LADIBS AND GBNTLBMItN,-Agreeably with the pro- mise contained in the circular already sent to you, ancoanoing my candidature at the ensuing Municipal Election, I now beg to give yoa a more detailed expression of my views upon orir local I Munioipal affairs, and the requirements of the above Ward in particular. Being a native of the above Ward, and having always lived in it, I have had every advantage of forming an opinion of its special wants and requirements, and if you should do me the honour of electing me as your representative, no exertions will be spared on my part to utilize that knowledge in furtherance of your interests in the Council. As you are aware, I am closely identified with the Shipping interests of this Port, and in that capacity it has always been my pleasure to lay my servioes indiscriminately at the disposal of any one requiring any assistance it was in my power to render, without any fee or reward. Now, [however, that it comes to be my turn to ask a favour, I trust the following old maxim will not be overlooked, namely, That one good turn deserves another." i No one has had a better opportunity of witnessing the deplorable falling-off in the shipping import trade of the Port within the last twenty-five years, and n) one would strive harder than myself to im- prove matters in this respect by trying to induce the Council to set the good example of procuring I its coal and otberjarticles by Sea and not by Rail, so as to give a little impetus to a trade that would give employment to a large number of the mhabi- tants of the Ward, Whilst a very large sum of money has been spent on improvements in other Wards, the East Ward has been sadly negleoted, very few improve- merits of a permanent nature having been executed therein. Whilst the lighting and the repairing of streets in other Wards have been well attended to, the comfort of the inhabitants of the East Ward in tbis respect has met with but slight considera- tion at the hands of the Council. Ample proof of this may be had by a visit to the Ward (especially Hirael) at night. The badly-lighted and ill-paved streets of Hirael are a real Boandal to the Council, and the grave complaints of its residents should at once be attended to. If elected, I shall do my utmost to reotify this staie of things, by demanding from the Gonncil a more equit. able share of the rates expended upon improve- ments. I refer with pleasure, however, to the construction of the Penlon Outlook, and claim the credit for having been the means of induoing the Council-through the generosity of Lord Penrhyn, who kindly gave the necessary land for the purpose-to construct it, and I am fully per- suaded that, if his lordship were only proper'y ap- proached. the adjoining field known as Cae Bicknell might be piocured, and very easily and economically converted into a Park or Recreation Ground for the benefit of the inhabitants of Hirael and the lower part of the City. Another very desirable improvement would be, the acquisition by the Corporation of a portion of the Yard at Pen y Garth, and the demolition of the wall between it and the Road, so that increased accommodation might be given to the public at that favourite resort. A Further improvement. I would be happy to support would be a BETTER LANDING j PLAOE for the boatmen at Garth, in return for the annual licence now imposed upon them. It would also be my pleasure to give my support to the erection of a Pier at Gartb, if a Public Company were floated for that purpose, as, in my opinion, tbis would be an undoubted boon and woald be the making of BaDgor." The levelling of the accumulated rubbish between Garth and Hirael would also, in my opinion, be a very desirable im- provement, as thereby a splendid Promenade could be prepared at a nominal cost, upon which a few rustic seats might be placed. Most of ibe above loud other improvements might be proceeded with during the winter months, whon labour would be easily procurable at reasonable charges, and by which work could be provided for many who oannot fail to be looking forward to the coming hard times with grave apprehensions. I would be very sorry to add in any way to the already heavy rates we all have to bear, but I am convinced that with a little more foresight on the part of the Council, and a more equitable distribu- tion of the rates among the several Wards, all the above, and many more improvements, might be executed without ANY ADDITION WHATEVER To OuR BURDENS. It is not my intention to weary the Electors with a multiplicity of visits during my candidature; but should I fail to call upon each and every Elector in the Ward between this and the day of the election, I trust that the above matters may have due consideration, and that I may hope to be favoured with the confidence of the Electors generally. Should my candidature be successful, it will be my constant stndy to have at all times regard only to such matters as I may consider to be within the legitimate functions of the Council, and to oppose the introduction thereto of any matter likely to prove injurious to the best interests of the Ratepayers of the City.
