BOUNTY APPEAL COMMHTEE. \Î ALL-DAY SITTING AT BAR- MOUTH. THIRTEEN LOCAL APPEALS. The Merioneth County Appeal Tribu- nal met at the Barmouth Police Station on TburgJ&y last. Mr Wi!iia,mOwen,J.P., Blaenau Festiniog, presided, n.nd there was a full attendance of members. The Chairman warned appo!!ants that although they were not on oath, they could be prosecuted for making fa!he statements. FARMER'S APPEAL. Humphrey WiUiams, Ceilfecban Farm, Barmouth, appealed on behalf of bis servant. Darned Morris P. Evans, 19 years of age'(unattested) who had been refused any exemption by the Loeal Tribunal. Humphrey WiUiams stated that this young man was the oaiy one be bad on the farm, and be bad endeavoured togeb a substitute but bad failed. He bad 9 milking cows and 280 sheep on the farm. In reply to the Chairman, the appel- lant said he might get <ema!e labour on the farm, but be had taken no steps yet. The decision of the Local Tribunal was confirmed. WIDOW'S SON'S APPEAL. 'Wiiliam Evans, Gwendolen, Merino Parade, Barmoutb, 22 years of age (attested) appealed against the decision of the Local Tribunal who had refused any exemption. The appellant stated that be appealed for a conditional exemption on the grounds that be was the sote support of his widowed mother. He had one I brother in the Army, who was married, and one sister at home. He bad offered himseif to the Navy and was refused on medical grounds. His mother was 58 -years of age, and lie gave her on an average 25/- a week. In reply to the Military Representative (Capt. Hughes) the appellant said that be had offered himself to the Navy as a carpenter as there was better pay than in the Army. He wanted his mother to have a decent living. His mother and himself were joint tenants of the bouse, and he bad signed the agreement, Appeal dismissed, and decision of the Local Tribunal adhered to. Appellant's appiication for leave to appeal to the Central Committee in London was refused. TEAM OWNER'S APPEAL. John Hugh Davies, team owner, Bar- mouth, appealed on behalf of his son, named John R. Davies, 25 years of age (attested) \rhose apphcation bad been refused by the Local Tribunal. Mr Jones-Williams, appeared for the appellant. John H. Davies said be appealed for conditional exemption for his son, who was in full charge of the timber con- tracts at several places. Resides, bis son bad charge of the coal business, and kept a!I the book accounts. He bad received letters from the timber contrac- tors, who were doing Government work, supporting bis son's appeal as indis- pensable to carry on that special work. His son did all the work as regards measuring the timber, etc., at all places where the hauling was executed. He bad nj one capable of measuring timber in his employment, and bis son had charge of C entire horses ft Barmoutb. It would be impossible for him to super. vise the work as it was so scattered. The Military Representative—What is your son doing cow ? Mr Davies said that that moroiog be was with the coal lorry, and could do all kinds of work, but was engaged mostly with timber work, and was away from home nearly every day. The Military Representative—But in the claim befote the Local Tribunal he was put down as a driver. The Chairman—What exemption do you require for your son ? Mr Davies—6 months if I could have it.. Appea! dismissed, and the decision of the Local Tribunal upheld. Leave was granted to appeal to the Central Committee. SLAUGHTERMAN'S APPEAL. Messrs Owen WiUiams and Sons, butchers, Barmouth, appealed on behalf of a. siaugbterman, named Alun Lloyd, 3, GJanaber Terrace, 24 years of age (attested). The Local Trihuna! had given the employees in January last C weeks to 6M the vacancy. In February the Local Tribunal bad given appeiiaac 6 weed's time to find a substitute. When the case was called, the appel- lant was not present, and l,be decision of the Local Tribunal was confirmed. IN PRIVATE. Hugh Pugh Williams, tailor, Victoria Buildings, Bat-mouth, 30 years of age (attested) appealed against the decision of the Local Tribunal who bad refused any exemption. The appeal was taken in private. Exemption granted until May ]8tb. The Military Representative appealed against the decision of tbeLocal Tribunal who had granted Gnmth Davies, motor garage proprietor, Old Belle Vue, an exemption of 1 week (i.e. 9 weeks) for an un-attested. The appeal dismissed. PRINTER'S APPEAL. William Jones, printer, Belle Vue