Jone?, U. Lloskins, IJ. A. Huz'^ey, J. K. Jacob, U, A. Oavia., aud O. Uoss. TMK BHLLR VCF. LEVEL C'-OSSINO. The tninuus of th" Public Works Committee stated thai W,terll Railway Companv had been communicated with respecting the nuisance cauwil by the standing of trains on the Belle Vuc Level Crossing. The socreury of the company had replied that the matter should receivo atention but a subsequent letter from the general mannger stated that the ohicers of the company had been coinniuni- "(\<1 with, and the)" pointed out that, while the crowing was simply an accommodation crossing, the pub:ie traflic passing over it WttS greater than wa formerly the case. Delay was consequently inevitable. Thev could not ce-ist- to stop trains at the crossing, hut had given instructions that everything possible should be dooe to prevent ia* convenience to the public. bassallhg-road widenmko. The Public Works Committee recoruiueQrted that application should be mllde to the Loc;11 Govern* IIleQt Hoard to sanction the borrowing of L2,170, repayable in 33 years, instead of £2,000 previously applied for in respect of improving Barrack-hill and 1l,N;¡1J(,:g.rC'iHI. the increase being on accouut of the cOlnllJiltee deciding to sewer and chauoel U.l$SIl!!e.l"oi1d. The report of the committee was adopted. CAltDIFF AND MOSMOVXHSHIBG VALLEYS RAILWAY On the reading of the Parliamentary and lin. provements Committee** report, Alderman Homfray proposed a resolution to the ,?'I ct that the c,)uncil WnS of opinion that the railway proposed to be constructed by the Cardiff and Monmouthshire Valleys Railway UiU wa, alto- ::ther unnt??e?;iry. and would prejudicially affect the e,nterpri?o fnr which Parliamentary ?Rnetion had already been nbrained, and upon the faith of whkh largo amount of capital had been ex- pended in that borough, and, therefore, earnet1y hoped that the Hi I i Mould not be p.ssed into law, and that the ikiiivoi- should be i-equestell to present that resolution to the Committee of the ilouse of Commons. Mr. Nosctss seconded the motion. Mr. Ratcbixor Mid he should be sorry to say one word "H"in.t. thu extension of railways in the country because they owed" great de". of their prosperity to them, but he did think that when they considered the largo amount of money that had been expended in that town, and the large amount of money intended to be spent in the fulurft in the development of their and that splendid river of theirs, they should hesitate giving ndhe.¡"u to any scheme such as that contemplated by their friends in the neighbouring town. For that reason he gave the motion his warmest support. Mr. Jacobs also supported the motion. He thought one of the strongest arguments against the Bill woul d be t l???t t1"'Y ??.Uld".i,e in Newport \I:l\ rcN:i: for shipping ni) ?Ie (;:i' down that valley and tho adjacent valleys in con* sequence of the development of the Alexandra Dock, the enlargement of that dock, and the facilities on the river. Tne Chairman remarked that, although they had no focus tall<li in opposing tho Dill, yet indirectly they could do so in the manner now proposed. He agreed with the observations made that the Rill, if pnssed, %vould take the bread out of their mouths. lie did not- think the Rill would pass int" LIW, It was thrown out last year on Stand- ing Orders, »»n.l this year the promoters had intro- duced a Rill on somewhat the "IIDe lines. They it ,I very wisely struck out certain por- tions of their Hill, but lie thought tliey would have done more wiselv if they had struck it out in its entirety. (Applause.) The motion was unanimously carried. TH; RAILWAY IUTKS BILLS. Alderman Hojjpua? said there was another matter that required their strongest opposition, tie referred to the Railway Rate* and Charges hills brought forward by several companies. The rates proposed to be put ()ri at certain class of goods werd such as to put a stop to all business. He had been told on good authority that there whs but little chance of the Rills becoming law, but still thev should put themselves in a position to give the strongest possible opposition to local Rills of such a nature if proceeded with. He concluded by movin; a resolutioa the Merchandise i Rates tin! *ii>*?i Bill of the Ureut Western Rail* way Company. Tho Chaiuman thought there was a disposition to come to an arrangement in the matter. He should be haopy