I was brought up to love Eng'and r-nd to believe that I should be no worse an American for that. Later on, three years of student life in Oxford mado my love ot England not merely a cherished family tradition, but a deep and strong personal experience. Wheii the war broke out I was in England, through the tense mo- ments of the retreat from Mons. followed hy the definite and, as it is now seen to have been, the decisiva defeat of the Ger- mans at the first Battle of the Marne. in that October I canie home, leaving much of my lieart and soul behind me, chiefly resolved to do my part in bringing my country out on England's sido without ie. lay Or reservation. I argued that if in 1776 it would have been treason tor an ) American to be neutral in America s quarrel against England, so in 1914 it was no less treasonable for an American to be neutral in England's quarrel against Ger- many. In each case the issue was identi cal; then, for our own liberty; now, tor the whoie world's. Thank God. in the end, and before it was too late, the logic ot that argument caught up a hundred mil- lions of Americans almost as a tingle man. So far I have been personal. For the rest I would be quite impersonal. Not as an urdent friend, but, so far as I may, as an impartial judge, I would speak of what we owe to England. Wo have a much more serious and solemn thing to <<o than to pay England compliments. he have to bind ourselves to England, soul to soul, in an unshakable alliance for the peace and freedom of the world. And tot that end warmth of emotion is a poor 'uo- stituto for calmness of thought and clear- ness of conviction. When the story of the war comes to be written, and a measured judgment gained, there is no doubt, 1 think, that the supreme place in the win- ning of the victory will be on all 1-iiriii freely given to England and the BrUith Empire, and for three chief reasons: First, for her fle-et, not the Grand Fleet a!one, but all the host of ships of every type and size, in every kind of work. It would not be an overstatement to oall the British j'leet the first principle of the whole Allied campaign; the primary as- sumption upon which our successful argu- ment with Germany entirely depended. One can speak hero only in general terms. But the most careful study of the minutest operations of the British Navy, while it would stir the blood and thrill the heart to an almost painful point, would only cor- roborate in def ail what is really patent at a glance namely, that, in the last analysis, the rock on which the brutal ambitions of the Central Powers spiit and went to pieces was British sea power, meaning by British s-ea power not simply guns and ton- nage, but art and sc ience, and, above all, inheritance, tradition and morale. Each Allied navy played its part, and played it worthily. And there was need of each for the doing of the work. But the British navy gave to each one of the Allied Fleets its opportunity, held the field till each came in, kept the way open, and so made possible that freedom of the seas in which once more the world rejoices An Irishman is said to have refused to volunteer for service in the war because England had never done a thing for him. He had no reason to be loyal. "But," he was asked, ''suppose the Germans come and burn and plunder and destroy f What then?" "Oh, but they won't; they can't," he answered. "And why not? What's to prevent?" "Why, man, the English fleet; they'll never get by that!" It would be hard to find a better and more convinc- ing tribute to the silent, majestic, almost elemental power of the British Navy. ue take it, the whole world takes it, so much for granted, we count on it with such ab- solute security, that we forget it's there Secondly, because of the range of Brit- ish operations quite unparalleled in his- tory. Not only in Franco and Belgium, but in Palestine and Syria (and how can any single Christian forbear a special tri- bute of gratitude and admiration for that adventurous, valorous, skilful and com- plete campaign by which the Holy Land was freed and the Crusaders vindICated 7) —in Africa and Egypt, in India, and Italy, and Macedonia, great and memorable things were done. At the beginning of the war men's hearts were stirred by the spectacle of the whole British Empire pouring out its men and money and material, from the very ends of the earth, in the great cause of freedom. First, this tide of British Imperial power flowed in to the points of concentration. Then it flowed out again to the attck, on what was well nigh a world front in a world war, for a world peace. Never can we fail in paying full tribute to the oril- liant gallantry of France, to the dauntless spirit of the Belgians, to the undismayed and undiscouraged arms of Italy, and, dear- est of all. to the magnificent courage and temper of our own men. All did their part and all were greatly needed. Each allied force had its task and opportunity. Each seized it and fulfilled it. So, and so only, could victory be won. But on Britain was laid a unique and world-wide responsibility a.nd obligation in East and West and North and South. Everywhere she lived up to it and saw it through. Thirdly, because of the British spirit of grim, dogged, unbreakable persistence; never so much needed, never so sorely test- ed, never so finely shown as in this war. One may not compare spiritual qualities and rank one higher than the re.t. God gives special gifts to the races and families of men. And the glory of His Kingdom is found in tho totality of all the difterent gifts which all the different nations sh?U bring into it. br?f e power