STRANGE DISAPPEARANCES. An unnecessary sensation has been made in Paris out of the disappearance of a young priest; but at the same time it is r, somewhat remarkable, and possibly a little 4iseoncerting, that so many people should disappear without any trace of them being found. Many, no doubt, emigrate for good reasons from their own point of view, while others commit suicide; but these causes do not explain all the cases where people •vanish as completely as if they had never existed. Of all such incidents which .have been reported, there is no story more strange and mysterious than that of the young German surgeon, named Muller. who by one achievement may almost be iSaid to have inaugurated a new era in "the transmission of correspondence from a seat of war. On the second morning after the fall of Metz, there appeared in a London paper a brilliant description of the event, which it wae supposed could lave come only from the pen of Arohibald Torbes, at that time in the height of his fame. But the work was not his, That :redoubtable correspondent soldier had been excelled by Muller, who, while the other correspondents were writing their dis- patches, rode out of Metz and took the road to Esch, an unimportant village forty miles away. How he got his long tele- gram dispatched from this place was never known, but somehow he did it, and from that moment he was never seen again.

THE GROWTH OF HEATHER. I It is pointed out by The Times," that the nearest parallel to the fable of the phoenix is to be found in the growth of heather. After a period of from six to twelve years, varying in duration with the nature of the soil, the evergreen heather deteriorates, and the usual practice has been to burn the heather in strips at some time during the summer or autumn. Only the roots remain, and from them the new and more beautiful plants arise to delight the eye of man, and to afford winter pasture for the mountain sheep. Of late, however, a heresy has been gaining ground with regard to the renewal of heather, the theory being that if the plants were merely singed, they would grow again more readily. The practice has accordingly been adopted of setting fire to the heather in winter, when the plants are wet, and only the leaves Are consumed, but, according to a corres- pondent of The Times," the result has Been far from satisfactory. The heather instead of being renewed, has been killed, and at the present moment thousands of acres on the hills of the Border Counties of Scotland are lying bare and desolate, and for many years must so remain. It would therefore appear that in this matter, as in many others, the old experience tran- scends the new theory.

MOUNTAIN CLINBING. 1 Dr. Workman, who relinquished his medi- cal practice on account of ill-health, has added to his achievements the ascent of a peak in the Kasmir, over 23,000 feet high. One gathers from the brief tele- gram which announces the fact that he was accompanied by his wife, as well as by Italian guides and porters. If this kind of thing goes on, it will soon be said of the Himalaya and adjacent mountains, as was said of the Swiss peaks, that nearly all of them have gone through the three stages of being pronounced first utterly unaccessible, secondly practicable but dan- gerous, and thirdly a pleasant excursion for ladies.

MAJOR LENFANT'S MISSION. I It is rather gruesome reading that the trading companies between Lake Chad and the Congo cannot employ the natives in a large part of that territory because they are cannibals, and difficulty is experienced in providing them with food. MajorLenfant, whose expedition was to leave France at the end of this week, has set for himself the task of exploring this little known region, and hopes to abolish cannibalism by opening a new trade route, which will facilitate the introduction of cattle from other districts. In all probability he will succeed, and will afford to the world another example of the benefit which any civilised Power is able to confer upon a barbarous people by bringing them under active European rule. Britain, while ex- tending her own territories, has done much for the cause of civilisation and humanity, and the entente cordiale has enabled us to realise even more fully than before that our neighbours on the other side of the channel are equally qualified for the per- formance of this great work.

PRISONERS ON BAIL. I A good deal of respectful attention has been bestowed upon the Home Secretary's circular to magistrates on the subject of releasing prisoners on bail. No doubt for some little time the instruction will be observed, but it cannot be forgotten that this circular is not the first that has been issued from the Home Office on the subject, and that those previously published have had very little permanent effect. That the evil to which Mr Gladstone refers actually exists cannot be denied, for the criminal statistics for 1904 shew that no fewer than 18 persons were acquitted after being kept in prison at least four months. That such imprisonment involves gross injustice is evident, yet during the past five years there has been a decrease of rather more than three per cent in the number of accused persons admitted to bail. No doubt there is an apprehension on the part of magis- trates that if they admit more people to bail some of them will be missing at the assizes or quarter sessions, but, apart from this danger, the evil is not one which can be wholly removed by the more frequent granting of bail. The real remedy is that which has been advocated on several oc- casions by the Bar Council, viz., a change in the circuit system, which will admit of assizes being held more frequently. When we read that in some assize towns there are only half-a-dozen prisoners in a year, it is in that case evident that by a re-arrangement of the circuits the more frequent trial of prisoners could be made practicable.

