Thursday's issue of the London Globe had a very timely note on the subject of what is rough play in football. Generally comments treating of the winter pastime reflect the views that obtaiii among the extremists- unreasoning apologists for, or bitterly adverse critics of, the game. But these are moderate and, what is i are, sensible. Tbj accident to GEO. THOMAS, of Newport, and thele;ter sub- sequently published by the iiij ui-ed player it it be L'reninff Express supplied lhe theme. Foot- ball cannot bo played in kid gloves and patent leather boots," observes our contemporary, "though some of its opponents apparently tbink it ought to be, But it is desirable to remove from it the unduly violent methods which are frequently seen in Northern and sometimes in Southern matches when a cup tie is being played, 'I he man who eacritiect8 skill to strength, and who charges in season and out of season; the man who alwaye kicks with all his might and never thinks where his toe is going after the ball has left it, and, worst of all, the man wbo, if he haP20118 to bo charged, immediately expresses his intention of goitig for' tbe particnlar opponent who charged him-tb are the men amllhe methods wo want to got rid of. Those of our readers who are following the controversy relating to the failure or success of the Welsh Sunday Closing Act would do well to carefully watch the tilorts now being made at Cardiff to grapple with the shebeen evil. We have always contended that Dexiect-saful extermination of the so-called bogus clubs would only shift operations into more dangerous quarters, where the effects of Sunday driukilJg would be mote de- moralising and preventative measures more difficult to carry out. The authorities are not yet by any means out of the tight with the clubs. But they have succeeded, for a time at all events, in closing the majority of those which openly announced their business, 'the results are becoming perceptible. Police raids upon shebeens are frequent, and the greater part of the time of the stipendiary magistrate is taken up with tlie trial of the defei.dants. The ovidence tiiveil indicates the appalling extent of the support given to the vbvbetiis, One house was simply crowded from top to bottom when the officers entered. Information from a trustworthy source reaches U8 to the effect that in one honse alone—which has up to the present escaped the surveillance of the police —over a hundred persons were served with drink before noon on Sunday, the 13th inst. Once more wo see botr the closing of one festering sore results only in the opening of many more. Meanyhile the money of the ratepayers merrily drops into the legal sink- ing fund.
METROPOLITAN NOTES.
METROPOLITAN NOTES. Ns. CBAMBKSLAIH'C SPEECH. Mr. Chamberlain's friends think that he did Mr. John Morley too much honour (says our London correspondent) in noticing, at Birmingham on Wed- nesday night, the petty affront which that person recently sought to put upon him amid the congenial plaudits of the Sheffield Separatists. Referring to the fact that Mr. Chamberlain, though once opposed to Lord Salisbury, is now at one with bim in many things, Mr. Morley pretended to hope that his own political circumstances might one day undergo a similar change. "Oh, "stidhe,stieer- ingly, I do not despair. Who knows but that I may be made a Fishery Commissioner, and may even be admitted to the society of gentlemen." Surely this was the utterance of a olown beneath contempt. But Mr. Chamberlain seems to have taken it much to heart, speaking of it as an insult by Mr. Morley to an old friend who has never personally attacked him, and to whom in tim"spast he was notunwilling to admit con- siderable obligations." 'I he latter claose of this quotation indicates what prompted Mr. Chamberlain's reproach. Mr. Chamberlain helped the member for Newcastle to bis political caroer, and it was not the eneere of the latter, but hi. base ingratitude, that affected him. SHIPOWNERS AND THB INCOME-TAX. At the twelfth annual meeting It the Chamber of Shipping (says our -ondoil correspondent), which is to be hd,. at the Cannon-street Hotel on the 81h or February, tho Cardiff Shipowners' As«- ic^.ion will put forward the foHowing r' .oJutioll Tbat, seeing the Income-tax Commissioners are allowing 5 per cent. onl off the first cost of steamers for depreciat.on (on a reducing scale) in many of il,e porta of registra- tion, while they alow more