ITHE LEARNING OF LANGUAGES.
THE LEARNING OF LANGUAGES. TO THE EDITOR OF TUN 44 WKSTERN MAIL." I ir,lIr language may be learnt in less than six month* by the Gouin 'Series' method." I tiust that d,c wtudent of languages will tah this statement, made in your editorial comments cf the 21st inst., cum graaio lM. Whilst admitiing that Dr. Andre and )la"s. I Paul liert have --follt:" much towards simplifying 1 and rendering attractive the study of iauguages anti science in theu- f'Îlm1,ntary i'3bJ.ge8, 1 think YOU have over-estimated the value of the meti.o?? adop? by Mons. Andre. The "Gouin Series Method" of teaching language received in the early part of the pre >ent year exhaustive criticism frClln "The Review H cn the starf of the "Educational Times" and "Schoolmaster," and also at one of the quar- terly meetings of the members of the Council of the College of Preceptors the "Gouin system was carefully discussed by som., of the head. of our public schools, who are eminent educationist*. The general verdict respecting the merits of Dr. Andre's methods wa« by no means such a sanguine one as that contained in vour editorial note. In casting ahout for a ready ajid quick method of mastering languages, otner French literates have recogn sed the educational value of HIe "law of association," or-d hav<> take" advantage of upt allitera- tion's artful aid" and "pictorial" alphabets and reading lessons. "There is nothing new under the :;un." Jlons- Henri Bue, in his 1 "Primary Reader," published by Hachette and fo., adopkd 1 he m,,hod whioii has been amplified by Mons. Andre long before the work of the latter jrentleman came into the publishers' hands. In mo?t oJ th" ecoles communal^s of France and Belgium and the elelIlentry <chool. of Germany, 1,,Idr,. et to work to master Wie elementary stages of three lan- guages soon after their entrance. In England not one person in 1.000 hM ever mastered a languid in six months. Such a feat could onlv be performed by a JScaliger, a Paseal, a Macaulay, or a Bismarck. The "averag"! student muat show special aptitude for acquir- in? ta.nyua?s; he must have plenty of leisure and dUpHv earnest, painstaking, plodding industry, before he can master 8uoh works as those of Voltaire, Racine. T-fu. or Zola, ami then only after at least eighteen months' patient tdudy. Any pupil entering upon the study of languages will experience great disappoint- ment if he place ltnnlieit trust in thB statement ■which 1 hav" endeavoured to call in question. -1 am. & FREDKdUCK BAKEII. Neville-street, Cardiff, Nov. 22. }).S.bvut six years ago a great stir was made in educational circles respecting the dis- covery of a universal language—Volajpuk. However, ite utility and adoption were short lived.
I XEW QUAY AND THE LIGHT RAILWAY…
I XEW QUAY AND THE LIGHT RAIL- WAY AGITATION. TO THE EDZ'lOB OF 1 HE WISTIIIN MAIL." Sir,—Your notice and oommendation of j'h lighi r??ilw?ty agitation in Cird.gan^hire is ni?t F,?bifyi.g to all interested I. the future of this hirh"rto unapproachable region. But, wn,jle appr«ck<ting your kind encouragement to the full, I feel bound, with your leave, 10 take ex-1 ?!,I) ?-n to some of th* impliœtioas ?ntaitied in your leader of the 19th. In the first place, you deprecated any active rivalry between New Quay and its neighbour, Aberayron, and sug- gested the advantages of combination for a oommon objeot. Now, sir, tho gh this idea of a common jealousy between the trwo places appears to be ra.thr wlå3pre.ad, it i6 a mistaken one-at least, as far as New Quay is concerned. This place is in no sense a rival to Aberayron. I do not wish unnecessarily to belaud th., one or urcry the other, but I must crave your atten- iion to a few faots which may become of much interest in the near firtuiv. To begin with, ;t is well known that New Quay boasts of the only harbour approacha>ble a 3.11 times between Pwllheli and Fishguard Roads—a distance of >ome 90 mi. s of ooa"thne; and it has the additional advantage of beng situated in the very centre of the bay. Its useful marine i-iti- has been recognised bv the Admiralty in the establishment of a coastguard and signal station, an d by the Royal ,Natimal Lifeboat Institution as the locale of a lifeboat—the only one, by the way, between Aberystwith a-nd i^^hguard. Moreover, during the movement started some yeiars ago advocating the erection of a harbour of refuge for Cardigan Bay fisher- men petitions to Parliament were initiated by important fishing towns in the bay, pointing out New Qu-, as the best site. A. it is, we b:,J'oÏ': ï:did J:t f reild\'ri; boatB. The only drawback is the great depre- ciation in the price of fleh when landed 111 large Quantiti"" owing to the want of oonnectlQn with markets and of ready means of transit. On our splendid reaches of sands, and admirable position for æfe bathIng- and boating at all t mes, I need not here dilate. Nature has been lavish in her gifts—as Ward's gnidebook puts i it, it onlv remnins for man to make it accea. sible." Though comparatively new, the town Is >teadilv growing and even now is oons der- wi\' more ?iili?r than its neighbour* while its greater prosperity is ..till more marked. How, then, sir, can we look in the spirit of rivalry on Ah<>a.yron, with its harlxmr auite unap- proachable half the year, with a fishing indus- try beyond the range of possibility, with a beach only remarkable for the size and numhcr fit, pebbles, and with no shelter of any sort from the open sea—a place which has seoo no change for decades but that of slow decay, with the only and doubtful advantage of being a centre of petty S6.