The House of Lords last night held only a formal sitting. In the" ouse of Commons yesterday the morning sitting was occupied iilmost entirely with a discussion on the second reading of the Birmiugham Water Rill, which was moved by Jlr. Chamberlain. It was strenuously opposed by the Welsh and ondon members, but the second reading was carried by 2-14 votes to 10-1. The sitting WHS suspended until nine o'clock, and on the Ilous* resuming a question dealing with Scotch fisheries was discussed. The thirty-second annual meeting of the Association of Chambers of Commerce of the United Kingdom was opened in London yesterday. Colonel Eo S. Iliil, O.B., U'. (president ), in his address, commenting on the position of trade, said whether we were to hold our own in the markets of the world d-pended to a large extent on the enterprise of capitalists and the skill and energy of our workpeople, it was hoped the investigations of the Labour Commission would tend to the maintenance of amicable relations between capital and labour. OUlt NEW COUNTY ADMINIS- TRATORS. To-day we pive what is practically the last batch of the county council election returns for Wales. A few divisions here and there have yet to be heard from, but for all practical purposes we have the com- plete results before us, and the general basis of comment cannot be altered by the few figures which have yet to come in. What, then, has been the net result of these elections '< We do not mean the result from a party point of view-tbat is a small matter but the net result as it will affect :he administration of the county. Al- though the county councils have been in existence for only three years, they have been before the public long enough to enable men to form an opinion of their value and to institute comparisons between them and the older authorities. It was a courageous thing to put power in the hands of untru d men, and there existed a good deal of natural misgiving when the Government placed the administration of the counties in the hands of people a large proportion of whom were wholly without experience of the work to which they were called. These mis- givings were not allayed when the personnel ot the new authorities was examined aDd it was found that persons innocent of all know, ledge of county administration had been elected to positions which carried power to do much that was good and much that was evil. This drawback will always obtain so long as the representa- tive system is relied upon for producing our administrators, and especially will the evil be prevalent when the authority for which repre- sentatives are elected is new. But it is reasonable to expect an improvement as time goes on and the newly-constituted bodies are settling into the groove of their every-day duties. In some cases the county councils have brought to their work an earnestness and a diligence which make for eflioienoy. In other cases, qualities of quite a different nature have come to the surface, and in one or two counties we have been supplied with exhibitions of a kind of administrative ability which is, happily, rare. It was natural, then, to assume that the first opportunity that offered to rectify former blunders would be seized by the elec- torate. We would like to believe that the opportunity was seized, but such a belief is not warranted by the facts. The present elec- tion returns suggest that the standard of the county counoillor is lower than ever. Men whose election is ludicrous have been returned unopposed or at the bead of the poll. In one instanoe a road labourer has been elected to represent a scattered rural district. There may be road labourers capable of ruling an empire, but the pro- babilities are the other way, and the electors may depend upon it that so long as they insist 011 returning people who cannot possibly know anything about the intricacies of county government they will keep aloof all the best men, whose intelligence and experience would be of real value in the JUSt and capable administration of the affairs of the counties. Instead of improving, matters become worse, and it is undeniable that the tendenoy at present is in the direction of incapacity. A turn may come, but we imagine that matter, will have to become worse before the good sense of the people will assert itself, —

A CONSERVATIVE TRIUMPH AT CARDIFF. Mr. ROBERT HUGHES has fought and won a valiant fight in the premier ward of Car- diff. His victory is made doubly significant by the character of the forces arrayed against him. Upposed by a solid Radical party, who were not over nice as to the methods they employed in the attempt to attain their object, Mr. HUGHES triumphed over them all. Every possible force was turned against him. The leaders of the Radioals all over the town trooped into the ward to join in the fight, and insidious efforts were made to divert a section of the Conservative vote by appealing to class interest. and old friendships. To a oertain extent these tactics were successful, for it is idle to deny that a few Conservatives proved false to their cause and colleague. Ignoring persistent