Arcade, Barmoutb, appealed on behalf of his son, Norman McLeod Jones, 19 years of age (attested) who bad been given two months exemption by the Local Tribunal. William Jones said be bad done bis utmost to find a substitute, but to no avail, and if his son went it would mean financial ruination to him. His eldest son had joined the Army over 12 months ago. 1 The Military Representative said that ¡ he could not understand why the Local Tribunal had granted 2 months exemp- I tion, as the appellant bad appealed to the Central Committee, who had sent I down that appellant's son would not be called up aotil MarJh 25tb. The Chairman said that if the Central Committee had dealt with the case, the County Committee could not go beyond that decision. Mr Thos. W. Piggott (the local Mili- tary Representative) said that the appel- lant had appeared before the Local Tribunal when the 6rst groups of single men were called-Pp, -ind he was then granted extension unfit the 12tjb group was called up. He then appealed against that decision to the Central Committee, who notified that appellant's son wouid not be called up until the 25tb of March. Before the expiration of that date.appeDant appealed again to the Local Tribunal for exemption. He (Mr Piggott,) bad objected before the Local Tribunal that appeltant could not appeal again after the Central Committee's decision, but the Local Tribunal decided against him and ga.\o another 2 months exemption for appellant's son. In repty to a question, the appellant said be bad been noticed by the Central Committee that bis son would not be called up until March 25th, and be had been legally advised that he had a right to appeal again to the Local Tribunal. The Military Representative claimed that the Local Tribunal had no locits standi to vary the decision of the Central Committee, but after a long discussion, the Clerk (Mr White Phillips) said that appellant bad a right to appeal for the extension or variation of a certjnca.te of temporary exemption. Exemption granted until August 13tb, and appellant was refused permission to appeal to the Central Committee. HAIRDRESSER'S APPEAL. Harold Jones, hairdresser, Barmoutb, 23 years of age (attested) appealed against tbo one month exemption granted by the Local Tribunal. AppeHant said he had been in business j atBarmouth for the Jast 6 years, and appealed tor an exemption until the end of the summer. In repiy to the mifitaty representative, appeltant said ha had been passed for garrison uutyabroad.and be bad already tb-ree brothers scrying their King and country. Exemption granted until May 13tb. I MARRIED MEN'S APPEAL. I The Military Representative appcaiad against the decision of the Local Tribunal in granting 6 months exemp- tion to three married men, viz., Henry Jones, baker, 2, Handlith Terrace; Humphrey Richards, Brynawel Terrace; and Evan Richard Lloyd) fishmonger. The Chairman stated that the three appeals would be adjourned for the present until the decision of the com- mittee appointed by the Government had given their report on the married men's position. FARMERS' APPEAL. iLhe! Lewis, BrynLeg Farm Dyffryn, 21 years of ago (unnttested) appealed against the deeisioa of the Rura-i Tribunal, who bad refused him any exemption. ;rwm" ¡¡Dill lI1ÆaI& Appellant stated that be was quite willing to go to join the Army, but appealed for an exemption until after j the harvest. i The appeal was dismissed. John Ivor Jones, Pontfadog Farm, Dyifryn, 21 years of age (unattested) appealed against the decision of the Rural Tribunal for exemption. AppeUant stated be held 10 acre of land, and claimed be was in a reserved occupation and should be exempted. It would bo a great nnanciat loss to him if be bad to join the Army. In reply to the Military Representative the appellant said bib rent for the bold- ing was .65 a year. Appea! dismissed, and bis application for leave to appeal to the Central Committee was refused. Thomas Lloyd Davies, Ffonga!ed Farm, Dyffffryn, H3 years of age (attested) appealed against the decision of the Rurat Tribunal, who had refused him exemption. AppeHa-at did not appear, but was represented by bis father, who stated that his son was joint tenant with him. His son bad a motor-cat', but be only bought it as a spare time bobby. The decision of the Rural Tribunal was confirmed. The Tribunal sat until 6.30, and great interest wns taken in the different appeals by a crowded Court.