in otbers- for example, 6 per cent, in London and 10 per cent, in Glaageiv-it is resolved that the Commissioners bs respeotfully urged to order an uniform allowance of 10 per cent. off all steamers in future." Amongst other questions to be con- sidered at the conference is that of the aboli- tion of light dues, the adoption of an inter- national load-li tie, the formation of a Consultative Merchant Shipping Council, and the reform of the Passenger Acte. The Hull Chamber of Commerce and Shipping will propose that., in order to avoid delay in the sailing of steamers and other vessels, power ought to be restored to the local Marine Board ollioers to take on board defaulting seamen. 44 TUB YEOMEN or TUB GOARD." I Another visit to the Savoy Theatre con- vinces. me (says our London correspondent) that "1 be Yeomen of tbe Guard" is one of the best productions of the admirable Sullivan-Gilbert partnership. It is not a comio opera. There is a strong element of pathos in the story of poor Jack Point, the ■' merryman moping mum," who protects and loves in vain tlta pretty strolling singer, Elsie Maynard, and finally dies of grief, when the unresponsive maid tripe blithely away from him as the bride of Cul/nel Fair- fax. But there is plenty of fun in the comic earnestness of Wilfred Shadbolt, head-gaoler and assistant tormentor at the Tower, and adorer of sweet, though wayward, l'hcebe Meryll, daughter of the sergeant of the guard. And Mr. Gilbert's libretto grows upon one aa a work of serious literary and dramatic merit, while Sir Arthur's music i8 full of charm—noble, bold, or lId6r,al befits the theme it is intended to express. The acting and singing of Miss Geraldiue Ulmai-, Miss Jessie Bond, Mr. Courtice Pounds, Mr. Grossmith, Mr. W. I II. penny, and Mr. Richard Temple continue to justify the golden opinions which they won at the opetltng performance. Music, words, acting, and singing would, however, lose much of their effect were the mise en scene to be neglcctcd. Mr. D'Oyly Carte knows this, and, accordingly, the pieoe is so staged and dressed as to give a perfect epitome of life under the shadow of the grim White Tower in the dsysof Henry the Eighth. The opera has been running for over thr", months, yet there was as large an audience this even- ing as at the first performance, and it included such distinguished spectators as Lord Basing, A] r. Chaplin, and Sir James Fergusson. MINOS WBLSH POKTS OF THY. UEOBUIAN ERA, Evidently the intellectual tastes of the Metropolitan Cymmrodorion (says our Loudon correspondent) do not lie in the direction of Welsh literature, or there would have been a larger audience to hear the delightful lectnre delivered by Mr. Richard Williams, F.R.If.S., of Newton, on the above subject on Wednes- day evening last. It is, however, comforting ,0 know that so charming a contribution to Welsh critical literature will appear in the pages of the journal of the- society, and there- by be brought under the direct notice of many of your readers. It may be interesting to state the poets classed by the lecturer as "minor" singers of that era. They were Edward Hichard, the ce lebrated school- master of Ystradmeurig, and beat pas- toral poet of Wales; John Powell, whom Goronwy Owen considered the first bard of bit day; Robert Hughes, of FOn i John Jones, Glan-y-gors; the Rev. David Davies, of Castellhowell, better translator than original poet; Uuttyn Peris, and John Jones, Llanllyfni. Mr. Williams intentionally excluded from his list the hymnists of the period with which he dealt. A FOUTHCOMINO BOOK. I understand (says oar London correspon- dent) that within the next few weeks Messrs. Longmans will publish a now work by Mr. Mare bant Williams, B.A., dealing with the social, political, and religious aspect of modern Wales. In it Mr. Williams has sketched the portraits of most of the men of light and leading in every department of Welsh publio life, and, while holding up the mirror to Nature, the likenesses will be found in many cases to be so little Mattering to the originals that considerable sensation is likely to be created by the work. The aim of the writer is to raise the whole tone of public feeling through- out every department of activity, and while a few wboio faults are scathingly exposed may murmur, the body politio will benefit by having the undiluted truth told without favour or affection. WYisk VOCALISTS. I The Novello Concerts are generally