0 KIAGSLEY. CONCERT.—A successful concert, including a light supper, was held in the schoolroom on Satur- day evening. The various items on the programme were rendered with exceptional merit, and encores were accordingly numerous. The artists were Mrs. Mortimer, the Misses Warburton, Worth and Percival, Messrs. A. Gough, H. Gough, A. l'embar- ton and H. N. Nunn (humorist). Miss Blanche Reynolds and Mr. Arthur Yould were the accom- panists. The proceeds amounted to £ 7 and are to be devoted to church expenses.

WREXIIAill. CHILD FATALLY BURNED.—On Mon- day evening Mr. ynn Evans, the East Denbigh- shire ooro-ier, held a.n inquest at W rexham upon Sarah Jane Pointon, aged eleven, who had lived with her parents ot Rhosnessney, Wrexliam. It seems that on Sunday the child was putting a kettle on the lire, when her pinafore became ignited, and she rushed out of the house. A neigh- bour put out the flames, and she was conveyed to the Wrexliam. Infirmary, where her burns were attended to, but she succumbcd some hours later horn shock and exhaustion. The jury returned a verdict of "Accidental death."

GitESEOltD. CRICKET CLUB DANCE.—The annrual cricket club dance took place at tLc Drili Hall on Friday, a large company being present. Dancing was enjoyed to the strains of the Abermorddu string band. The duties of MX-- 6 were performed by Messrs. G. Weaver and T. Griffiths. PIGEON SHOOT.—Favoured with beautiful weather a good number assembled at Ca/i Farm, on Friday, for the purpose of taking j rt in a pigjeon shoot. The winner of the JB5 handicap prize was Mr. Boll, of Rhyl. The following- won the sweepstakes: Messrs. E. Jones, Thompson, Bell, Dudiiey, Griffiths, and CapnaH. The Archdeacon delivered' a short address to the con- gregation on the ceremony, and in the euurse of shis remarks said that the new incumbent had a most important trust given to h.m, and he ap- pealed to the congregation to give iiin-i thoir most devoted loyalty. Among ke clergy pre- sent were the- Rev. J. Compton (curate of St. Matthew's), the Rev. J. Southain (formerly curate of St. NIatt ew's and now curate of Hawarden). MOLD. i THE CONSERVATIVE CLUB. Monday witnessed the formal opening of tlie new premises in King-street, Mold, which have been teemed for the purposes of the Conservative Club.

I TARVIN. I ?- ? SU DDFN DEATH OF A UHihU-Un Monday morning an inquiry was held in the Primitive Methodist Schoolroom by Mr. J. C. Bate (West Cheshire coroner) concerning the death'of Rosina, the infant daughter of Mr. and Mrs. John Crabbe. Emma Crabbe, the mother, stated that her daughter, who was eight months' old, was a fairly heaithy child. She fed her on milk diluted with water and rusks. In December last she had a a tit and was attended by Dr. Moreton. She soon recovered, and was well till Monday week, when she had a slight tit of short duration. On Friday afternoon about 4 o'clock, witness noticed that something was wrong with the child, who was lying in the cradle at the time. She picked the child up, and she gave a scream and stretched herself out. Dr. Moreton attributed the child's death to con- vulsions, due to teething. A verdict of Natural causes was returned.

CHOITLEY. FIRE.—About half-past twelve on Sunday after- noon a fire occurred at the cottage occupied by Mr. William Kettle, wheelwright, at Chorley. The cottage, which was a picturesque, thatched one, haif-timbored, black and white, was the property of the Marquis of Cholmondeley, and the cause of the outbreak is supposed to have been a spark from the chimney setting fire to the thatch, which, fanned by the high wind, was almost, instantly enveloped in flames from end to end. The Cholmondeley Estate Fire Brigade were quickly on the spot, but, in spite of a copious supply of water from a pit some hundred and twenty yards away, the cottage was from the first doomed. Most of the furniture was saved, but some heavy articles, such as bedsteads, etc., up- stairs were destroyed, and the cottage was com- pletely gutted. Fortunately, the wind blev. away from the cow-house, a large wheelwright's shop, and hay bay. or those must inevitably have been included in the general destruction. All that was left at. four o'clock were bare walls and smoking debris, where a bright and happy homestead had stood at noon.

FRODSHAM LICENSING SESSIONS. I THE LONG PULL CONDEMNED. I The licensing sessions for tho Frodsham division of Edcbbury were held at Frodsham on Wed- nesday, Mr. A. Thomaa presiding over a full bench of magistrates. Superintendent Beeley presented his annual report, which stated that there were 17 licensed victuallers, nine beer-sellers, and one who sold off the premises, in tho division. One licensed victualler had bc, cii proceeded against, but not convicted, against, one licensed victualler con- victed in the previous year. Twenty-two persons, of whom five wer3 women, had been convicted for drunkenness, against. 31 convicted in tho previous year. Tho Chairman: A very satisfactory report. Mr. II. N. Linaker formally applied on behalf of the Licensed victuallers for the renewal of their licences. Ho also asked for an expression of opinion by the Bench on the "long pull." He was told that in some houses it had been very prominent. It was not a fair thing, and it was inclined to encourage drunkenness. The Ch iirman said the general opinion of the Bench was against the "long pull," but. he had seen the other day that. at one place the price of beer was being reduced from ld. to Id., and the licensees were selling a great deal more. He though they were between the devil and the deep blue sea. (Laughter.) Mr. Linaker: As far as the licensed victuallers arc concerned, there is not the slightest intention to reduce the price of ale at all. The Chairman: I know there is a general feel- ing against the long pull. You cannot do anything, but still those houses where it was done would be marked. Supt. Beeley: I am rather surprised to hear they give the "long puB" in Frodsham. From my inquiries, I was under the impression they did not give the long pull" in Frodsham. Mr- Linaker: It is only in the ease of one or two houses. Supt. Beeley: I may say my information was got from the publicans themselves. All licences were then renewed.