of indomitable adherence to a task till it is finished, without a thought or desire of recognition, with an apparent dis- like of praise and demonstration, may nob ba the Highest of God's spiritual 6Ílr. to men, but it is a power always needed and sometimes supremely necessary. And in this war it was to turn the scale. -1-fie actual development of the main conflict on the western front, the unexpected and al- most intolerable strain of living and fight- tn? in the trenches, the absolute neceMity of holding on indennite!y at every point on oinf g holdin land till the enemy gave way; that was the point of most critical import- anoe, that was the major premise of the final viotory. And here Great Britain gave what was needed. This spirit in the British is proverbial. All British history is full of it. The story of the age-long discipline by which this spirit has been sustained and perfected can now be read in a new light. It is seen to be the story of a preparation for a final test, for a final crisis which should determine the world's spiritual des- tiny. This war was a war against war; against war just at the moment of war's aupremest pomp and pride and power. The victory could not be won short of so crush, ing a defeat as would annihilate the war spirit, please God for ever, among men. The docrged, determined, unbeatable Itl. most unthinkable persistence of the British armies, yes, of the British nation and of the British Empire, proved the sure found- ation on which the Allies»could depend for their common and united triumph. These then, I would suggest as the three achievements of Great Britain, which mea- sure roughly the "nka and gratitude so justly due to her and which have given her, in the Providence of God, the leadership in our common conflict and our common victory. Her fleet her far-flung range of operations, her indomitable spirit. These are her gift? her in 4oi  ?itable sp i rit, T hese are her gifts given to the world, given wil. lingly and splendidly, but given at a tearful cost- Our appreciation of that cost is what brings us here to-day. NATIONAL LIBRARY OF 1 WALES. SOME VALUABLE ADDITIONS. I At the half-yearly meeting of the L-ourt of Governors of the National Library of Wales, held in London, on Friday, 'he Right Hon. J. Herbert Lewis, M.P-, vho presided, said that the work had been ca> ried on very successfully during the Yar notwithstanding great difficulties. The grant had been reduced by 4&00 on the outbreak of war, but friends who d.e. eired to remain unknown had placed (I large sum of mnr?ey at their disposal to enable them to secure valuabie objects. During the war their income was £ 3,200, but. tho removal to the new 'buildiiig meant a gradual increased cost to the jp- keeping of the library. They had no money to enable them to add to the salar- ies of the staff, but as t'he tesullt of an appeal to the Treasury a further grant was made of £ 4,500, and the grant of £800 ior- acquisitions was restored. A letter was read from the Prime Min- ister thanking the court f-- re-electil),l a* a member of the Council, and one from Queen Mary sending the investiture medal in silver as a gift to the National Library. The medal was. of course, struck to co:n- momoratc the investiture of the Prince of Wales in 1911 at Carnarvon, and the ha II. of the court were tendered to Her Majesty for the gracious gift. Sir Evan D. Jones, Bart.. M.P., was lip pointed treasurer until the annual meatin^ in October next. Mr Thomas Jones w; elected representative on t.he court of gov- ernors of the National Museum, ntitC place of the late Dr. Henry Owen. The report of the Building Committee stated that the total expenditure on the buildiiig account was S:107,234, against 'lri subscriptions, etc., £ 106,219, the total de- ficiency now being £2,333. LIBRARIAN S REPORT. I The Librarian (Mr John Ballinger) re ported that the library has received in the past six months many important and in- teresting gifts. Through tha public- spirited generosity of Mr A. Cecil Wrignt, J.P., the Mostyn MSS. had been presented to the nation. Mr Henry Taylor had kid- ded to his Flintshire historical collection a valuable series of papers relating to the Flintshire elections of 1837, 1842, and 1852, giving many sidelights on old-time elec- tioneering methods, and recalling famous contents between the families of Giynne of Hawarden, the Mostyns, and the Han-. mers. The Rev. A. Owen Evans, Llan- faethlu Rectory, Anglesey, had contributed 41 volumes of MS. music, being the music books of Thomas Jones, parish clerk of Llantrisant, Anglesey, born 1818, died 1898. Mr J. H. Davies presented a copy com- plete and in sound condition, of the frt Bible in Irish (London 1685; quarto, 1,142 pp.). This first issue was the Old Testa- ment only. A copy of the Welsh Bible .,f 1727 {o:r. only), presented by Mrs Whel- don, of Carmarthen, formerly belonged to Daniel Rowland, of Llangeithio, who wrole his name in it in several places, Daniel Rowland, his Book, 1773." The name Sarah Rowland also occurs. The purchases from the special book fund include a series of 106 original letters written between the years 1674-1684 by Sir Robert Leoline Jenkins, Secretary of State to Sir Richard Bulstrode, envoy at Brus- sels. The letters give news of political events, and contain references to the Prince of Orange, the Dutch Treaty, the Peace with France, the Duke of Monmouth, md many other matters of State- Sir Leoline Jenkins was a distinguished Welshman, who by his will gave large endoN:4!-ients 10 Jesus College, Oxford, and to the grammar school at Cowbridge, of which town he was a native.

