On the two last occasions of my becoming a member of the Town Council, I was nominated, without my wish, knowledge, or consent, but, being elected by you, I felt called upon to do my best, more especially in connection with my colleagues in the Sanitary Com- mittee. The first object of the committee was, to ascertain the state and condition of the main drains and sewage of the town. The M 'oxd, to enquire into'the state of the only supply of spring water u,ed in the town, namely, the large reser- voir which supplies the town pumps, and the water con- duits leading thereto. The third, a general investigation into the sanitary state of every house and yard in the town. With respect to the first, the Sanitary Committee found some of the main drains completely choked up. and their nnxicus contents regurgilating into premises they were intended to cleanse. All these defects the SitnitaryCom, mittee, on its own responsibility, immediately ordred to be thoroughly rectified, and caused a map of the town to be made, indicating the exact position and dirce ion of every main drain, heretofore only a matter of surmise or conjecture. The committee further recommended the construction of about 160 yards of additional maio sewage drains, as absolutely necessary to enable every house to get rid of its drainage. Only aù"ut 36 yardi of this, however, has yet been executed by the Town Council. With respect to the second, the committee found one end of the pump reservoir in such an imperfect state, that foul extraneous matter was percolating fieelyinto it. The springs, and precipitate tanks or supply reser- voirs, through which the water was conveyed to the main reservoir at the pumps, were so imperfectly secured, that rabbits and vermin were frequently drowned iu them, and consequently underwent decomposition, &c. thus, the spring water of the town was poisoned from two sources. These great evils and abominations, the com- mittee took upon itself the responsibility of having thoroughly and im.mediately rectified, in such a manner as to preclude the probability of their recurring. With respect to the third, the committee had every house and yard in the town inspected and reported upon. By this, it appeared that there were eighty families in Beaumaris without a privy or water-closet attached to their tenements, sixteen of which are the property of the Corporation and, irrespective of the foregoing, t'-iht there are sixteen houses without any back yard or outlet whatever No notice or action has been hitherto taken by the Town Council relative to this state of things. it was further reported, that about 130 pigs were kept in the town, some of them by the tenants of the Corporation, and that there were many styes without proper means of drainage and cleanliness, which were not only a nuisance, but pcs'tively injurious to the public health. The foregoing facts were duly laid before the Town Council, and the Sanitary Committee accounted for the expenditure of £28 13s 5id in the works of absolute and urgent necessity above referred to. Instead of receiving the thanks of the Town Council, the Sanitary Committee are in future prohibited from expending one half-penny without first obtaining the permission and sanction of the Finance Committee, wl-.o can thus nullify any sanitary operations. Under these circumstances, I feel I can no longer render any service to the town by remaining on the Sani- tary Committee. Before concluding, I cannot help alludiug to the readiness with which the Town Council- lors vote £ n0 a vear to their Mayor, whilst they will not entrust their Sanitary Committee with the expenditure of one shilling! Until the last two years, this E50 has been generally spent upon a sort of annual bachaualian dinner. Mr John Williams, the late Mayor, however, broke through this cus- t') ii, aud speut his two years salary for the benefit of the town. besides an incredible amount of labour aud time, for all which services, at the annual meeting of the Council on the 9th instant, he merely received the modi- cum of thanks usually accorded to the Chairman at a Penny Heading."