BOARDS OF GUARDIANS. CHEST KR. The fortnightly meeting of this Board was held on Tuesday, Mr. W. Vernon presiding. DRINK AND PAUPERISM. During the relief business, the ltev. W. Jones commented upon the liuitiulness of drink in causing pauperism—a fact winch he attested by the quotation of statistics shewing the cost to the ratepayers III London and other large towns by pauperism duo to drunkenness. He wished to know if the clerk could info: in the Board how much the latepayers of this union had to pay for pauperism due to that cause. Tho Clerk (Air. Wm. Turnock) replied that if Mr. Jonch would put down his question in writing he womd endeavour to answer it at the next meet- ing. HALF-YEARLY ESTIMATES. I The Cierk submitted his estimates of leeoipts and expenditure for the ensuing b,tif-y-car. klo estimated the total expenditure to be £ 12,865, and receipts £ 1,500, leaving a nett sum to be provided for common charges of re- quire a rate of 8jd. m the £ the same as that levied this time last year. This rate would in- clude the police and education charges, and there would be no increase in the rate as a whole, as compared with last half-year. Air. T. Butler: Isn't it true that the education rate, costs more than all the other rates put to- gether v The Clerk; It is true. Ss, 3d.); salaries, £ 1,3S0 (expenditure, £ 1.388. 19s lid.); rations, JE;595 (expenditure, £395. 4s.); vaccination, £ 300 (expenditure, £ 296 2s. 2d.); hospttala, JE700 (expenditure, £ 687 19s. tel.). An allowance of £ 200 was mad e for contingencies. The estimates were adopted. WIRRAL. I- I A meeting of this board was held on Wednes- day, Colonel J. C. Lloyd presiding.—It was re- ported that there were 191 inmates, compared with 166 at. the corresponding period last year, the number including 26 male and 22 female patients in the infirmary. Vagrants relieved numbered 67, against 68 last year.-When the board had under consideration the appointment of a workhouse porter, the Rev. S. Gamble Walker protested against the circumstances un- der which the last porter was dismissed. At the last meeting th& Master made a oomplaint against the man of having us>a d bad language, and after the matter was discussed it was decided on his (Air. Walker's) motion not to consider the matter further. At a later stage of the meeting, how- ever, when the majority of the members had left, a resol ution was passed by a snatch vote distancing the porter. By this procedure the board had, he contended, practically damned the man's character, and the matter was one which ought to be brought under the notice of the Local Government Board.—The Chairman dis- sented from Mr. Walker's view, and the board proceeded with the regular business.—From six candidates the board appointed Mr. G. Mar- gerison as porter.

UNIONISM AT BUNBURY. COLONEL COTTON-JODRELL ON I FOREIGN POLICY. I A SOUND SPEECH. MR. TOLLEAIACHB AND THE NEW SESSION. I RADICAL DISAPPOINTMENTS. Colonel Cotton-Jodrell, C.B., the prospective Unionist candidate for the Eddisbury Division, needed no introduction at Bunbury on Wednes- day night, when, in the exoellent Public Hall whioh that village possesses, h-o addressed a moot- ing of elcc-tors. The Colonel is particularly well know.) in this portion of the division, and was received with the warmth of old acquaintance. He had excellent platform support, Mr. Charles Throifall being in the chair, and the speakers including Mr. Henry Toilemache, whose appear- ance was a pleasant surprise. The member was not announced to be present, but he had managed to slip away from Westminster, whither he wa-s immediately returning. Major Gordon, Colonel Drury, Mr. Stephen Cawley, and Mr. E. Phillips, of Lancaster (who came in the place of Air. Bottom ley. unavoidably prevented from keeping the engagement), were of the platform assembly, which was graced by the presence of Airs, and Miss Cotion-Jodrell and Mrs. Threlfall. Among a representative audience were Messrs. S. Chaliinor, Houibrooke, W. E. Byrd, J. Houl- brooke, Henry Witter, C. F. Prichard (the Con- servative agent for Eddisbury), etc. The Chairman, in his opening remarks, alluded with regret to the pending retirement of Ivir. ioiieuiaciie, and welcomed Coionei wrWll- Jodrexi as the prospective candidate. The Uoionel, he said, was a great friend 01 agricul- ture, being a strong supporter of its institutions, both local and national. (Hear, hear.) For the last twenty years or so he had done a considerable amount of practical agricultural work around Nantwich and Crewe, and it was not necessary for him to tell enybody i present very much about his interest in thau industry. k-tiear, hear.) Paramount among the questions of the present time was that ot the foreign policy of this country. Foreign policy could not bo created only as an academic ques- tion. The smallest hesitancy, the least weakness, any ignorance as to what to do at the right moment might sot this country and perhaps other | countries in a blaze at a few hours' notice. He instanced the Dogger Bank incident. The Liberal party were strangely silent on the ques- tion of loieign poiicy, how they were going to treat it, and whether they would accept the general tone of the foreign policy by the Govern- ment, and, in fact, how they were going to run the whole show. supposing they were returned to power. It would be almost an act of treason if Mr. Ballour, who had so long commanded a majority in the House of Commons, were to dissolve Parliament until he knew exactly what tho Liberal party were prepared to do with such a question as the Anglo-J apanese Alliance, which comes to an end the year after next. (Hear, hear.) He said this advisedly, because he believed that under Providence the Anglo-Japanese Alliance had been the means of localising this war, confining it- to the two nations of Russia and Japan who were now in conflict. (Hear, hear.) He believed that, if it had not been that Europe know that we were in alliance with Japan. and that we were bound to take up cudgels on her behalf in certain eventualities, some of the Power3 of Europe would have joined Russia in en- deavouring to crush that fine, brilliant State which lies out in the Far East. (Applause ) He also instanced such delicate situations as Venezuela and Fasiioda, and added that for many years we had had threats of Russia on the north- west frontier of India, whilo we had encroach- menus on the Persian Gulf. These were elements of danger such as might occur in any Alinistry any day, and all electors ought to insist that the Liberal party before they were returned to office, if they were, should declare what was to be their policy on these important points. (Applause.) In concluding his reference to foreign policy, the Colonel alluded amid applause to the Anglo- French agreement, which he said was a guarantee for peace for many years to come. Turning to the Fiscal question, he said no change would be made or would bo attempted to be made in the Fiscal policy of the country until the electors had given their consent. The final arbitration of the matter rested in their hands, and it was they who would have to say "Aye" or "No" to it (Hear, hear.) Everyone of the predictions with which Ir. Cobden had heralded Free Trade had been falsified or had not come to pass. Among the many things which Mr. Cobden did not foresee was the time when goods could be sent across the Atlantic from America to Liverpool at a cheaper rate than we could send goods now from Liver- pool to Nantwich. It was idle to say that, the, things h'ld suppoited the theories Mr. Cobden had when he was the great apostle for the intro- duction of Free Trade. Wrapped in our insularity and with a considerable amount of self-com- placency, we very often alluded in a rather pity- ing sort of way to that gentleman whom we. designated as T THE INTELLIGENT FOREIGNER." It was admitted that on