consi- dered (writes our London correspondent) to touch the high-water mark of artistio excel- lency, and 1 was extremely glad to find Welsh vocalists make so strong an appearance at the famous choir's performance of the" Elijab" on Wednesday evening, lhe soloists comprised Miss "wily Squire, late of Swansea; Mr. Maldwyn Humphreys, now holding the Royal Academy's Maas'' scholarship; Mr. Lucas Williams, and Mr. Hughes, a promising bass from Morriston. Even when allied With singers of the first rank like Madame* Nordica and l'atey, and .Nlebst's. I loyki aiid fieuicliel, tlio Welsh singers took an important part in one of tbe finest performances ever given of the great dramatic oratorio. Dr. Mackenzie conducted. A WoiiD TO TUK 1UDICAL ( OUNCII.LORS. e did not speak out yesterday one wbit too strongly or too soon as to the suicidal iiattii- of the policy which some pseudo- Kadical organs seem disposed to recommend for the guidance of the County Council in the selection of aldermen (declares the Pall Mall Gazette), We must tell our friends onoe again that this attempt of theirs to Ierrv- mander the Council by packing it with nlder- m-n all of one stripe, and all selected outside the list of elected councillors, is a piece of nhaip practice which ivill cover them with confusion and disgrace. They will not be able to carry it through, aud merely to have pro- posed it is to take the ahitio off the victory gained at the polls. GOOD-BYB, Mn.«. PBKLPS! I "Presented to Mrs. Phelps on her leaving England as a token of affectionate regard from some of her English friends." That is the inscription on a beautiful bracelet which Lady Salisbury and Lady Hosebery bestowed npon the wife of the American Minister. The circumstances of tho presentation make it half official, and it looks (so t.he ?. JtOtt?'t Gazette thinks) as if the il^a'dj- ios connected with the Foreign Olhce were determined to heap coals of tire upon the Americalil b, way or punishing their insolent treatment of Lord Sackvillc. That may be one explanation. But the favour which has been shown in England to Mrs. 1 Mps will not illoltae the popularity of licr husband in the United States, and the presen- tation bracelet has done sway with his last hope of returning to I ngland as Amerioan Minister. Already he is described in one of the Amerioan papers as "an eminent Englishman." The epithet id not intended to be complimentary.

BARRY DOCK AND RAILWAYS.
BARRY DOCK AND RAILWAYS. PROGRESS OF THE WORK. I THE END IN SIGHT. I Tho c18e of the old year saw quite a exodus !rüm Barry. Very many scores ol those ?h- wete broapht together by the hnmente wotk, or, rather, aggregation of woiks, to bd done in and on the dock, fiuding their work completed, left for lother spheres, causing a lull noot altogether pleasant to the many traders wli2 had settled In the district. But the lull u 10 be but temporary. *r ;is ond of the work is no» well within sight, for the artisans nnd mechanics wlio liave displaced the army of navvirs are but the Ueialds 01 absolute completion, when the Birty Dock will take its place in the rivalry of South Wo:sli ports. To the veiiest lounger ul ng tlie dock sides this air of speedy finish would be apparent, even if lie had rot, as hid u repieietitauve of tho ffe^tern .J[ail" day or so ago, the courlcoui guidance of Mr. Julin Bobinson, UI resident engineer. The pcr.na itnt Way from tti>.> dock s'ation to East liany, the western teiminus 01 the B.irryr line, is practically re idy fur the in. spection 01 Colonel Rich, who is expected down on Mon tar IIrXl, By that time the comm. dious and in every way convenient ^tl< n,which, like all other g allons ou tlu line, his been designed by JJi • Robinson, will bo completed, and thus there is every prospect of the whole line bting opened by the end of tbe present month. Close to the Easi Hurry Station a large carriage shed is being erected, while for the locomotives the fine engine sheds er, eted by Mr. Walker have been acquired. Coming to the dock itsulf, the cause of existence of everything else at Barry, things are in an equally- forward state, even to tha mooring of the laigr buoys, the anchors of several of wnich aie alreaoy fixed in thick beds of concrete. Wtiere labour waa once concentrated in the bed of the dock, now it is scattered p>iueipaiiy upon the tips at the sides and upou the mole and ut the entrance. At the extreme mouth of the d<ick, and only separated from