, at the Council Chamber, Town-hall. The Mayor presided, aud there were also pret-ent—Aldermen Latch, lJllyis, Townsend, Brown, and Lewis; Councillors Dr. Morgan, Beynon, W, Graham, It. (irahaiii, Bolt, Roper, Batchelor, Harrhy, &c. The minutes were read and confirmed, followed by the Chief-Superintendent's report of crime and statbties for the past fortnight. A letter was also read by the Chief-Super- intendent, stating that he had received from Major Herbert, the chief-coiistable of the county, a moiety of £10, which had been offered for the apprehension of the thief who broke into the coach-house of Pavid M arris, Lsq., of Risca. Insoector Shcppard and Detective Curtis succeeded in ap- prehending Laufear and Brimble, to whom the robbery was traced, and the men sentenced to seven years' and ten years' penal servitude respe;tively. The lioar(I con-zentett that the money should be handed over to Sergeant Curtis,- Five shillings was also awarded to P.C. Morgan, by Sir George Walker, for attending at the Bazaar, held at the Victoria-hall last week. The Chief Superintendent also stated that he had complied xvitb the request of Mr. Broxvn In relercncc to tile nUlliucrOI warru.U:il:CCULCU. ujr ,,)I.;¿:L"u. Bath, and had drawn up a report. Bath harl ak, tendered his resignation, after a servitude of 2!) Jral's and 7 months. In answer to a question, the Chief Superintendent stated that for IS years Sergeant Bath had suffered from a hml leg, the effect produced by a chill which he took at the lire of Newport Bridge, xvhen Bath stood in the water for many hours supplying the engines with water. Some very kindiy remarks were made by several members of the Board as to Bath's long ?e,,i- tude, ?,l it was considered that the least the board could do was to accept his resignation, bnt not to allow it to terminate until the 1st of March next, when a period of 30 years would have elapsed, and Bath would then be entitled to two-thirds of his pay from the super- annuation allowance instead of one half, as at present. A resolution was drawn up and passed. Alderman Brown then commenced catechising the Chief Superintendent as to the outstanding amount due to the rates now in the h,ullls of the police for collection. At length he objected to the passing of the resolutions alluded to, inasmuch as it had not been put to the voto—The Town Clerk ruled that the resolution had been rc-gularly passed and entered on the minutes.—Alderman Davis contended that they could not alter it unless they gave notice or rescinded it at the quarterly lDeeting.-AIc!ermr.n Brown, after a considerable amount of talk, wished it to be under- stood that the xvliole matter would be adjourned for a fort- night.—Mr. Harrhy, somewhat sharply, asked what Mr. Brown meant by wihi!lg it to be understood. He cer- tainly ought to got the conStnt of the Board first. He also asked what was tho object of the inquiry.—Mr. W, Graham thought that there was no mistaking what the drift of tho in'lmry w"s, and it was a i cr? proper one. He considered that the ?l?ole thing showed a good deal of laxity ai to the way in which matters were managed, and he thought that as a Board it was their btlsines to see that the executing of summonses and warrants were properly executed, and the accouut kept in a proper way. Mr. Brown then moved, and 1111', Graham seeollcletl-" That a list of warrants, made out by Mr. Powell, collector of St. Woollos, now handed to the Mayor by Mr. Alderman Brown, be put into the hands of the chief superintendent, and that he be directed to report to the Board at their noxt meeting, this day fortnight: First, whether tie list is accurate, and, if not, where inaccuracies appear; secondly, what suuis have been recovered under such warrants; thirdly, what sums have been paid over to the collector, and the dates." Failing to do that, he assaulted the policeman by kicking him several times. He was taken into custody aud brought up at the Police-court yesterday btforo Messrs. J. C. Fowler and E. I. Davies. Mr. Fowler, in passing sentence, said that the prisoner was the most habitual offender in the town. His history was a dismal reckoning of nothing but offences. He was glakl to say that a new Act had been passed by which they could imprison a man, with hard labour, for six months for assaulting the police. They woul, lnot give him the full sentence that time, but they told him fairly that if he camo again he must not ex, pect any mitigation of his punishment.—He was sentenced to two months' hard labour.
