BARMOUTH COUNCIL. I Annual Meeting. Five Hours' Sitting I The annual meeting of the above Coun- cil was held on Tuesday afternoon. Present:—Mr Rbys Jones (retiring chairman), Mr J. Pryce Jones (vice- chairt-nan), Dr J. Pugh Jones, Messrs John Morgan, D. O. Hughes, Owen Williams, William Owen, Edward Williams, D. E. Davies, R. Lloyd Wil- liams; with Messrs William George (clerk), R. Llewelyn Owen (deputy clerk), T. R. Parry (surveyor). Watkin Owen (boating inspector), Dr J. 0. Williams (medical officer of health), and John Roberts (rate collector). APPOINTMENT OF CHAIRMAN. I On the proposition of Mr D.E.Davies, seconded "by Mr William Owen, Mr J. Pryce Jones (vice-chairman was unani- mously appointed chairman for the en- suing year. On taking the chair, Mr Jones thanked the members for the honour they be- stowed upon him and hoped that the mem bers would give him every support in discharging his duties. APPOINTMENT OF VICE- I CHAIRMAN. On the proposition of Mr D. O. Hugbes, seconded by Mr D. E. Davies, Mr Owen Williams was unanimously elected as vice-chairman. Mr Owen Williams suitably responded Mr Rbys Jones gave a notice of motion that he would bring forward at the next meeting the mode of electing the Coun- cil's chairmen in future. ANOTHER PROTEST. After the minutes of the last monthly meeting and the special meeting were read, Dr J. Pugh Jones wished it to be recorded that he protested against the special meeting which was held last Friday evening, which he considered was irregular, as only one day's notice was given instead of two days according to the standing orders. A long and heated discussion then followed in which it was stated that the meeting was called by the authority of the Council acd Works' Committee and as the opening of tenders was an urgent matter. The matter then dropped. HOUSE REFUSE. I Dr Pugh Jones enquired whether any house refuse was being carted to the Recreation Ground. The Surveyor said that one or two loads were carted down there on Satur- day mornings during the last month. Dr Pugh Jones enquired whether any I complaints had been received. The Surveyor—N o. Dr Pugh Jones said that complaints had been made to him about the refuse being deposited there. The Chairman said'that he had visited the place and no doubt the refuse was an eyesore. Mr Robert LI. Williams proposed that henceforth no house refuse should be de. posited near the Recreation Ground, which was agreed to. ABOUT A WATER SUPPLY. I The Surveyor submitted a long report I on the connecting of a water supply for I houses near Hendrecoed, for Mr D. E. Davies. The Council bad given per- mission to Mr Davies to connect from the main, and the work was done by the Council's men at Mr Davies's expense. Mr John Morgan asked had Mr Davies signed a requisition. The Surveyor—No, but Mr Davies had made his application to the whole I Council. I Mr John Morgan said that a resolution I bad been passed/by the Council that a f requisition should be signed by those j who were applying for a water supply, i The 'Council ought to adhere to the resolutions passed. The Council only I gave instructions for the Council men to connect the water, and not to open the roads. ) Dr. Pugh Jones said it was not right that the Council's woikmen should be employed to open the roads—only to connect the water supply. Mr D. E. Davies asked the Surveyor whether anything was done in this case which was not done to every ratepayer in the town. He had asked for nothing but what was given to all the rate- payers. The Surveyor—No, nothing whatever, only what is given to every other rate- paver. Mr D, E Davies said. be did not sign the requisition as he had submitted his application to the whole Council. He was quite prepared to pay the cost of the connection whatever it would be. Mr John Morgan said there was a resolution on the Council's books that the Council's men were not to open the water mains, but to connect only. Pri- vate contractors ought to do that work. The requisition was not signed in this case. Mr Rbys Jones said that the Council were wasting much time over the matter. The Chairman said that the Council had given permission to Mr Davies to connect the water main, and the ex- pense to be paid by Mr Davies, The Surveyor said he had carried out. the resolutions of the Council. y. The Chairman said there was a resolution on the books that the Council's men were to open and close the water mains. After some further discussion, the matter was dropped.