<sions aond the proud possessor of an antiquatedl Town-hall? And yet AberavTon has hitherto been much blessed in one respect, for it h? nerally T?isi?s%d the servic? of a few indefatigable 0 back-door" wirepullers. Did they not some five years "inee suel_d by the aid of promises, protestations, and the afor.- .,Id tn(!k-d?r influence in having the divi- sional intermediate school located there? The prioe was smaJl-only the collection locally of Ll,500 towards the building fund. New Quay in va n offered to provide it within a week, if need be. Since that time the county acouinu- mulation have reduced the sum nooessary from 10"1 souroe- to £800. But even that is sitill unsubscribed, and the school is still unbuilt. We loyally accepted the inevitable, but we justly de.<in> to see the school established and working without more ndo. Meantime pros- perous, go-ahead Aberayron is presumably waiting till the county rate provides the rest. When New Quay blinks uncomplainingly at such glaring breaches of faith and trust it is hard to taunt us with envious rivalry. No if Alx-rayron would only see it> there is no rl- w hv we should clash—our future poi-^ibilit.es lie very wide apart from theirs. To note another point. As you mentioned in your le..1der, an attempt was made ten 'e3n' ago to connect the Cardigan seaboard with South Wales. Two routes from Llandyasil to Cross Inn—near New Quay-were surveyed by Sir James Szlumper, and reported on The esti- mated cost was £36,000, and New Quay, with the immediate district, was prepared to find half the capital. But Abetrayron refused to join; the landed interest was apathetic, and the scheme fell through. But it New Quay that started the enterprise, a.nd New Quay that bore the cost. There <i« still one i>tateonent of yours which I must beg to take exception to. The present agitation -was not initiated by the county council, but by the prime movers of the old soheme-Iir J. Szlirm- per, Mr. Stephen Evans, and their friends. After much labour they have succeeded in feeling the pulse of the powers that be, and to them the honour is due. The county oounoil, I am glad to see, have taken it up since, and we ho(pe for much, though it is but little we are aosu,3to?j to expect from that body in this dik?i,t. We hope to the Government th-. selves examining the d?,il? of any proposed scheme. Th- we "hll h- *ti, an d we :i aid of ethuiu=.œkS¿ we I VERITAS. I

MR. W. 8. CAINE ATI LLANELL…
MR. W. 8. CAINE AT LLANELL Y. TEMPERANCE AND THE LIBERAL DEFEAT. Mr. W. S. Caine addressed a meeting at Moriah Chapel, Llaneliy, on Tuesday night, under the auspices of the Liberal Club. Deal- ing with the temperance question, he said he was willing to admit that it had something to do with the defeat of the Liberal party at the lt election but he believed it was more due to Di%si?blisliinent. The Church had called out that it was in danger, and the country had saved it. Now it was for the Church to save the country. Some of the London papers had advised the Liberal party to throw over its temperance proposals, but it was absurd to suggest anything of the kind, because temperance legislation was now part and parcel of the Liberal programme. The Direct Veto Bill of Sir William Haroourt had been grossly misrepresented, and false friends were now suggesting that it should be thrown overboard because it lost a few votes at the taet election, but if they only took up measures for the purpose of getting votes the sooner the Liberal party went to pieces the better. It was a singular fact that the only opposi- tion to the Veto Bill came from the licensed victuallers, who said that what the Liberals proposed was to place the "trade" in the hands of a few temperance fanatics. Now that was a gross misrepresentation of the Bill, because teetotalers were only one in nine of the population, and by that Bill a majority of two-thirds was required for the extinction or the reduction of public-houses in any community.

"Sir,—In reply to your letter of the lbtb ult., requesting that the county oounoil may be furnished with the views of this Department with regard to two points which have arisen in connection with tiw framing of amended bye- laws for seaman's lodging-houses. I am directed by the Board of Trade to state (1) that, in dealing with the bye-laws submitted from T'ne- montTi, South Shv ld*. and Barry thev d d not consider it necessary to object to the dpftm- tion of a "seaman" for the purposes of tfce bye-laws, excluding certificated officers, and that they are of opinion that it would be advisable to adhere to the precedents men- tioned, which have apparently been found to work sah.r.otœ1ly; (2) that, after oarefully considering the maHer, the Board would not be disposed to sanction a bye-law whioh. would give the oountj council discretionary power to grant a licence to clothers, outfitters, and shof>> dealers, or to peroons licensed ro Ben intoxi- cating liquors,—I am, ear, your obedient ms vant.
