ilARMOU^OUNCIlT i Monthly Meeting. iI Monthly Meeting. New Conncil's Offices. The Billeting of Soldiers. The Llanaber Road Improve- ment. The Bowling Green. The ordinary monthly meeting of the above Council was held on Tuesday afternoon. Present:—Mr Rhys Jones, m J.P., (chairman) Mr J. Pryce Jones, (vice-chairman) Messrs John Mor- gan, Robert Lloyd Williams, David O. Hughes, Henry Freeman, Owen Wil- liams, William Owen, and Edward Williams, with Messrs William George, (clerk) R. Llewelyn Owen, (deputy clerk) T. R. Parry, (sur- veyor) John Roberts, (rate collector), and Watkin Owen, (boating inspec- tor). THE NEW COUNCIL OFFICES. The Deputy Clerk reported that the Council had written to the owners of Bank Buildings, situate in Church St., stating that the Council were prepared to take over the new buildings on April 1st, and in tep;y a letter bad been re- ceived from the Solicitors acting on be- half of the owners, stating that as the Council declined to take over the build- ings until April 1st, 1915, they were wil-- ling to accept the offer of the Council to take possession of the premises on April 1st, and a draft agreement would be sent on in a few day, The Chairman said they bad beard the reply from the owners of Bank Buildings, and it was for the Council to _pass a formal resolution to take over the new premises and also to quit the present premises, which notice should be sent to the Corsygedol Hotel Com- pany on or before December 246h next. The Council had already fully discussed the matter for close upon twelve months Mr John Morgan proposed that the I Council should take the new premises as from April 1st next, and that notice to quit should be sent to the owners of the present Council's Offices, and that a draft scheme should be submitted to the Council, Mr Henry Freeman seconded. As an amendment, Mr Edward Wil- liams proposed that the Council should not remove from their present prem- ises, as he considered that the new premises in Church Street were not suitable for the purpose. He believed that the expenditure to be incurred in doing up the new premises and the rent and rates to be paid for same would be rather too much at the present time, and especially in the present crisis. He thought that the Council should have consulted the ratepayers on the matter before coming to a final decision. Mr William Owen seconded the amendment, but only two voted for the amendment, whilst the other members present voted for the original proposi- tion, which was declared carried. LLANABER ROAD IMPROVEMENT SCHEME. The Clerk reported that he bad com- pleted the agreement which was to be submitted to Mr Gretner for approval with'reference to the land which was I to be :gi ven towards the road improve- ment on the Llanaber Road. Mr Edward Williams enquired from what resources were the costs of pre- paring the plans by Mr Collier to come from. He had objected to tbe scheme on the strength that the plans presented to the Council by Mr Collier bad only slight deviations to the plans prepared by the Council's Surveyor in the first instance. Is the fee to come out of the scheme or not. s The Chairman said he was sorry that this mattei should crop up now, which | would only damage the proposed im- provement. The Council had already decided as regards that matter. Mr Edward Williams said be was only asking a straight question and he was entitled to have an answer to it as a representative of the ratepayers. The Chairman said he would give an answer to the question. The Council had previously discussed the matter and it was decided that Mr Collier should prepare the plans as he knew exactly what land Mr Greener was going to give to the Council. The Council were in the hands of Mr Greener as far as land was to be obtained. He (the Chairman) should say that the fee for preparing the plans should come out of the scheme. The Council bad already agreed with Mr Collier to pay him a fee of not exceeding twenty guineas. Mr Edward Williams said the only difference in his argument was that the Council had not submitted the amended scheme to the Road Board therefore be could not see how the Council could pay that the money was to come out of that scheme when the Road Board bad not approved of the deviation tc be made in the second scheme as prepared by Mr Ccllier. Dr. J. Pugh Jones said the Council bad over two months ago decided as re- gards the fee, and he considered the question asked was out of order. Mr Edward Williams Have you decided from what source was the fee to come from ? Dr. J. Pugh Jones—The only dis- cussion now was as regards the agree- ment for the land. The Chairman said the Council had decided to pay the money out of the scheme. Mr William Owen said he understood that the second scheme was better than the first one inasmuch as they were having more land. Th.e Chairman said it was quite clear that there was a slight deviation in the second scheme which was an advantage to the Council, and be should have thought that all of them would have appreciated that kind ofthing. They were bound to give and take in a scheme of this kind. Mr Edwaid Williams—The Council ought to submit the scheme again to the Road Board. Mr John Morgan said the question was out of order. The Chairman—Of course it was. Mr Edward Williams—^ was not out of order. Mr John Morgan said ft was out of order. The Council.had already decided on the matter, and nobody had any right to re-open the question again. The Chairman said the whole ques- tion bad been discussed and passed. After some further discussion, it was decided that after Mr Greener had sig- ned the agreement a special meeting should be convened to make final ar- rangements so as to proceed with the scheme. The Chairman reported that Mr Lewis Edwards, Melbourne House, had consented to give land for road widen. ing on the Llanaber Road, and on the proposition of Mr D. 0, Hughes, seconded by Mr J. Pryce Jones, a hearty vote of thanks- was accorded to Mr Edwards. A letter was read from Mrs Parker Smith, stating that the Trustees of the Tyr'graig Estate, had nothing to add to their letters which had already been sent to the Council. The Chairman said that the Council could not therefore proceed with that part of the scheme which included the widening of the road near Ty'rgraig. Mr Robert LI. Williams—But we can spend the money on other places. Mr William Owen-There are plenty of other places where the Council can spend the money. The Chairman— Yes, and perhaps the Council could widen the road in front of King's Cresent.