the Continent of Europe, and certainly in America, their system of not only elementary but also technical education was far superior to our own. Pe-rhaps it was that superior education! which had enabled foreign countries to count in a very much more simple and rational way than we did. They used almost universally what was called .sometimes the "metric system" and sometimes the "decimal system." They had not. for instance, three or four different weights for cheese as we had. (Hear, hear.) Discuasin"- the development of electricity abroad, the speaker said when he was in Japan eight years ago he was perfectly astounded at the progress in telegraph and telephones, and the facilities for communica- tion which he had met with in the Islands of Japan. He felt rather ashamed of his own country for being so much in the background in that respect com- pared with that new and rising nation. On Monday. before the Chamber of Agriculture, Mr. W. J. Dutton had read a paper on the waterways of the Continent- compared with the derelict sort of system in which we used our canals. Ho would not speak with any pronounced views on that matter that. night, but the question deserved the serious consideration of our legislators. (Ap- plause.) Another point which had occurred to him was the rational hours which the legislators on the Continent kept as compared with those in our own House of Commons. He was sure Air. lollemache would back him up when he said it was hardly giving fair play to the intellects of our statesmen and members of Parliament to oegui the day's work in the service of the country at three o clock in the afternoon, after they had probably devoted the morning to very corisider- able work of other kinds. The brain and intel- lect of men could not go fresh to work at three oeiocK in the afternoon and continue up to twelvo octook with the same vigour and ability for doing good work as in the case of those legislators who began work at the rational hour of eleven o'clock in the morning (Hear, hear.) There was another point. We had for years and years been fighting for temperance notions, and trying to make the natron ess drunken than in the past. Nothing of that kind affected the nations on the Continent because they were not so addicted to intemper- anpe and drink as he was sorry to say we were I hese things ought to prove to us that at all events we might learn something from foreigners If we deprived ourselves of a little self-com- pJaceTicy; we might be able to say to ourselves If foreign countries are right in regard to manv of these customs which make these countries succeed in business and other matter. why is it necessary that. they are wrong in the system of Protection which they have adopted?" (Hear. hear.) One thing would be best of all. and that was if we could get universal Free Trade. (Hear, hear.) But there soemed to be perhaps rather less prospect of that than there was of getting some of those great countries to reduce their enormous armaments on sea and on land.f (Hear, hear.) In conclusion, the Colonel said that in due time his name would probably be submitted as that. of selected Unionist candidate. Whether he was elected or not. his interest n agricultural matters would be just as keen as ever it was. and would remain, he hoped, to the end of his days. (Applause.) There was no more pleasurable work for a man who resided in a district than to devote himself as far as he could to the wants and interests of the district, especially in the great and ancient pursuit of agriculture. Thev all knew what kindly sympathy he (Mr. Toilemache) had always received there from his relatives at Peekforton. (Hear, hear.) If the late Lord Toile- mache had been living and his health was good they knew that if he possiblv could he would have been p;e«ent. He had been taken from them, and he (the speaker) hoped and felt confident that those who succeeded him would follow in the same steps, and that the friendly relations which had existed in every matter affecting the welfare of Bunbury would be as safe as thev always had been hitherto with the" occupiers of Peckforton. (Applause.) Turning to the motion, he said they were met under very different circumstances than those in which the present session of Parliament opened. He had never in all his life seen the Radical party so jubilant a.s they were at the opening of Parliament. They had counted their chickens. They had settled that the Government wore to be turned out, and they had settled their cwn Government who were to take office. They bad apportioned all the various ministerial offices, and they wero absolutely certain that in the course of a few days, possibly a few hours, Mil. Balfour's Government would be sent to the right- about, and that a taste of Radical maladministra- tion would have been forced upon this country again. (Laughter.) He was thankful to say these chickens were not hatched. (Laughter.) It was very foolish to prophesy A dozen and one things might happen winch would turn the Government, out; but coitainly at the present moment Mr. Balfour's Government were infinitely firmer in their position than they were a week or more ago. (Hear, hear) They had had constant and re- peated atta. ks from day to day, ranging over the whole scope of politics, but the finish of it. all left the Unionist Government stronger than ever. There had been three direct and official attacks 'I'h<)ie had been thr" d;- upon Mr. Balfour's administrat on, and they had had three most important divisions—one on the Fiscal question one on the Chinese labour ques- tion, and one on Tuesday night on Home Ruiei In each the Gavenimrnt majority had been en- tirely satisfactory—'(applause)—and he had great hopes that Mr. Balfour would remam Prime Mini&- ter all through this year. so that lie might be able to bring forward the legislation which he had promised1, and still more that he might be able to continue that wise couiso of statesmanship with regard to our foreign and colonial politics which ho (tho speaker) bebeved to be a vital neces- sity for the welfare of the Empire. (Applause ) In regard to the Fiscal question, Mr. Balfour had pledged himself that nothing should be done during the continuance of this Parliament, and to that pledge, they all knew Mr. Balfour would adhere. Thinking it over, he (Mr. Toilemache) had come to the conclusion that to change our Fiscal policy was perhaps a dangerous experiment, but an experiment that it would be wise for this country to try. On the whole, he believed the condition of our trade now wa-s such that, it be- hoved us to look very carefully into everything (onnectcd with it. At the present moment our manufacturers were unfairly handicapped. (Hear, hear.) He believed tho very suggestion that we might be driven to take retaliatory meoiie-s had already had a very sensible effect on the Fiscal policy of some nations. (Hoar, hear.) It was his opinion that if we polled the country at the pre- sent moment on this question of resuming our freedom of negotiation we should have an enor- mous majority in favour of it As regarded the other question of drawing closer the ties that bind us to our Colonies, there was great, objec- tion because Mr. Chamberlain thought he could not do it without imposing a small duty on cer- tain aitides of food coming from foreign coun- tries, but in common justice it should be remem- bered that. lie at the same time proposed to take off a large duty which pressed so heavily on every workingman and his wife in eveiy working- man's cottage. (Hear, hear.) REPLY TO MR. STANLEY. The prospective Liberal candidate had said the other clay tlut ho wae entirely wrong in saying our Colonies woro our "best customers, and he (Mr. Stanley) had adduecd figures which shewed that there were a cons.derable number of millions of goods per year sent to foreign count: ies than thero weio sent to our Colon.es. That- was per- fectly true, but when he (Mr. Toilemache) spoke of "our best customer" ho meant the cus- .o incant the cus- tomer who was most likely to be good for us in the future. (Hear, hear.) If they would iook at the figures., as everyone of them. could in the daily p.ipers, they would find that the trade with our Colonies was increasing at the present moment at a far greater ratio than our trade with foreign nations. In the last thirty years the annual exports of manufactured goods to foreign countries had faden by forty-ono millions of money. In the IHme time the exports to British possessions had increased by 46 millions of money. (App-iause.) 