I Election Hftfcresses* gO ROUGH OF CARDIFF. GENERAL ELECTION, 1910. TO THE ELECTORS OF THE UNITED BOROUGHS OF CARDIFF, COWBRIDGE, AND LLANTBISANT. GENTLEMEN— In response to the unanimous invitation of the Conservative and Unionist Party, I have the honour to offer myself as a Candi- date at the forthcoming General Election. The present political crisis is undoubtedly the most momentous that this country has ever been confronted with, as the issues I involved are most serious and far-reaching I in their consequences. HOUSE OF LORDS. Wtutst I strongly advocate the reform of;, the House of Lords in the direction of making it more democratic. I maintain that a second Chamber is absolutely necessary to safeguard the rights and liberties of the people of this country; in case of die- agreement between the two Houses the people must decide. No person should be allowed to sit in the House of Lords by here- ditary right only. LAND REFORM- Any legislation in favour of increasing the number of freeholders, financial support being given by the State, to enable the purchase of the homestead and the holding, would have my strongest support; likewise any fair and equitable scheme of leasehold enfranchisement. LICENSING REFOBM. I I am in favour of just and equitable treat- ment of the licensing trade, and no confisca. tion thereof by means of oppressive and vindictive taxation. EDUCATION. The rights of all parents, irrespective of creed, to have their children educated jyi their own faith should be preserved. The Education Act of 1902, which baa worked so well in Cardiff, secures this. I an, therefore, in favour of the administration of this Act, with fair and equal treatment to all teachers. DISESTABLISHMENT. I am strongly/ opposed to the disestablish- ment and disendowment of the Church in Wales. POOR LAW REFORM, INSURANCE AGAINST INVALIDITY AND UNEMPLOYMENT, AND HOUSING REFORM. These measures, which are essential for the benefit of the working man, have my sympathy and will have my unstinted support. OLD-AGE PENSIONS. This was a measure which received the unanimous support of all parties, and I am delighted to find that Pauper Disqualifica- tion, the removal of which was advocated by the Conservative Party, has now been abolished. IRELAND. I am opposed to the disruption of the United Kingdom by the separation of Ire- land, but I am prepared to support a more generous measure of self-government in local affairs. NATIONAL DEFENCE. England must have an efficient Array and Navy, the latter to be kept up to "The Two- Power Standard" at least. Her security and that of the Empire must be our first con- sideration. "The Fleet of England is her all in all, "And in her Fleet her Fate." COAL-TAX. I am strongly opposed to the re-imposition of the Export Tax on Coal. FISCAL REFORM. An alteration in our Fiscal system, by means of a scientific Tariff, would reduce un- employment and increase wages, protecting the British Worker against sweated foreign labour and unfair competition. I would support a measure reciprocating the preference now given to this country by our Colonies, which would bind them more closely to the Mother Country, but I would unhesitatingly and unreservedly oppose any measure which would have the effect of increasing the cost of living to the British working man.
