BAR MOUTH COUNCIL.
BAR MOUTH COUNCIL. MONTHLY MEETING. CASUAL VACANCY. APPOINTMENT OF A GOVERNOR OF BARMOUTH COUNTY SCHOOL. RATE COLLECTOR'S FAVOURABLE REPORT. The ordinary monthly meeting of the above Council was held on Tuesday afternoon. Present: Mr J. Pryce Jones, J.P. (chairman) Dr. J. Pugh Jones, Messrs. Rbys Jones, D. O. Hughes, Henry Freeman, William Owen, J. Liewelyn Davies, D. E. Davies with Messrs. Wiiliam George (clerk); R. Llewelyn Owen (deputy clerk) Thomas Richard Parry (surveyor) John Roberts (rate col- lector); and Watkin Owen (boating inspector). REGISTER OF BIRTHS. A discussion took place on the action of the Council at the last meeting adopting the Registration of Births Extension Act, 1915. The Deputy Clerk explained the provisions of the Extension Act, and added that the Council had already decided to procure the necessary books for the medical officer, and those books had already been ordered. Dr. J. Pugh Jones said that there was no need for the Council to adopt the Act, as the Merioneth Council bad already done so, and he wished to protest against the adoption of same by the Council. The Deputy Clerk replied that the Council had done nothing except what they were compelled to do, and read a letter from the Local Government Board in support of his contention. The Council adhered to what had already been done. STARVING BELGIANS., Mr Rbys Jones presented a report of the concert held recently at thePavilion in aid of starving Belgians in Belgium. The total receipts of the concert amounted to R16 4s 7d, leaving a balance, after paying expenses, of R7 7s 7d. The Chairman said that the concert had done very well considering the counter attraction which was at the Assembly Rooms the same night, and credit was due to Mr R. Llewelyn Owen (deputy clerk) and Mr Rhys Jones for their services with the concert. On the proposition of Mr William Owen, a hearty vote of thanks was accorded to all who had helped with the concert. ALIENS AND TRADING. I A letter was read from Mr E. Rice of I Brixton, suggesting that like public houses and limited liability com- panies, every shop or place of business should be licensed the name of the person trading and his nationality to be written up over every doorway to pre- vent Germans rushing back after the war and resuming their positions in trading in our midst. On the proposition of the Chairman, seconded by Mr William Owen, it was decided to adopt the suggestion, and to forward the resolution to the member of Parliament for the county. Dr. Pugh Jones wished his name recorded on the minutes as having voted against the proposition. WELSH ARMY CORPS. I The Deputy Clerk reported that an, appeal was being made by the Earl of Plymouth for funds to provide the troops raised by the Welsh Army Corps Com- mittee with articles of equipment which were not provided under the Army Regulations. The Chairman said he was sure that an effort would be made to get funds for the Welsh Army Corps, and be believed that something should be done for the | Barmouth Boys who were with the 7th Royal Welsh Fusiliers and other I regiments. j Mr Henry Freeman suggested that an appeal should be made to all the churches in the town for a collection. H6 was sure they would be patriotic enough to listen to an appeal of thiskind. Mr Rbys Jones said he quite agreed j with Mr Freeman but another appeal J bad been made to the churches for a collection towards the starving Belgians in Belgium, and he was afraid that the appeals would clash vith one another. Mr David 0. Hughes suggested that an appeal should be made to the churches to form sewing classes to piovide comforts for the Welsh Troops. It was done last winter by some of the churches and was very successful. The Chairman pointed out that the Welsh Army Corps were appealing for funds and not comforts. On the proposition of Mr Henry Freeman, seconded by Mr J. Llewelyn Da vies, it was decided to approach all the churches and chapels in the town with a view of having a collection made. ABOUT THE HORSE. Mr William Owen said be had been informed by:Mr Griffith Edwards, one of the Council's carters, that the Council's horse was not having the quantity of food now as in the past. tie believed in giving man and beast enough to eat. He should like to know whether this was a fact or not. The Surveyor said be bad been asked by the Council to economise in food- stuffs and be bad done so. What used to be sufficient food for seven or eight days had to do now for nine days. Dr Pugh Jones-Did the carter com- plain to the Surveyor aboul the mttel The Surveyor—Yes; and I told Mr Griffith Edwards to get more food. Dr Pugh Jones-Quite right, too. Mr William Owen said the horse should have the same quantity of food as before. The horse wanted plenty of food and plenty of work, COAL. • The Board of Trade called attention to the probability that owing to the number of miners who have joined the colours, the supply of coal for home con- sumption next winter would be less than usual, and that it was very important that every effort should be made to accumulate stocks. The price of coal (Limitation) Act now regulated the price of domestic coal a.t the pithead and the C()t of the hire of private railway waggons, but this might not in itself prevent the retail price from being fixed at such a point as to be a serious burden on the poorer classes. The President of the Board of Trade bad suggested that an arrangement be made with the local merchants for the limit- ation of the sum which they will charge over the cost of coal delivered at the Station or siding to cover expenses of distribution and profit. It was decided that the pith of this letter should be communicated to local dealers with a view to the desired effect being attained. BILLETING OF TROOPS. The Deputy Clerk referred to the following changes which would render the conditions of billeting somewhat different to those which prevailed in 1914-15, viz (1) The fact that the com- pletion of many hutments throughout the country will cause. the number of troops to be billeted to be very much smaller than was the case last Winter. (2) That the troops to be billeted will generally, but not always, be mobile formations grouped for certain strategi- cal reasons in particular places and districts so that very little latitude is possible in their location having regard to other interests. (3) That the rate of pay for billeting is io. be reduced from 3/41 to 2/3 per day on the strength of the fact that the actual cost of feeding soldiers in camps is 1/5 a day. The Clerk will procure a copy of the new Army Order governing the rate of pay as soon as same has been approved of by Parliament
