ABERAVON COUNCIL. No Depcsit With Member's Resignation. A bora von Town Council met on Wed- nesday, Ald. Dd. Rees (Deputy Mayor) in rhe chair The Medical Officii reported 34 births and 15 deatha during October. Reporting upon housring accommodation the sanitary inspector said two families had been accommodated in the ersey Beach Hotel, and arrangements were be- ing made for two more families there. Efforts were being made to find rooms for several families over shops in the town. The Town Clerk (Mr. Moses Thomas) was authorised to take the necessary mea- sures for acquiring any vacant houses in the town. The Coroner (Mr. Lewis M. Thomas) wrote with reference to a fatal accident near the R. and S.B.R. Crossing at Fel- indre, asking the Council to move in th< matter of securing 81 footbridge. THte Town Clerk said be had already written to the general manager of the company, and he had replied that they were considering the suggestion. The clerk was instructed to ask the company not to allow any trains to stop on the crossing. The Council supported Portheawl Coun- cil's resolution in favour of increasing Old Age Pensions from 7s. 6d. to ]2s. 6d. BANK OVERDRAFT. The accountant reported that the total overdraft at the bank exceeded tilp credit balances by £6,618 .and as the bank now charged 5 per cent, on the nett overdraft against per cent. in the past, he urged that no fresh capital expenditure be em- barked upon without first having sanction to borrow the mow-yo Reference was made to the question of borough extension, when the chairman in reply to Mr. Aaron James said the Coun- cil were proceeding by memorial to tM Ministry of Health, and that the area in. volved was the whole of the Parliament* ary area as stated in the resolution. The memorial had already been, sent to Lon- don for printing. Mr. Jackson: Is Margam still in agree- ment? The Chairman: We have had no infor- mation to the contrary. -1 A discussion was then ruled out of order. NO DEPOSIT WITH RESIGNATION I Councillor W. J. Williams, writing to the Town Clerk, said that owing to pres- sure of business be wished to resign his seat. He had been a representative of the Council for 15 years, and hoped the great success would follow the labours of the Mayor and Council. Aid. Dd. Williams ask«u whether there Was any enclosure with the letter. He understood that anyone wishing to resign must make a deposit. The Chairman: Any member wishing to resign must deposit S5, and until that amount is sent the resignation is not valid. The Chairman added that nothing could be done until the cheque was received, I and then it would be for the Council to decide whether the resignation was to be accepted.

ABERAVON—PORT I TALBOT. I Its Future. Need of a Wider 'Outlook. '{Specially Contributed.] While Cardiff and Swansea are seeking tv settle between them who shall have the questionable honour of being considered the capital of Wales, they are prqbably not a little perturbed at the frequent effusions in the press about thp growth of Aberav.on and Port Talbot, and about the constant prophecy that they will be out- s hone by another great port, nearer the Channel and in the heart of one of the wealthiest as in Wales. The tall chimneys of Port Talbot works arise like the turrets of a new city. Aber- avo4 is omoroua,, and is most anxious to press the sister town to its bosom and to live in happiness ever more. But after all this talk of growth and expan- sion one is tempted to ask whether Aber- avon and Port Talbot is growing. True, there is no parish pilmp, This is not altogether a matter to be proud of. Dur- ing the recent drought, despite the great reservoir at Ystradfellte, the town had to i come back to the parish pump. An old well discarded and looked upon with con- tempt came to the rescue, and supplied its millions of gallons of water. So even in matters of everyday life the parish pump has its uses. One is often inclined to look upon the period of adolescence as the silly season. Tlii8 is the period of growth and irre- sponsibility, and the same description may well be applied to a town in the tran- sition period when it ceases to he a vil- lage and fftPs short of being a town. It bids farewell to the parish pump really before it is sure that its napds will be met elsewhere. These irresponsible thoughts enforce themselves upon us whenever there comes an occasion for the display of public snirit-o-.casions to which one would eo- pect a community to TerNrA spontane- ously. Several such occasions have oc- curred" of late, but A be ra von and Port Talbot have failed to arise to them. The attempts to celebrate Armistice Day, Peace Day, a.nd this year's Armistice Day anniversary were unworthy of a town of 30,000 people, and memorial services to fhf fallen were far too sectional. There i Ao corporate spirit. The parish pump had the one merit of being central, it was the, pivot of the village, Thre is no need to talk of its discords—we get those without it. We art now to have a local cenotaph, and the public will gladly welcome the suggestion. Here is the chance for the town to show itself in a worthy light. I There hqot bee" a suggestion* for a great memorial, hut this, like manv another project, has failed to outlive the wrang- ling and bickering at its birth. Small mindedness and parochialism were pain- fully out of place in a matter of this sort. A bora von and Port Talbot, while they have lOiit the intimacy of the village, have not yet reached the hroader outlook and the varipd view. They have kept the squeak of the village pump, but they have lost the joyous laughter of happy villagers dancing on the green. We look witl1 much hope to the new Town Planning Scheme to n'ive us Merrie Wales j once a<?ain—for Weles was once a riot of innocent merriment before the black- coated brethren swept it out with thunder and lightning. But the fact remains that most of the city fathers are happv. They are pros- perous. money is rolling in-and who cares for anything but nwn",y? The only consolation poor spribes have is the fact i that there are eternal values, though one cannot change them for your rations Education secondary education has been woefully neglected: mental and phy- sical development have been things of no account, social and religious activity is hardly perceptible. What can one expect of a place, where there is practically no onen space for recreation, no public, library of any account, no public hall for concerts or for lectures? The people are awaking—all these things must be got. and they will be obtained only when they have scrapped the parish pump, and have obtained vision of the city beautiful and happy.

At the weekly meeting of the Amman- ford Council this week a communication was read from tha Housing Commissioner at Cardiff, removing some misunderstand ing which had existed between him and the committee, and stating the definite aharge upon the local rates in respect of any housing scheme would not exceed the produce of a penny rate, ooh before and after 1928.