HILBY, Esq OCCASIONAL LICENCE.—Mr Evans, of the Cardiff Arms, Usk, was granted an occasional licenc3 for the Cricket Field, on September 5th, for the Football Club sports time, noon till 9 p.m. I RADN' HIS LICENG8. I Stanley Fisher, an engineer, was summoned for failing to produce his licence to drive a motor bicycle, when requested to do so by P.S. Sheddick, at Usk, on the 8th August. Defendant did not appear, and P.S. Sheddick stated that he served the summons on him at New Inn, Pontypool. Witness saw him with a motor bicycle and trailer at Usk at 3.5 p.m. on the date named, and when he asked for his licence he said he had not got it with him. A couple of days later defendant shewed the licence to him. The Bench spoke strongly on defendant's contempt of Court by not attending, and ultimately decided to adjourn the case for a fortnight to compel him to attend, by warrant if necessary. Just as the Court was rising, however, defendant's father, who bad failed to previously locate the Court-room, appeared and asked for his son to be excused attending as he was in Dublin on a piece of engineering work, and in mitigation of the offence he quoted the recommendation of the Royal Commission that where a defendant produced his licence within two days the fact should be considered in the penalty. The Chairman said the Bench had nothing to do with Royal Commissions, but Ultimately, after again referring to the offence of not appearing in answer to the summons in the King's name, the defendant was let off on paying the costs (4s 6d).

I NEGLIGENT RIDING.-Edgar Powell, Lydney, sued Oliver Green and Stanley Wilce, of Cinderford, for £1 159 damages, caused through the alleged negligent riding of the defendants.- Mr Berthon was for plaintiff, and Mr Evill defended. -Plaintiff, who was riding a bicycle slowly down High-street Lydney, alleged that defendants came around the corner of Oxford- street and collided with him.—Two witnesses gave evidence to that effect, and judgment was entered for plaintiff.

MONMOUTH. POLICE COURT, FRIDAY. GROSS CRUELTY TO A MABB AT BRYNGWYN. Silvio Mignacca, an Italian ice-cream vendor, of Cross-street, Abergavenny, and three of his employees- Pietro Partigianoni. Pietro Rossi, and Gabriele Bisanti-were charged with cruelty to a mare at Bryngwyn, near Raglan, on Bank Holiday. Elijah Davies, general dealer, Abergavenny, said he hired two horses to Mignacca to go to Raglan. One, an aged grey mare, was in fair working condition, but on being brought back early next morning she showed signs of gross ill. treatment. She had thirteen cuts about the body and legs, and three cuts on the neck, which were still bleeding. He had lent Mignacca a whip, but when it was returned the end had been beaten off. exposing about a foot of wire, which had apparently caused the wounds. P.S. Jones, of Raglan, said Mignacca and Par'igianoni passed through Raglan at nine p.m., having been to Monmouth. The mare then was in an exhausted condition, but bore no marks of ill-treatment. An hour later, however, he was fetched to Bryngwyn, when he found the mare had been severely beaten. He found six fresh wounds on the hind leg and near the pin bone. Next morning he went to Abergavenny, and again saw the mare, when she was in a much worse condition. The wounds had increased to thirteen on the body and legs, and in addition there were several on the neck and one on the face. Rossi and Bisanti had fetched the mare from Bryngwyn during the night, and were alleged to have caused the additional injuries. George Alfred Lane, a coachman, and Charles A. Powell, a young farmer—stated that in con- sequence of Mignacca's cruelty to the mare when passing Bryngwyn they took the animal out of the cart and sent for the police. Mignacca and Partigianoni then ran away. The mare was utterly exhausted, and when released from the cart fell down in the roadway. The defence, conducted by Mr Herbert Williams, Monmouth, attempted to show that a party of Bryngwyn young men threatened to rob the defendants. The Bench fined Mignaoca 10s and costs (Xi 13s 6d), but considered the evidence incom- plete against the other defendants, and they were discharged, COUNTY COURT, TUESDAY. Before His Honour Judge OWEN. RIGHT OF WAY CASE AT SYMONDS YAT. Mrs Henrietta Bayliss, of Worcester, claimed £ 1 damages from Mr John Ballinger, Symonds Yat Hotel, for breaking down a fence she had erected across the footpath.—Mf Herbert Williams.. solicitor, represented plaintiff, and Mr J. Corner, barrister, the defendant. Evidence was given by Mr Ballinger, Mr Saunders, a constant visitor for 35 years, and Henry Williams, an old resident, that the path had existed within living memory, and led to where formerly was a ferry. Plaintiff called witnesses to show that the path was used only by ocoupanta of a certain cottage. His Honour held that a public right of way had been established, and gave judgment for defendant, with costs.

