FRANCHISE WITHOUT REDISTRI- BUTION. The degree to which the Franchise Bill will affect the representation of the United King- dom can be properly gauged only by means of figure*. By this measure it is intended to increase the county electors to 2,100,000, without any provision for Redistribution, a fact which, as we have repeatedly pointed out, will upset all the old bases of representation. Let us see how these latter have been settled, talting the population of the three countries as our guide. Before the Union with Scotland, in 1707, England and Wales had a population of 6,475,000, returning a total of 513 members. Imme- diately after the Union the representation remained the same, but with 43 Scotch mem- bers added for a Scotch population of 1,255,000. After the Union with Ireland, in 1801, England and Wales, with a popula- tiOfl of 8,872,000, returned 613 members; Scotland 4) members for a population of 1,000,000, and Ireland 100 members for a population of 6,930,000. Subsequent to the passing of the Reform Act of 1832 the figures show England to have had 500 members for a population of 13,872,000; Scotland 53 members for a population of 2,305,000; and Ireland 105 members for a population of 7,784,000. The ileform Act of 1867 effected a marked difference in the respective positions of the three countries, for we find the population of England and Wales, although it had jumped up to 22,703,000, or an increase of about 03 per cent, upon that of 1832, with only 4Da members, an actual decrease of 7. Scotland, however, had a membership of GO for a population of 3,358,000, or, with an increased population of about 30 per cent., an increased mem- bership of over 13 per cent. Ire- land, on the other hand, with a population decreased 30 per cent. (the actual figures being 5,402,000), was allowed to retain the same number of members as before. At the present time England and Wales, with a population of 27,132,440, has a membership (allowing for 4 disfran- ohised seats, 5 under sentence of disfranchise- I ment, and 8 writs suspended) of 470; Scot- land, with a population of 3,860,621, retains its old membership of 60; while Ireland, with a population of 6,174,833, has two disfran- chised seats the fewer since 1887. It will thus bo seen that, taking the number of members in proportion to the population, England and Wales have been losing ground steadily right away from 1700 down, for, whereas in that year the population of the two countries was hardly more than a fifth of what it is at present, the members were ac-tually 37 more. Scotland, whose population has trebled since the Act of Union in 1707, has had an addition to its membership of thirty-three and a third per cent., while in Ireland, now and in 1801, the population has been nearly stationary, whiie the membership has increased. At the present time England and Wales have one member to aboutevery 57,000, Scotland one to every 64,412, and Ireland one to every 60,241. Of the three countries it will thus be seen that Ireland is much the best off. The PnEAt i Fn, in one of his Midlothian utte- rances, told us that if Scotland were repre- sented according to population it would have 70 members instead of 60 as at present. If England and Wales had eaoh its propor- tion of voters according to electors, they would have at least 10 more members, whereas Ireland would have 22 members fewer. An adjustment of the seats to the population would result in a loss to Wales of five re- presentatives and to Ireland of six, a total of eleven, whinh would have to be allotted to Scotland. With a representation based upon the revenue derived from taxation, Ireland (to which Mr. Gladstone proposes to give 400,000 new voters, although, as a matter of fact, the actual numbers will not be I muoh more than the half of this) would be entitled to only 69 members, beoause, of a total revenue of £ 73,000,000, it contributes no more than £ 0,600,000, England's share being £ 58,000,000, and Scotland's £ 8,000,000. There is here, we think, argument in abundance for a re-adjust- ment of the existing method of representation. Whether population or revenue be adopted as the basis, there oan be no doubt that some portions of the United Kingdom are under- represented and others over-represented. With Mr. GLADSTONE'S gonius for figures, he might well have tried his hand at Redistribution before touching the question of an extended Franchise. The necessity for Redistribution first is further shown by the fact that if ex- tension is given precedenoe the relative value of the borough and county votes, fairly equalised at present, wiil bo seriously dis- turbed. Thus, we have at this moment in England and Wales 297 borough members for an electorate of 1,651,732, or one member for every 6,501 electors. In the counties we have 187 members, and an electorate of 960,721, or one member for every 5,109 electors, which is nearly the same as the boroughs. With 2,400,000 countyeleotore which the new Hill proposes to give us, each county member would represent 12,834 electors, or over double the number per borough member; that is to say, the county vote would be less than half the value of the borough, instead of being as nearly as possible equal to it, as at present. Ile la,,o ,e, been amongst those who have given the Radical credit for anything approaching to political consistency, and every day confirms the wisdom of the course wo have adopted in this direction. At one moment our opponents are pegging away tooth and 11811" at the Sunday Closing movement; and, as soon as by this means they have managed tocurtail personal liberty whilst offering a premium to public immo- rality, away they Jly at a tangent, and begin to clamour for Liberty, Equality, and fraternity, or some such wild dream of fanatics. This is notably the case amongst Welsh IJadicals, who