I-WHOSE FAULT?
I WHOSE FAULT? A :maHer of no little imporMnce was discussed at the Radnorshire IDs-ura-nce Committee on Fri- day. It was well it Tvas ventilated since it is a, master of interest to the public generaUv, a.nd in particular to the work of the Welsh Nationaj Memorial Association, which from time to time 'has come in for criticism, ust.t3r otherwise. We pointed o:)t. in commenting upon the dispute be- tween the Brecons-hire Council and the Associa- tion. that whatever the defects and faults of the "atLcr may be. it is clear from the. latest Parlia- mentary return that the .administration of Sanatorium benefit and the provision for treat- ment of tuberculosis in W'aJes is in&nitely better t))an elsewhere, insomuch that nearly three times the number of insured persons or dependents in Wales receive treatment compared with England or Scot) and, and a'b a much less cost per case. What of the results? These may not be so satis- factory as some desire: but, that they arc not better is not a?.ogether the fault of the Association. The report which we publish of the Insurance Committee in another column Makes this clear. It appe'ars from the statement, issued by the A"50C; ,,¡ion that more than G0% of the ca.scs of tuberculosis are brought to the notice of the medical onieers of the Association crdy when the disease is in an advanced state. In other words less than forty out of every hundred cases notined to the Association are at such a stage in the d.sease as to aS'ord a. fa.ir chance of a cure. Now, if this fair to those nghting the disease? These figures amply testify to the dimculties encou-ntered by the Association, in their campaign a.ga.inst the scourge in \Vdes, and certainly call for immediate attention. A peruaa.1 of the .report aMnbutes fault in two quarters—not patrticula.rly in respect to Breconshire and Radnorshire, but in the Prin- cipality generally — namely, want of pro- per and immediate notincation of cases a.nd the apparent disinclination of per- sona to recognise the import alnc e of at- tacking the disease at its first appearance. Tuber- cu!o&is is !eg-a))y a notinable. disease, and the ,TepOl'ë of every case ehouJd come to the notice of me prope-r authorities without any dela.v. If the disease is to be successfully grappled with. this 1.? essential. The chajrmun of the Ifadnorshirp Committee )Dr. Ha.rding) laid strong emphasis on this. With rega-rd [0 the attitude of the genera public, 'Mr W. Thomas, a dnember of the Com- mittee, and the secretary of a. large Friendiv Society, did a real service in reminding them of a fact which does not appear to he so widely known as it ought to be, namc-ly. tha. th? de- pendents of insured persons .arc entitled to treat- ment. There is no doubt, .however, a dread of i-eco.nising "enemy." This ij only natural but cxclJQabJe. Another fear wj);oh he ea'd militared ag:,ilnet the work was t.ha.t persons thought thei.r children would be taken from then; and .sent lio a sanatorium immetiiate'lv. This it ;In idea that should bedi.spcl)ed far as possible. If cases are taken in time and the directions of 'home treatment closely followed—this is cM.ucd "domiciliary" treat-iiient 4)ia,nv a life wouM be preserved and made. happy. It is very necessary that these facts should be maiie better known, for if proper adv.ant.a.gc is not taken of the facilities offered by t.hc Assecia;t.1t)n, its 'existence is woTth- iess. Moreover, it is waste of the l' I tepa yeI' monev to cootribut<' to bhp work unless, it i.s fol- towed np as desired by the Association. <md cer- tainly fntiie to crumble abolÙ "rpsults" if the Associ'ation do not receive the moral and legal support to which they a.re entitled. Ari,;In,, ont of questions touching the treatment of kuberei-ilo.Ig generally, comes always the troublesome one of whether treatment in sanatoria, should be made compulsory or remiain voluntary? It is a. questiOTi upon which There M even aniong Insarance Com- 11littef's, 'a wide diversity of opmion. and. it m probable that we shall ha.vc to wa.it until the new Ministry of Health is established and the wholn system of health adminiatration reformed before it is decided. Under Any new dispensation we fee! sure that this horrible scourge will be grappled with 'as -it ought to be, and can be, in no uncer- tain manner.
