The indictment preferred by us agaiiiat the Sunday Closing Act rested upon a mass of evidence wido in its scope and iniinite in the variety of its facte. Further, that its deleterious influence chiefly operated in the populous places, which afford more trustivortiiy evideneo of the actu.1 tendency of this repressive legislation. The Royal Commissioners found the difficulty of answering the question," Has the Aot increased or diminished drunkenness P increased by the circumstance that "in those parts where the principle of the Act it undoubtedly in harmony with the wishes and feel- ings of the vast majority of the population it tent teas* neeifrd at a means of promoting sobriety, whereas in those parta in which it has not been 80 generally accepted, and where it has been constantly evaded or defied by certain classes of the population," they could not in the face of the evidence before us, .ay ita effect has been salutary in every rcspect." By bearing in mind that the first-mentioned districts are the thinly-peoplod rural places, and that the other class constitute our large towns and populous centres, the true drift of this finding will become apparent. The popu- lation of the rural districts form an exceedingly small proportion of the people of Wales, a fact the knowledge of which enables us to set a proper value upon the line of demarca- tion drawn between the districts where the, measure is an aid to temperance and those where its effect haa not been salutary in every respect." The Commissioners, it will bo seen, specifically allude to "CardIff and some of tho mining dj^t/iota as locali- tic-s where the Act "cannot be said to havo diminished drunkenness." In this connection it is assuredly permissible to re- call to public memory certain contentions very boldly and confidently upheld by the leadcra of the temperance party of Cardiff. How interesting in the litfht of the report to remember how Mr. Lewis Williams aDd Mr. K, liEAVAK indignantly denounced our statements respecting tho pre- valence of shebeens at Cardill We submitted facu and figures showing how the town was honeycombed with these dens, and declared that they were directly traceable to Sunday Closing. Mark how perfectly the opinions of Lord Ealfocb and his colleagues accord with those- expressed in the IVeitern llat7 last spring. "ftcr making every allowance for this and other possible sources of fallacy, we have came, without hesitation, to the opinion that there has been in recent years in Cardiff a largo increase in the practice of illicit drink- ing in shebeens, a practice whicb, in our opinion, necessarily entails great demoralisa- tion oii thoic ii-ho join in it, and which is productive of great evils to the com- munity as a whole. We think this can be distinctly proved to betraecd in its beginning to the time wheu tho majority of tho clubs were put down by the action of the police, and -is these had sprung from the operation of the Aet, so in turn the increase in shebeening may be said to lio., so far as ita preaent development in Cardiff il concerned, directly attributable to the operation or t be -vt of Having regard to the conclusions boaring upon all the main issues, there cannot be any ques- tion as to the satisfactory nature of tbe report to UR, if we contemplate it merely from the journaliatio btandpoint. Dut a sense of duty to the publio preventa us from being altogether governed by this narrow and essentially selfish considera- tion, Consciousness of the malign influences of tho measure, working in manifold ways, impel, us to declare that, if the conclusions are sound and true, the recommendations basod thereon certainly lAol. thoroughness. The Commissioners have obviously been deterred by a fictitious public opinion- created by political pre adice-from giving logical effect to their findings. We do not hesitate to lay that if all the recoiuraendationa were introduced into the existing law to-morrow a year henco we should find the evila originating in the Act aa rampant as ever. The Royal Commis- sioners seem to have been greatly impressed by the absence of a general demand from the working classes for the repeal of the Act. Familiarity with tho JIoci;: condition of \\Î:I{. ;i: preserved them from an impression which, placed on record, must mislead the EnglisO people. The opponents of the tyrannical and misobievous measure, if wise, will hencefor- ward endeavour to educate those Radical working men whose devotion to Sunday Closing as a principle does not pre- vent them from violating it in prac- tice. Redemption from the Act will come sooner or later if every nuui who oares for his glass of beer on Sunday is made to feel the pinch. For our part we accept, tho report as an encouraging augury of the delayed, bnt none the less inevitable, victory. Officially con- demned, the existence of tho Act now depends upon a singlo thread—an unreal popular approval. Let Sunday Closing grina with equal force the faces of the working men of Wales, and wo ahall not have long to wait for that thread to snap.

The delegates from the various parta of the Pembroke Boroughs who met at Pcmbroko Dock on Monday must have felt that the luan and the hour bad come. Every point in the most advanced of Radical programmes will be safe in the keeping of Mr. Egerton Allbh, who felt in the humour to pledge himself to adopt the programme, the whole programme, and nothing but the pro- gramme. Artemus Ward on one occasion hoped to reconcile a stranger by remarking Your politics are mine; I never knew a man whose wasn't." The same agreeable adapta- bility shines forth through every sentence in the speech which Mr. Egbbtox Allen delivered to the Radical delegates of the Pembroke Horoughs, and, as if to make it clear to tho dullest comprehen- sion, the would-be M.P. concludes with tho sweeping promise, I willdowbatyoudowish me to do." Surely human compliance oannot go further than this, and it was only due to the benevolent gentleman that his service, should he at once enlisted.