tlie sea by the temporary wall, is the huge caisson, the outermost gu ud of the aock, ..hiell has alrtady beeu tested and found watertight, aud wliicli iu a few days will be sub j tc" to ttw otdetl of pressure f.om a seaward direction. Polling for the election of members to the county councils of Ureconshire and Carmar- thenshire took p,accyesterdav, aiid the results, so far as known, are given in another column. Yesterday tho election of sixteen aldermen for the countv council of Pembrokeshire took place, at;d the result was that ttvelvo Liberals and fouu Conservatives were elected by the oouncil. At yesterday's sitting of the Parnell Com- mission Captain Slack, divisional commis- sioner, was further examined. Witness expressed the opinion that there was a con- nection between the league and outrages. Sir Henry James read speeches of members of Parliament and othera to which reference had been made. The speeches included Mr. Parnoll's Ennis speech in 18*0, in which it is alleged the Irish leader advised the people to treat as a leper any man who rented a farm from which another tenant had been ovicted. The prosecution of Mr. William O'Brien, M.P., under the ('rimes Act, for inciting tenants not to take evicted farms commenced yesterday at Cariick-on-Suir. Mr. u'Jirien, accompanied by his counsel, I r. T. 1\1. I llealv, M.P., was followed by a lar^e orowd from the railway sta'ion to th" '1'oll'n- ¡ hall. About noon they afterwards proceeded to the court-house, outside "f which a desperate "truggij toJok place between the police and the mob because tho authorities would not let the crowd enter the court. Spacious now premises for the Swansea Yotitig Wroinon's Christian Association were formally opened on Wednesday by Lady Viviau. At Swansea proceedings were commenced yesterday against three men who are charged by the Public Prosccntor with forging the will of the late Mr. William Mainwaring, with intent to defraud. I -GLADSTONISM UNMASKED.
I GLADSTONISM UNMASKED. Mr. CHAUBBRLAIII hit the nail on the head at Birmingham on Wednesday when he said, with respect to the difference between the Radicals who follow Mr. GLADSTONE and those of them who are Unionists that it seems to me the gutf between us is greater arul deeper than the Jrish question, and that at the bottom there lies a radical distinction in our several conceptions of the duty of a great State and a great Gov ernment. There is a school of modern philmophy-of which the literary representative is Mr. JOHN MOIILEY—which Bur.niis iiom national obiiga ions, and IN-h Ch, like PILATE, would wash its haiidi of national re.snonsibilittes. The timorous spirit which they have shown in the proposal to abandon Ireland to anarchy finds its counterpart in the feeling which sees only wanton and unwise agression in the constant growth and expansion of the Empire. We have all along contended that the Glad- stjttians are disloyal to the Empire, and pre- pared to sacrilico its prestige and prosperity to the demands of personal ambition and suicidal theories. The ditYerence between the Liberal and Radical Unionists and the party led by Mr. Uladston-e and Mr. PAKNELI. is not exclusively a difference about the methcd of governing Ireland, but a difference of principle and of loyalty to the British Empire; and it is a hopeful sign of the times that rr. CuAMnEni.Aiv has recog- nised the fact. There is a large antl influential class of moderate Liberals —men liko Lords AMURLARK and Kosr.Bi-nY, r-ir HCSSKY VIVIAN, aiid Ntr. IiATIIHONR—who are unwil- ling to believe that their old leader has com- mitted himself to the theories and tactios of revolutionists and avowed enemies of the kingdom. Events, however, are hastening the change of front. The old distinc- tions of Whig and Tory, Liberal and Conservative, are disappearing in the face of the assaults that are being made upon the integrity of the I mpire. It is uncertain what i.amesfuture political parties will assume, but their characteristics will be known by i be tern,s'- (;'it ioii" and" Disintegra- tiun." 