The salary of Mr. W. Vincent Morgan, the county architect, was increased from £ 400 to £ 500 a year, including travelling expenses. Tho committee passed a resolution ap- proving of a scheme for a National Council of Education for Wales. THE FISHER GRANT. The Board of Education has intimated that they estimate that the Fisher grant to Carmarthenshire would be about j Jjs.OiXt, and at a meeting cf th. County Education Committee at Carmarthen on Thursday a sub-committee recommended increases to the teachers totalling Y,7,(iS2 ills., which includes ..tE.\} above the Com- mittee^ own estimate of the grant. It was recommended that certificated teachers be granted an increase of £li 10s. per annum, uncertificated teachers and supplementary teachers "he in- creases to date from A nril 1st. The Chairman (Mr. Ben Evans, Pen- rrvicr), in moving the adoption of the report, said the Committee unanimously decided that not a penny of the supple- mentary grant should be devoted to re- duction of rates, but that it all should be given to improve the teachers' salaries. The Committee had exceeded the grant by providing -£,)O more this year and .6200 for next year. A departmental com- mittee was now sitting in regard to teachers' salaries, and probably the who,, matter of salaries would have to be re- considered in two years. Proposing an amendment that the whole matter be referred back for recon- sideration, Dr..1. H. Williams (Burry- port) said it seemed to him that they Hrere continuing in the old retrograde i-outine in which the Committee'had car- ried on in the past, so much so that l Carmarthenshire, like Pembrokeshire and Herefordshire, was becoming notorious in the history or education in this country. In seconding 1he amendment, Mr. Thos. Thomas (Llangennech) said the Commit- tee's recommendation was not sufficiently comprehensive. Heads ond assistants were treated in the recommendation on the same basis, and there was no differen- tiation ma.de between males and females. Mr. Dd. Evans (Whitland) said Dr. Williams seemed to think they we- making a new scale of salaries. Nothing of the sort. Only four voJed for the amendment, and the sub-eommftee's recommendattons wero adopted.

His ambulance knowledge and training served t him well, and enabled him to nave a com- rade's life. The numerous friends c.f the family will regret to know that his brother has paid the full sacrifice. < 0

The death has occurred at 9, West- ¡ bourne-place, .Mumble?, of Mrs. Gowan, who, with her husband, was for a, number of yetrs, caretaker of the Swansea. Guild- hall. Prior toe this Mr. Gowan was a respected employe of the Swansea Har- bour Trust. At a meeting of the Oystermouth Parks' and Foreshore Committee the surveyor re- ported that the chairman, in fulfillment of his promises had fixed a circular seat in ,i the park.—Mr. Evans was cordially thanked.—!t was also decided to give the beet root grown in the park to the local Red Crosi Hospitals. LIFEBOAT OUT. .I On Tuesday morning the Mumbles life- boat was called out to the assistance of two ships in Swansea Bay. One was a French ship in difficulties at Port Eynon Point, and the other vessel was leaking in the Mumbles Roads. The lejikftig vessel was safely towed into Swaneea Docks. With regard b the French craft, which was apparently a four-masted schooner, reports were received both from Port Eynon and from Tenby as to her having been in danger, but the Mumbles lifeboat, after going as far as Port Eynon Point and making careful search returned without having found any trace of the vessel. A similar result followed the in- vestigation of a steamer which searched the coast as far as Tenby.

Deeply pathetic as was the occasion, the circumstances which made necessary the service, as the preacher pointed out, were not untouched with a spiritual grarideaur, which the unrelieved grimnefvs of the war perpetually dims. Patriotism is often cruelly and unreason- ing'iy discriminative, he said, and sacrifice take? away here with heavy hand i>nd leaves there no mark, no trace, of its numbing agony. There were liomce which knew not the sorrows of Armageddon; there were other households who, in their grief, knew nought else. The rev. gentle- man, with an emphasis which was effec- tive, drew a true picture of the inequality of sacrifice which had left traces of bit- terness and questionings ou the part of these wh< taking no advantage of an opportunity for the steady pursuance cf their toil upon the primrc-se path of dalli- ance, gave nobly and unhesitatingly of tlie-ir best, so tha't brutality and the doc-, trines of Neitzsehe might hot be left tow- ering in oppressive strength over humanity and the principles oi' the Sermon on the Mount.