reminders that this was a party fight, and that the Radioals were par- ticularly sweet on gaining a victory to which they could point as the harbinger of success at the general election a small number af! turned their backs on loyalty and voted for the Radical candidate. Happily, their defeotion was not fatal to the reten- ti, t, of the seat by the party, but had every Conservative voted -straight, as lais opponents hatl done, :\1. majority would have been considerably larger. Despite the crushing defeat sustained by the Opposition on the Moinbassa grant ques- tion, a few spiteful or "UIICOIlIIIrOuJi,i"g" l.'adicals, as they would probably prefer to he cnllwi, are plotting together to raiitt the question of whether Sir Jonv PUI.K.SION, Sir l.F.wis PHLLY, and 1\1r. iii'itiiKn-CouTTS had a right, to vote at all in the matter, seeing that they are directly interested in the l ast, African Company. This is all old device of the liadicals. They attempted, it may be reco1\ect..d, to disciedit oue of the universally respected members in the House of COlllmons-namely, Mr. PLUNKET, member for Dublin Uiiiversity-in connection with the part he took in the question of the hours of railway employes, it was pointed out that he ought to be dis- qualified from dealing with this matter as he was a director of one of the great railway companies—the Loudon and North Western. Then one of their number, an M.P. for a Western county, thought fit to insult Mr. WALTKR LONG, another Parliamentarian who commands general respect, for his voting on the "compensation clauses," as he was interested ill "the trade." Other gentlemen oil the Conservative aide were aimed lit in the sallie dastardly manner. But, finally, the t.'adicals thought tit to withdraw, owing to the f&ct that at least one valued melll- ber on their own side was also" in- terested in the same way, and had also voted on the sallie proposals. The fact is, it is felt by many Liberals, as well as Conser- vatives, that if these kind of charges and dis- qualifications are going to be perpetually urged against members of I'arliatactit. the House of Commons will become thoroughly degraded in tbe eyes of the pub ic. What i. the outside world to think of a body of men who are constantly striving to condemn, disqualify, and dishonour each other by pressing home tile charge of interested motives ? The Front Gladstonian liench are, it is stated, much dis- gusted at the indiscretion of some of their followers in this matter, and deprecate the attempt to degiade the House of Com- mons. Moreover, the Radicals have set upon three M.LVs in this particular- matter who command general respect oil both sides of the llous-. Should they persevere in their in- discreet action, they will merely succeed in lowering the tone of the House of Commons after the fashion of some of the Irish iSationalists.

Newport Chamber of Commerce, being in a receptive mood simply at their yester- day's rn-ctitig, did not waste much enthusiasm over their proceedings. Mr. T. H. HOWELL prc-posed a resolution calling upon the lireat Western Railway Company to improve their passenger service on the .Monmouthshire lines. It is rightly urged that at present the trains which run up and down the Eastern and Western Valleys are incollveniellt in respect both of time and num- ber. Business men from I ardiff can get to the end of the lim-s an hour earlier than those in the Monmouthshire valleys. But. while im- provement is so desirable in the interests of the commercial men of the district, it should not be forgotten that the company have already in contemplation for next month alterations whioh will very materially increase the efficiency of the passenger service of the district. Mr. T. GoLDswoRTny, who seconded the resolution, appreciated this, and said it was probable that at that time earlier and more frequent trains would be run. He, however, thoughi-perhaps wimely-that there could be no barm in prompting the railway COI/Jpany just now, when matters were in a state wherein such a resolution would only strengthen the hands of the oiffcials. The malter was accordingly so left. As to the question of coast communication, which has lately excited so much commeut, a letter was read from the London agent of the Associated Chambers, but, though some discussion certainly ensued, nothing more definite was arrived at than an expression of approval from the chamber at the action to be taken by Sir EU VARD BIRKBECK. As to waysa'idmeans,it wasargued that the Govern- ment would attend to that side of the matter. The last subject which necessitated some remarks from the chairman (Mr. M. MORDEY) was the continued decrease in the trade of the port, but Mr. W. E- HEARD found consolation in the thought that the shrinkage was not local, but general throughout the world. Natuiallv, after this the chairman expressed his delight at the withdrawal of the Bute and Barry Bills. They ought to con- gratulate themselves, bethought, that though the Bills had not been withdrawn out of regard for Newport, yet their acceptance would certainly have affeoted the port detri- mentally.