'lhelim.'3 of distinction are becoming more defim-d every day, and the heterogeneous mas. thElt follows in the train of Mr. Olad- STONK will have to resolve into one or the other of them. Mr. CHAMDKHLAIN is as much a Radical as ho ever was, but he is at, Englishman, an l believes in the greatness of tbe nation. Mr, PARNKLL is another repre- sent ative, whoiie main Bentiment is hatred uf England. Mr. (ILAPSTO.nh in a weak moment gave way to him, and the charm of his naill" has carried with him a largti proportion of th.' Liberal party. hen this spell is broken th--i-e will be a relation, but it will take r. I lo;ig time to undo tfio mischief that has been perpetrated. Thl) surrender to Mr. PAP.NF.i.I. has brought with it a ti-aii) of evils, which increase and multiply, and persons who habi- tuate themselves to wrong-doing lose in the course ot tiiiit3 the ctuisciousness of right and wrong. The Plan of Campaign and 1 he punishment of, hose who refuse to submit to the dictates of the league in Ireland have accustomed the Irish to the practice of in- justice. The sense of honour becomes weakened and ultimately lost, and a regard for trnth gradually disappears. Nowhere has the evil effects of been more felt than in ales. Our countrymen, like the Irish, are very susceptible, and are being gradually educated in the vices of the sister island. 1 ho County Council elections arc striking illustrations of thefact. Thiinterests of tho country are to be sacrificed in favour of a theory. The Welsh Hadical prefS deliberately recommend the exclusion of Churchmen and Conservatives from the new Councils; the most respected and popular of our county magistrates are opposed by men of straw. One of these prints censured the cleotors of Carmarthen- shire for allowing Lord EMLYN a walk over, and gloated over the rejection of Jr-ir MAlt- TKINI: Li.OYD, of Bronwydd. Mon without a stake in the country assume the leadership and dictate what Welshmen shall do. For- tunately, the good sense of our countrymen has saved us from utter disgrace. Some of the ablest and lJlOst efficient men in every county have been returned, who will serve as salt to prevent the decay and ruin of the country. The young member for Merionethshire boasts of the Liberal majorities in the Principality, and shows the cloven foot by saying that the Councils will be made instruments to secure Home liule for Wales, Fortunately, the more reapec.tahto of the Liberals, who have something to lose, loolt with suspicion upon Mr. 1'L1.13 and his followers; and although they are labelled Liberal, their votts at the County Councils will be cast iu favour of order and efficiency. 'I he extreme section of the Radical members of the Glamorganshire Council met at Carditf 'outtuii)))etai.(.'ar j !t t on We,lne«day, and passed a resolution in favour of electing Radicals only as aldermen. It has not transpired who were present at the meeting. The piesumption is that tbe 110mlter was small, for the atfairs of the party are managed by self-appointed coteries, who to speak in the name of the people. 1 hoy suggest Sir HUSSRY VIVIAN as cha.r- man, and ior a. very good reason-thei.e is not one among them who is competent to dis- oliHrgi thf duties of the ollice. The constitu- tion 0l tho Glamorgan Council, as wo stated in a former article, is a fairly good and representative one, and a considerable nninlMT of the LibcmIJ" will refuse to iollow the lead rf Mr. THOMAS ELLIS, hut will diselia.go their duties with honesty and uprightness. "he Atmosphere of Gotmorgan- is too pure for Pai nellisui to thrive in it..Men \vhi> luMt heavy stakes in tho country and are responsible for the management of great un.lmak.ng* will not follow the led of adventurers. o have fai'h ill the common sense vf the bulk of tho Welsh people, and have no fear of tucir making the Principality a second Ireland.

'I be B!-econabire County Countiil will be, Conservative. 'I hat, at all events, teems to be the conclusion suggested by the returns so far as they have come to hand. In a dozen divisionn two Radicals only have been returned. We sincerely hope that the end will harmoniao in character with the beginning, if only for the purpose of enabling a lesson in fairness and geno- rosity to be taught to tho Radicals of Glamorganshire and Denbighshire. "Little England in Wales," Pembrokeshire, has paid heed to the warning of the Pali Mall Gazette. Tbere the ltadioal councillors ba,e riot signal ised their advent to poiver by tj-rita ii isi rig over political opponents. Breooncbire is coming out of the ordeal covered with credit, and not improbably its council will be the single redeeming feature of local government in NValAa-tbat is, unless the Radiaals depart from the narrow and unscrupulous policy affirmed by them in the counties of Glamorgan and Denbigh.

