ALLEGED CHILD NEGLECT I Soldier's Wife Charged at I Carmarthen. Elizabeth Edwards, 19, Mill-street, whofee husband is in the Army, was brought up at Carmarthen on Thursday charged with neglecting her four children, named Elizabeth, David, Jonathan and Moses. Inspector Idris Jones, of the National Society for the Prevention of Cruelty iu Children, spoke to visiting 19, Mill- street on Wed-neslay night and finding defendant drunk in an unfurnished room upstairs with four children. The floor of the room was in a very filthy condi- tion, the children were dirty and insuffi- ciently clad, and there was not a bit of food in the room. The woman used very foul language. He bad frequently warned her (since September, 1910, at Cardigan, Haverfordwest and Carmarthen. She -nas a public nuisance in each of these places. causing no end of trouble. The Soldiers' and Sailors' Association complained of her. She was in receipt of separation allow- ance of 27s. a week, and, in his view, she really drank it in one or two days. HP removed the children to the workhouse and the woman was arrested. Defendant denied the charge, and saic, she was not drunk. On the application of the inspector, a remand was granted till Monday.

I The Chairman said he understood that the building was really essential, and ho believed that if the governors received the same amount of grant as that given to Carmarthen they would be able to carry out the work. He suggested that a committee should pay a visit to tho school and confer with the governors. Mr. Jas. Phillips said there wore ele- mentary schools where now buildings and improvements were essential. In one school little children were huddled up like rats. and yet they had decided, be- cause of the war, that they could not spend any more on improvements. Why not be consistent and act in the same way in regard to intermediate sctiools? Mr. Jno. Jones (Pontarduiais) said tlio assembly room at the Llanelly school was very inadequate. The boys were huddled together like a herd of 13 heep, and some of them had fainted on more than one occasion. Mr. Jno. Lloyd (Penybank) moved that the matter be deferred, and Mr. Jas. Phillips seconded. By 11 votes to 8, it was decided that a committee should visit the. school.

CORONER AND COUNCIL. DR. JONES REPLIES BRIEFLY TO YSTRAD- CYNLAIS LETTER. ECHO OF TEDDY BEAR BRIDGE Ystradgynlaia District Council met on I Thursday. Mr. David Lewis (Colbren) pre- I 6iding. Council and Coroner. I A letter was read from Dr. W. E. Jones, I the Breconshire coroner in reply to the Oouncoi s letter wnich asked for an apology I for his reference to the councillors, in which he stated that their meetings re- minded him of a "bear gsrden," end hie remark to a jury man congratulating him upon dial being a member of the Council. There was a request also in the Council's letter that the coroner be asked to pay the fee of the clerk for attending the inquest in collection with the Teddy Bear Bridge fatality. Dr. Jones's reply was very brief. It was to the effect that he had already replied in regard to the fee, and he had nothing further to say. M.O.H. and Measles. Dr. Walsh, the medical officer of health, reported that during the month gome spo- radic causes of measles had occurred both at Abercrave and in Glais. Those at Aber- crave had been isolated. If they were to avert an epidemic o.f raeasies, which should be most inoppartuno during the pre- sent severe w either, they must endeavour by every means in their power to inculcate in the parents or guardians the salient laws of sanitation and isolation, and see that they were carried out. The general health of the district was good. I Ainon Bridge Again. Mr. T. W. Da. vies, clerk to the Ystradgyn- laia Lower Perish Council, wl-jle tx) the effect that his Council had passed the fol- lowing resolution on January 22nd in re- gard to the "Teddy Bear" or Ainon Bridge; "That we agree with the District Council the necessity of a footbridge to cross the river near Ainon Cha.pel, but we cannot gee our way clear to erect one on the site, as the property adjoining on both sides does not come within the jurisdiction of the Pari?h Council." It was decided to reply to the Parish Council that it wa.8 their duty to erect a. footbridge, and to state further that the District Council would render assistance in regard to the acquiring of the land. LLAMELLY RIVETTERS DEATH Mystery of Body Found in a Pond. An inquest was held at Llanelly on Thursday by Mr. W. W. Brodie on the body of Jonah Francis (26), 64. Walters-road, which was found in a pond on Monday night. Margaret Ann Francis said her husband w is a rivetter. On February 6th be got up too late for work, and after breakfast went out, raying he would not be long, as he was going to fetch hie pay. He did not re- turn, and that was the last ehe saw of him. They got on well together, and there was no trouble .between them. John Griffiths. 43, Llewelyn-street, said that while walking near the Per.yfan i Quarry on a stone near the pool he saw an overoo.it, a cup. and an armlet. He found a ¡I puree in the /?•■. containing a piece of paper with the words, Jonah Francis 5, Llewelyn-street, Llineily," and the address of Private H. Harries. P.S. John George said that on the evening of February 7th he, with others, had the pool dragged. In about an hour they re- covered the body. He found no marks of violence. Matthew Franc! 5. Llewelyn-street, brother ci deceased, said deceased Iud been sutFennc from nervon" debility. It did not affect his c-pirits, but he suffered very much from headaches during the past few months. He alio suffered from erysipelas in the hands, and had began to look older in the face lately. He had not hinted at taking his own life. A verdict of suicide whilst of unsound mind was returned.

TEACHERS AND THE ARMY I Carmarthenshire's Scheme for I the Problem. At a meeting of the Carmarthenshire' Education Committee on Thursday, Mr. W N. Jones (Ammanford) presiding, the staffing committee reported that no ap- peal was to be made to the tribunal in the case of any attested single teacher, but that an appeal be made on behalf < f the head-teachers—w ith certaiii exceptions —that they be put back until the com- mittee secured suitable temporary teachers to take their places, and that applications be invited from retired teachers, including married women, to iill the posts. The committee aiso recom- mended that no iresh appointment of any eligible teacher be raaue. Rev. R. H. Jones t^Liangendeirne) said that many of the cas^s poetponed by the tribunal would be caned up again almost immediately, as they had only been put oacb ten groups in the tirst instance. 'The committe-e would have to renew the appeal or else the schools wouid be left without a master. The Chairman said he thought the Statring Committee's resolution provide! for that. Mr. Mervyn Peel (Danyrallt) stated that it was not intended to have the lic ad- teacher exempted from service aitu- gether. lie believed they could fill the vacancies in most cases by appointing women. The services of the wutuen should be made use of most liberally in the pre- sent crisis. Mr. Jas Phillips (St. Clears) said it eliould be made known that the committee were not appealing on behalf ot airy assistant teacher, and were only appeal- ing in the cases of rural schools where there was only a head teacher, and in which postponement was roselltial.