'Therefore he d. d not think ho was in the least bit wrong in say;ng that our Colonies at the p:v\-ent time promised to bcconie far better customers to us than the foreign ns-t ons who put on prohibitive tariffs. Turning to the Chinese labour question, ho said he did not suppose there had over been a question brought forward and agitated upon in this country on more uufLiir grounds or supported by more ridiculous and unfair and discreditable arguments than this question of Onincee labour. (Hear, hear.) No one m particular wanted Chinese labour in South ia d iisti:y of Afnca. but we found that the great industry of South Africa, could not be carried on satisfactorily without coloured labour, for white labour was no use in these mines. They knew it was a burning question in Onester with their friend Air.. Yer- burgh and his opponent, and he was rather tired of reading all their ietters about it. He (Mr. Toilemache) had read books and papors en the Eubjoet, and ho for one had come to the conclusion tha.t unskilled labour in these mines was not a white main's job. (Hear, hear.) Theicforo if these mines were to be the mainstay of the coun- try, if they weie to be continued and carried on with any degree of pros- perity, it was absolutely necessary to get. coloured lcbour. Kaffir labour was the natural labour to get, but the Kaffirs were so rich after tho war that they would not work The Kaffir, having made a. ceitain amount of money, liked to sit absolutely idle and would not work. Since Chinese labour had been brought into South Africa it had not displaced K. fnr labour, because at the present timo there were 10,000 more Kaffir labourers in the mines than there were before the Chinese were imported. Moreover, thousands of white men were employed there, now who would have no chance of being employed unless there was sufficient coloured labour in the mines. From beginning to end then." was not one solitary worci of truth in the whole story. He believed the p-ios- pective Liberal candidate for Eddisbury rose to a high pitch of eloquence on one occasion, when he said his blood boiled within him at the misery of those poor Chinese). (Loud laughter.) His (Mr. Tollemaohe's) blood did not boil a bit.— (laughter)—when ho thought of the Chinese in South Africa., because the Chinese went there of their own free will. They wanted to get away fiom home; they were earning six or seven times as much wages in South Africa as they did when they were at home; and as the; term of their in- dentures expired they would be sent buck at the expense of their employers. Chinese labour might be a good thing or a bad thing for the mines, but it was a perfect farce and imposture to say that they were cruelly treated there. He was very glad to think that again the Government scored a substantial victoiy on this question. (Ap- plause. There hud been one more division, and that was on Home Rule—the hardy annual. (Laughter.) He was thankful to say it was always defeated; and it was defeated again on Tuesday night. It was not a particularly interesting de- bate in many ways. Mr. Redmond and his fol- lowers made their usual statements that Ireland was suffering from its connection with England, and that they demanded the complete right of managing their own affairs. They demanded Home Rule pure and simple, which we all knew meant absolute separation from this country, and tho handing of Ireland over to civil war. (Hear, hear.) They demanded th's, and said they would turn out Government. after Government until they got it He believed Mr. Redmond said his countrymen would be justified in rising in arms to get it if they had a reasonable cha.nce of get- ting it.. As he had said, it was not a particularly interesting debate, except so far as they saw the readiness with which the Leader of the Opposition embraced it. He (the Opposition Leader) and his followers were driven into the lobby in .support of Mr. Redmond's motion demanding HOME RULE. I Therefore we had got, when the time. came, to remember that Sir Henry Compbell-Bannemian and his followers, if returned as responsible Minis- ters, were, by their vote on Tuesday night, com- mitted to a policy of Home Rule. (Hear, hear.) We had voted on this Question before. The coun- I try roso in its wrath against Mr. Cladst-onc, when he wished to hand over Ireland to a Home Rule Parliament. From the bottom of his (Mr. Tolle- maohe's) heart he hoped that when the election came round the electors of this country would re- member that this question of Home Rule was a burning and very dangerous question indeed. (Ap- plause.) The, motion lie had proposed mentioned tho question of redistribution of seats. That could not be carried) out this year. A Commission would have to be appointed. He was not par- ticularly keen about it. Ireland no doubt was vustly over-represented in the House of Com- mons, and we were feeling the disadvantage of it. because thsy always voted against whatever Government was in office. But if the Radicals wero light that they were likely to be in power after the next election, he (Air. Tollemache) con- fessed he was wicked enough to hope that, the Irish millstone which hung about the neck of every Government might not be reduced in weight when tho Radiciu's had got to bear it. Mr. Toile- mache closed with a reference to the aliens ques- tion. He said there were many excellent people flying from cruelties practised upon them in Russia and elsewhere- to whom, as had always been the case in the history of England, these shores were, open and welcome but there were a vast number of other aliens, by far the greater proportion, who were in every sense undesirable. They were destitute, dirty, criminal and very frequently, diseased and he thought anyone who knew anything of the East of London or some of the poorer quarters in many of our big towns would know why there was scarcely a dissentient voice among British men and women on this question. He hoped and felt absolutely confident th-Fit before the session closed, legislation to re- strict tho importation of undesirable foreigners would find a place on the statute book. i; WORKIIOU, Sluu' DIET AT RUTHIN I BREAD AND CHEESE FOR SICK INMATES. On Monday at the fortnightly meeting of the Ruthin Guardians the Master of the Workhouse j (Mr. J. E. Jttoberts) asked the Board to appoint a committee to consider the advisability o effecting a change in the dietary table of the house, Asked why he made the requisition, the Master said that strict adherence to the present table meant con- siderable waste. For instance, the dinner th it day was meat stew, but this was cooked with flour, which made it di&tasteiul to the inmates. Flour, however, was one of the ingredients prescribed by the dietary table, 111 fact, there were three or four meals in the course of a week of which very little was eaten, and on Wednesdays bread, cheese and coffee were prescribed to all inmates, including those in the sick wards Several Guardians expressed surprise at this, and contended that sick-ward inmates should not be made to eat bread and cheese. The Guardians granted the request, and authorised the Committee to consult with the Medical Officer.

