RE-STATINC OUR WAR AIMS. t The debate initiated by the pacifists in the Honso of Commons on Tuesday sowed civ ocJ purpose. It provied Mr. Dalfour aud Mr. Asquith with another opportunity of re-stati:ng in unequivocal terms what it is that we are fighting for. Our aims arc the aims which Mr. Asquith | laid down at the Guildhall three years ago, and which Mr. Balfour repeated in more detail in the dispatch covering the Allies' reply to Mr. Wilson's inquiries. There is nothing "imperialistic" or vin- dictive about them. They ase so well known that it is superfluous to go through them in detail. The important point on which Mr. Balfour and Mr. Asquith lay stress is that, while they in- clude the restoration of Belgium, of Serbia, of Alsace-Lorraine, and of other territory wrongfully held by the Central Powers, they must be looked upon as a whole. We mean to free Europe from the domination of Prussian militarism, and to enable the nations to live under the kind of government they desire. There is not the slightest sign that the German Government or the German people are at present disposed to negotiate on the basis of this change. It is the Central Powers, anJ not the Allies, who refuse to disclose their war aims—even in their reply to the Pope's Note. There is no use in gotting diplomatists to sit round a green table until some measure of agreement exists betwe<?ja the Govern- ments who instruct them. STEEL TRADE EXPANSION. Nothing has been mere remarkable during the last three years; than the ex- pansion of our iron and steel trade. The war, as has been pointed out, has in- vested steel with a new and sinister in- fluence. It has become one of the most important articles required for munitions and other warlike purposes, and there is no doubt that after the war, the world's appetite for steel will be keener tL:n even. The shortage of ships and railways will have to be made good, and other developments will add enormously to the demand. In the Llanelly district, it is satisfactory to note that important ex- tensions have been carried out at local works. The primary purpose has been to secure a Lrge amd regular output of steel for shell making. Thanks to this enterprising policy, local manufacturers have been able to supply large quantities of steel to the French Government. Measured merely by tonnage, our nation- al steel output, which was about seven millions tons a year when war broke out, now exceeds ten million tons, and will shortly reach twelve millions. More has been done to modernize, organize, and specialize our steel and o-iigineering in- dustries during these three years of war that was accomplished in tho last 30 years of peace. Add to that tha specially high degroes of quality and finish re- quired for munitions, compared with ordinary products, and it will be seen that hardly any word s could exaggerate the improvements that have been effected in spite of the heavy enlistments of skilled workers. Old works have been refitted, new ones built up q,- tlid hundied acres, skilled workers have speeded up, vast numbers of unskilled j have become efncient, and our manufac- turers arc learning to c.-opr':¡"t. ior in- creased and economical production, whilst far-reaching methods are being planned and adopted for obtaining more trade abroad when the abnormal demand for munitions ceases. The Empire fighting for j its very life,-and the life of others; j Russia in a state of tremendous chaos, Italy suffering from an overwhelming de- feat, the Statesmen of the Allies bearing a burden greater than that ever shouldered by any body of men; the mass of' the nation working and fighting for victory; every home in the land (almost) feeling the great personal tragedies which make up the inevitable concomitants of the arbitrament of war; the food situa- tion serious, industry troubled;—yet, in face of all this, New Pool-strangely and bowilderingly (with a few others) de- clares for "down tools." What a situa- tion We wonder what the "down- i toolites" think-on sober reflection, if they are capable of it. Their voting does j aot suggest they ere, We hope there is a proper—if hiddenxplanation. Is there ? If not-then there are sackcloth f and ashes.
