THE NEED FOR INDUSTRIAL EFFICIENCY.
THE NEED FOR INDUSTRIAL EFFICIENCY. ONE can scarcely take up a. newspaper without Ending refer- enda to British inemcienoy. We are told that we are inemcent as business men, inef8cient as manufacturers, inefficient as engineers, inefficient as parents, and inefficient in science. Many remedies are proposed, and numerous committees are debat- ing them. What the outcome will be it is impossible to say, but it needs no discussion to show that the most pressing necessity is to make ourselves emcient as individuals. If that can be done all the rest will be easy. Half oi our troubles during the war have arisen from the dimculty of find- ing men to fill the various posts which have been created. New wants have arisen, but we have been very slow to understand them, and still slower in finding men to deal with them. This applies to all strata of activity; but here we are concerned only with the engineer. Fortunately we have learned much politically, socially and technically, but it is undeniable that a nation of eiEcient individuals would have reached our present stage in much less time than we have spent upon the matter. Much, it must be admitted, is a want of technical knowledge and breadth of outlook in engineers anJ their staffs. Many of them have begun to see that not only were they wanting in adaptability, but that their manufacturing process, with which they were quite content, ensured neither accuracy nor out- put. Even if they were dimly conscious of this before, they felt helpless because of the scarcity of men able to carry through reforms in shop practice, not only for want of technical knowledge, but more particularly from inability to deal with the a'ctive and passive opposition which the introductian of new methods always arouses. The supply of efScenc subordinates was quite inadequate, and there- fore the introduction of some eSicient plans was a practical impossibility. It needed a war, such as the world has never seen before, and the temporary sus- pension of all economic laws to provide the motive power for the necessary effort.