Church, Penclawdd, of which lie was its senior deacon. He was a Past Grand Master of the ij fcvansea District of Oddfellows, .M. U.. and was treasurer of the Local Lodge for upwards of 40 years. He leaves a grown up family.

Miss Elsie Thomas, the young pianist of Biwnhyfryd, was successful in captur- I ing the silver cup at the Blaengwynfi eisteddfod in the pianoforte competition. ¡ This is her fifth cup. The funeral, which was private, was attended by the widow and a num- ber of relatives and friends. Col. W. Charles Wright, of Swansea, Controller of Iron and Steel Production at the Ministry of Munitions, and Con- troller of the iron ore mines in Cumber- bad and Lancashire, has been decorated by the President of the French Republic, being made a Chevalier de ia Legion d'Honneur in recognition of the special services he has rendered to France dur- ing the war. The annual meeting of the Swansea Cymrodorion Society was held on Tuesday evening at Trinity Chapel, Park-street. There was a large attendance of mem- bers, and the chair (in the absence of be.-s. nd the (, Councillor John Lewis) was occupied by the deputy-Mayor (Aid. B. Jones), who was heartily congratulated on the prospect, of his unanimous election to the Mayoralty of Swansea. Messrs. ley and Son. Swansea, potato dealers, were fined £ 100 at Spalding on Tuesday for buying eeed potatces at higher than the fised maximum prices. They paid a Lincolnshire grower £1 ex- cess price per ton. Mr. Ley said that the Swansea people ploughed a large area of lawns and other grass, and could not get eeed potatoes. lie had to offer illegal prices to secure the s(-,ecl. He scoured the country for seed in vain. Mr. Jehu Stuart Bingham, the Swansea Inspector of Weights and Measures, has in his spare moments turned his attention to lyric writing, and his maiden efforts are decidedly worthy specimens. Two of his poetic effusions have been wedded to music—the first, Queen of -AT-, Soul," by Mies May Richards, and the second, "Sing Thy Sweet. Song to Me," by Mr. Egerton Forester, both of whom are residents of the town. The new songs are tenderly phrased and tuneful, and are published by Messrs. Escott and Co., London, and are 2s. nett each. In High-street, about I o'clock on Tues- day, an accident took place illustrative of the danger attached to the prevalent prac- I ice among children of hanging on to the back of carts, etc. A little girl was hanging on to the back ct a lorry proceed- ing down the street when her screams at- tracted the attention of passers-by. On the child being picked np it. was of,4 1 ( 1 found that her foot had been caught in the wheel of the lorry. She appeared, however, to be more frightened than hurt and was carried into a shop near by for attention. FIRE IN HIGH-STREET. I Damage to tho extent of over £ 5C0 was caused by a tire which broke out in the kitchen of Messrs. Thomas' Welsh Cafe, High-street, Swansea, at midnight on Tuesday. It was only by mere chance that the fire was observed before it had a good hold. P.C. Porter was on his beat in iligli- etreet. when on looking into an alleyway to which thero was a trestle gate, ne observed the conflagration. He at once gave the alarm, and the Swansea, brigade, under Inspectors E. Evans and R. Bowen, were on the scene almost immediately. Aided by special constables, the brigade. soon had the fire in hand and extinguished it. The kitchen, which is not directly connected with the cafe, being separated by a wall, is a wooden structure known as Phillips' Auction Room. On Friday of last week a new boiler had been installed at a cost of t5o, and tea services, crockery, and cutlery of considerable value were stored there. On examination it was found that most of the articles had been melted down, while tho remainder were absolutely ruined. A quantity of food- stuffs, prepared for a' function at Gower on Wednesday, was also destroyed. The cause of the fire remains a mystery, as Mr. Thomas and members of the family were on tha premises until after 11 p.m., and there were then no signs of an out- break. The damage constitutes a deed loss to Mr. Thomas, as it is believed the building was not insured.

SKETTY. For some time past the Sketty C L.B has been ar; a disadvantage, having no plaw to drill in except the Church School-yard: in wet weather it is impossible to drill at all. The company is placed in this position owirg to the hall being handed over to tlM military.