WELSH UNIVERSITY REFORM. SCHEME SUBMITTED TO TREASURY. The scheme for the reconstruction of th University of Wales, framed by the Royal Commission, hios now been forwarded to the Treasury together with th? proposals of the University Court and the conference )f Welsh Education Authorities. The scheme has been approved in principle by these bodies, and only two or three matters re- main for consideration, one of these bein;t the question of higher research in connec- tion with agriculture, and the choice with regard to that as between Bangor and Aberystwyth.

SPORTING ITEMS. I The past season has not been profitable to tile Football Association, who&e balance sheet shows on general account an excess of expenditure over income of L545. The big athletic carnival organised by the Y.M.C.A. attracted Prince Albert and fully 5000 spectators to the Stamiord Bridge ground on Saturuay afternoon. The two chief features of the sport wore the easy victori es of the little Frenchman, Djobelia. in the Marathon race, a.nd the wonderful running of H. Edwards in tie sprint handicap. A Bury St. Fdmtirfdo messa-ge states that- Tom Sullivan, ex-champion sculier ot ICiigiand, has made a wager to row from Dover to Calais unaccompanied by any erat t. He will use the boat in which he rowed against Sam Emmett on the 'i hameu. The water-polo match between Cam- bridge University and Richmond, in Leys Suhooi, Bath, on Saturday, was stopped abruptly by an unuuual incident. Tiie net deiended by Hett, the Light Blue goalkeeper, suddenly tell on him, and kept him under water. It was with difficulty that he waa cxtrioated from the net, but he was saved from drowning at practically the lact moment. Everyone was hot in Blackpool on Saturday, and the hottest were the specta- tors at the semi-final tie of the Lancashire Senior Football Cup. It was really too hot, of course, for football. Only Hot- teiit-ots could play the game in comfort, in 6u.ch a temperature. Still, the rival teams, Liverpool and Blackpool, did their be-st., the LIN-erpudilatis scorttig the only goal of the match. Fields panned out shockingly bad at the opening stage of the York Spring Meeting, on Monday, as one event re- sulted in a waJk-over another had to be declared void for lack of runners, while the four contested races yielded fifteen competitors. Aseries of matches were decided last week between the University Codlege of Wales, Aberystwyth, and the University Coliege of North Wales, Bangor. At Aberystwyth the Bangor men students won at tennis (five events to four), and also at cricket (79 runs to 50). but, play- ing at Bangor, the Aberystwyth women students beat the local 'Varsity women students at tennis by e:ght events to one. Aberystwyth Bowling Club are arrang- ing an open competition for Monday, June 8th, and following ciays, when two silver cups will be offered for competition. Mr Horace Blew, the well-known WeLli international full-back, who was recently elected a member of the Wrexham Town Council, intends to propose at the next meeting that the public parks bowling greens shall be open for playing on Sunday afternoons. At a general meeting of the Rugby Football Union, on Monday, it was stated that twenty-five International players, among them seven of those who played in 1914, had made the great sacrifice in the war. Mike Honeyman, of Plaistow. and Sea- man Hall, of Chatham, fought twenty fast three-minute rounds at The Ring, on Monday afternoon. The East Ender won on pomtB. The predominating opinion among pro- minent players (says R. Endersby Howard in the Daily Jf ail) seems to be that the sixe of the golf hole 6tands in need of re. vision, and that the change should be in the direction of making the hole smaller rather than larger. At a meeting of the Northern Union Football League, at Huddersfield, on Tuesday, it was decided to roeommemd that clubs should charge for admission to League matches a minimum of 7d, phis 2d tax, and for boys 2d. plu tax id. There is really no one to challenge the supremacy of Miss Cecil Loitah in women's golf. Though she has been engaged in war work during the past few years and has had little or no practice, the respite has undoubtedly done her game good. H. H. LLANDUDNO TRAIN SERVICE. RESTORATION OF SUNDAY I ARRANGEMENTS ADVOCATED. At the meeting of the Llandudno Urban Council on Friday, Mr Vollaw presiding, the Golf Committee's report was sub- mitted, :n which it was stated that the professional, Mr Tom Jones, had now been demobilised from the Army and entered upon his duties on the Council's golf links. About 100 members had now rejoined the