BARMOMTH COUNCIL. ANNUAL MEETING. ELECTION OF CHAIRMAN AND VICE CHAIRMAN. LIVELY PROCEEDINGS. The manual meeting of the Barmoutb Urban District Council was held on Tuesday afternoon. Present:—Mr J. Pryce Jones, reuring chairman, Dr. J. Pugh Jones, Messrs D. 0. Hugbes, Henry Freeman, William Owen, Edward \VHiiams, Francis Morris, Rhys Jones and Robert HoydWiMiams, with Messrs Winiam George, clerk; Richard Hewelyn Ownn, deputy-clerk John Roberts, rate collector Thomas R. Parry, surveyor; Watkin Owen, boating inspector; and Dr. J; 0. WtHiams, medical ofScor of bealtb. ELECTION OF CHAIRMAN. On the proposition of Mr J. Pryce Jones, seconded by Mr Henry Freeman, Mr William Owen was unanimously elected Chairman of the Council for the ensuing year. Mr Wiiiiam Owen, on taking the chair, thanked the Council for the honour bestowed upon him. He had lately been considering wbebber to con- tinue the work, as his health was not vet-y N,e]J, but as he bad the work at heart, he had once again consented to I do what be could for the welfare of the town.. ELECTION OF VICE-CHAIRMAN. I On the proposition of Dr. J. Pngh Jones, spconded by Mr D. 0. Hogbes, I Mr Edward Williams was unanimously elected Vice- Cbairman. Mr Edward Wiiiiams tbanked the Council for the honour. I BELGIANS. i It was reported that two members of I the Be!gian guests staying in the town j had written to the Council enquiring whether there would be any objection to tbeir having three or four concerts a week in a suitable room during the sum- mer months.—A further application was read for permission to erect a tem- porary wooden building, about twelve yards diameter, or ground to be 6xed Jater, for putting in a. War Panorama. It was decided to ask the Belgians to I' submit further information on the matter. CURRENCY NOTES A letter was read from the Treasury stating that it bnd been brought to the notice of the Lords Commissioners tbas currency notes were being stamped with advertisements of Barmoutb as a sea- I side resort and asking for an assurance, if the notes were being stamped by Officers of the Town Council, that in- structions would be issued for the dis- continuance of the practice. The Deputy Clerk reported having replied that neither the Council nor its omciais knew that such a practice was in force. 11 PENNY BANR. Application was ordered to be made to the Local Government Board for sanction to the increase demanded bv the Yorkshire Penny Bank in the rate of interest on ioans, and the Chairman was asked to see the Council's Solicitor with a view to his approving of tb& draft deed submitted by the Solicitors to the Bank. BALANCE AT THE BANE. In reply to Dr. J. Pagb Jones, the Deputy Cierk said there was a balance at the bank that day amounting to .6331. DEATH-RATE. In bis annual report, the Medicaf Offic6r reported that the number of deaths during the past year were 41 (5 being non-residents), whilst the number of births were 41. THE PARADE. It was reported that the Surveyor bad arranged for Belgian Refugees, ilve in cumber, to clear the sand from the Marine Parade at a contract price of 30s. The Refugees bad informed the Council that the work bad taken up more time than they anticipated and permission bad been granted the Sur- veyor to expend a further sum of 30s. in moving sand on the Parade atJd Cross Roads as be deemed advisable. Mr R. G. Jackson, lHarioøMansions, appeared before the Council and com- plained about the sand on tbe Parade. He hoped tb.tt) the sand wou!d be ail cleared before Easter. The Surveyor 'reported that the Bel- gians bad refuspd to clear tbo remaining sand for JE1 10o. Mr Rbys Jones proposed thab tbe Sur. veyor should engage local labour to do tbe work. Mr D. 0. Haghes, in seconding, said be wished to protest against tbp way this matter bad been dealt with. It was not right for the Council to give work to the Belgians when ratepayers in the town were out of work. It was the duty of the Council to heip the ratepayers who were paying rates nrst of ai!. Mr J. Ptyce Jones said be did not wanb to do any injustice !o any working man, but it was clear to al: that a large I number of bard-wotidag women bad to pay rates in Bat'moutb. The town de- pended on visii.ors. The Government; i were asking them to give employment to the Be)g!ans bo as to relieve as much as possible of the payments made by the Government to the Belgians. He agreed that what the Surveyor bad done bad been a great saving to the working man. Mr Rhya Jones said the Belgians offered to clear the sand for 30s. After some further discussion, it was decided that the Council's workmen ebould clear the sand forthwith. I RATE COLLECTOR'S REPORT The Rate Collector reported that the amount of rates collected since the last meeting amounted to .6109 18A. 8d.
