PATRIOTISM IN PRISON. The recently published Annual Report of the Prison Commis- sioners for the year ended 31st March, 1915, throw some interes- ting sidelights upon the effect of the War on the prison population and some remarkable incidents are recorded. On the 4th of August, 1914, on the outbreak of hostilities there were imprisoned in the Local Prisons of England and Wale 13,580 persons, the immediate effect was that this number gradually diminished until it eventually reached the extraordinary low number ol Ulfty on 31st March last. The reduc- tion is accounted for by three circumstances, viz.: (1) the en- listment of many habitual petty offenders: (2) restricted hours for the sale of intoxicating liquors; (3) the great demand for labour rendering employment easy and well-paid. Report generally from all over the country, agree as to the good effect of the early closing of public houses. The remarkable fall in the prison population helped to lieve the difficulty caused by the sudden departure on the out- j break of war of a number of officials who were reservists, of whom information has been re- ceived that 31 have been killed or died of wounds 25 wounded and ten missing or prisoners of war. Four have been promoted to commissions and two have re- ceivvd the Distinguished Conduct Medals for service in the field. The members of the staff re- maining on duty have cheerfully rendered any extra duty they may have been called upon to perform in order to cope with the large orders for war material called for by the Naval and Mili- tary Authorities, have in many prisons, had to forego or seriously curtail their annual leave, and notwithstanding the fact that the rapid fall. in the population of the prisoners has reduced the daily number of workers, the total out-put of articles for war service has been considerable, this satisfactory result is entire- ly due to the enthusiasm dis- played by the prisoners whom it is clear have never worked harder or better before. In 240 days of the war,the issue of war stores totalled over a million and a half of articles. To attain this result the time- table have been modified, all work other than the preparation of war stores, have been reduced as much as possible, the working hours increased, and all prisoners have the option "of which the majority avail themselves" of working on Sundays, and an extra supperation ration is issued to those who work overtime and put out a satisfactory task, and and in consideration of the special efforts made by the prisoners to complete the articles required by the Admirality and War Office they are informed once a week of the progress of Naval and Military operations. The earnings of prisoners cal- culated according to rates fixed for the particular article, etc., which they make gives an aver- age out-put per imate per annum of tlS 3s, Od. or £ 2 9s. 9d. above the high valuation of the pre- vious year. The report include tables shewing the labour earnings at each prison and it is interesting to find that among the local prisons that at Ruthin heads the list; for the purpose of compari- son the following are the five prisons with the highest averages :— Ruthin £30 10s. Gd. per head. Hereford C27 7s. 2d. „ Winchester £ 24 8s. 2d. „ Maidstone £ 23 8s lOd. 5) Shrewsbury £ 22 16s. lid. „ This honourable position reflects the greatest credit upon the administration of the prison. The Visiting Committee, re- presenting the counties Denbigh, Flint and Merionethshire, some time ago drew the attention of the Secretary of State 'to the amount of enthusiasm displayed at the Prison in the preparation of imported Naval and other stores connected with the War, and the very high opinion which they then formed of the effort put forth by the Staff and the prisoners is more than justified in the report to hand.
