CEUMTIAL MILITARY PRECEPTS. Tho following precepts have been discovered in a mannal issued in one of the military colleges in China. where. it is under4ood. commanding officers are turned ont by the hundred. There is reason to believe, however, that the commanders are not all quite so simple as the preoepts would lead us to believe: — A wise general plays sweet music before going into battle, in order to lull his enemies into" deep sleep. A goott commander should insist upon his men practising with th? how to shoot back- wards as hey ride on their horses, and should at times lead in tlw exercise himself. No general should gA to war withont taking with him an extra red umbrella and an extra lImhrelahca rcr. Time; change, however, Hen in the Cokstial Empire. SHOP ASSISTANTS' HOURS. To the Editor of the Western Mail." Sir,—Kindly allow me to reply to the Maesteg assistant's letter. I was surprised to find that they do not at Maesteg get the bene- fit of the Bank Holiday. That reminds me that they must in yr hen blwyf be stUl very ancient. As assistants they must be like their pariah—very old or played out; or they would surely move ther quarters and reply to the many advertisements in the "Western Mail" and "Express" for assistants in the drapery trade. There are scores of vacant situations in the Ithondda, and not a single application can be had from any assistant for them. Buck up, Maesteg mell. at once improve yourselves, or you are not worthy of the name of a draper. Take my advice. PUBLICANS AND POLICE. To the Editor of the "Western Mail." ,r.-In a recent issue of your paper and that of your local contemporary letters appeared under the titles "Police and Pub- iicatis at Cardiff" and "Vigilance of the Car- diff Police." signed by "Justice" and "A Licensed Victualler." Your readers are not in a position to set t111C value upon these contributions becausc rour correspondents have sheltered them- Fehes behind noms de plume. "Justice" undertakes to criticise adversely the remarks made by the stipendiary magistrate when he inflicted what your correspondent characte- rises as "the heavy fine of £5 upon one of our oldobc licence-holders in Cardiff," Ac. This writer seems to have thouht-ontrary to the stlpendiary-tnat it was the duty of the police to assist landlords by cautioning them when a man went into their houses who had already drank enough. Can it be possible that "Jus- tice" expects the head-constable to place au officer at the door of every public-house W watch all who enter? Does not "Justice" think, with "A Licensed Victualler." that it woald be to the interest of the publican not to have a p'1lic('-omcer so inconvenTently near? How many customer: would to nt,,? a house continually watched by the police? "A Licensed Victualler." in St. Mary-street, objects to the presence of the police. He rtonus customers keep away on that account. He complains that he get, too mnch police supervision, whereas "Justice" thinks that he does not get enough. Hae it occurred to your correspondents to inquire into the reasons why their "trade" should be ,n,h i ':]'JI';I';i(:t rct;'í:dtn StCr r. there not a rcason? "Justice" is riaht when he says that "fanatic teetotalers like fair play." This is a confes- sion for which we are devoutly thankful. Some of nR think that the pubiicano bare long had more than their share of fair play. It is quite time that the public get, their share, and we are glad to note that our learned stipen- dwry nwistratc nnd our thoroughly disinte- rested head-constable are determined to carry out the licensing- laws. As you, sir, wore good enouarh to observe I did not suggest that Mr. Thomas made any allusion to Sir W. T. Lewis nt Bridgend. But Air. Thoilas can no more resist gjrdilJt.r at Sir WlEam cn any aud every pretext than poor Mr. Dick could resist the magnetic fascination of te unhappy monarch's head, and, although Mr. Thomas disclaims the idea of attaching Sir William except illl his former capacity of cha rauin of th., sliding-scaie committee, the "old Adam" asserts itself when he refers to "hitting him now he is down." It may suit Mr. Thomas now to describe Sir William's jntlnence as "a negligeable quantity," but Mr. Thomas knows better, and if lie. when he reaches the present age of Sir WJJiam Lewi*, will have such a record behind him of hard work, pluck, and determination, valuable ser- vice, and, above all. of loyalty and devotion to his colleagues. ALr. Thomas may count him- fortunate, and deserve to be honoured, as fr-ir William has been, by his Queen and his countrymen. I am no apolog'st for Sir W. T. Moreover, in the dirty torn-up sheet of paper received by myself, the latter portion of the third paragraph therein is meaningless. In fact, it leaves but one impression, viz., that the man who wrote the same and allowed it to leave his offic, in such a state must ul o, for the time being. have allowed his irritation and vindictiveness to stifle his Judgment. Still, that madneES was not without method, for I :l,r'dJrSa:J'pn,; ¡jJ:C;;Idint;: I tion, is ba' a clever elf eulogium )f Tillt,tt'? labours for labour that I "evcr contended. This letter must not be considered as my answer to Tillett's effu- sion. The string of inaccurate accusations it contains may he more profitably discussed another time. We are not opposed to Tillett and other Labour leaders that will treat Welshmen with respect. to become Parliamen- tary candidates on what we think to be the proper lines, and upon which the great majority of the Labour leaders in South Wales are prepared to act. While we are not pre. pared to help anyone to unseat the Labour friends that are now sitting in Parliament, we arc prepared to help Labour men to unseat enemies of Labour now sitting there. Further- more. when the seats at present held by the friends of Labour become vacant we shall be prepared to-operate to have as many of them 11.8 can be won aud maintained filled by Labour representatives who will also be pre. pared to advocate the just claims of "ale". In Wales we have failed. a. yet. to see how the interest of Labour is to be maintainoo in Par. liament by unseating the friends of Labour therein and allowing the enemies of Labour to retain their seats in peace.—I am, &c.. It is very nearly the best side that Glamorganshire has ever turned out. The pity is that V. T. Hill could not be included. I heard a rather curious argument the other day mainly detrimental to Glamorganshire ever becoming a firstclass county. The chief reason advanced against their becoming 60 was that the tcam outside the professionals was entirly composed of business and pr)- fessiona. people, who, much a8 they might love cricket. often experienced considerable difficulty in affording the time. There is no doubt there is something in this, but that can lie overcome. I imagine, in the same way as the first-class counties overcome it at thepresent. moment, which is by making up the side almost entirely of professionals. Supposing, for example, that Glamorganshire had eight yood professional to play. Messrs. J. H. and W. n.
