THE RAW COTTON SUPPLY. The scarcity in the supply of raw cotton, :from which the manufacturers and opera- tives in Lancashire have unhappily suffered, will not be altogether without compensation if it causes effectual efforts to be made to prevent the re-currence of such a calamity. A remedy, it seems to be agreed, can be found by the cultivation of cotton in British colonies, and it is gratifying to know that the subject is attracting increasing interest. Sir Edward Grey, M.P., has added the weight of his opinion to the testimony of those who declare that the remedy is prac- ticable, and, at the meeting over which he presided, there were many present who have had experience of colonial industries, to- gether with several representatives in Parlia- ment, of manufacturing towns in Lancashire and Yorkshire. The difficulties, Sir Edward Grey thought, would be mainly those of labour, and means of communication. The latter point resolves itself into a question of railways, and the Government could scarcely refuse to assist such a development, even if it were reluctant to contribute-a thing which we have no reason to suppose. As to labour, there could hardly be any diffi- culty. In all the colonies there are natives on the spot who might be employed, and if the supply were insufficient it could be aug- mented with coolies from India. Whatever objection may be felt to the employment of Asiatics in South Africa, it is not at all likely that there would be any serious op- position to the employment of native Indians lor the cultivation of cotton in tropical countries.
