Writing to a daily contemporary, Dr. Philip J. White, of the Univcirsity College, SfQ.tea --It Tias been use and wo/jt among Continental na- tions when threatened with war or about to engage in it to summon those of military age residing abroad to the Colours. Those who c!o not respond to the call are regarded as desertei's. and are dealt with accordingly 1M opportunity offers. Before the emigration of eligibles was stopped—too late, however—by this country it appears that emigration went on apace. Why should the nation not summon baok its eligibles who have escaped so far from choir obligation to rve If they fail to return to serve within a reasonable time let them be regarded as de- sertera. Why should they return after the ivar1 after having enjoyed immunity from its dangers, after having dorse nothing to help, and take ad- vantage pf aaiy good things that are going? A ouarsc- like this is not fair; it is cowardly and parasitic. I have suggested a remedy, and, if possible, let us move. STRICT OBSERVANCE OF LIGHTING RE- GULATIONS. A correspondent writes, Practically all the cases dealt with at tthe Appeal Tribunat at Bangor, on Monday, were from this district, being appeals made by the Military Representative against exemptions granted by flhe looal Tribunal. In a oaae of a < married man, aged 39, who has a family of seven cuiloren, all under 13, find an ailing wife, the appeal of the Military Representative was dis- allowed. While admitting that the appeal by the Military Representative was somewhat super- fluous, the a-oting Military Representative, Major Roberts, commented on the remarks of the local Tribunal, and said that they did not have the courage of Uioix convictions in granting this man more than a short period of exemption. It ought to be pointed out, however, that although only a "tempora;ny" exemption was granted by the local Tribunal the local Military Representttive appealed against it, whereas if absolute exemp- tion was granted by the looal Tribunal, what bot'be»r off would the man have been with it?"
