POPULAR AMBASSADORS. Although the process will be slow, yet the time is probably approaching when the United States will compete with Britain for the supremacy at sea, and it is there- fore well that we should make the most of every guarantee for peace between the two countries. One of the most effective of these safeguards is to be found in the fact that the States have sent to us from -time to time ambassadors who have become as popular in this country as they are at home. The last of them, Mr White- law Reid, is a worthy successor of his distinguished predecessors at the Court of t. James, and one cannot but cherish the hope that while we have among us -men who are as much of ourselves as Xowell, Choate, and Reid. there will not 'be war between the two great English speaking nations. The compliment the ^States have paid to Britain in sending as -ambassadors their most honoured sons has "been followed by Japan. Baron Komura Has incurred some temporary unpopularity in Japan, owing to the result of the peace Degotiations between Japan and Russia. The average Britain, remembering the defi- nition of a dil l,matist as an honest man sent abroad to lie for his country would mot think any the worse of Baron Komura if he had been worsted in a contest of bluff and cunning; but it appears from the Tecent statements of people who ought to -know that he acted throughout under in- structions, and obtained for Japan all that the Government expected to obtain.
