Colwyw Bay Urban District. Council. The New Sewerage Works. Steps to Prevent Beach Erosion. Proposed Re-arrangement of the Clerical Staff. MR HuGH HUGHES (charman) presided over the monthly meeting of this authority on Tues- day. There were .also present,: Dr. J. E. Brooks, Messrs John Williams, 'D. O. Wil- liams, Hugh Davies, J. Dicken, J. Berth Jones, R. Newell, Rowland Williams, George Bevan, wi'th the Clerk (Mr Jos. -Roberts), and the Sur- -i e veyor (Mr W. Jones). "Excessive" Highway Expenditure. The Surveyor presented' a general statement as to the "excessive" expenditure in the high- ways department during the past year. It was stated that ,¡he abnormal weather experienced during the past nine mon'iihs had necessitated a 'much greater expenditure in ithe repadiring -and maintaining of the roads. The Council had -been obliged to lay d'own macadam in various streets, which, when, the estimate was drawn out, were never intended should be metalled. In consequence- of this andi other causes, there had been an excess of Z605 on the estimate. Moreover, special 'works had 'been canieKl: out, no provision .for which 'had bee.n made in the estimate. The report was adopted. Prince's Drive. On the recommendation of the Highways Committee, the Council resolved 'to carry out certa,itn, improvements in Prince's Drive, and provide means .of lighting1 khe street, appor- 11 z;1 tioning. the cost upon adjoining property- owners. The Council Offices. Tenders for the furnishing of the new Coun- cil offices 'were accepted as follows: Messrs Parry and Jones, for heating apparatus, £ 19 5s; Messrs Allen and Sons, for floor cover- ing at ISIld per yard, for twelve committee chairs at lis each, for window screens Zig 5s, and for window blinds (Council Chamber) £ j. The tender of Messrs Garnett and Sons, War- rington-, to supply 18 chairs for .£"2 19S was also accepted. It was reported that: tihe work of preparing the new Council offices was progressing favour- ably. Owners Not Unanimous. The Surveyor reported having written to the several property-owners along Bay View-road with respect to giving land to widen the road. Several replies bad been received, but as the owners were not unanimous in their opinion that tihe .improvement Iwas desirable the Coun- cil now decided to frake no further step in the action just yet. The Free Library. PI an 3 for the new -free library were unani- mously approved, on the recommendation of tihe survey ox. Finance. The Collector reported collecting a -total of £685 12s 4d GiUringtihe month. Other receipts reported were £ 2,145 16s 8d on the general account, 2nd 64,000, this latter being the contribution of the Cay;le}r Estate towards; 'the Promenade works. Tihe wages account for the. month came to a total of Z364 125 9d. Bills amounting to- £4,518 us 8d were or- for .paymer#. Private Street Works. The surveyor produced1 finall apportionments for street works executed at Victoria Park and Ellesmere-road-, Colwyn Bay, amounting to Z249 us id and £108 13s rrd- respectively. The clerk was instructed to- issue notices of ih-e final apportionment on the frontagers. Rearrangement of the Clerical Staff. A special committee reported "They were -unanimously of the opinion that the time has come 'when a qualinedi solicitor should be ap- pointed dle-rk and- solicitor -to the Council. They recommend the appointment of Mr Jas. Amphlett to the post, and that his salary be fixedi at £ 200 per annum." The committee: further .recommended' "that Mr Jos. H. Roberts be appointed deputy clerk and accountant, his d-uties to- be as per schedule 'Dulties of accountant.' The; sam,3 committee also reco-mmended "that the present sanitary inspector be appointed for another year, but ¡chat d'uring tihe year arrange- ments -be made for the offices of surveyor and sanitary inspector to be separated ready for the appointment of 1905," and also, "that a collector ibe appointed, whose duties -shall be as per schedule." It was reported that the Council had already dealt with ).,he whole "report in. committCie, and that after 'a lengthy discussion the matter had beeni referred to another meeting of the Council in committee. The Health of the District. The Medical Officer of Health reported four- teen deaths (including one non-resident)—making a death-rate of 15.7 per 1,000 of 'the population —.during the month, and' that tihe district was absolutely free from -all infectious diseases, the infectious hospital, 'Bryn Aw-ed, being empty. Twelve births were reported- during the same period. Proposed Alteration of a Church. The Surveyor reported, the receipt of a com- municaition from the trustees of the Wesley an Church, .situated at the Junction of Conway and Nantyglyn roads, stating they were prepared to me,ct iphe Council in coTnmittee- t.o diSCuss the suggestion to set back the front of the chu.rdh from its present position. The Council decided to meel: the writers on Wednesday. Appointments. Dr. Peter Eraser, -of Carnarvon, a.nd Mr Wm. Jones, A.M.I.C.E., were Reappointed as medical office j of health and sanitary inspector -respec- tively. Pwliycrochan Woods. John Jones (Grimsby House), arudl Siman Willia-ms were re-elected to act in a similar capacity in LlaiwMLlo-yn- Rhos. | The New Sewerage Works. | STEP TO PREVENT BEACH EROSION. A special meeting of 'the- General Purposes 1 Committee, held on the 3rd day of March, re- ported1 upon the new sewerage works an the West Promenade- as foil-lows: "Tlhe committee first inspected the new -sewerage, woi^cs on the West Promenade ait- the point where the new sewer crosse-si ithe e-xisjfcing o-utfallj jsewer, a length of about 60 feet of which ihad been- taken up for the purpose -of laying the new 33-inch iron pipes. It was Poir-ILed out-t-o the com- mittee that it was necessary t-o form a solid foundation of ctonerete -under the outfall sewer' foundation of ctonerete -under the outfall sewer' iiii, 'the re-laying of the p'pes taken -up, anid it would -be advisable -to encase them in concrete, seeing that the ground would all be loose, or fiiled in soil, but ,the better plan would be to lay ¡¿he same in iron pipes on cement pillars at each -end. It was resolved tihat the contractors be instructed to re-lay the outfall sewer ait this point with 20-inch -cast iron pipes for the length of 69 feet. "The committee them i,n,spectedi tihe new Pro- menade works, and the engineer pointed out the .depth to which the ibeach 'had been eroded, which necessitated1 ithe building .of the- sea-wall lea an extra depth- of two feet, as recommended in his report o.n these works, dated- 3rd March, 1904. "It was (then unanimously resolved that the footings of the sea-wall be ci,ee-per-el two feet, and that -the same be increased in depth by an ,e.xtm two feet -of walling for a length of about 250 lineal yards. The report was now approved by the Council.