A correspondent, writing to a London paper, furnishes some facts of exceeding inte- rest in regard to the famous men who have filled at one time or another the vacant See of St. Asaph. Notable among these was RKGIXALO PECOCK, of whom Mr. STOPFOBD BBOOKK remarked that he took the contro- versy between the Lollards and the Church "out of Latin into homelr English." The "first of all Church theologians who wrote English," PECOCK was, nevertheless, supposed to have boen born a Welshman. Another Bishop of St. A saph was SAMUKI, IIoRSLBY, who proved more than a match for PRIESTLEY, and gained profit as well as glory from his polemical successes. The correspondent quotes the happy observation of Lor d Chan- cellor THDULOW as he bestowed a canonry Ion IIOBSLKY, the author of the" Seventeen Letters." Those who defend the Church," said the great CHANCELLOR, "ought to be supported by the Church."

Mr. CIT.\lIDRIH.A1N'8 magnificent vindica- tion of tho Government at Birmingham on ednesday night ooutaiued some statements which must have been road with strange feel- ings by people in Wales, The latter have during the last couple of months become familiarised with the speotacle of Radical Separatists vehemently insisting that the County Counoil elections should bo fought on distinctly party lines. Possibly many have been tempted to believe that this accorded with the "eternal fitness of things," and was a feature common to the struggle throughout the land. The situation in Wales, however, was purely exceptional, for, as Mr. CHAMI)KBLAI.V obsorves, in the elections for the County Councils the Glad- stouian candidates thioughout the country went about declaring that politica had nothing to do with the matter, and they owo whatever SUCCVMS they obtained to thn effect those reproseiiiationb produced." A Welsh Radical, at a meeting in Carmarthenshire a few days ago, accounted for Lord ROSEDKUY'S protest against party politics being introduced into the elections by saying that the Separatist lord was trying for a London seat, and would have no shadow of chance of being returned except on non-political grounds. There may have been some truth in the explanation. Conservative London went for the best men, irrespective of their political opinions Throughout England the same wise and generous spirit was manifested. Not a single one of the Eon don papers in publishing the returns attempted to discriminate between the sheep and the goats. But in Wales the Kadical party managers have insisted on political opinion being accepted as the solitary fact connected with the candidate worth taking illto consideratioll, They intend to go further. So tar as possible the Conservatives are to be ostracised, and the power of tho majority is to be exercised in the most offen- sive manner. This is what we shall call upon our English neighbours to note. They have sunk the politician in the rate- payer interested chiefly in tho efiicient and economical administration of county business. N\ hat they will do at the next electiou, wbeu the knowledge of Welsh lladical generosity and fair-mindediir-ss towards political oppo- nents haj reached them, is worth knowing.

The fact that no fewer than five changes have been made in the Welsh International Football Team is a very suggestive) comment on the jubilant verdict of the apologists for the notch committee, th.tt<h!tudjifftr<')tt. victory over tbe Maoris waniti itself a complete vin- dication of the judgment, and impartiality of i hat somewhat erratic body. When the vecol lec- tion of that win was fresh in the public memory no end of fuss was made about the alleged brilliancy of the play of lhe Welsh- in -it. We vc:ii urol then to suggest tiiat the achievement was by no means such a one as justified hysterical self-congratuiation. Sub- sequent events havo served to strengthen that opinion and to sober the joy of the sup porters or the commitue. If a single Engtisb rouiity■—' Yorkshire—could afford to beat tb" New ZoalatiUers by half-a-dozen goals with- out the people losing their beads, how low down the scalo must Wales be if a large numk r of its footballers are right in expect- ing tho heavens to fall simply because the International" team got the better of the Bame com binstlon by a goal and two tries!