WREXHAM LABOUR COUNCIL AND THE GENERAL ELECTION- -♦ I MR. KENYON OR MHo EDWARDS? A meeting of the Wrexham Trades and Labour Council was held on Friday night, under the chairmanship of Mr. F. Davies, president of the Council. There was a large attendance of dele- gates. The President said that in view cf the general election it was time that the Council decided what action should be taken. The Council had no candidate of their own to bring forward for the Denbigh Boroughs, and it was fcr them to decide which of the two candidates before the constituency-the Hen. G. T. Kenyon, M.P., and Mr. Clement Edwards—they should support. He thought it advisable thal. questions should be submitted to each of ti.ese candidates, and then, on receiving their replies, a mass meeting of ali the members of trades- unions in the borough should be 'tailed to consider the same. He also thought it desirable tuat an appeal should be made by the Council to the L.R.C. to know what action the Council as a body should take. Mr. Roberts said that both in municipal and Parliamentary elections they should endeavour I to return Labour members, but when there was no Labour candidate brought forward he was prepared to give Ins vote to the one who would do most for labour. Mr. G. Whittaker said that now was the time to stick together if they wanted, to aniieiad the law to prevent the recurrence of such caass as the Taff Vale and South Wales Miners' Federa- tien, which had be-n a loss of thousands of pounds to the workers. Mr. Davies (Bakers' Society) wanted to know if they had not got a Labour candidate already, and upon receiving, a reply in the negative, said that in face of the pampulet Mr. Clement Ed- wards had written, he thought he was a Labour candidate. The- President explained that the Liberal rab-our candidates were net recognised by the L.R.C. A number of other members of the Council also took part in the discussion, and it was finally resolved, upon the motion of Mr. Roberts (Tailors' Society), seconded by Mr. Matthews (Carters' Society), that they ask the L.R.C. fcr guidance in the matter.

TARPORLEY LIGHT RAILWAY I RATEPAYERS' MEETING AT TARVIN. On Friday night a meeting was held in the Public Hall, Tarvin, to discuss the proposed light railway from Tarporiey to Alouidsworth, which it is proposed should pass tlnough the parish. Dr. T. W. E. Moreton presided, and a good attendance included the Rev. J. H. Wiloockoon (viúaJr), Messrs. R. Pnoc, J. Lea. G. Gunnery, J. Lloyd, T. H. Langford, W. Davies, T. Barker. R. H. Willis, G. Lea, A. Dutton, E Hopley, S. Sherwin, G. Dodd, W. E. Lea, F. Dodd, J. T. Youde, J. Groeaway, G. Johnson.. G. H. lkin, H. Smith and oth,ca- Mr. Edgar 0. Ferguson, engineer, Chesterfield, was called upon to explain the scheme, and at the outset said some poople ran away with the idea that this pioposed light laiiway was simply a narrow gaugo line such as was used for mountain climbing, etc. That, however, was not the oase. The railway would be one it would be possible to connect, with any of the great trunk lines. The leal object of the schemo was to bring Tarporiey into communication with the gieat centres of in- dustry. ith regard to tho benefits accruing to Tarvin from the scheme. Mr. Ferguson said the line would cross the road about 100 yards east, of the Street Farm, about a mile and a haif away. It would cross the- road again near to the Primi- tive Methodist Chapel at Ashton, and going to the west of the village would connect with the Cheshire Lines at Mouldswoith. There would be a station at the point where it crossed the main road between Tarvin and Kelsail. People took exception to the level crossing which it was pro- posed to take over the road. Every precaution, however, would be taken to safeguard the public. There would be gates to close and lock from the signal-box on the approach of trains. It was an- ticipated there would be about six trains in each direction during the day. The gates would re- quire to be closed about two minutes on each occasion, so there would be no unnecessary delay. If the Cheshire Lines objected to the us& of their platforms, there would' be sufficient room to erect a station. and platforms of their own, which could be connected with tho&c of the C.L.C. He hoped the Cheshire Lines would not object to help them, but he wanted a strong resolution to go from that meeting, so that pressure might be brought to bear upon that company to grant them facilities asked lor. One objection raised by the farmers was, "Will it pay? In rega-id to this he said he estimated the cost of construction to be £ 46,105 with power to borrow 000. To pay a dividend of 4 per cent they would have to make something like £ 25 per week, which was not a very high figure. It would be a single line in the first instance, but it could readily be widened, as sufficient ground would be taken for this purpose. The metals would be 641b. weight, and the engine used about 42 tons. The trains would be capable of running 25 miles an hour, performing the whole distance from Tarporiey to Alouidsworth in 17 or IS minutes. He had been met fairly generously by the landowners, and anticipated no great op- position from this source. Dr. Moreton trusted there would be no objec- tion from that meeting. Of course, the route was not all that one could wish for. but still half a benefit was better than none at ail, and- if the application to the Commissioners succeeded there was every probability of Tarvin's becoming a prominent place in the fucuie. If they got the railway there would be more building in the neigh- bourhood. Tiie L. and N.- W. Railway got a share of the traffic from the district now, but if the Cheshire Lines would assist in tho promotion and would consent to the scheme they would have the greater portion of the traffic. It would bene- fit Ta.rvin inasmuch as they would be able to get coal at a less cost than now. Mr. Sherwin What benefit will it be to Tarvin Y We want a railway that will come nearer with a station at Tarvin. Dr. Moreton: I quite agree with you on that point; it will be a greater benefit to Kelsall than Tarvin. but if we cannot get. all we want, we shall have to take what is offered. Air. Sherwin: Where will the station be for Tarvin? Dr. Moreton There will be a station at Duddon that will be more suitable to you. Mr. T. H. Langford: I am afraid the people have not studied the course of the line sufficiently. I thmk there might have been a deviation which would have been a greater benefit to Tarvin. If after going past the Common Faim the plans had been made to take a'course in a westerly direotion rather than an easterly one,, they would have crossed the main road on the Tarviii side of Ash- ton-iane, and thus