Abergele Petty Sessions. Farmers and the Police. A Local Domestic Infelicity. THESE .sessions were 11-ield on Saturday at the Courthouse, -Abergele, before Mr W. T. M-ason (in the chair), and Mr J. Pierce. A Tramp and Begging. A labourer named George Berry, on tramp, was charged with begging in Sea-road, Aber- gele, the previous day. The case was stated by P.C. Lewis, who said that prisoner, when spoken to, was insolent, and said! if he had seen him coming he would have run off quicker than ha did. Replying to the' Bencih, prisoner said he werifc to beg because he was' suffering from (hunger. He was proceeding to. Beaumaris to have his regimental papers dealt with. On .his promising to leave the town, prisoner was discharged. Harp leD Licensed Area. Mr E. A. Crabbe, solicitor, -applied, on behalf of Mr John Williams, landlord of the Harp Inn, for itne approval of plans in reference to -an additional room at the Harp Inn-, Abergele. He mentioned that some timCl ago Mr Williams purchased some land at the rear of the hotel, erected stables, ,above. wthich he built the room in question. M'r Williams ¡ said! lie would comply with the request. The .plans were approved. Plasisa Farmer Fined. Meredith Owen, farmer, of Plasisa, Llanger- -niew, was summoned for driving ,a vehicle witn- out a liglht, on IL.he 25th ruit. ,0n the road leading from -Llainfairtalhaiarn to' Abergele. Defend- ant did not appear to tihe summons. P.C. Davies and Inspector Roberts statied -that shortly before tern o'clock on the evening in question, they met defendant, whose- vehicle was without a light. It was very diark at the time; they heard -defendant's horse appro,ach- ing, and aillthoughi they called to him 'to stop, he :did not do so. Defendant galloped past, but eventually he was overtaken. A fine of ros,. -andl ios- costs, was imposed. Rowdyism in Market Street. John Evans, of Pwll Coch-road, Abergele, -who did not appear, was 'summoned for being drunk Dn the 20th ult. in Market-str-eefc, and was fined1,59 and 5s 6d costs. P.C. Lewis, who proved the case, said; d'efen- dant was very drunk and singing about the street, and attempting to entear s'ome of the public:houses. Colwyn Bay Farmer Fined. Robert Clarke, farmer, Llwydgoed Uchaf, Colwyn Bey, pleaded guilty to allowing his horse and trap to be without proper control on the road between Llanddulas anid Abergele on fche 23rd ult. P.C. Rowlands said .he observed the! horse and vehicle in the village of Llanddulas. De- fendant, who had arrived- witlh them, could: not be for some time, but on defendant leaving a public-house, witness cautticmed him- about leaving the hoarse and rtrap to the' danger of the public. Returning sihortly afterwards to the neighbourhood, witness foundi the, horse and trap standing outside of a public-house, in which -defendant wasj drinking with -a friend. I Fined 5s and costs. Alleged Wife Desertion at Abergele. Margaret Evans, late of New-street, Abergele, summoned iher husband, John, Evans, plasterer, for deserting her -on the nth January. M'r E. A. Crabbe represented' defendant, who was uniab'e to appear. Complainant deposed thaic her husband de- serted her and the four children on the diate named. He had 'neglected lo .maint-aiim them, ,and had, served tham similarly on previous oc- casions. Cross-examined:" Shte had siummoned her husband1 several times, and he had given her several sums of -mamey since the 111,h January. As recent as February 26th he gave har 14s. Mr Crabbe said his client was quite willing to' contributed iosi per week regularly towards his wife, and pay 4S towards the maintenanca of one of the children, as. well as .make ar- rangemeirJis 'for the care -of another one, pro- vided complainant -did not .molest him. The parties had been before the court on previous occasions. There had practically been no de- sertion, as heir husband had! conutinued to pay her mop-ev fo:r herself anid children. The magistrates dismissed -the case, and ex- pressed the hope that the parties would en- dieavonir to settle their differences amicably.
