HOW THE MINES EIGHT HOURS ACT INCREASES ACCIDENTS. While the Government is con- I sidering the question of suspen- ding the Mines Eight Hours Act, and is under pressure from two opposite directions, it may not be inopportune to call attention to some of the effects the Eight Hours Act has had upon the working miners. This measure, it is important to recall, was passed under the impression that I it would benefit a hard-working body of men exposed to great and constant dangers. To increase the safety and the leisure of the miners-that was the object. How far the Eight Hours Act has failed to increase safety may be judged from the fact that whereas the number of our mine-workers killed in the ten years 1900-1909 averaged ll40 per year, the average has been 1480 for the five years 1910-14, that the Act has been in force. Relatively to numbers employed, as well as actually, deaths have increased. Non-fatal accidents have largely increased, as the officers of the miners' relief societies will testify. Before the Eight Hours Act became operative our mines were steadily getting safer as a result of improved methods. Under this law we are moving in the opposite direction. To understand how the new law is responsible to a large extent for the deplorable change from increasing danger, it is necessary to observe that, under the old conditions, working hours and shifts were arranged to conform to local circumstances. The coal trade varies widely between the different districts, the different seasons, and even the different mines. In one case, for instance, the trade is in household coal, and the pressure is in the winter. In another case it is a steam-coal trade, and if it happens to supply exports for the Baltic, say, it is almost entirely a summer demand. Thus it came about that before we got the Eight Hours Act we had in some cases the miners working full time, or overtime in the summer and short time in the winter. There was freedom to work according to requirenents. Again, the men frequently worked nine or ten-hour shifts on mid-week in order to have Saturdays or Mondays free.
IBARMOUTH HAS ITS ANSWER.
I BARMOUTH HAS ITS ANSWER. Barmouth has its answer now. There was a doubt once as to whether the cures, about which Barmouth residents spoke so heartily, were lasting cures. Did the people stay well ? That was the great question. And here is the answer, cured to stay cured, given in the word of a Barmouth resident. On December 19Lb, 1912, Miss M. Jones, of 3, Pen bryn Terrace, Friog, Fairbourne, Barmouth, said I was very much troubled at one time with backache and touches of rheumatism. I could scarcely sleep at nights, and was very restless. I expect my kidneys were affected by a cold I had caught. "My head was painful, and I often felt depressed. "I was advised to try Doan's backache kidney pills, and I must say these pills eased the pains splendidly. My back was stronger, and I did not feel so tired after the day's work. I could sleep better, too. "I think highly of Doan's pills, and am pleased to recommend them. (Signed) M. Jones." On February 4th, .1914,—over twelve i,izoiiths late)-Miss Jones said I am very well indeed now, I am glad to say. I have recommended Doan's pills to others and am pleased to do so as they are so effective." DEATH OF VETERAN MINISTER. The death occurred on Moncay of the Rev. Evan J. Evans, Calvinistic Metho- dist minister for twenty-six years at Penrhyndeudraeth. He was aged seventy-four and bad been honoured with many important offices in the connexion. He formerly ministered at Hanley and Llanbedr, and was the twin brother of the Rev. Richard Evans, of Ucwlcoh.
