THURSDAY. MARCH 22, 1888. In the House of Commons yesterday after- noon Mr. I'arnell moved the second reading of his Bill dealing with arrears of rent in Ire- land. The hon. member was supported by Mr. T. W. Russell, Unionist, and six other members of the same party. The Govern- ment, supported by the bulk of the Liberal Unionists, opposed the Bill, which was rejected, on a division, by a majority of 85. The National Debt (Conversion) Bill was put down for third reading to-day, and the House adjourned. Mr. J. T. Dillwyn Llewelyn (Conservative) and Mr. David Randell (Separatist) were yesterday nominated for the Gower Division of Glamorganshire, in suosession to the late Mr. F. A. Yeo (Gladstonian). There appear to be serious differences in the Radical camp in the Gower Division of Glamorganshire, and strenuous efforts have been, and are being, made to heal the breach. At a private meeting of the Divisional Radical Association, Sir E. J.Reed oounselled the withdrawal of Mr. Randell and the nomination of another gentleman, but the labour candidate and his supporters refused to bow the knee, and Mr. Randell adheres to his determination to go to the poll. Mr. Llewelyn addressed a publio meeting of electors at Ystalyfera last night, and was well received. A terrible disaster has happened at Oporto, the Baquet Theatre in that town having been destroyed by fire on Tuesday night. There was a large audience in the building at the time of the outbreak, and a fearful panio ensued. Full details of the oalamity are not to hand, but it is stated that eighty lives have been lost. Her Majesty the Queen, with Prince and Princess Henry of Battenberg, left Windsor yesterday for Portsmouth en route for Florenoe. At the Glamorganshire Assize yesterday, held at Cardiff, Mr. Justioe Wills heard two actions brought by riparian owners on the River Lliw against the Swansea Corporation for penalties and damages in failing to supply them with the minimum quantity of compen- sation water during the drought of last summer. The Judge expressed an opinion that the defendants had a moral right to cut off the supply in order to avoid the possibility of pestilence and disease, but he questioned their legal right, and reserved his decision until Tuesday next, when he will deliver it in London. Application was made at Cardiff Police- court yesterday for a dramatio licenoe for the Philharmonic Musio-hall of that town. Objec- tion was taken before the hearing by the counsel (Mr. C.J. Jackson) to two of the magistrates as being interested in a rivat theatre, and the gentlemen objeoted to retired. In the result the application was refused. It is intended to apply for a mandamus. A petition is being signed in Cardiff praying for respite of the woman Phillips, who now lies in Cardiff Gaol under sen- tence of death for the murder of her husband in that town. At Cardiff Polioe-court yesterday Morris O'Connell, a cabman, was committed for trial charged with assaulting and outraging a married woman, who hired bim to drive her home, but whom, as alleged, he drove to a secluded apot,wbere he committed the outrage oomplained of. At a meeting of the Cardiff Parliamentary Committee yesterday it was decided that efforta be made to have Cardiff ooastitutad a oounty under the Looal Government Bill. At a meeting of the Cardiff Chamber of Commerce yesterday, Mr. J. Gunn presiding, it was announced that the Marquees of Bate had expressed his willingness to tweaaie president of the chamber for the ensuing year on the oooasion of the visit to the town of the Associated Chambers. Considerable exoiteruent has been aroused at Wetheringsatt, Suffolk, and in the neigh- bonrhood owing to the arrest by a detective from Scotland Yard of the rector of that parish, the Hev. G, Ellis. The arrest was effected at the house of Mr. Ellis's father-in- law at Homford, where he was on a visit, Aoonaed was taken before the magistrate* yesterday, when serious charges of fraud and false pretenoe were preferred, and he was remanded in custody. MONOPOLY IN CAHDIFF. I When a partisan beach of magistrates at Cardiff laat year committed two townsmen to take their trial in the Assise Court on a ohwge of political libel, one of them—Mr. T. H. ENSOR— exolaimed, in the language of Lord BKOCGKAM, "Your judgment will go forth without authority and return without respeot." The event proved the aoouraoy of his prediotion, for Mr. Justioe STKPHKN gave a decision in the matter which fully justitied Mr. ENSOR'S scathing quotation. In like manner we venture to say that the decision the Cardiff magistrates yesterday arrived at with reference to the application for a dramatio licenoe for the Philharmonio Musio- hall io equally subjeot to animadversion. What are the facta or tbe cue P The Philharmonio Music-hall was built in 1877 originally for a high-olass conoert hall. In oonsequeooe of the destruction of the old Theatre in Crookherbtown by fire it was converted into a theatre, and oonduoted as such for the spaoe of two years. In the meantime the present Theatre was built, whereupon the shareholders in that undertaking