have avoided a second cross- ing'. As it is, it will be a very little benefit to us on the whole. Mr. Ferguson said the. reason cf the present route was that it would make a difference in the gradient of 30 feet. Mr. Ikin; Is a level crossing cheaper than a bridge at a station? Mr. Ferguson: The Board of Trade will have to decide whether it shall be a bridge or a level crossing. As regards the present course of the line, we cannot alter it: we are prepared to stand or fall by it. Mr. Lea (Stapleford Hall): I should like to ask what would bo the difference in the charge for gc-ods taken on at Kelsall and Tarvin Station from that at Mouldsworth. We shall have to go a mile up the road, and we may just as well go on to Alouidsworth. Mr. FergUSon: That would have to h-> decided by the directors. We have done our best to lay out a line to meet the larger number of popula- tion, and it is the best that can be done- Mr. Parkin: Although I don't believe it my" self, some of tho ratepayers have the idea that if it does not answer it will come on the rates. Mr. Ferguson: What, a sillv idea. This is not a scheme put forward by the County or District Council, but a private enterprise, and would be an increase to the rates rather than take from them. Dr. Moreton proposed the following resolution: "That having the explanation of Mr. E. O. Fer- guson, this meeting pledges itself to do all in its power to assist the promoters and to give evi- dence befort the Commissioners, if necessary, to obtain the order and to facilitate the constructjon of the railway." Mr. Langford seconded the resolution, which was carried. Several voted against the motion, and a larger number did not vot at all, consider- ing that the scheme. as at present put forward, was of very little benefit to Tarvin.

THE RAT NUISANCE. Of all the nuisances to which mankind is sub- jected, whether in the home, the warehouse, or the farm, surely there is none more hateful and repul- sive than a rat plague. Children dread them, women flee them, and the lords of creation wage war against them. Many contrivances have been resorted to, and many remedies tried, but nothin g approaching to tbe deadliness of "Rodine," which is the invention of Mr. T. Harley, Horticul- tural Chemist, Perth, N.B., has hitherto been available. Once "Rodine" is used traps are con- t signed to the lumber room, and other expedients placed on the shelf.

INFIRMARY IMPROVEMENTS. —- A VALUABLE GIFT. INTERESTING CEREMONY. On Tuesday there was an interesting function at the Chester General Infirmary, to mark the completion of extensive alterations and improvements in the out-patients' department. Hitherto this department has been quite un- worthy of the institution. There was an old dispensary and a small waiting hall, which most inadequately met the needs of this important branch of the Infirmary's work. Thanks to a generous gift, quite a transformation has been effected. There is now a large, well-lighted and well-ventilated waiting-hall, the consulting rooms have been improved, a new dispensary has been built, and a casualty ward provided. Further. there have been effected improvements in the porter's quarters, an office being provided and a new bedroom built. The Chairman, in ins opening remarks, said their thanks were due to the great, number ci ladies who slieved by their presence their great interest m the oil Infirmary, ihey were met together to open that improved and extended department. Jbe- tween 4,000 and 5,000 out-patients were treated every year in the Infirmary, and they would therefore quite believe that there had been a great want of space. Tiie former wai-img-room was very ill-ventiiated and altogether out of date. The doctors' consulting rooms likewise were vary inconveniently arranged. Tiusa de- fects had, however, now been remedied, and a casualty ward had been provided in which patients could be treated at once. The iatter was entirely a novelty at this infirmary, and a great, improve- ment it was. Two rooms weie now availauie as surgical and denial rooms, while the dispensary was entirely new. Ail these improvements were due very much to the acc-dent ot Dr. s father having visited the Infirmary during the time that his (Dr. Pearsoiis) son was iiouse physician there. He was very pleased to wel- come Dr. Pearson's presence there that day in the absence of his father and ins father a co- trustee. (Applause.) JJr. Jfear^on had told h/.s j lather how badly they wanted a proper OUL- patients' department, and that they had no money to provide it. It was a happy thought, because Air. Pearson was co-trustee under t..« will of a Mr. Hay, who ltit a sum of money to be disposed of tor charitable objects entirely a.t the trustees' discretion. Air. Pearson very kindly said to his son "I may almost help you in tHe matter. What do you think you will require' Dr. Pearson, he thought, mentioned £ 500, and afterwards Mr. Pearson consulted his oo-trustee, who most willingly co-operated with Lim. They were, therefore, indebted, to these two gentlemen for the gift of £ 500 which had been devoted to the improvements they saw around them. He was sure they all joined in heartily thanking Mr. Pearson and his co-trustee for the valuable gift. (Applause.) Dr. Stoiterioth, one of the senior honorary physicians, congratulated the old infirmary on the important improvements which had been effected. Ho contrasted the new arrangements with the old rooms, and said they had now got a very con- venient place indeed. Their best thanks were due to Dr. Pearson for suggesting such a change, i and their thanks were also due to Mr. Pearson and his co-trustee for so kindly carrying it out. (Hear, hear.) They had now got the institution in a very comfortable condition, except that they had not got a proper laundry. The laundry was at present in the basement, where theret was little ventilation, and it was important that it should be removed. (Hear, hear.) Dr. James Taylor said the improvement would be a very great advantage to the Infirmary, and the doctors as weill as the patients would feel the benefit of it. Formerly the out- patients' department was simply wretehed. They had now an extremely good out-patients' department. The casualty ward was worth the money, because it would c-nable patients meeting with accident to be dealt with expe- ditiously. There would be no loss of time. and no undue amount of pain, which waa a very im- portant thing. Referring to the other improve- ments which have of late years been effected at the Infirmary, Dr. Taylor said the use of the ambulance and the lift, nad saved such an amount of pain that they had not the slightest idea of. The ambulance was given at the same time as the lift, and it had