The foregoing decisions will be embodied in the schedules for the Representation of the People BiH, and any objections will have to I; be raised in the Committee of the Holise of Commons. CORPORATION PROPOSAL I REJECTED. LOCAL EFFECT OF THE NEW I DIVISION. Regarding the Boundary ComniisaioneM' It is evident thev have declined to ae!)f4'the Swansea Pa.rlia.ment.¡,ry Commit tê'.s proposal to have north and south divusiona instead of east aud west. Conn. David WiHiiMna may be said to have led the opposition to the Corporation prcposal. The general effect of the change is to take the East Ward from the present Town Division and to place the borough portion of the Swansea District Division in the new Extern Division of the new Parliamentary borough. 'Regarding the latter, other portions of the Neath and Aberavon districts are added to Mr. T. J. WiUiams' constituency. The Corporation proposal was to form BrynmeUn, St. John'9, L&ndore, Morristou and the northern portion of Foxhole and Pentrechwyth into a northern division, and Alexandra, Castle, Ffynone, St. Helen's. Victoria and the St. Thomas and Port Ten- nant portions of the East Ward into n southern division. The Commissioners, however, reject thia division and make east- ern and western divigioni, the former to i embrace the extst'ng East Ward, St. John's, Morriaton and Landor@, and the !attef Alex- andra, Brynmetin, Castle, Ffynone, Victoria. and St. Hern's. Assuming Sir Alfred decides to con- test the western division of the borough in the future, he will therefore lose the East Ward vote, and it is coniidenUy anticipated hy the Labour section that the new eastern dtyJsion will be a. safe La.bonr seat. The populations and p!ectorate of the new divisions are, taking the 1914 register :— East: Population. 55,960; etectorate, 9,107. West: Population, 64,540; electorate, 11,752. The electorate of the present Swansea Town Division is 14,452. So that it will be seen that some 6,000- odd etectora are now taken from ten old Swansea district dtvision and put into the new Swansea, Parliamentary Borough. As to the concession given by the Com- missioners regarding the population there i'< rot much in it. if. Oyatermouth, Brytiau and Cockett, which will eventuaHv come into I the borough had been added to the Parlia- mentary borough of Swansea there would have been no doubts at all about the re- <tuu'ed population for a two-member con- stituency. it would, however, have had the effect of wiping out the Gower constitu- ency. Curiomly enough, the Commissioners have added Penarth to Cardin and a!o out- øide; districts to Merthyr and Aberdare.