brought their influenoe to bear upon the Benoh, and, by the use of influences asoorrupt as they were unblush- ing, caused the lioenoe to be withheld from the Philharmonio, and granted exclusively to the new Theatre. Some of the magistrates who arrived at that decision were at the time interested in the property which they thus favoured. From that time to this the Philharmonio building has been used as a musio-hall. No oomplaint has been made as to the oharaoter of the performances that have taken plaoe there, or as to the general management of the building. Reoently the property has been acquired by a company, who have spent a large sum of money in renovating and decorating it, and in modernis- ing its appliances. And now that the manager asks that the dramatio lioenoe which was taken from the build- ing under suoh disgraceful oiroumstanoes ten years ago should be restored, the Cardiff magistrates, true to their traditions of monopoly and favouritism, refuse the appli- cation. The legal gentleman who appeared on behalf of the Philharmonic laid down the startling proposition that, certain formalities having been complied with, the datiea of the Benoh are purely formal-that they have no discretion, but are bound to grant the lioenoe. A a theMtion of the magidratea is to be reviewed in a Court of Appeal, where a mandamU8 will be applied for, we will not go into the legal aspect of the question. Sufficient for us to point out the anomalous position in whioh these great unpaid have plaoed themselves. As Mr. C. J. JACKSON, the counsel for the applicant oompany, yesterday remarked, where they have no discretion, as in the matter of the theatres, they support a monopoly; where they have undoubted discretion, as in the matter of musio-balls, they go in for free trade. A a a matter of faot, there is soaroely any building in Cardiff, making even the poorest olaim to be oonsidered a publio hall, to which the magistrates are not prepared to grant a musio and dancing lioenoe. Levino's- hall, and several others, are licensed for musio and danoing, but GOD pity the poor devil of a proprietor, however suitable his building, and however unimpeaohable his character, who aaks to be permitted to give a theatrical entertainment. "As much musio- hall business," say these sapient justices, as you like; as many nigger minstrels, as many lion comiques, at many aerio-oomio ladies, as many jugglers, ventriloquists, and trapeze performers as you please; but it is our will and decree that you shall have one exponent only of Shaksperean plays in Cardiff, and that one shall be Mr. E. J. FLETCHER- Vainly shall you ask to see any other impersonator of Richard I II.; you must be satisfied with his Sltylock the Jew, or see Shylock the Jeto no more for ever. Would you have Macbeth or Richelieu or Othello t— then accept the version of our local IRVING, or abandon all hope of witnessing the master pieces of our great drai-natists. Now, we have a sinoere admiration of Mr. FLETCHER and his histrionio gifts. Toujours perdrix becomes, after a sufficient lapse of time, nauseating. In our animadver- sions on yesterday's deoision let it be under- stood that we cast no reflootion whatever upon the lessee of the Theatre Royal. As a man and a manager he has obtained the respect of the inhabitants of Cardiff. Pos- sessed of a monopoly—a valuable monopoly, estimated at from £ 1,500 to L2,000 a year- he would be more than human if he did not fight bard to retain it. Our quarrel is not with Mr. FLKTCHEB, but with the magistrates who have prostituted their office to maintain such a monopoly. We unhesitatingly declare that no consideration for the publio good could possibly inlluence them in the defenoe and continuance of a monopoly from which the public can by no mauner of means derive any benefit, and whioh, however benefioial it may be to the favoured indi- vidual, is a grave injustioe to the proprietors of other buildings, and to the publio, who have a right to those advantages of com- petition which are as advantageous in the matter of dramatic performances as in the supply of any other commodity. The very men who on the bench yesterday stood forward as the defenders of a dmmatiu monoply have spent half their lives in resisting other monopolies not one- tenth part as injurious to the com- munity generally as the one which they now support. In Cardiff the people CAn have free trade in everything but the drama. Law, medicine, divinity, food, clothing, and looomotion-in everything else Free Trade is the motto; but in this one respeot alone, the right of Mr. E. J. FLRTCHRB to provide suoh theatrical entertainments as he thinks proper, iron-bound monopoly mutt rule the roost. It is sinoerely to be hoped that the ohanges which will be brought about in the local government of the oountry by virtue of the Bill intro- duced by Mr. RITCHIE will relieve the unpaid and irresponsible looal magistrates of many duties for which they are wholly unfit, and which their oonduot in respeot of the licens- ing of publio places of amusement is the latest, and, perhaps, not the least, glaring example.