to do everything in his power to obtain so desirable an object. There appeared ti be a disposition on the part of the Great Western Railway Company to meet th? freighters and ot ;iers with the view to an amicable arrangement. The motion wis carried. THE TAFF TALE RAILWAY All) BCTR nOCls AY\WUrATIOS, TI 10 CHAIRMA-7 moved that the proposed amalga- mation of the Taff Vaie Railway and the Bute Docks should be oppn«f»d by the council, as it Mould prejudicially affect the port of Newport. lIe said that by the Amalgamation Bill they were trying to create one of the most Inontrou; mono- polies he had e?er heard of. The result of the measure, if passed, would be to t %ke everything 'h?y pos?ib!y c"u)d to Crdi? ae:tY;5 Newport. In 1831, when they in New- port tried to amalgamate their small docks there with the railways. Parliament Bunc- tioned the amalgamation of tlie railway companies, but would not allow the docks to be included, It said the docks ought to be independent, and ought not to be bound up with the railwtys. If that was the case with small docks like theirs, with how much greater reMon did It apply to large docks like those at Cardiff? The motion was seconded by Alderman Homfray, and unanimously carried. THE ALKJLANDRA DOCI; EXTKNSION. The Chairman said that. inasmuch as the Alexandra Dock Company were threatened with opposition in their proposed extension, it would be advisable that the corporation should petition in its support. Arter some discussion it was decided, on the motion of Mr. Goss, seconded by Mr. Jacobs, that the council should petition io favour of the Bill as soon as the agreement it had proposed to the oom- pany had been executed. SCHOOL BOARD OFFICES. The Town-hall Comiriittee reported that an ap. plication had been received from the School Board for a fourth room in the new Town-hail for its offices, which had been granted, but that at a meeting of the School Hoard held since it had been decided not to take the rooms on the ground that they were too small. THE TOWN-BALL. It was decided that the qu"tion of estimates and t.ends for furnishing the Town-hall should be rererred to a committee of the whole council, to be held on Friday. AS AKCIBST CHARTER OF THE BOBOCOH. Alderman Davis said he was deputed by Mr. Octavius Morgan to present to the corporation an ancient charter of Newport, It was not the original charter granted in 8 Richard II, (1385), but the next granted 5 Henry VI. (1427), in which the former charter was recited verbatim. Mr. Morgan had had the charter printed, aDd a translation of it side by side, aDd had also prefixed thereto a description and history of the lordship of Went- looge, showing when and how it became vested in the Crown, and afterwards came into the Tredegar family. On the motion of the Chairman a vote of thanks was accorded Mr. Morgan for his valuable gift. DISTRICT RATES. A general district rate of Is. 2d. in the £ and an outlying district rate of lid. ia the £ were ap- proved. THE BEDISTRIBtOTON BILL. It was decided tbat the corponm seal thouMbe affixed to a petition to the House of Cotnm0D8 with mfemne, to the Redistribution of Sets Bill, praytog that tbe name of "Monmouth District Boreogh ObOWd l?&Umd to-that of the Nowpca ;M? Borough, and that the m..vor of Newport should be I :p i ng t* da I0 returning ¿Alcer at elec\loM, and to I request tha borough member to present the same Ito the House of Commons. THE CAS. OF COX, TRR prtOT. I Mr. T. Jonks, in accordance with notice of motion, asked the representatives of the corpora- tion upon the Pilotage Board of the port of New- port for an explitnittion of the circumstances under which the liceoce of Thomas Cox, one of the New. port pilots, had been suspended or revoked. Mr. Jones said this wlla the only wav in which they could get any information upon' the subjoct, be. cause the proceedings of the board were not reported. It wouli giva the members of the board an opportunity of explaining tho matter, and might place their conduct in a somewhut better jiglit than it had been considered to staud io before. Tiie MAYOR said he did not consider that the filotage Board were called upon to explain their conduct, but he might say that Mr. Cox had been suspended for breaking the regulations of the board. Having, however, apologised for his con- duct, he had been restored to his office. This was all the business.
