THE CHURCH IN WALES. SPEI Cll BY THE DEAN OF ST. ASAPH, The D?.? ,f St. AMahdwedwhathe member? nftbf United tiuij on Friilay at St. Jaioes's-hall,, London, ami ait.'rward" Rddre.,ed I hew on the Church 'inWn?a. Mr. Hayes Fisher, M.P., Mr. Balfour's prlvae secretar, occup'ed ,he chftT, i und atuongat others prt-awnt ly interested iu the question wa9 Mr. Byron Reed, The dean, though nnt endowed wi h marked oratorical p?,wem, 181 far from being an un ir>pre>-ive speaker. He has a verv pleasant vein of quaint humour, and though never bitter, he cer aiuly has the knack of rubbing in very smartly when ori'ii-ising fouie ol the many misreprepenta'iuns"f the eneinies of the Church in Wales. He commenced hy shoeing that English Churchmen were attacked q'lite as much us their friends in Wilis by thedi-e-iiablishmeot movement, though Ie's directly. The policy of the advocates of s -billed religious equaliiy wai to deatioy tlie Church In piecemeal manner. Tiiey d'siied tn desiroy the unity of Church orgaiusntion by di:es,oJbhil1i: aud dis- endow hit; the Church in Wales, and tiius estah- 1i-11l1I:: religiuns inequality within tlie Church as a wlnde. Referring to the statement that the Church in Wal-s was sit alien Church, the dean said I i ,had noticed that tIizi cry was not S. strong .,i form.rly, le fact t,,t at least one, third,d the population of Wales was cmipnsed of En.lish-sp9aking Hi. dents \\310 surely not ia support ot such » cry, n ir with tile statement that the Churcb was out of touch "it" the Welsh peorle, Tile dean then ve-iuired a.-iO'S the borderland "f S'nis- tics. He quoted fi.4 which showed that not half of the people cf Wales, including little children and doubtful adherents, were N')lIc""forlUi-t., and he then slyly aslied the cluo t,1 forgive tl1W if he ventured io ui lik e a few guesses as to figures which were lerfs clearly prtven, seeing that the opponents of the Chuich were so fond of d'ling the same thlllg. However, lie mauft very few guesses, iis matter of fact, (referring to trust to rigures to which Mr. Uee himself takes no objection. The dean himself did not altogether approve "f religious censuses, but he could not quite make out why his opponents *honld object to a relig:ous census for \1e. and support it elsewhel t', That seemed rather inconsistent. Then, as 10 the language question, he himself was very much attached to the vernacular. He knew it-as the club might, perhapi, guess by his acceDL-long before he knew the English language. Still, it was not to be denied that tho latter languige wns gradually becoming the one language of Wales. Within twenty years he ventured to think it would be understood and spoken throughout th. whole Principality. He was not, a political parson him- ,If. He had, in f,et, never voted in his life. But he coufested to his hearers that it was possible he might have to reform ill this respect, whereat the club-which is ill great part ..I political candidate.- applauded loudly. Continuing, the Jean reminded tlie club that after all ti.e WtMi Nationalists (luJd t-uy about unanimity on ihis ques- tion tin fact remained that the Churchpeople in Wales ought, jt ideally represented, to have thirteen members of Parliament, instead of five, as at present, including Jlonmouth-liire. It was rather curious that the louiiest Liberators, such as Mr, Llord Ueorge and Mr. O-borne Morgan, were only rtturnert at the last election by majorities of twenty anti 26 They seemed, however, to have forgotten this little fact. He concluded by showing that Welsh disestablishment was a rung in I he ladder of Welsh Home Kule. He hoped that every seat in Wales wouid be con- tested by the friends of tlie Churcil at the next general rlectiotl,-Jr. Boscaweti, Mr. Richards, and several other gentlemen more or less known in Wales took part in the t'ubate that followed.

Ine crowds of seamen who eutold the Cardiff Ship- ping Office ou Friday morning were closely scruti- nised by the Unionists, and questioned when they came out as to the amount of wages they had received. CARDIFF WA.TEKWOUKS COMMITTEE A meeting of the Caruift Waterworks Committee wa. held OD Friday, when there were present- Councillors S. Mil-ion (chairman), P. Morel, W. Symonos, H. Cory, J'. C,).,Iey, and the deputy town-clerk (Mr. F. C. Lloyd).—A letter was read from the solicitors to Lord Tredegar willi reference to the land required by the corporation tor the temporary lailway in connectinn with the water- works. The leiterpointed out that when in 1888 Lord Tredegar granted the use 01 the land for tlli- purpose he was under the impression that he would be assisting and hastening the completion of tbe works, and that the land would nol be required bY the corporation after tbe close of 1e91. His lordship was now sorry to find that it ap- peared necessary for the corporili-in t> acquire the land for a further period of seven years, and, while he was anxious 11M, to interfere with the completion of the scheme for the water supply, he felt that the perinaneni occupation of tiie land f(,r a further seven years, close to his shooting lodge, would make the house uninhabitable, and be, therefore, wished the C' rporation to endeavour to find land elsewhere. If, however, ibe corporation could prove that it was absolutely necessary to keep this land, and would mllke some proposal to meet his objections, he would not be disposed to place any obstacle in the way of the completion of the woras.—The committee decided to further consider the letter before replying thereto.—A letter was read from Mr. J. B. Toj e, tailor, Bute- street, complaining that, one of the water inspec- tors, whose name was not mentioned, had behaved in a very impeitinent manner. Tne writer stated that he told the ni-pet tor tilers was no water tap on his premises, whereupon the inspector in. sinuated that he gut iiis water from the tap next door.—The committee directed an irquiry to be made into the matter.
