Rhyl District Council and Guardians' Elections. ResuSt of Voting. THE East Ward, of Rhyl, CI: 'Monday experi- enced ail t,he elemieiits of a: 'quiet, yet earnest election, for the representatives of that district int the Urban Council. It will be remembered that this was the onily ward in 'which there was apparently oro-proper undeirstandiinig or amicable arrangement 'a,nlve:d'ai¡ between tihe parties and that adverse comments were freely expressed! at the cause for iMr H. A. Tilby to seek re-election, and) who. was' opposed by one of the candidates who self-adlmattedly1 was a comparative stranger t.o. khe town. The candidates who. were. before the electors were Messrs H. A. Tilby, William Winter-bottom, and- Llew-alyni :B. Evan-s. Mr Tilby was the retiring representative, and Mr Wi;nterbot?:om' haid had a 'brief "sit" in the Council some littile time- ago, whilst Mr Evans 'was the "stranger" who; sought to. gain a seat. Only two, members were' re.quired.' The recording1 of Che votes took place between twelve and eight o'clock at the Clwyd-srreet Schools, where M-r A. :Rowland, clerk to the Council, officiated1 as presidin;g officer; Mr Bay- liss, poll clerk; and) Messrs H. Thomas and R. J. H. Mu;nden, the counters. The process of counting was proceeded with after eight o'clock, and notwithstanding1 the comparatively small number of pap-ers to be dealt with the results were ndt announced until after nine o.'clock, followed by the results of the Guardians' elec- tion for the same 'Ward. A large crowd awaited the declarations, and those of the Council elec- tion: were made known- by 'Mr Rowlands as fol- lows — H. JA. Tilby 288 W. 'WinterbO'ttam 214 Llew. B. Evans 184 Air Rowlands then formally declared, the two first nalme-d gentlemen returned as represen- tatives. The, results were very popular, as wag judged by the- enthusiastic yetspasmodiic cheer- ing. Guardians' Elections. Council Candidates' Speeches. Mr Tdlby returned thanks for the great han-ouir which, the electors of the Ward had .again done him, and alluded with satisfaction- to the. large number of votes polled, for him. He Tega,rded themi as a, mark, of confidence, and .if in. the past he had given the ratepayers the best 0f his ""ser- vices, that GcmJidence reposed in him that day would enable him to. redouble his energies for the benefit of the town. He moved a. vote of thanks to, i-Alr Rowlands for the skill and urbanity with which he had conducted 'the- election, which, had been the most pleasant one he had participated in. Mr Winterbottam also returned thanks, and re-echoed the sentiments expressed by Mr Tilby as to the pleasant contest. He seconded, the vote of thanks. Mr Evans atlso acknowledged the kindness of those who had voted for him. ,He, was ,a com- parative sicranger amongst them, andt he thought he had polled fairly well. He would certainly try again: when the opportunity arose. (Hear, hear, and a voice "Change your Ward next time.) (Laughter.) Guardians' Speeches. Mr S. Perks sincerely thanked1 the electors for again: him as a, representakive o;ni the Board of Guardians. He appreciated1 the posi- tion -of being head of the poll. He had had' the honour of representing that town on the Board more years^ than he cared! to me riser, then, and it was gratifying to think he had earned the re- spect, esteem, and confidence of the *eleckors. (Applause). Mr Frimstün, in acknowledging his election, said he had' in the past always endeavoured to consider the interests of the ratepayers and the poor, and he wo'uM continue to do 'so during the period he ,would sit on the iBoard. ° lr 'Silvester promised to do everything for the benefit of the ratepayers and the poor alike. The motion -of shanks was then pass,ed to the Returning 'Officer, and Mr G. A. Taverner said he had to return his thanks to those electors who had favoured him with their vote.s. He had been a lazy candidate — (laughter)—-and had never solicited a vote; had he done so, he might have heen more suc- cessful. He was, however, pleased to know that his friend! 'Mr Silvester had been elected. The proceedings connected with the elections concluded, and the numerous electors who had been awaiting, in. drenching, rain, the announce- ment of the figures, then dispersed. 0

