A Graigcefnparc miner appealed on be- half of his adopted son of 18, who had charge of his farm of 76 acres. The appli- cant said he had taken the farm for the Elake of the boy, who was very fond of farm work. A member of the Tribunal explained the peculiar way in which the boy came to be adopted by the applicant. He said that about IS years ago a woman, who was massing the house of the applicant, was taken seriously ill. She was given shelter and treatment by the miner and his wife, and a few days later she gave birth to the boy, for whom the appeal was now lodged When the mother recovered she left the bouse, and nothing had been heard of her since She left the boy behind with the miner and his wife, to their surprise. REGISTRATION. The qualifying period shall be reduced fo six months. There shall be a revision of the register every six months. A registration officer shall be appointed in every county and borough. UNIVERSITIES, A degree shall be the basis for qualifica- tion. Oxford and Cambridge shall continue to return two members each. Durham. Manchester, Birmingham, Liverpool, Leeds, Sheffield, Bristol and Wales shall be grouped with London to form a single constituency returning three members. Edinburgh, Glasgow, St. Andrews, and A berdeen shall be similarly grouped, and retum three members. i: REDISTRIBUTION. ihe number of members of the House of Commons for Great Britain shall remain substantially as at present. A county or borough with a population of leas than 50,000 shall cease to have eepa- rate representation. A county or borough with a population of 50,000, but less than 70,000, shall oon- tinue to have separate representation. A municipal borough or urban district with a a population not less than 70,000 shall become a separate parliamentary borough.. A county or borough at present return- ing two members shall not lose a member if the defect in the population is 20,000 or less. A member shall be given for 70,000 and for every multiple of 70,000, and an addi- tional member for any remainder which is not less than 50,000. The City of London shall continue to return two members. Contiguous boroughs, which if formed; into»a single constituency would be en- titled to return not 1,, than three nor more than tivo members, elia-il be united. Industrial and rural areas shall be i segreated. ELECTIONS. A constituency returning more than nve members-shall be divided, and each elector shall have one transferable vote. London, excluding the City, shall be divided into constituencies returning not lees than three or more than five members. At a general election all polls shall be held on one day. Returning ollioorsl charges shall be paid by the State. Every candidate shall be required to deposit £150. If he is not elected, and the numher of votes polled by him does not exceed, in the case of a single or double member constituency one-eighth of the total number of voters polling, or in the case of a constituency returning three or more members, one-eighth divided by the number of members to be elected, the de-i posit shall be forfeited by the Treasury. The expenses scale shall be fourpence per elector in a borough returning three or more members, fivepence in other bor- oughs, and sevenpence in a county. Any person incurring expenditure by holding public meetings or issuing ad. vertisements or .publications for the pur- pose of furthering the election of a can- didate. shall be guilty of a corrupt practice unless &uch expenditure is autho- rised by the candidate and returned as part of his expenses. ABSENT VOTERS. -1 A majority of the conterence recom- mended that a printed ballot paper should be sent to every absent voter and should be returnable by post. j Most of the recommendations do not apply to Ireland.

NEATH SCHOOLS PROBLEM. f Unsatisfactory Attendance I Discussed. 1 The attendance problem again occupied I the attention of the Neath Education Committee on Tuesday, when it was re- ported that the average attendance was only 82.7, and there was a decrease of 99.7 on the register compared with the corre- sponding period last year. Mr. Davies (School Attandance Officer) said a number of families had left the town. He could not account for <• the decrease in any other way. The Chairman (Ald. Hopkin Morgan) expressed dissatisfaction with the returns. and it was decided to make an effort to re- vise the present system. The question of insuring against air- craft was raised, and the Mayor (Aid. H. P. Charles) said it had been before the Finance Committee, but as a matter of ,3D was involved he thought it would be more satisfactory for that authority to deal with it. After discussion it was decided to insure.

I At the inquest on Tuesday on Major Frank Godden, R.F.C., who was killed on Sunday, he was said to have been fly- ing a machine which had not been used before by anyone but himself. OLDER MEN TO GO. Revised List of Reserved Occupations. A new list of certified occupatioris was issued on Tuesday for the guidance of tribunals. It considerably reduces the number of men entitled to claim exemp- tion. One alteration which affects men in all certified trades is as follows:- Men under the age limits stated in the list who are classed in category Bl, gar- rison duty abroad, are no longer entitled to be treated as in a certified occupation, as they were under previous lists. Some occupations are altogether combed out of the lists. The list specifies seventeen classes of singie men and 102 classes of. married men in wh.h the age limit is raised, generally by a few years. An unmarried baker must be thirty-three, instead of thirty, to be entitled to exemption. Married engine- men, stokers, electricians, mechanics, and titters may be taken up to the age of twenty-seven, instead of twenty-five. The list is prefaced by the following significant warning:— Another list will be issued in a few weeks,, in which the reservations will be reduced by a further raising of the age limits, especially in the trades not mainly engaged on Government work. Employers in certified trades should therefore take such steps as are practic- able to reorganise their staffs. by substi- tution or dilution, with a view to being prepared to release more men of military age and fitness for the Army. r

FIRE AT DRURY LANE. A fire broke out at Drnry Lane Theatre in the early hours of Tuesday morning, but, happily, it was not of a serious character. Mr. Taylor, general manager for Mr Arthur Collins, informed a press representative that the fire, wae discovered about 2.30 ajn. in the prompt, side wardrobe, but was rapidly 6ubdaed -• by the fire brigade, and that the damage to stage dresses would not in the least interfere with the ran of the pantomime. The alarm was given at 2.S9, and in re- sponse to a district call engines arrived from various parts of London in rapid succession; and what at first was feared would pr6ve a disastrous outbreak was soon got under control, but not before the fire had extended to the roof, part of which was burned. In the official report it is stated that the cause of the fire is not known.

THE SALARIES OF TEACHERS In a statement on the supply and salaries of teachers, sent us by Sir James Yoxall, M.P., is the following:—Unrest among teachers is becoming openly grave. The war, and its prolongation have brought wealth to many thousands in the oonunuc nit" and better wages to many millions. To teachers nothing in that respect has come, but the contrary-anxiety, privai' tion, poverty, and, in some eases, abso- lute want. At a period when women untrained for any avocation are earning money every- where for the I first time, by default of available men, the pay of women teachers has stood at its former level. Among men teachers 40 per cent. of the head maeterp and 50 per cent. of the clase teachers are receiving less than B150 a year. Puddlere and mechanics are making ae much in a week as these teachers do h a month; boys of 14 are earning as much as eome certificated teachers. Teachers are busy as honorary secretaries of war savinre aa- sociatione, garnering in for the nation the surplus of wages two or three-tinim as much as the teachers can pay.