are of all Radicals the most inconsistent and un- reasonable. This is due to the impossibility of mixing things that differ so widely as the good, staunch, natural Oonservatism of the Welsh character and disposition and the Com- munistic theories of the Brummagem school: of politicians. The elements are incongruous, and the result is just what we should expect under the circumstances. Only a very few months ago these restless beings, having: safely saddled the Principality with a Sunday Closing Act, which has proved as inoperative iu its aim a3 it was impolitic in its1 conocption, (started off on the track | of the National Church, vowing vengeance upon its social superiority and religious1 freedom, and keeping a keen and watchful eye upon its revenues. A handiul of Radical Dissenters, backed up by the Scotch organ of local bookmakers and black-1 leg', commenced a virulent and most unjusti- liable attack upon that Church which has! been the pillar and bulwark of religious liberty in Wales—the Church of the poor lIlan, beneath whose shadow he could worship without having to sell his soul to the pulpit screw at election times. In Nlr. Llewellyn Dillwvn these jealous and restless agitators found a ready Parliamentary tool, akhough not a particularly useful one thus far. For a time, it will be remembered, the whole of Wales was kept in a broil and turmoil because the Dissenting preacher, hero aud there, took it into his head, that natural coarseness and lack of education' ought to form no barrier to his reftching a social position equal to that held by the relined and scholarly clergyman of the parish. When every little village, almost, had been set by the ears, the Disestablishment campaign died out as suddenly as it had been under- taken. Thefactof the matter was the people did not rise to it. Then there was the immi- nent danger of alienating the really iniluential section of the Liberal party from the weaker and poorer branches, and that would never do. So the pet scheme of the Liberation Society Folded its U nt like the Arab, | And as silently stole away. Happily for the lovers of agitation, there was another stir in the air, and a further and more hopeful chance of abusing and fighting somebody. The Conservatives made a patriotic stand against an incomplete and dangerous Franchise Bill, and lo! the whole tribe of liadical platform stumpers are up in arms, and Wales once more becomes the roving-ground of every poor creature who thinks himself competent to trim and improve the institutions of this great country. Itadical preachers and sporting newspapers given to the publication of glaring indeoen- cies are on the alert and do their little worst to stir up Wales to condemn the House of Lords and to disseminate the mur- derous Socialism of Democracy. So tre- mendous was the success of Monday's demonstration in Ilyde Park, we are told, that, forsooth, the people of Wales must follow suit, willy-nilly. Wre opine that the sensible majority are about getting sick of this sort of thing, and do not care to be shoved about" from pillar to post" in obedience to the imperious mandate of the Caucus. Welsh- men have other interests to look after, higher work to do, and far more important issues at stake, and, unless we greatly mistake the national feeling, our opponents will find that the honest, earnest sons of Cambria will refuse to assume the unenviable character ot l^otsam and jetsam on the restless sea of agitation.

The afternoon sittings have, indeed, begun to suggest the decline of the session. This was essentially the case to-day. The attendance was thin, and the demeanour of members was that of men animated rather by the hope than by the certainty of something turning up. The state of the House at question time may be gathered from the following unaccustomed facts :-The Front Opposition Bench was tenanted by Mr. W. H. Smith and Mr. Gibson alone, the latter of whom slept the sleep of the strong and tho hopeful. The front bench below the gangway was held exclusively by Air. -Macfarlane. On the Ministerial side of the House there was a much larger exhibition of leather than of cloth. The parochial character of many of the questions gave the proceedings the character of a vestry, without, however, the excitement of the veatry. The demonstration of yester- day, however, had left its trace upon the minds of many members, and JIr, Lowther and [r, War tun recorded their protest against the park-keepers, whose time is paid for out of the l '.stimates, being employed in assisting in carrying out a meeting organised for political purposes. But Mr. LefeHe declined to apologise to either the House or the tax-I payers. Sir William Harcourt came down with elephantine force upon Mr..lames Lowther, who had given notice of his inten- tion io move the rwoetion of the police vote. But Mr. Lowther turned the laugh upon the right lion, gentleman by stating that be would, if the Home Secretary preferred it, move the reduction of the Home Office vote instead. Lord Fitzmaurice appeared to think he bad come into possession of a piece of exclusive information respecting General Gordon's victories round Khartoum; but the noble lord's telegram, it turned out, had been published substantially in the morn- ing papers. The House soon after this got into Committee of Supply. The discussion was resumed on the Irish votes, and proceeded sharply for some considerable time, one Irish member after another covering the entire area of Irish disaffection towards the Government, The sitting of the House of Lords was rather intRrestin, A semi-private measure brought up from Scotland, entitled The Sheriff Court Hous (cotland) Amendment Bill," was put down for second reading. Lord Abiner mond its rejection on the ground that it would unfairly prejudice the interest, of the Commissioners of Supply.