The Colwyn Bay Cottage Hospital. Fifth Annual Report of the Board of Management. To the Trustees and Subscribers,—The number of patients receilvedi into the hospital is. still on the. increase, and the committee in tendering' their sincere thanks to the medical staff, fully recognise. that the urgency and' the gravity of the cases- admitted for treatmienic during the- past year have i-n,tall,ed, up-on them, mwch 'extra labour andl constant attendance. Since the last report 65 patienk's have been admitted., makingi with, the four already, in the hospital on thie rst January, 1903, 69 patients., who: have been under treatment -during the year. Discharged- cured, 48 discharged) relieved, 9 died, 7; remaining in on 31st December, 5; total-, 69. The: number of operations performed during the: year has' been upwards of 40. The average, length of residence of each patient has been 25.05 days the average cost per patent per day 'has been 4s' 5%d; the -in- come this year has' been, ^388 17s, as against Z3S4 Os 70 last year. It will be seen; that this leaves nothing over to assist in defraying capi- tal 'outlay, and therefore the debt upon the mor- tuary and ,ttii-nd-ry riemains, to be cleared. Attention is calledl to the' smallnes's of the amount received as patients' payments. It will he easily- understood that ,the difficulty of con- tributing to. the funds is often materially in- creased from, the' very fact of a patient being unable to earn: anything for his or her mainten- ance. On. this account wic, should be glad if friendly and, benefit societies wouldl take 'into c,oli,s,id,eratioii the quest; .?oi-i, of ;iiakiii?,- an an;niual subscription, to the hospital. Many cottage hos- pitals derive: considerable benefit from support thus rendered. We are still without a proper operating room, and: the enlargement of the: hospital must soon become, a matter for consideration. Both ward's have frequently during 1903 had their full com- plement oif patients'—four each. The need for isolation wards had become, im- perative. By the strenuous efforts of Mrs Minchin, and two other ladiies a sunn of 1>90 10s 8d was, raised, anid thus' encoura-g-ed,, a suit- able building has been erected: from plans kind- ly prepared by Mr J. M. Porter, wh0 has super- intended the work gratuitou'sly. The total cost of 'this building (which, comprises two wards, nurses' room, bathroom, etc.), will mot be less than ^676. We trust to the .liberality of friends of the, institution for funds to clear the debt 0f £334 i-Lhus incurred. Mr Eras. Nunn: presided, and there were also present: 'Mr James; Wood.J.P., Srr David Gamble, J.-U., the Rev. T. M. Jones, Mr Laithan Whi'tebouse, and Mr Edward' Wood (Leawood-hillj, with, the Secretary (Mr I J. Holmes). The report a'nd balance-sheet were read. On the minutes coming up for confirmation, Mr James Wood said there had been an idea of converting the operating-room into an isola- tiOin hospital. But that scheme had been auan- doned!, and owing to the energy and kindly at- tention of Mr si Minchin, Mrs Nunn, and" Mrs Haworth, a lbeautifu.1 new ■buildiai'g1 had been erected, providing two wards, nurses' accom- modation, and the other modern co n veni ene e's required. A discussion followed, from, which it appeared thalt, a debt remained on the. laundry and, mor- tuary, but the account ,coul,d 'not be stated, as the architects' certificate 'had not yet been, re- ceived. It was addled1 that the new wardl wa-s practically ready for use, and) that the need for it was more acutely felt than/ever. The Chairman' stated that the. number of patients considerably exceed'ed .those of t'ha previous yeai, the operations were also more numerous, and several of the' cases operated upon were remarkable. The- analysis of patients showed the, proportion' from, each, parish to be a9 follows Colwyn 'Bay, 40 Colwyn, 7 Llys- faen and Penmaen, 7 Llanddulas, 5 Rlhos and Mochdre, 3; Aber.gele and Bettws, 2; Bryny- m'aen, i a total -of 65. Mr E. Wood- (-S-eawood-bill) drew attention to an apparent, but not 'real, increase in the cost of mainten.ance of patients. The cost per head per day this' year shown as 4s 5-^d per day, whereas in the previous year it was 3s 54d per day, 'apparently a,n increase, of is, per day per patient. As a matter of fact, there; wa's no actual increase, because in. arriving at the aver- age the committee included from; £60 to ^70 spent in other directions. It was only right that the. public should know that that the internal affairs of the hospital were managed as economi- cally ll1!owas, in. 'the past, and that, in fact, the management equalled that of any, hospital in the country. (Hear, hear.) On the. proposition of the Rev. T.
