Barmouth Police Court.
Barmouth Police Court. BREACH OF THE DEFENCE OF THE REALM ACT SUNDAY TRADING AT BARMOUTH A special police court was held on Fri- j day morning, at the Police Station, I before H. J. Wright, Esq. (chairman), j I Alderman T. Martin Williams, Tbos. I W. Piggott, Cadwaladr Roberts,Morris I Evans, and J. Pryce Jones, Esqrs. | I BREACH OF THE DEFENCE OF I THE REALM ACT. Mrs Elizabeth Jones, 7, Marine Par- ade, Barmouth, was summoned by Mr Richard Jones (Chief Constable) that she, on the 20tb June, being the occu- pier of 7, Marine Parade, unlawfully did neglect to obscure certain lights on the said piemises facing the sea during such time as they should be obscured, contrary to the provision of the Defence of the Realm Act and orders in Council made thereunder. The defendant did not appeared, but was represented by Mr John W. Jones (son). The Chief Constable, who prosecuted, stated that the defendant kept a lodging house on the Marine Parade. Last April the Home Secretary issued an order that all windows visible from the sea should be obscured. In virtue of this order, Inspector Ben Evans gave instructions to Police Constable Griffith Williams to visit all the houses on the Marine Parade drawing their attention to this important Order. On Sunday, June 20th, the Constable saw the defen- dant and drew her attention to very bright lights which were illuminating from three windows. It was at 10-15 at night, and the lights were visible from the sea. The Police bad distri- buted posters throughout the county with reference to this Order, and those who committed the offence were liable to a fine of JG100 or six months imprison- ment. The Police had done their best in the countyito carry out the instruc- tions of the HomeSecretary. This was the fust case brought forward in the county, but there were several other cases pen- ding. The Authorities considered this offence very serious indeed. Police Constable Griffith Williams stated that at 10-15 p.m. on Sunday, June 20th, he was on duty on the Marine Parade when he observed very bright lights in three front windows at No. 7, Marine Parade. He went to the door, and the door was answered by a little girl. He told her that he wanted to see the occupier of the house, and later the defendant, came to the door. He (the Constable) told the defendant. that he would have to report her for failing to draw down the blinds to cover the bright lights which she had in her front rooms. He asked the defendant for her name but was refused and told to find it out for himself. He bad cautioned the defendant twice' previously. He had carried out the instructions received from Police Inspector Ben Evans, and all the householders on the front bad been warned. The Chief Constable-The lights could be seen from the sea ? The witness-Yes, the windows were facing the Bay. The lights were very bright and the blinds were up. Mr W. J. Jones stated that he was. under the impression that the Constable saw the little niece the second lime be came down to warn them, but he saw his mother the first time. The witness stated he saw the defen- dant twice personally and warned her. In reply to the Bench, the Chief Con.- stable stated that the Police bad gone out of their way to warn these people of the existence of this order, as they were anxious to give every publicity to such new regulations. Mr W. J. Jones stated that the blinds bad been down previously that night, but that the visitors had objected. The Clerk said that would not make the least difference, and it bbouJd be made known that visitors were liable to be summoned the same as the occupier of the house. Mr J. W. Jones said that his mother was 70 years of age and was apt to overlook such matters. In reply to Alderman T. Martin Wil- liams, Mr J. W. Jones said his mother had told the visitors that the blinds were to be down. The Chairman said that the offence was most serious, and the very least thing thpy could do was to obey the Authorities. The Chief Constable stated the occu- piers and visitors staying at the houses were liable to be summoned, and they must see that all the lights were ob- scured. In reply to the Chairman, the Chief Constable stated that posters had been displayed throughout the whole county which contained full instructions. Mr J. W. Jones said his mother was quite aware of the instructions, and was always prepared to comply with any instructions given. Alderman T. Martin Williams—And she now realized the seriousness of the offence ? Mr J. W. Jones-Yes. The lights in the rooms were only the ordinary gas lights. Mr Thomas W. Piggott-But they were not obscured, that is the worst of it. In reply to a question, the Chief Con- stable stated that blinds of every house on the Parade were down on the night in question, except this particular house. The Bench then retired, and on their return, after an absence of close upon half an-hour, the Chairman said that the Bench had been for a considerable time deciding the matter owing to the seriousness of the offence. They were rather divided as to what amount the fine should be,but they wished to impress upon all lodging house keepers and visi- tors that the Act would have to be carried out. As this was the first offence in the county, a fine of C2 2s would be imposed, but any other cases would be severely dealt with. I SUNDAY TRADING. William Catherwood, confectioner and tobacconist, Marine Parade, Barmouth, was charged by the Chief Constable with Sunday Trading on Sunday, June 20th. In reply to the charge the defendant pleaded guilty, and added that other shops opened on Sundays. The Chief Constable stated that on the day in question, Police Constable Griffith Williams was on duty on the Parade, and kept observations on the defendant's shop. The Constable saw a young boy coming from the defen- dant's shop with same cigarettes. Later in the afternoon the defendant sold some cigarettes to two soldiers from r: Portmadoc. The defendant said that his shop was not opened all day. A fine of 5/- was imposed, in addition to 1/6 witness fee. CONGRATULATIONS. The Chairman, on behalf of his fellow Magistrates, heartily congratulated Mr Morris Evans, Egryn, on his recovery from his serious illness. The Chief Constable, on behalf of the Police, also wished to be associated with 1 the good wishes. Mr Morris Evans, in responding, said he was very proud to be amongst them again and that he was much better.
