I MEETING OF CHESHIRE TEACHERS. The ninth annual meeting of the Cheshire Dis- trict Union of the National Union of Teachers was held at the Manchester Y.M.C.A. on Saturday afternoon. Mr. A. J. Sidebotham (Micklehurst, Mos&ley) was elected president; Mr. S. Earlam (Chester) vice-president; Mr. J .Wood (Northwich) treasurer, and Mr. R. Lees (Ashton-under-Lyne) secretary. In his address the new President dealt with a variety of subjects. The superannuation scheme of 1898, he said, required great changes to make it what it ought to be. The age of retirement was too high, and the amount of pension too low. To-, women it was positively cruel. He contend wv years was far too old to expect efficient work from the majority of the teachers. After nearly 70 years of legislation they thought it possible to, evolve an ideal system of education. They possessed a good deal of solid material, but the good intentions of the past Government and the effects of past legislation had been nullified by the machinery which had to carry out that legislation. A diagnosis of our system revealed a preventible disease which the richest country in. the world, ought to be ashamed to. be afflicted with in, its educational policy. In conclusion, the president dealt with the question of religious educational difficulties, which he thought might easily be over- come. IM?rWT- A. Wilkinson (Knutsford proposed, and Mr. W. F. Knott seconded, "That, as the ex- perience of a considerable number of years has proved the existing educational arrangements to be in many respects inadequate, to lead to, waste- ful overlapping of effort, and to involve generally an inequitable incidence of pecuniary respoii- sibility on the various classes of the community, this meeting is strongly of opinion that the time has arrived when education, being of national importance, should be placed on a national basis, and the funds necessary for efficiency provided from national sources." The following resolution was also proposed and carried unanimously: "That as a reasonable se- curity of tenure is necessary to teachers in public elementary schools in order that the effectiveness of their work may not be impaired by avoidable anxiety with regard to twir future livelihood, and as the benefits under the compulsory superannua- tion scheme depends upon the length of recorded service, this meeting urges the Government to devise, and put into operation without delay, an effective measure for preventing unjust and capricious dismissals."
