COAL BILL.I
COAL BILL. I Labour Party's Surprise Action. Theresas an unexpected development in the House of Commons on Thursday night on the motion for the second read- ing of the Coal Industry Bill. EMERGENCY. Owing to the opposition of the Labour members the Leader of the House, Mr. J3onar Law. accepted, a proposal that the debate be adjourned, and said the Gov- ernment will submit fresh proposals to Parliament next session. Sir Auckland Geddes, in moving the se- cond reading of the Bill said that the coal industry is in such^a position that it is absolutely necessary that something should be done. If nothing were done, and if control were suddenly dropped, he said, there would be absolute and com- plete chaoj in the mining industry. NO NEW PRINCIPLE. ) it was said that the Hill established a new principle, which differentiated 1 against, one industry. That was not the case. The Bill was complicated and highly technical, and it was clear from the criticisms that had come to him that it Wiis not clearly understood. The limitation of profits would be fixed in this way :— The output, of illi' industry as a whole in tonnage, multiplied by one-half, would give a figure which was the amount of I the fund to be distributed in profits on the undertakings which were solely con- cerned with coal-getting. The fund would be divided up between various uiiderttikings in proportion to their real standard of profit of the coal- i getting undertaking.

HARBOUR TRUST. I No Fresh Devetopments in I Financial Position. 1 Tlo rc are no fresh developments in con- nection with the Swansea Htirbour Trust financial position. Mr. P. W. Phillips, the harbour super- 111 ten dent, has been in London during the week, but. we understand, his mission ha? been solely connected with the trans- port congestion. The ocir(-,iil,-ir which is to be sent t? the bondholders of the Swansea Harbour Trust, and which was drawn up by the chairman of the Harbour Trust (Mr Roger I'eeki, Mr. W. T. Farr, and Mr. T. N.
