THE CHAMBER OF COMMERCE.(
THE CHAMBER OF COMMERCE. ( THE annual report of the executive body of the Llanelly Chamber of Commerce furnished to the annual meeting of the Chamber on Friday evening last, and reproduced in another column, discloses an excellent condition of vitality of the body entrusted with the advancement of the commercial well-being of this community. The steady, healthy and useful progress of the Chamber during recent years is one of the most gratifying facts in the history of the town, substantial guarantees being offered in that progress that the commercial interests of the borough and district will be faithfully and energetically advanced. During the year which closed on Friday evening last, the activities of the Chamber were more than ordinarily con- .'1 spicuous, tne ttiscussions conducted under its auspices and the resolutions sealed with its imprimatur comprehending a variety of questions of local and imperial girth, and affecting for good in no small degree, the administration of the town in a number of directions. We have nothing but commendation for the width of its outlook, the vigilance of its watchfulness, and the promptness of its iuitiativeness. In each of these three particulars, the Chamber has been singularly prominent in the past year, a prominence due largely to the effectiveness of its administration by the gentleman in authority. Mr. DAN WIMJAMS, i who retires from the presidency after three years' service, and Mr. F. N. POWKLL, tho hon. secretary, 'Vhose business-like ha,bita have been of immense assistance to the council, deserve speoial mention for the excellent work which both have rendered to the Cham ber. In the ensuing year another able an;! gifted commercial man in the person of Mr. GWIIA-M EVANS will have the direction of affairs, aud with returning healthjwhich wehope to see fully restored shortly, he will, doubtless, worthily and successfully follow in the footsteps of his predecessor. It is to be hoped that at an early date the executive body will be able to make arrangements for an extension of accommodation for the use of the Chamber. The existing room is woefully in- adequate to meet the requirements of the large I and influential body into which the Chamber has grown, and it seems to us that the executive should regard this question not merely in the light of one that should be settled immediately a favourable opportunity occurs, but a question of urgency for the solution of which opportun- ities should be either accelerated or created.

THE PILOTAGE QUESTION. I FOR the space of two years or moro the Llan- elly pilots have been kept in suspense m rela- tion to the course which the Harbour Com- missioners intend to pursue in reference to the conditions of the pilotage in this hdrhour. It will bd remembered that some years ago new bye- laws were formulated in which a provision appeared making the pilotage of the port non- compulsory. Those bye-laws, however, still await confirmation by a judge in chambers, and in the absence of that confirmation they must necessarily be inoperative.. The question was raised on one occasion before Mr. Justice KENNEDY, who was indisposed to sanction the confirmation in the absence of any provision by the Commissioners for compensating the pilots for the loss inevitably sustained by the withdrawal of a definite and exclusive right to the pilotage of the port. The Commissioners, however, are apparently indisposed to make provision for compensation ou the lines suggest- ed by Mr. Justice KENNEDY, and for two years the question has been hanging fire, the pilots meanwhile being kept in a state of suspense, from which it is not unreasonable they should pray to be relieved. It seems to us only fair that some definite decision should be come to, in the interests of the pilots, and for the reputation of the Commissioners, At the meeting on Monday, a letter was read from the legal representative of the pilots directing attention to the propriety of the much-vexed question being settled without further delay, together with a promise that if the Commission- ers were indisposed to proceed further for the necessary confirmation, that the pilots would undertake to bear the costs incurred in their opposition to the application made by the Commissioners before tha Judge. We believe a feeling is growing on the Commission that any further prolongation of the delay would be alike indecent and unbusinesslike, and we are hoping to find, therefore, at an early date a definite decision come to. From the pro- ceedings of the Commissioners ou Monday, it was obvious that the suspense and uncertainty of the existing vogue are responsible for no inconsiderable amount of dislocation of the pilotage arrangements, and this dislocation must necessarily deepen as the period of delay is extended.

THE LIGHTING OF THE CHANNEL. AT Monday's meeting of the Harbour Com- missioners, Mr. COOMBS, one of the new mem- bers, brought to the fore the important question of lighting the channel, and thus making Llanelly a twenty-four hours' port. The im- portance of this improvement cannot be over- estimated. It goes to the root of the conditions of prosperity underlying the management of the port. We are rejoiced, therefore, that Mr. OOOMBS has taken the matter in hand, especially in view of his declaration that in consequence of the primitive limitations of navigation in our channels, thousands of tons of shipping are dealt with at Swansea. Our readers will, we are sure, join with us in expressing the hope that Mr. OOOMDS will keep this question constantly in front, for we have abundant testimony on all hands that in the satisfactory solution of this problem lies the hope of a large extension of our shipping tramc. An objection was raised at the meeting referred to, arising out of the fact that the work will incur a considerable expenditure which cannot be undertaken until the new projected loan is negotiated. Mr. COOMBS, however, is of opinion that a section of the scheme may be carried out in the absence of the financial re-adjustment which, it is hoped, will soon be effected, his contention being that the increased traffic and the consequent increased revenue would cover the cost, or at least, the interest on the cost involved in giving effect to the proposal. Mr. FOWLER, the resident engineer, is to report on the question at the next meeting of the Com- missioners, and we are living in the hope that his report may be of such a character as will warrant the Commissioners in initiating the work at once.

At a meeting of the Llanelly School Board held on Tuesday, the recommendations of the School Manage- ment Committee were confirmed ns follows :— BIOYH GIRLS' SCHOOL. It was decided to call the attention of the Attend- ance Officer to the children that ha.d teft the above school without pasxiug the required standard. COPPBRWOKE3 BOYS SCHOOL. It was resolved to transfer Alice Boultoa and Edith Mills to Copper works Boys' School as Bx-P.T.'s, and also to call the attention of the head teacher of the Girls' School to the fall of percentage in attendance. DAFKN SCHOOL. The attention of the managers is required to the delay in forwarding the report to the meetiug. It was also decided that an increase in the ex-p.t.'s salary be allowed. Howbeit, the Llanelly ex-captain, 3f. N. Powell, was unable to be present, and thB visiting team were no doubt weakened by his absence. Swansea went in first and were disposed of for 53.