HORDER in his fight for the representation of the East Ward of Cardiff. Mr. HORDER has been nominated as candidate for the seat rendered vacant by the resignation of Mr. V. J. JACKSON. A more desirable repre- sentative it would be hardly possible to get- Upon the subjeot of the publio health Mr. HonDER is especially strong. He has given much indftpendent con- sideration to it, and his advice to the Corporation would at almost every turning be worth its weight in gold. Mr. HOSDER, it is almost needless to say, is a man of thought and culture, fitted to adorn any Town Council in the kingdom. His non- election, while it will be Cardiff's loas, will certainly be his gain. He has a large practice, which he would devote himself to assiduously culti- vating were it not that he thinks more of the civic welfare than his own. Mr. HORDKR will, we trust, get the support of every voter in the ward who wants to see himself represented by a man of sterling worth and independent oharaoter. Mr. MOKKL said that in the interesi* of the port they wanted to pkee the labour on as reasonable a footing as possible, and at the same rates as at other ports, which at present was not the case. Mr. J. B. WILSON also said that with regard t" the labour shipowners and others ought not to bi bound by charter parties. Mr. Rus JONItS condemned the report as goini-, beyond the power of the committee, and a* bein{ ultra viret. He thought that, whatever charges were stipulated for, Hit merchant would have top-sy a rate in accordance therewith, and the matter would govern itself. The CHAJBMAN then ruled that another amooc- mentmight be proposed that the report stand over till the next meeting. Mr. KBBBIKB, therefore, moved an amiuidtcent to that effect. Mr. RKU JOKU seconded, and ths amendmett wiks carried by a majority of eleven.. The substantive motion wan, therefore, not pu', and the meeting came to aD end.

Colonel Coetlogan held Khartoum for the Egyptian Government between the time of the disaster to Hicks Pasha and General Gordon's arrival in that city of dreadful memoriae, The period was one of great difficulty and danger and Colonel Coetlogan was warmly praised by Gordon for the admirable manner In which be had discharged hit responsibilities. With tlie arrivol of Gordon in Khartoum Colonel Coetlogan practically disappeared from the pages of contem- porary history, and it has often been asked since what lias become of him. The question is answered to-day by General M Dougei. Ho says that, on Gordon's recommendation, the Khedive's Govern* ment gave Coetlogan a post in the Egyptian police, but took care that it should be a badly- paid one, "and when it was thought necessary to reduce the expense* his services were dispensed with at ten days' notice." Gordon's predecessor in the defence of Khartoum was thus left without a means of livelihood, and be is at this moment in London trying to obtain a situation as military pritOD warder! Surely, there is a wrong bete which needs righting. Judging from the records of the City of London Court, advantage is being taken very largely of that provision In the Bankruptcy Act which enables debtors owing not more than £50 to make an expeditious composition with tlieir creditors.