Golf Club, and the com- mittee wero looking forward to a very successful season. The Golf Management Committee desired to (-all the attention of the Council to the facilities for Sunday play on the links. Mr Chantrey. in moving the adoption of the report, said the committee did not quite know where they stood with regard to Sunday play on the links. People wero playing there on Sundays now, and if they were not allowed, some drastic steps would have to be taken to stop them. Mr D. H. Williams said he would be soi ry to think the prosperity of Ltan. dudno depended upon the golf links and the running of trains on Sundays. Mr Arthur Hewitt seconded the adop- tion of the committee's report. Mi f L. Evans said that if Mr D, H Williams would propose thar no Sunday golf be permitted he would second it. Mr Bone pointed out that there was a resolution on the books with regard to Sunday golf during the war: and as soon a*, the war was over and peace declared, that resolution would Iare and things would resume their normal condition again. LLANDUDNO'S HANDICAP. I Mr W. S. Williams proposed a resolu- tion to urge upon the L. and N.W R. Co. the urgent necessity of providing "railway passenger facilities on Sundays for the accommodation of visitors and resi- dents, and requesting the Company to re- ceive a deputation from the Council in support of the resolution. Mr Williams said they would not complain if the Sun- day train service on the main line was abolished; but it was felt that under the circumstances Llandudno wag placed at it great disadvantage as compared with Col- wyn Bay and Rhyl. its chief competitors, which had a convenient service of trains on Sundays. Since the Sunday service to Llandudno was inaugurated the town had progressed much more rapidly than it did in the previous ten years. It was not that people were so keenly anxious to travel on Sunday, but they liked to feel that the facilitie-t existed in case of need Tho train. were very useful also for milk an4 parcel traffic, especially perishable goods. Milk had now to be brought by road from the Junction, and the perish- able goods had to lie at the Junction until Monday morning. Visitors also objected to the expense, delay and annoyance in having to hire vehicles to convey them to and from the Junction. The motor bus was helpful and the Silver Motor Com- pany were to be commended for provid- ing a 'bus service, but it was not like a train service. House agents could testify that would-be tenants of furnished houses at Liar dudno hesitated to make contracts until they knew that the trains on Sun- days would be restored. With regard to the question of Sunday labour, it could not be denied that on an average—even in the winter months—more persons were working on Sunday now that the traina were not running than would be the case if the trains were ^running, in connection with conveying passengers to and from the Junction. Mr E. E. Bone secon ded the motion. The Clerk read a letter from Mr H. Thompson, District Superintendent of the L. and N. W.R. Company, statmg that it was proposed to resume the Sunday ser- ticfl of train,* between Llandudno and the Junction, commencing July 6th next, for the summer months. After some discussion it was decided to refer the matter to a sub-committee con- sisting of Messrs Robert Roberts, E. E. Bone and W. S. Williams, to consider what action should be taken with a view of securing a limited Sunday service of trains all the year round. NEED FOR QUICKER MAIN LINE CONNECTIONS. Mr Arthur Hewitt called atten- tion to the inadequate train ser- vice to Llandudno, and suggested that strong representation should be made to the L. and N.W. Railway Company on the matter. There should be a muoh quicker connection with the main line. Mr W. S. Wilkianu in supporting the motion, said that one train thrived at Oolwyn Bay at 11.13, but did no reaoh Llandudno until 12.10. The 1.42 p.m. train at Colwyn Bay did not arrive at Llandudno until 2.25 p.m., and from the other direction a train leaving Conway at 4.50 p.m. did not readh Llandudno un- til 5.45 p.m. Mr Bone said that sometimes sufficient time was fspent in making the journey from C-olwyn Bay to Llandudno, a dis- tance of seven miles, as it would bake to go to Chester. He had got off the train at Colwyn Bay and come by tram-car to Llandudno, and rmvih ed his office before the train got into Llandudno Station. The motion to appoint a committee tc go into the matter was carried unani- mously, and the following were appoint- ed to constitute the coinn-tittee:-Mesers Robert Roberts, E. E. Bone, and W. S. Williams.