- KING'S CRESCENT ROAD WIDENING SCHEME. The Road Board wrote stating that so far they bad not received the informa- tion asked for in their letter of the 9th February to the County Surveyor. The latter having been apprised of the con- tents of the Road Board's letter pointed out that the Road Board asked for the original grant, which Mr Breese in- formed him bad been sent to the Local Government Board together with the application for sanction to borrow the balance of 25 per cent. and until "that was returned he was powerless to move further in the matter. SERVICSS ON THE BEACH. I An application was made for permis- sion to hold children's mission services on the Beach during next August, and same was granted on same terms as last I year. I PILLAR LETTER BOX. ) The Postmaster wrote that it was to ¡ be regrttled that an additional letter i box in the town was not warranted.— The Works Committee proposed to in- form the Postal Authorities that unless they agree to provide an extra box in High Street steps would be ta-ken to ventilate the Council's complaint of inadequate facilities through the medium of the County Member in Parliament. RECREATION GROUND PATH. Mr W. W. Greener reported that the lock on the gate fixed on the path across land beyond the Recreation had been removed, and he suggested that the Council should have a new lock fixed cn and provide a key to bis man or Mr T. Morris.— The Works Committee desired to remind Mr Greener that by the terms of the agreement in force with him it was no part of the Council's duty to comply with his suggestion. REPAIRING OF ROADS. Instructions were given to the Sur- veyor to prepare estimates of the cost of repairing the Llanaber and Park Roads also that the Surveyor's schemes for providing an improved system of water supply along Park Road and Pen- ycei be put into execution. THE SUB POST OFFICE. After giving consideration to a letter from the Postmaster on the closing of the Church Street Sub-Post Office, the Committee agreed to the slosing of this office on the following days :—Christmas Day, New Year's Day, and Good Friday On the proposition of Mr D.O.Hughes, seconded by Mr D. E. Davies, it was de- cided to again approach the Postal Authorities for more postal facilities at the Sub Post Office. It .was also decided on the proposition of Mr D. 0. Hvghes, seconded by Mr R. Lloyd Williams, that an application should be made for a public telephone call office. MEDICAL OFFICER'S REPORT. The Medical Officer's report was con- sidered, and ic was decided to serve a statutory notice upon the occupiers of 2, Gibraltar Terrace so as to do away with the complaint of overcrowding there. FINANCIAL. The Deputy Clerk reported that the Council commenced the last financial year with an overdraft of £57 6s. 2d. and finished the year on the 31st ulto., with a balance of el45 Is. 6d. in their favour. RATE COLLECTOR'S REPORT. The Raie Collector reported that since the last meeting he had collected the sum of -1107 15s. Gd. TOWN BAND. A letter ffas read from Mr J. R. Thomas, secretary of the Barmouta Co-ronation Band, asking for permission to play on the Marine Parade once a week during the Summer months. Mr Harry Bowden (representing Messts. Pare and Bowdenj appeared before the Council, and stated that they were quite prepared to bring a concert party on the same terms as last Summer, viz £10, but they could not give an undertaking to come so'early this year as in previous years. A long discussion then followed as to the arrangements, for the Coronation Band to play once a week on the Parade. Mr D. E. Davies spoke most strongly in favour of giving permission to the local Band to play once a week, and was supported by Messrs Owen Williams, Edward Williams and William Owen. Ultimately it was decided that the Coronation Band should play on the Parade once a week, and the question of the night nud the time of playing was left to the Messrs Pare and Bowden and the Coronation Band to ai range these matters between themselves. Mr Bowden said they would come h.ere as soon as possible after Whitsun. I TENDERS. The tender of Mr Richard Roberts,lvy House, was accepted for the plumbing work for the ensuing year, also the tender of Mr John Lewis, Cader View, was accepted for the Council's cartage and the removal of manure from the yard. I APPOINTMENT OF COUNTY I SCHOOL GOVERNORS. On the proposition of Mr D. E. Davies, seconded by Mr William Owen, Messrs John Morgan and Edward Williams were re-elected as the Coun- I cil's representatives on the County School Governors. v I APPOINTMENTS. ¡ Messrs Henry Freeman, Owen Wil- liams, Morris Jones, and L. 0. Evans were appointed as overseers for the ensuing year. Mr John Roberts, Ripon House, was re-appointed assistant overseer on the same terms as last year. Mr Watkin Owen was re-appointed as beating inspector, etc., on same terms as last year. Messrs Rhys Jones and R. Lloyd Wil- liams were appointed as store keepers. I PANORAMA REFRESHMENT ROOMS. It was decided to advertise in the Bar- mouth Advertiser for the letting of the above rooms. I THE COUNCIL'S WORKMEN. It was decided to advertise in the Bar- mouth Advertiser for men to be em- ployed by the Council. The.Councii sat from 2 p.m. until 6.30. Owing to the long sitting we have been obliged to curtail our report.
