I THE REFORMATORY QI'KSTK.)N.—The controversy regarding the establishment at Has- wall of a reformatory for the boys who has been removed fiom the old Akbar training- ship has now readied almost- iTie final stage, at which it wilt be. thro shod out by the Livetpoo!
