AN AMBITIOUS SCHEME. I The scheme laid before the Education Committee on Wednesday providing for techni:" instruction is one of the most important projects that has occupied the attention of the town for many years. Indeed it would be no exaggeration to say that it marks the inauguration of a new era, in Llanelly—a new chapter in its his- tory which will profoundly affect the future development of our industries as well as. form the characters of its citizens. For the present, it is not necessary to examine all the details of the new pro- posals—there will be opportunity for that later on. We desire, however, at the out- set to congratulate the committee on the broad and statesmanlike spirit in which they have approached the subject. They have drawn up a bold scheme to provide not only for present requirements, but also to meet the growing demands of an ever-growing community. There is noth- ing "cribb'd" or "cabinn'd" about it. Without sacrificing the needs of the moment, they have kept their eyes wide open to the future so as to lay the foundation for a technical college which will bo a splendid crown to, the educa- tional fabric of tho town and district. It is this splendidly ambitious spirit in which the proposals are conceived that will appeal to every Llanellyite, and will we feel confident, ensure for them the en- thusiastic support of the town as a whole. It is not necessary to-day to emphasize the importance of technical education. One of the lessons that wc have learned in the "fiery furnace" of war is that much of our educational zeal has been directed on wrong linos. In the race of nations, it has come as a humiliating revelation that wo were being gradually outstripped by more enterprising rivals, j While we were content to jog along in the old rut, squabbling about fads and dogmas, the Germans adopted new methods with results that have rudely disturbed our equanimity. To-day, 1,JI'- tunately, the nation is fully alive to what j has been happening, and already Mr. I Fisher has prepared the way for sweep- ing reforms which will add enormously to the efficiency of our educational svs- tcm. One of t?'e most valuable provisions of Mr. Fishc s J?II is that it empowers local author to formulate schemes to suib local requirements. The Llanelly Committee have taken full advantage of this measure cf "Home Rule, and the scheme wjiicn we are now discussing may be as the first fruits of the new spirit which Mr. Fisher has breathed into national education. It now remains for local manufacturers to come forward with practical support. A large sum of money will be required to carry out the pro- posals of the lulneufcion Committee. In- telligent, well-trained youths will be a great asset to local industries, and if only from that point of view, we trust that the employers will respond generously to ClL: appeal lor assistance now being made to them. A fine example has already been set by the late Mr. Beaumont Thomas, and wo would say to all the other employers—"Go thou and do like- wise." LABOUR UNREST. to til., fact til at mere is a disjuieting amount of labour unrest in the country. The air is full f strikes and rumours of strikes, and the indusliia! Commissioners ap- pointed by the Government arc kept busy m dealing with disputes up and down the laud. One of the greatest problems to-day is to bring more content to the industrial classes. Hew is titig to be dono ? Gre4 1.hD 1" hoped fer from the Reconstruction Committee appointed by the Government to investigate, and if possible, to remove the cause of this unrest. The committee have made a number of valuable sugges- tions among which may he mentioned the appointment of a commit e in every works composed of employers and men's representatives in equal numbers. This committee would deal witfc any grievances arising in the works. Then, in each town there would be a joint industrial council to which any works grievances not settled in the particular works, would be referred. As a final court of appeal, a joint national industrial council is sug- gested. The setting up of this triple. machinery, it is believed, would be of enormous value, making for conciliation and harmony between capital and labour. In the interests of the community it is high time that masters and men ceased fighting each other, and became allies, joining their forces to fight the foreign foes of Britain's commercial supremacy. W hat is wanted, in short, is a general ap- plication of the principles of conciliation which have dono so much for our own tinplate trade during the last fifteen years. ECONOMY OR RATIONS. The need for economy in food is as urgent to-day as ever it was. It has been pointed out by Lord Rhondda that "the harvests of the world will not meet the requirements of ourselves a.nd our Allies during the next twelve months unless our present rate of consumption is materially reduced. The need for the strictest economy is intensified by the steps which the Government have taken by reducing the price of essential foodstuffs. Unless these plain facts can be brought home promptly to every household, the coming winter will be a time of the gravest anxiety. I see no alternative between a rigid economy voluntarily effected and a compulsory system of rationing." These words arc a serious warning to every householder, and we hope that eai-ilest heed will he paid to them. There are a hundred and one ways in which economies can be effected. At the present time, much can be saved by using potatoes and fresh vegeta bles instead of bread. Bv doing this, breadstuffs will be conserved.

Sir, In the "Llanelly Star" a few weeks hack I was very sorry to read a letter signed by two soldiers, in which they re- ferred to the young men walking about the streets in civilian clothes without any distinction to prove that they had done any service to their King and country. This might be true, but at the same time we cannot say that they are all shirkers or that they are all Llanelly men. Indeed there could never be so many young men lc-it in Llanelly, out of our own boys, as so many have enlisted from there. We must remember that Llanelly has been filled up with Irishmen and North country men during the last two years or so, therefore we cannot judge and must be very careful K±o we are talking about if we don't know them. The last tune I was heme, I must say the truth, I saw plenty of young men walking about the streets, but, I vow I ( 1 15 1 did ].:L KU0W oao üf c'("Y ton of them.