South Wales has been rather unfortunate in her experiencesof the A tlantic transport trade in the past. It has formed, perhaps, the greatest ambition of the Welsh ports to foster a substantial communication between Wales and America, but, although we are situated so near to the Atlantio seaboard, difficulties which are apparently almost insu- perable have sprung up both with respect to the iin-ort and the export trades which must be created to form the, raifon d'etre of the much-desired lines of steamers. At Swansea half this ditliculty has been overcome by the creation of a big export of tin-plates, aud yesterday an inte- resting celebration occurred there. It was no less important all occasion thin the successful docking "and loading of the biggest steamer which has evefcj entered the port and the" linest carg) vessel at present afloat." The newest vessel which the Atlantic Transport Line have put on between London, Swansea, Philadelphia, and Baltimore is really a splendid craft, and deserved all the encomiums which crowds of the public bestowed upon her. She belongs to a firm which, in season and out of season, has persistently enlarged the Swansea trade, and, although she m now run by Americans, there will be ibut or.e feeling locally —and it is one of congratulation at the apparent energy and lift) still manifested by the trade from South 117ales to America. In face of the M'KINLEY tariff it is certainly a very noteworthy and remark- able fact that this new steamer, the Massa- chusetts, leaves Swansea this week with the largest oargo of tin-plate, ever shipped from that port-its tonnage being no lew than 4,500. This represents, roughly speak- ing, 90,000 boxes, the value of which caunot be much less than £ 70,000.

The scare which the victory all along the line of the Progressives of the London County Council caused in Unionist circles is now gi-aduallv abatiiig. There i. no denying the fact that both Conservatives and Liberal Unionists were muob taken aback at the results when they first appeared, but now many are laughing at their former fears. It is pointed out that the Progressive victories in seats like Norwood, Lewis- ham, North Kensington, and Chelsea have no signification at all so far as the next Par- liamentary election is concerned. Lewisham was won by Air. PEN last year by a majority of upwards of two thousand. It is, practi- cally speaking, quite as safe a seat as St. George's, Hanover-pquare, or as the City of London, or as Oxford University. Norwood is Conservative to the backbone. Chelsea, since Ilr. WIIITMORlfs victory against Sir CHARLES DILKf: in 1860, has grown more and more Tory owing to the destruction of a number of streets which were very hotbeds of Radicalism. Judging by the enthusiastic manner in winch Mr. \Y. BOOTU'S paper on Tho Progress of the Photographic Survey of Glamorganshire" was received at the last meeting of the Cardiff Photographic Society, it may safely be assumed that local photo- graphers are d-tennined to eventually lIIak. the survey one of the most complete in the kingdom. The object of the survey—viz., to assist Mr. BAI.I.INUKI: in forming a collection of photographs of old ai:d new Glamorgan—is au exceedingly meritorious Olm, and we are glad to learn that the matter his 11" hlwn up with 10 much vigour. Soon after the question was mooted about one hundred prints from old negatives in the possession of the memberB of the society were placed in the library. This was only a small beginning, but the committee of the free library soon after thought it prudent to interest themselves in the matter, and magnanimously offered a series of medals for the b-st 8f,lectiou of photographs of the class Photo- graphers then commenced to work with a will, and as a result some really excellent collec- tions were exhibited at !he Quee".atree¡-hall in A uust last. As will be remem' bered, Mr. MAXSK £ FR.AXK,U..V was awar?! 11 th? gold medal for a really St?pr,? collection, his work being pronounced by all as fully deserving of the medal and the encomiums passed upon it by the judges. Jr. FRANKLEN has now presented about one bun- dred and twenty prints to the library, which together with the contributions of the mem- bers of the society, will make about a thou- sand specimens which :1., BAI.LINGKB has up to the present in his possession.