NORTH WALES I DISABLEMENT COMMITTEE. I Lord Kenyon presided a.t a meeting of the Joint Disablement Committee for North Wales, held at Chester, on Satur- day. MEAT FOR COLWYN BAY I AND LLANDUDNO. CARNARVON BATCHER CHARGED 1 WITH BREACH OF REGULATIONS. Proceedings on ait many as ten summon- ses were instituted by the Divisional Food Commissioner for North Wales at Carnarvon, on Monday, against Catherine Jane Jones, butcher. Palace-street, Car- narvon, for contravening certain regula- tions affecting the sale of meat. The first three summonses) charged the defendant with having sold meat by wholesale on three dates to Messrs Owen and Son, butchers, Llandudno, the latter not -,eing registered with her as retailers. Mr Nee, who prosecuted, said that the defendant was a wholesale and retail deal- er in meat. According to the Food Con- troller's scheme cf distribution, a whole- sale dealer would have a sufficient supply for his district, and no retailer could cteal with a wholesaler without a permit. f, therefore, a wholesaler sent away the sup- ply which was intended for his town, then it became a hardship upon that town, and it was equally unfair for a retailer at a distance to obtain more than he was en- titled to. In March, 1918, Mrs Jones was licensed as a wholesale dealer. On the 20th February last, she supplied to Messrs Owen and Son, Llandudno, 1301bs. of beef, on the 28th 1361bs. of beef and 16 £ !bs cf mutton, and on the 7th March she sent the carcase of a calf, weighing 1031bs., to the same firm, the whole transaction amounting to £37 11:> 8d. Mr Potts, manager to Messrs Owen and Son, s/iid he telephoned to the defendant for meat as they were in a dilemma. They could do with twice as much meat as they got. Mr R Roberts, for the defence, submit- ted that Carnarvon suffered from no short- age of meat at the time to which the sum- mons referred. Mrs Jones had been in business for 46 years, and had transac- tions representing thousands of pounds with ^Messrs Owen. If defendant nad buried the meat instead of putting to pro- per use it would probably have been 'he very thing to suit >:he food officials. More- over. She wus next charged "with semding from Carnarvon without a permit 1601 ba. of beef to Messrs John Jones and Son, Colwyn Bay, on March 1st; a carcase of calf, 1031b?., on March 6th; and three legs of pork and 251bs. of mutton on March 7th- Messrs Jones were not registered with the defendant Mr W. Page, manager for Messrs Jones and Son, said that he had no proper 'e- cord of the transaction. On another summons, the defendant was charged with selling the c-arcasc of a calf to Messrs Owen for 9s 4d per stone instead of 7s, which was the maximum price. A similar summons, issued in respect of a calf supplied to Messrs Jones, Colwyn Day. was withdrawn by the prosecution. The remaining summonses charged the defendant with neglecting to keep records of dealing in dead meat and of records (,f live stock and meat bought or acquired for her business. The bench convicted on eight summons- es, and. fined the defendant 10 guineas, in- cluding costs, with 5 guineas allowed for advocate's fee.

During his career he haa won many Open Com- petitions for Housing and Public work, including the Royal Weteh National Eie- teddfod Prizes in 1906, 1910, 1912; and a third and Highly Commended award in the recent Local Government Board end Royal Institute of British Architects' Na- tional Housing Competition. Messrs Longden and Jones have, we understand, been appointed Architects for the Hous- ing Schemes under the Conway Borough Council, and the Llangefni Urban Dis- trict Council.