been one of the most valuable gifts the Infirmary had received. (Applause.) The Chairman invited Lord Arthur Grosvenor, who gave the ambulance, to say a few words. Lord Arthur said he had been through two hospitals already, and he knew what it was to feel that every little comfort and convenience was absolutely necessary for a hospital. (Hear, hear.) He was glad to hear that the ambulance was answering very well. The latest addition to the Infirmary would be weioomed by everyone. (Hear, hear.) They could not thank Air. Pearson too much for the kind help he had given to the Infirmary. (Applause.) The Mayor said it was very lucky indeed that Dr. Pearson had come there as house physician. The gift had obviated the necessity of going to the public for the money. The extension would be a great boon not only to the Infirmary staff, but to the city at large, and on behalf of the city he thanked Mr. Pearson very heartily. (Applause.) Dr Pearson was asked, by the Chairman to say a few words. He modestly asserted that they did not deserve all the thanks which had been showered upon them. Coming to the Chester Infirmary, he said, was like meeting an old friend, and when that old friend was looking younger and better it was a satisfaction in it- self. (Hear, hear.) He thought the Infirmary, with its new operating theatre, and other things, could now claim to bei up-to-date. Soni-e people had wanted a new infirmary, but a new infirmary cost a great deal of money, say £ 100,000, and if they had not got that the best thing was to bring the old one up to the best state of efficiency. He had great pleasure in seeing how thte. money had been laid out; such a lot seemed, to have been done for such a small sum. In conclusion. he expresse d his thanks to the Board and staif for the kindness they had always shewn to him, and suggested that an effort should be made to provide some sort of a rooreation-room. (Loud applause.) The Chairman said he promised Miss Addtis to rub in the laundry question. (Laughter.) They wanted about E2,000 to remove it to more con- venient premises. The company, before departing, had the pleasure of thoroughly inspecting the improve- ments.

HOW JEWELS ARE GUARDED. It is very curious to observe with what jealous car? some people will guard certain of their pos- sessions, and at the same time leave other things of infinitely more value as prey for any accident that comes along. Not many winters ago, the jewel-laden daughter of an Earl drove to a bail, guarded by four men-servants, but with her chest so exposed to the bitter night wind that she died from inflammation of the lungs a fortnight later. Most people take better care of their jewels pand money than of their lungs or liver. Why? Jewels are pretty things, to be sure: but life can be passed very comfortably without ever possess- ing anything tof the kind. Aloney one must have -at least a little of it-thou-zb to run out of it utterly does not necessarily mean immediate death. like the cessation of action of one's lungs or liver. Verily, men think all men mortal but themselves. In November, 1895," writes Mr. Robert, Lee, of Hamton I ost Office, near Lincoln, in a letter dated February 22nd, 1898. I began to get weak and low. My appetite was poor, and, the little food I ate gave me a deal of pain about the chest. I was unable to sleep well at night, and in the morning felt tired and exhausted. Mv feet be- came swollen and painful, and a tendency to gout manifested itself. I felt low-spirited, and feared I was breaking up. I remained irt this miserable condition for months, growing weaker daily, until I began to use Mother Seigel's Syrup, a medicine .f which I had Heard much praise from frienris. Its curative power soon became apparent, and once more I could eat well, ths food agreeing with me. Continuing to use the Svrup, mv con- dition improved from week to week, and it was not long before the gouty symptoms entirely disappeai-id, and my usual good health was re- stored. This is a grand showing for a man of 73 Mr. Lee's age when this letter was written. It is surpassed, however, by Air. Lee's next letter, dated July 29':h. 1904. when Mr. Lee was 85. wherein he says: I have had no further trouble with my digostion, and feel as well as ever I did in my life." People with gouty symptoms will do well to look to themselves. What cured Mr. Lee and keeps him well, will cure them and keep them well also. Gout is not an ailment that stands alone. It is a member of a dangerous com- bination. which may include affection of the heart. skin, nerves, brain, bladder and kidneys, I

I DEBATE IN PARLIAMENT I GOVERNMENT MAJORITY 61. j In the House of Commons, on Friday, the de- bate on the Address was resumed by Mr. Alacnaimara, who moved an amendment to the effect that the facts now made known in re- spect of the importation of indentured Chinese coolies into the Transvaal shew that the assur- ances given by the Government during the dis- cussion of the Transvaal Labour Ordinance have not been fulfilled, and expressing legret that nearly a year has elapsed since tiie promulgation of the ordinance without securing the opinion oi of the Transvaal on the question of the policy of the ordinance, especially since the opinion of the British Colonies generally, so far as oihcially expiassed, appears to be vigorously opposed to that policy. Labouchere said there was no doubt that the pledges given by th9 Colonial Secretary had been violated, and h0 owed it. to the House to see that those picdges were not ignored and laughed at by Lord ALlner. Dealing with the Ciunese labour question, the hon. member said he was astounded at tho statements made by Sir GilbcTt Parker with respect to the condition of the immi- -i-e coii d i', 'ori of the immi- grants. He understood from the Directory that the hon. gentleman had a very beautiful house in Carlton House-terrace, and yet he said tha.t the minors m the compounds were as well off as he was. (Laughter.) Was he ically to understand that the hon. member was wiihng to exchange his house for one of these happy compounds with the j warm bath and other extras: (Loud laughter.) The mining industry in the Transvaal was more or less of a swindle in the sense tha: the mine- owners did not make their profit out of the gold they Z-, C,t' but out of the British public, who had been their oyster. (Laughter.) Air. Worsicy-Taylor spoke from personal obser- vation of the conditions under which the coolies worked. Fiom the day they landed they were treated we.l and liberally; their compounds were large, opEn spaces, their huts were comfortable, well ventilated, fell fitted up; their food was plen- tiful and good. they were better off as to wages than the Kaffirs, and if