Birmingham versus NVales and London was the title of the debate that inteiesied the House for three long hours this afternoon, to the exclusion of the pressing public business for which morning sittings were intended. As lr. Courtney eenxibly informed the House, the questions might all have been decided by the belect Committee. As it was, the debate turned on a subject of such importance to all great communities that the loss of an after- noon in such a cause can hardly be called a waste. The prolonged discussion cannot be laid at the door of Mr. Chamberlain, who was perfectly lucid and concise in stating his case when he intI" duced the Birmingham Water Rill. It is a Bill which proposes to supply B,r- minghain with the seven teen to tweniy million gallon, of water its inhabitants requite per day from the great Welsh watershed of some hundred square miles. The Bill is opposed by Welsh ni niliers because it does not offer safeguards and compensation sufifcient. It is opposed by Lordon members because it touches a supp!v that London it.-elf intends i to take some day. Mr. Chamberlain cleverly tiploded the Welsh water for the Welsh" cry by a neat epigram. "It isn't Welsh water at all," be gaily explained; it came from heaven and goes to tile sea. Ilr. Ellis was unfortunate in bis retort that W elsh coal also came from heaven. The mention of coal in this connection set members to the making of invidious comparisons. The debate did not become really lively till Mr. Stuart, and tfeen .Mr. Lawson, threw out, the one a covert and the other a broad suggestion of bid faith on tbe part of Mr. Chamberlain that Birmingham's need and not the rivalry of London was the occasion of the Bill. Mr. Chamberlain effectually dis- posed of ihis charge; yet it was clung to, but in the most courteous terms, by Mr. Sydney Buxton, and it was not forgotten that the firsll bint of it was thrown out by Sir John Lub-1 bock. Mr. Shaw-Lefevre endeavoured to make for peace by inviting the Welsh mem-I bers to accept an instruction of his, which Air. Chamberlain would have accepted. 'Ihey j did not, ho?ever, and after Mr. Walsh, li?. Joseph Bailey, Sir Ilussey at Id "?, ?hLr. had spoken. the d?icion was taken, with ih- | result that the Birmingham Bill i was carried by 142 majority. The largeness j of the majority was, 1 think, due to a feeling that the opposition was, in a great measure, prompted by personal animus against Mr. Chamberlain, and that the objections should have been reserved for committee. It was, however, not a party measure. Sir John Puleston, for instance, crossed over, and I wedging himself in between Mr. Lloyd Geo ge and Mr. David T homas, instructed the former in some important point l? tbe interests. Mr. John Kelly, in a similar way, walked over to discuss wilh Mr. Sydney Buxton the interests of London and, lastly, Mr. Secre- tary Matthews, on the Treasury Bench, sat patiently with his legs stretched out teady to back up Mr. Chamberlain at an instant's notice. AN IMPORTANT POSTAL QCI-STIOS. A deputation, including sir Albert Rollit, Sir John Puleston, and Sir John Leng, which waited on the Postmaster-General to-day, raised a postal question of commercial interest to the Midlands particularly. Th" West Indian mails at present start from Southamp- ton, aud, in consequence, people on the Con- tinent can send letters by it later than people in the Midlands. By making Plymouth the point of departure, which was urged by the deputation, the advantage in later posting now enjoyed on the Continent will be removed. The matter resolves itself into one of money, inasmuch as the steamer will have to travel a quarter of a knot faster per hour to do the same time from Plymouth as from Southamp- ton. But the cost of that extra quarter of a knot will not stand in the way. DEATH OF AN OLD JOURNALIST. Ir. George Bussey, whose death took place to-day, was one 0;' the oldest reporters and most expert shorthand writer in the Press Gallery. For several years be had been head of the Hansard reporting staff. He was one of a family whose connection with Parliamentary journalism stretched over many years, and was maintained by several membe. s of the family at the same tinle. One of the most interesting reasons I have beard given as to why a general election followed by a Gladstonian Ministry would be good for the dbuntry is that Ministers are fagged. I am not ready to admit either the fact or the conclusion drawn from it. Cer- tainly Ministers are not as fresh as whe.i they took office. But what they have lost in freshness they have gained in experience. It is now indisputable that the Ministry has been pre-eminently distinguished for its aomtnis- trative capacity. Ministers have worked hard, and toil with late hours has left a mark on them. Many of them certainly have a wearied, fagged look, but it is the weariness and fag that one sees in any hard-working professional or business man. Mr. Jackson, perhaps, more than any other member of the Cabinet, shows sign, of wear and tear in his face. But he has bad a particularly rough time of it—first as Financial Secretary to the Treasury, and now as Irish Secretary, These posts each exact great personal work and long hours from the Ministers who fill them. Although Minister, may be tired, their work does net show it.