PONTYPOOL. POLICE COURT, SATURDAY. POOR LAW CASES.—Benjamin Linney, collier, Pontnewydd, was summoned by the Pontypool Guardians for arrears of maintenance. He was ordered to pay within 14 days, with the alternative of 14 days' imprisonment.—George Cooke, collier, Pontrbydyrun, in respect of the maintenance of his father, was ordered to pay Is per week. REFRACTORY CONDUCT.—Joseph Parfitt. 33, and John Wilson, 50, tramps, were charged with refractory conduct at the Pontypool Workhouse.— Mr E. J. Spooner, labour master, said both defendants refused to do their task of stone- breaking. Both were sent to prison for seven days. Wilson tendered the excuse that he could not break stones because he had only one eye. DRUNKENNESS.—Mark Harvey, haulier, Cwm- ffrwdoer, was summoned for being drunk at the Cwmffrwdoer Inn, Pontnewynydd.—P.O. Sbott said that at 9.15 p.m. on August lltb he saw defendant asleep at the inn. When witness put him on his feet be fell to the ground.—Defendant, who denied being drunk, was fined los,-Jobn Sutton, labourer, Pontnewydydd, was also fined 10s fon being drunk and disorderly ac Pont- newynydd.—Mary Stephens, married, Pont- newynydd, was fined 10s for being drunk and disorderly at Pontnewynydd. ASSAULT.—John Cooper, labourer, Sebastopol, was summoned for assaulting Richard H. Williams, of the Church Farm, Patiteg.-Prosecutor stated that on Sunday evening he was going from the Church Farm to his Llanthewy Farm, when he saw three men trespassing on his land. He asked the men to go back. Two of them did so, but Cooper would not and threatened witness. Defendant afterwards struck him.—John Rosser, farmer, corroborated.—Defendant admitted the^ trespass, but denied the assault.—A fine of £ 1 was inflicted.

The Ice-Cream Danger. On Saturday, Mr E. LI. Reece (deputy coroner), held an inquest at Penarth, concerning the death of Aubrey Porter (8) son of Edwin Porter, farmer, Abergavenny. The child was staying with his aunt, Mrs Emma Probert, who lives in Coastguard- lane, Penarth, and she stated that on the previous Wednesday he was seized with sickness, and thinking he had caught cold she put him to bed. He said he had been eating ice-cream but would never eat any more. He became worse, and on Friday morning she sent for a doctor. Deceased's half-brother, George Thomas Sweetman, said that he and the deceased ate ice-cream at a barrow on the beach on Wednesday afternoon. Dr Jones stated that the boy's death was due to irritation of the stomach and intestines caused by the ice-cream. The Coroner said that surprise visits ought to be paid to such barrows and samples of the cream should be taken for analysis. The jury returned a verdict in accordance with the medical evidence, and asked the Coroner to communicate with the Plymouth Estate and the Penarth Urban District Council with regard to the prohibition of the sale of ice-cream on the beach except from the shops.

The Brecon Chauffeur and the Duke of Connaught's Mishap. It is stated that the Chief Constable of Hereford- shire has withdrawn the charge of negligent driving preferred against Walter Henry Hood, a chauffeur, whose car collided with the Duke of Connaught's motor-car when his Royal Highness was proceeding from Monmouth to Rhayader.

I The Cuban Rebellion. I New York, Friday. An Havana despatch says that the Government troops and rebels are now fighting forty-five miles from Havana.

An Essex Tragedy. In connection with the discovery of the bodies of Mr and Mrs Watson, at Basildon, Essex, yester- day, two labourers were to-day arrested on suspicion of murder.

Railway Accident at Shrewsbury. Two passengers were injured at Shrewsbury last night by a North Western train striking two coaches which fouled the line.

North Pole Balloon Expedition Abandoned. I Copenhagen, Friday. A despatch from Spitzbergen says that Mr Wellsman has abandoned for the present year his attempt to reach the North Pole by balloon.

I Big Blaze in Birmingham, Messrs. Beardmore's bedstead factory, Birmingham, was de- stroyed by fire to-day; the damage is estimated at five thousand pounds.

Forest Fires near Toulon. I Toulon, Friday. Three soldiers have been burned to death and thirty injured in attempting to extinguish forest fires near here.

Death of Sir F. C. Alston. Sir Francis U. Alston, formerly chief clerk at the Foreign Office, died in London, to-day.

Earthquake Shocks Continue. I A Valparaiso cable to the Pacific Steam Navigation Company says that shocks continue. We are feeding and housing thousands of refugees. The Company's sailings are arranged satisfactorily.