they had not brought their wives it was no fault of the ordinance. COLONIAL SECRETARY'S DEFENCE. Jvlr. i^yttelton defended tho ordinance on .the ] ground tha,t the Government- had to meet a prao- ticaliy unanimous demand from the wlute irihabi- j tant9 of tiie Transvaal for the importation of lill- skilled labour in oider to res.tole the fortunes of the country, whioh had been desolated by wax. and to enable them to discharge a burden of debt greater than in any other Coiony. That was in- deed a strong plea. (Ministerial cheers ) Speak- ing per;sonaliv. as a matter of taste he should prefer that anyone serving him should be under no restriction, but that was not the question The question was whether he was entitled to advise the Government to voto this legislation which had taken place under the most scrupulous care, and when, as he should shew, there had been a jealous fulfilment of every substantial pledge. (Opposi- tion laughter.) CHINESE AND KAFFIRS. It was said that the employment of Chinese was interfering with the employment of Kaffirs, but the fact was that since the Chinese went there last June the Kaffir workers in the mines had 'n creased by almost 10,000. and they were obtaining a higher wage than in 1899 before the war. (Alimsteriai cheers.) It was nonsense to say that the Kaffirs had been undercut and unfairly com- pet-ed with when the effect of the competition had been to increase their numbers and not diminish their wages. (Alinisterial cheers.) Aioreover, the position of the Chinese in regard to rate of pay- ment as compared with what they got in their own country was one of comparative affluence and comfort. Further. the Chinese were not to be employed for skilled labour, and there was a penalty of £ 500 for any infringement of the restrictions in the Ordinance. If any of the Chinese were employed to do skilled labour the employer was rendered liable for that penalty. He was asked who would enforce it. and he re- plied the white men employed in the mines for skilled work. They would be the best kind of police in this respect. Under the condition of thing-, which now existed Chinese labour had supplemented but had not supplanted Kaffir labour. In addition, a higher proportion of whites labo-Lir. l?'?i a d dit i on, a hi, was now employed and their wages had risen. (Alinisterial cheers.) There had also been a great reduction in the mortality among the blacks serving in the mines, which had been reduced from seventy per thousand to forty per thousand. One of the causes which had contributed to that admirable result had been the introduction of Chinese labour. The Chinese mortality was something like twenty-five per thousand lower than the improved result obtained among the Kaffirs. The Government believed that the I opinion of the Transvaal was enormously in favour of the importation of Chinese labour, and in introducing it the Government were only carry- ing out the pledges given by his predecessor. It had been alleged that a disastrous blow had been struck at white labour, but the figures shewed conclusively that the introduction of Chinese labour had increased the use of white labour. and that proportionately there were now more, whites as compared with coloured people em- ployed than was the case in 1899. At the same time there were between nine and ten thousand moCre Kaffirs employed at this t.:me than before the introduction of the Chinese, and their waga.s had been increased. Within a few months a re- presentative Constitution wculd be granted to the- Transvaal, and if the Government were wrong there would be an opportunity of rectify- ing their mistake, but hon. member opposite knew as well as he did that there would net be a voice raised in any representative assembly against the importation, of Chinese labour regu- lated, as it wa.s. with scrupulous care. The argu- ment presented by the Opposition in that House had been temperate, and put forward in good faith. That had not, however, been the case in the country. (Alinisterial cheers.) When his hon. friends who had been to South Africa described in the House the comfort of the Chineeet in their compounds hon. members opposite oried "Agreed." but had those hon. members been agreeing to that in the country? (Ministerial cheers.) They talked of slavery anJ, the Leader of the Opposition of quasi- slavery. (Renewed cheers.) He trusted that no one of them was responsible for the circulation of one of the most infamous pictures ever issued, which represented a Chinaman in chains with a British soldier's ghost lamenting over him. (Ministerial cheers.) If a tithe of what had been said about thfs subject was tru", it was obvious bhat hon. gentlemen opposite if they name into power most sweep awav the unclean whinsr. The- Leader of the Opposition, however, when ques- honed on that point said, "Put us in and we* will tell you"; and the attitude of right hon. gentlemen opposite new was obviously different from that taken up by their supporters in the country. I REPLY TO I BRITISH ALLEGATIONS. opeaKing at the annual meeting of the South African Gold Trust, held in London on Monday Lord Harris, the chairman, said the treatment o the Chinese on the Rand had been so considerate and liberal that they heard from their agents on the Chinese coast that, m consequence of letters from the Chinese on the Rand to their relatives and friends in China, volunteers for immigration were now coming forward in good numbers without any solicitation from the recruiting agents. That, he thought, was a pretty good proof that the allegations of those who had opposed the movement in this country were absolutely unjustified. It was true that the Chinaman was more expensive than they anticipated, but the cost of maintenance, as the numbers increased, was coming down, and it was found that when things were intelligently pointed out to him, the Chinaman quite appre- ciated the advantage to himself of doing as much work as he could. There had been rumours about, not merely that the Opposition was going to put an end to the importation of Chinese, but that the Government had some idea of limiting the experiment. All he cculd say was that the employment of indentured labour was an absolute necessity tor South Africa, that it had come to stay, that it was going to stav as long as the Rand lasted, and that the early introduction of a liberal form of soil-government into the Transvaal was perfectly certain to result in a clear indication of the opinion of the Colony th" Chinese were absolutely iiecessary.

It was only 11.. question of tempeianient and slight disagreement; and them was no doubt in the minds of deceased's relations that what caused him to do this was remœ-w for wha.t had happened.
