ELECTION OF REPRESENTATIVE TEACHERS ON THE WELSH TUNtVER. 8ITY COURT. To the Editor of the "Western Mail." Sir,—We deeire, through the meduutt of four valuable paper, to respectfully call the attention of our fellow ttachere to the above election, which is to take place before the 20th iwt. Three head teachers are to be elected. and judging from the distribution of elementary eohools in Wales, it would be fair to select two from South Wales and one from North Waled. Thia is the proportion Adopted the election three years ago. The South Wales District Union ham recently passed a resolution asking those teachers 'who axe already elected on snr limi1ar repreolf.nt6tive body, such as the Council of the Cardiff 15iiireniti College and the Central Intermediate Board for Wales, not to contest this election. Thie, in our opinion, is a wire and juxt resolution. No teacher should have a monopoly of seats on thase important bodies. It is well-nigh impossible for a teacher I holding.. seat mi two o! three of thmt edirr?- timal cpunoils to properiv diøchar the onerous duties connected therewith. It is, indeed, mani- festly unfair to ask or expect anyone to do so, while we have in the country an abundance of teachers well qualified by experience and other- wise fw the work. The proper policy to adopt 1m, not to eleofc the same two or tliroe percon* for all aeata available for teach*rs' representa- tion, but to secure so many different teachers m powrible on the various bodies. "Division of labour" in this, 18 in other spheres of action, I ia conducive to efficiency. It is unfortunate that not a single representative of toothen m several large and important districts in South WtJes and Monmouthshire has been elected in the put on My of the bodíœ referred to, while two or three other districts contain nearly all th* reprmmtati-res. Thi* oa"im of monopo l Y, and l'&f:l: reform. of :.no: fore, respeotfully beg to miggoH to the head teaohers of elementary school* the advisability of electing three teachers who have at present no seat* on eithw the Council of the Cardiff University College or the Central Intermediate Board for Wale*. The greater the number of individual representatives, selected from a* many different dittrictt M powible, the better will the bause of education be served. Th* ocunoil of the South Walea District Union strongly advocates thia oouwe, end we trust all twhws will act loyally to the Union, thereby supporting the principle of juftioaand harmon" —We a* AOo.F,FIOKRS O? I PENRHYN QUARRY STRIKE.!
PENRHYN QUARRY STRIKE. To the Editor of the "Western Mi-til- Sir,—I observe m your issue of the 7IG inIt, a reprint of Mr. T. E. Ellis, M.P V letter to the "Daly Chronicle referring to the above sirike, and eoclosing a subtcript'ou to that "journal's fund for the men." As this letter &Il1011\1 to avoid the real point in dispute, and may thus be misleading, I hope you wiR allow mo a few observations thereon. It oomtiienges by describing Lord Petirhvn's resistance to the quarrvmen's claim m "passionate in its vio- lance." iIpme thie assertion ill mt.d6 for the purpose of assisting the men's cause. What- ever may be it* reason, it is certainly untrue, and those who know the corrwpond8!\ce, the facts, and the exhaustive reply of Lord peti- rhyn to the men will appreciate this. At best it Í8 but an expression of opinion, evidently ueed for the purpose of "prejudice," .d if t.b. men's cmee ui,. thia it cannot be' nry strong. Accordtn? to th* Times," .any weeks of Zfut research were spent by Lord Pewhyn in considering the men's' «. ai d this is not compatible with the use of the word "passionate I submit that the letter may be misleading, inesmuoh as to thofe not mnverr?nt with ?he o*m it apm'r. thei?fmm that the v??le dispute i* I'D* s" uiorvm." Here, again, I my thra a careful con?iderwon of the correspondence, the facts, and of Lord I'enrhyn's reply to the men will show to be erroneous. It is quite e "lent that the qumy committa* was hot suspended because it was a "oooimittee," but because it ordered disobedience in the case of tm-o men who wers summonsd by the management to the quarry office, Aid also btoauss it had resolved to de- clare a strike six months hsnoe. The fast act tit* clearly molting workmen to insubordination, and the second was threatening the manage- ment. I have yet t» learn that either of these are included in the category of bonvfide "Trado" Unionism." Surely, suspending the committee for such remons as the 8bøf\t cannot be csJlHI opposing "Trades Uniouillm"t If the committee were allowed to prevent work- men obertng a summons to attend at the office, the iotep ?o Mcptoyin? <cd d<«niMn? .udt work man would be but short. The "Tim<t"')'MK*t correspondent stated (December 29, 1896) "Lord Penrhvn'* attitude on tho matter, as deocribed by himself, is that he does not object to any combination among his men, but that he Ie determined to remain master of his dwn quarry"; and Lord Penrhvn's letter to the Board of Trade fn?mbMr 28, 1896) c.?elt'det: —"Wh?t c<mnot be iterated by my?lf << the ?owumpti*n of dioktorial tuthonty by a om. mitt. and such an rA6rference on their part with te management of mv quarry a* that which bu brought about t?e pl'fWnt Wieio." Thus, it ..m. to me th?t Mr. ]l1i'. Mb?ip. tion is given rather in nippwt of "irsubordina- Hon" than of "Trades Unionism."—I HQ, At., F. R. BARBER. Verndre, Llaarian, Pembft, kre. JfM, 8.
